CASE NO.: SA 99-49 APPLICANT(AND ADDRESS� DAVID FLETCHER for BERT& ROCKY'S CREAM COMPANY, 73-080 EI Paseo, Suite #1, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-080 EI Paseo ZONE: C-1 Ms. Chafin presented the staff report, indicating that Bert & Rocky's Cream Company has taken over the space previously occupied Manhattan Bagel on the north side of EI Paseo next door to City Wok. The previous tenant had an awning with signage, and the applicant proposes to replace the awning to reflect the new business logo, which features an ice cream cone 2 � �` �r1�►` . The awning fabric will be Sunbrella teal biue and will have two, 5'3" pop outs to display the logo, one facing EI Paseo and one facing east toward City Wok. The logo will be back lit. Gary's Island, located across EI Paseo on the south side of the street, has an awning nearly identical to the one proposed for this tenant. The proposed awning with signage complies with code requirements, and staff finds the proposed design and colors acceptable. Commissioner O'Donnell felt that the logo size is a bit too large for the awning and that the logo should be reduced six inches all the way around. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to approve the awning with signage with the condition that the logo be reduced 6 inches all the way around. The motion carried 5-0. 3. CASE NO.: TT 27370 APPLICANT (AND ADDRESS� GHA HOLDINGS, INC., 68-936 Adelina Road, Cathedra City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of 16 single-story single-family residences LOCATION: South side of Hovley Lane West, 1200 feet west of Portola ZONE: R-1 Mr. Smith presented the staff report, indicating The applicant proposes to construct 16 single-story, single-family residences on the south side of Hovley Lane West, 1200 feet west of Portola. The proposal includes two plans. Plan 1 comprises 2,405 square foot units, and Plan 2 comprises 2,758 square foot units. The units feature concrete tile hip roofs and stucco walls with cultured stone veneer at the base. The two plans have entry tower elements with a building height of 17'9". The plans also include optional 344 square foot casitas having bathroom and bedroom only, and the casitas will feature concrete tile roofs, wood fascia and stucco trim. Upon reviewing the landscape plan, staff notes the lack of a 24-inch box tree, per code requirement, and recommends that approval be subject to inclusion of this landscaping element, which can be placed in the rear yard. Staff recommends that the Commission grant preliminary and final approval, subject to the addition of an acceptable 24-inch box tree. Commissioner Van Vliet asked if the code permits casitas in the front yard, to which Mr. Smith responded affirmatively, and clarified that they must meet setback requirements. Commissioners Van Vliet and O'Donnell expressed concern about locating casitas in the front. Commissioner Urrutia commented that the front elevations look nice, but the details seems to disappear around the corner; so he would suggest that the fascia treatment and details on the front be continued all the way around the house. Chairman Gregory suggested using five-gallon shrubs rather than one- gallon shrubs and adding 24-inch box trees with leaves, i.e., not palms. Commissioner Holden felt that locating casitas in the front would change the entire look of the project. Commissioner Urrutia indicated that his concern regarding locating casitas in the front is that they are detached, and he would prefer to seem them connected architecturally, i.e. with privacy walls or an entry gate, with which Commissioners Van Vliet and O'Donnell concurred. Commissioner O'Donnell felt that there is not enough variation in the colors of the units. 4 , � � , ARCHITECTURAL REVIEW COMMISSION MAY 25, 1999 MINUTES Action: Commissioner Van Vliet moved, seconded by Commissioner Urrutia,to grant approval subject to the following conditions: 1) fascia treatment and details on front elevation to be continued all the way around the structure; 2) more variation in stucco color; 3) replace 1-gallon shrubs with 5-gallon shrubs; 4) add 24-inch box trees with leaves; and 5) that any plans for a casita in the front yard be resubmitted for approval. The motion carried 5-0. 4. CASE NO.: SA 99-26/CUP 98-4 APPLICANT (AND ADDRESS� SERVICE STATION SERVICES for CHEVRON PRODUCTS COMPANY, 3 Hutton Centre Drive, Suite 711, Santa Ana, CA 92707 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary plans and signage LOCATION: 72-801 Highway 111 ZONE: C-1 Mr. Alvarez reported that the Commission granted preliminary approval of the architecture and landscaping forthe new Chevron convenience store and canopy located at the southeast corner of Highway 111 and Plaza way, and the applicant now seeks approval of their final working drawings. Staff has reviewed the working drawings and found changes to the preliminary approval. The first change is an increase in the canopy height from 17'9"to 20'2". The 2.5-inch increase in canopy height is to the canopy clearance and canopy fascia. The preliminary canopy clearance was approved at 15 feet, while the revised canopy clearance shows a height of 16'6". The preliminary canopy fascia height was increased from 2'9" to 3'8" with a total height of 20'2". The applicant indicates that the increase in height is required to minimize canopy damage caused by large fuel trucks making deliveries and RVs. Staff consulted with the City's Traffic Engineer and found that the maximum street legal vehicle height is 14 feet; thus, the preliminary approval of the canopy clearance at 15 feet and the overall height at 17'9" is adequate for all vehicles. 5 �rwrr+° �r�r' ARCHITECTURAL REVIEW COMMISSION MAY 25, 1999 MINUTES The second change is to the west elevation of the building. The applicant has modified the entry tower by increasing the height from 21'0" to 25'6" and the roof pitch from 5/12 to 6/12. The west elevation illustrates an increase to the entry tower fascia in order to accommodate the proposed sign. The third change is to the color scheme. The applicant has submitted changes to the building color and metal roofing, and staff believes the color changes are acceptable and recommends approval. The final landscape plans are substantially similar to the preliminary approval. Staff recommends that the Commission grant final approval of the working drawings, including changes to the color scheme, subject to maintaining the canopy height as approved on the preliminary plans, i.e., overall height at 17'9" and a bottom clearance of 15'. The applicant is also requests approval of business identification signage for the convenience stores and canopy replacement, as well as freestanding (monument) signs. The building has 76 feet of linear building frontage on the east and west elevations. These finro elevations are each allowed up to a maximum of 63 square feet of signage. The north and south elevations have 45 feet of building frontage and are allowed up to a maximum of 45 square feet of signage. The wall signage proposed is as follows: Front elevation/west: • 3'7" x 5'4" "EM" and 18" x 7'2" "ExtraMile" three colors, individual letters with through-the-face and back lighting illumination (30 square feet); • 3' x 3' non-illuminated changeable face sign (nine square feet); • 18" x 8'9" produce sign, "SUAVA JAVA," through-the-face and back lighting illumination (13 square feet). Total proposed = 53 square feet Total allowed = 75 square feet 6 � � ARCHITECTURAL REVIEW COMMISSION MAY 25, 1999 MINUTES Right side/north: • 14" X 4'2" red channel letters "24 hrs." (4.8 square feet); • 3' x 3' non-illuminated changeable face sign (nine square feet). Total proposed = 15 square feet Total allowed = 45 square feet Left side/south: • 19" x 6' red channel letters "24 hrs." (9.5 square feet); • 3' x 3' non-illuminated changeable face sign (nine square feet). Total proposed = 18.5 square feet Total allowed = 45 square feet Rear/east: no signage proposed. The wall signage proposed meets the City's ordinance requirements. The ordinance allows businesses to identify a maximum of two goods, products or services on each elevation. In this instance, the proposed signage identifies finro product/service signs on the east and west elevations (i.e, 24 hours, misc.). Staff recommends approval of wall signage with a maximum letter height of 24 inches for the "EM" sign and 18 inches for the "ExtraMile" sign. Canopy signage consists of the following: West elevation: 2.5 square foot logo sign, internally illuminated can sign. North/south elevations: 2'x 8'6"white channel letters "Chevron" (17 square feet). The canopy signage also includes small Chevron illuminated logo signs at the lower canopy levels. All canopy signs are under 20 feet high and meet the ordinance requirements. Staff recommends approval of the canopy signage as submitted. 7 � � ARCHITECTURAL REVIEW COMMISSION MAY 25, 1999 MINUTES The applicant is proposing two monument signs. The proposed he corner of Highway 111 and Plaza Way totals 26 square feet, excluding the "gas price". The total height of the proposed sign is eight feet. The ordinance allows for one monument sign per frontage, with a maximum height of six feet. The ordinance also limits the size of monument signs to one-half of the total allowed wall signage and is included in the total allowable square footage. The building has 53 square feet of signage and the applicant proposes an additional 26 square feet of monument signage for a total of 79 square feet. The maximum allowed square footage on this elevation is 75 square feet. The proposed monument sign on the Highway 111 frontage total 26 square feet, excluding the gas signage. The total height of the proposed sign is eight feet. The building has 15 square feet of signage and the applicant proposes an additional 26 square feet of monument signage for a total of 41 square feet. The maximum allowed square footage on this elevation is 45 square feet. This elevation meets the sign ordinance requirements. Staff recommends approval of the monument signage with a the condition that the height be reduced to a maximum of six feet, and that the corner monument sign be reduced in square footage to meet the sign ordinance requirements. Mr. Alvarez asked if the lighting underneath the canopy is recessed, and noted that it should be, to which Mr. replied that it is not recessed, but merely surface-mounted. Mr. Smith clarified that surface mounting would not meet the ordinance requirements; so it needs to be recessed. Commissioner Van Vliet felt that the electrical panel should be screened by a pair of doors, and Commissioner Urrutia suggested that elevations for the equipment screening be submitted along with final working drawings. Mr. Naras commented that the "EM" logo is in the process of being registered, and it is proposed at a height of four feet, to which Commissioner Van Vliet replied that, according to the plans, the sign is actually six feet high. Commissioner Holden believed that it would be redundant to have the "24 hrs." sign because it will be obvious that the business is open. 8 � � ARCHITECTURAL REVIEW COMMISSION MAY 25, 1999 MINUTES Mr. Naras indicated that he would like to retain the eight-foot height on the monument sign, and as a compromise, would eliminate the Highway 111 monument sign and only have one monument sign for the entire project, to be located on the corner. Mr. Smith pointed out that the Commission doesn't have the latitude to approve an eight-foot high monument sign unless a grade change is involved, and there is no grade change involved with this sign. Commissioner Connor felt that the applicant has proposed too many menu items, with which Commissioner O'Donnell concurred, and noted that the Commission's policy has been to limit signs to three menu items. Mr. Alvarez suggested that the applicant may wish to widen the monument sign in view of the fact that a two-foot reduction will be necessary, to which Mr. Naras replied that the proposal submitted is the company's standard monument sign. Commissioner Urrutia pointed out that other gas stations in town have dealt with these issues and have been able to comply. Commissioner Van Vliet felt that finro monument signs are unnecessary, especially since they would be so close together, and expressed opposition to allowing an eight-foot high monument sign. Commissioner Urrutia believed that one monument sign located on the corner should suffice, and if properly placed, would be easy to read from each street. Commissioner Holden recalled that the Commission eliminated the logo signs on most of the gas pumps at the Shell station, and suggested that a similar condition be imposed on this project. Commissioner Connor suggested that the applicant revise and resubmit the sign program. Commissioner Van Vliet preferred that the canopy height clearance remain at 15 feet, with which Commissioner O'Donnell concurred, and commented that the architecture of the canopy and the building should be tied together. 9 � � ARCHITECTURAL REVIEW COMMISSION MAY 25, 1999 MINUTES Commissioner Urrutia suggested that the canopy color is different from that of the building and suggested that the white color on the canopy be eliminated and changed to match the building. Commissioner Holden noted that the higher the canopy, the more potential for glare from the lights on the streets. Action: Commissioner Van Vliet moved, seconded by Commissioner O'Donnell, to approve the building architecture, provided that a maximum 15-foot canopy clearance be maintained, that a door be added to the electrical room to conceal it, and that the white areas on the canopy facia (except the signs) be changed to match the main building color. The motion carried 5-0. Action: Commissioner Urrutia moved, seconded by Commissioner O'Donnell, that the applicant be limited to one monument sign and that it be located on the corner, and that it be redesigned and resubmitted with a maximum height of six feet, with the pricing information be kept together and the width increased to accommodate the reduction in height. The motion carried 5-0. Action: Commissioner Connor moved, seconded by Commissioner Connor, to approve the building signage provided that the "EM Extra Mile" logo total height be limited to four feet, and that the "24 hrs." signs be eliminated. The motion carried 4-1, with Commissioner Urrutia dissenting. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to approve signage on the canopy, but required that logos on pump islands be eliminated. Action: Commissioner Van Vliet moved, seconded by Commissioner Urrutia, to grant approval with the condition that the tree size be a minimum of 24-inch box. The mation carried 4-0-1, with Commissioner O'Donnell absent and Chairman Gregory abstaining. 7. CASE NO.: CUP 11-80 Amendment #1 APPLICANT (AND ADDRESS� MAURICE LEBANOFF, 11821 Highview Drive, Santa Ana, CA 92705 NATURE OF PROJECT/APPROVAL SOUGHT• Approval of two-unit addition to an existing apartment complex LOCATION: 45-325 Sage Lane ZONE: R-3 Mr. Alvarez presented the plans, which features the addition of two apartment units over the existing garage facility. The complex currently has six units with 12 garage spaces, and a Conditional Use Permit will be required to remove one garage space and add a stairwell leading to the proposed additional units. The building backs up to a commercial zone on EI Paseo, and is heavily screens with landscaping. Chairman Gregory felt that the building should be able to stand out on its own aesthetically rather than relying on landscaping to screen it. Commissioner Urrutia suggested that the proposed building incorporate design features of the existing building, i.e., balconies and recessing. Commissioner Urrutia felt that the entry is unacceptable and suggested adding landscaping in front of the stairway. Action: Chairman Gregory moved, seconded by Commissioner Urrutia, to continue the case to allow the applicant to address concerns expressed by the Commission.
