APPROVAL OF MINUTES It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the minutes of the August September 8, 1999 meeting. Motion carried 4-0-2, with Commissioners Connor and Holden abstaining. III. ORAL COMMUNICATIONS None. 1 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES IV. Plans 1. CASE NO.: SA 99-102 APPLICANT (AND ADDRESS): HOLLYWOOD SCOOP CAFE, 73-375 El Paseo #F, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-375 El Paseo ZONE: C-1 Mr. Alvarez reported that the applicant has requested approval to install an awning over the storefront of the business located directly east and two doors down from the proposed "Tate Shoe Salon,"who is also requesting an awning. The applicant proposes an awning with a red top and black front and sides. The signage is to read "HOLLYWOOD SCOOP CAFE,"facing El Paseo and is to have two menu items reading "Cappucino and Ice Cream" on both sides of the awning. The plans do not show a letter size, but the applicant indicates that eight-inch copy would be acceptable. The proposed awning is to have a height of three feet and is to project five feet from the building. Staff believes the awning can be compatible with the building architecture, but is concerned about the use of the red color with a grey and black building. Staff is also concerned about the proposed five-foot projection from the building. The nearest proposed awning at Tate Shoe Salon is proposed as a half dome awning with a four-foot projection. Staff recommends that the Commission approve the location and design of the awning with a maximum four-foot projection from the building, and that the Commission determine the acceptability of the awning'colors. Commissioner Van Vliet asked about the color of the letters, to which Mr. Alvarez responded by indicating white. 2 fto ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES Commissioner Van Vliet expressed opposition to the scalloped edges, to which the applicant responded by indicating those could be deleted. Action: Commissioner Van Vliet moved, seconded by Commissioner Connor, to approve the plans with the condition that the scalloped edging of the awning be deleted. The motion carried 5-0. 2. CASE NO.: SA 99-76 APPLICANT (AND ADDRESS . A&S ENGINEERING for CIRCLE K, 207 W. Alameda Avenue #203, Burbank, CA 91502 NATURE OF PROJECT/APPROVAL SOUGHT: Remodel of revised plans for an existing fascia, installation of one building sign and reface of one monument sign LOCATION: 45-200 Portola Avenue ZONE: C-1 Mr. Alvarez reported that the Commission originally considered this request on August 10, 1999, and continued the case to allow the applicant to revise the fascia remodel plans in order to achieve a more compatible design with the City's current architectural standards. The Commission also expressed concern at that time regarding the proposed removal of the existing functional overhand. The Commission also continued the monument signage request in order for the proposal to comply with the City's Sign Ordinance. The revised plans for the fascia remodel have not changed significantly, as the only change is the use of a stucco finish and beige color. The request still includes removal of the existing overhang and replacement with a seven- foot overhang from the building. The building signage includes a five-foot by five-foot internally illuminated can sign which is recessed or flush with the proposed fascia, with red and white faces. 3 ` ► ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES The only revision to the monument signage is removal of the word "Liquor" beneath the Circle K logo, and this sign continues to be legal nonconforming in terms of the overall height, as the sign exceeds the six-foot height limit. The building has 70 feet of building frontage and is entitled to a total of 60 square feet of signage, and monument signage is to be included in the total and should not exceed 30 square feet (half the allowable square footage). In terms of square footage, all signage is within the maximum allowed by the ordinance. Staff is concerned about the overall height of the monument sign, and contends that the sign should be required to comply with the City's six-foot height limit. Staff recommends that the Commission approve the fascia remodel and building signage as proposed, and that the Commission approve the monument sign with the condition that it be designed with a maximum height of six feet from grade. Doug Masaro of A&S Engineering pointed out that the intent is merely to reface the neon sign. Mr. Drell stated that the issue is whether the end result is something that would be approved if it were proposed as a new building, or if the remodel is sufficient to warrant substantial aesthetic improvements. Commissioner O'Donnell felt that the proposed aesthetic improvements are not substantial enough, and suggested that the fascia be integrated with all the proposed improvements. Mr. Masaro pointed out that the idea is to get rid of the old cantilever style building and replace it with a new fascia. Chairman Gregory indicated that he would like to see the building spruced up. Commissioner Holden observed that the plans look like the same old building with something pasted on it, and added that there is always something going on in front of the solid areas of the building, i.e., ice machine or storage carts. 4 Iwo ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES Commissioner Urrutia felt that the site should be improved. Commissioner Holden noted that from the rear of the building, roof-mounted equipment is visible, and there are no trash areas, as the dumpsters are merely rolled up against the building; so he would suggest that the applicant either leave the building as it is or make some major improvements. Chairman Gregory agreed that the plans need more of an architectural effort to make the building compatible for the location. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to continue the case to allow the applicant to implement changes suggested by the Commission. The motion carried 5-0. 3. CASE NO.: SA 99-78 APPLICANT (AND ADDRESS A&S ENGINEERING for CIRCLE K, 207 W. Alameda Avenue #203, Burbank, CA 91502 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revisions plans to remodel an existing fascia, one building sign and two monument signs LOCATION: 44-775 San Pablo Avenue ZONE: C-1 Mr. Alvarez reported that the plans for this location are similar to those for the Portola location. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to continue the case to allow the applicant to implement changes suggested by the Commission. The motion carried 5-0. 5 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES 4. CASE NO.: SA 99-103 APPLICANT(AND ADDRESSy PALMS TO PINES CANVAS for CRF, 69- 640 Sugarloaf Avenue #69, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-260 El Paseo ZONE: C-1 Ernie Brooks of Palms to Pines Canvas stated that the previous tenant removed the awning which hung over the building, and the new tenant would like an awning with signage and posts that would be inside of the sidewalk so as not to encroach. The door awning would project out four feet from the building, and the building awning would also project four feet from the building, but will be a separate awning, and there will be returns on the sides. Chairman Gregory felt that the proposed design is too busy, and since the door is very small, it does not warrant an awning entry. Commissioner Urrutia sketched some modifications on the plans, and Mr. Brooks stated that he will ask the tenant if they are acceptable. Action: Commissioner Holden moved, seconded by Commissioner Connor, to authorize staff to approve revised plans if they are revised in conformance with a drawing devised by Commissioner Urrutia. CASE NO.: SA 99-104 APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS, 69-640 Sugarloaf Avenue #69, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-655 El Paseo ZONE: C-1 Ernie Brooks of Palms to Pines Canvas requested that the Commission continue the case. Action: Commissioner Holden moved, seconded by Commissioner Connor, to continue the case at the applicant's request. The motion carried 5-0. 6. CASE NO.: SA 99-96 APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for TATE SHOE SALON, 69-640 Sugarloaf Avenue #69, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-375 El Paseo ZONE: C-1 Mr. Alvarez reported that the applicant requests approval to install a half dome awning comprised of grey and white vinyl over the storefront of the building located on the south side of El Paseo, west of Lupine Lane. The copy will be eight-inch black letters reading "TATE SHOE SALON." The awning haw a height of 48 inches and projects four feet from the building. 7 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES The awning is compatible with the building architecture and its color and materials are acceptable and blend with the building exterior color. Staff recommends that the Commission approve the awning as submitted. Action: Commissioner Holden moved, seconded by Commissioner Connor, to approve the plans as submitted. The motion carried 5-0. 7. CASE NO.: PP/CUP 98-16 APPLICANT (AND ADDRESS): SECOY ARCHITECTS for PALMS TO PINES RETAIL CENTER, 45 Plaza Square, Orange, CA 92866/AMERICAN INVESTMENT GROUP/PALM DESERT, LLC, 301 Forest Avenue #200, Laguna Beach, CA 92651-001 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary elevations and landscaping LOCATION: South side of Highway 111 east of Plaza Way ZONE: PC-3 Susan Secoy presented revised plans, indicating that the towers and layering effect are being maintained, and added that the intent is to maintain the existing storefront layout in order to cut costs. Commissioner Van Vliet"asked about the material for the roof pyramid elements, to which Ms. Secoy replied that they will be made of metal. Commissioner Holden felt that the revisions are acceptable. Commissioner O'Donnell assumed that all the roof elements will have depth to them, and not just the pyramids, which was confirmed by Ms. Secoy, who indicated that it is a three-dimensional project, not a two-dimensional flat facade. 8 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES Action: Commissioner Van Vliet moved, seconded by Commissioner O'Donnell, to grant preliminary architectural approval with the condition that the roof materials have depth to them. The motion carried 4-0-2,with Commissioners Connor and Urrutia abstaining. Action: Chairman Gregory moved, seconded by Commissioner O'Donnell, to grant conceptual approval of the landscape plans with the following conditions: 1) use Cercidum instead of Parkinsonians in parking lot; 2) that Rhus Lancias only be used in larger planters in the parking lot, or in the alternative that another tree be used in the small planters; 3) that the plans indicate plant sizes. The motion carried 4-0-2, with Commissioners Connor and Urrutia abstaining. 8. CASE NO.: SA 99-94 APPLICANT (AND ADDRESS• AMERICAN AWNING for VALLEY HEALTH CARE CENTER, 44-489 Town Center Way, Palm Desert, CA 92260; VALLEY HEALTH CARE CENTER, 73-030 El Paseo, Suite 1, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-020 El Paseo ZONE: C-1 Mr. Alvarez reported that the applicant requests approval to install an awning over the storefront of the office complex located at the northwest corner of El Paseo and Monterey Avenue, but the entrance in question fronts the parking lot. The proposed awning colors are brown and ivory with eight-inch, brown copy reading "VALLEY HEALTH CARE CENTER." The proposed awning has a height of three feet and projects four feet from the building, but only feet beyond the roof line. The overall span of the awning 11'3" over the business entrance. 9 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES The proposed awning is compatible with the building architecture, and the colors and materials are acceptable and blend with the building's exterior color. Staff recommends that the Commission approve the awning as submitted. Action: Commissioner O'Donnell moved, seconded by Commissioner Holden, to approve the plans as submitted. The motion carried 5-0. 9. CASE NO.: SA 99-99 APPLICANT (AND ADDRESS) AMERICAN AWNING for SERENA'S GOLF & RESORT SPORTSWEAR, 44-489 Town Center Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-199 El Paseo ZONE: C-1 Ms. Chafin reported that the applicant proposes to construct a dome-shaped canvas awning over the entry to Serena's Gold & Resort Sportswear. The building is located on the south side of El Paseo. The awning would project a maximum of 80" from the building and would measure 80" high from top to bottom. The canvas color is ivory with 10-inch and 8-inch black letters reading "Serena's Golf& Resort Sportswear." The awning is compatible with the building architecture, and the color and materials blend with the building exterior. Photographs and material samples will be available for review at Tuesday's meeting. Staff recommends that the Commission approve the awning as submitted. Action: Commissioner Connor moved, seconded by Commissioner Van Vliet, to approve the plans as submitted. The motion carried 5-0. 10 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES 10. APPLICANT (AND ADDRESS TIM BARTLETT for NEVADA BOB'S, 73- 382 Salt Cedar Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: 74-111 Highway 111 (southeast corner of Highway 111 and Portola Avenue) ZONE: C-1 Mr. Smith reported that the working drawings are substantially the same as the preliminary plans except the applicant has removed much of the glass around the entrance onthe south elevatin and replaced it with stucco. Commission O'Donnell commented that there is enough overhang on the south side to shade the window, but the southwest corner should match the northwest corner, and the glass at the front entry should be replaced with spandrel glass. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to approve the final architectural drawings with the condition that the southwest corner match the northwest corner and that the glass in the entry be replaced with spandrel glass, and granted final approval of the landscaping as submitted. The motion carried 4-0-2, with Commissioners Connor and Urrutia abstaining. 11. CASE NO.: MISC 99-15 APPLICANT (AND ADDRESS JOE CARROLL, 69-730 McCallum Way, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 17'8" high residence LOCATION: 40-965 Avenida Rosario 11 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES In reviewing the plans, Commissioner O'Donnell suggested that all the gabled roofs be converted to hipped roofs. Action: Commissioner O'Donnell moved, seconded by Chairman Gregory, to approve the plans with the condition that the gabled roofs be converted to hipped roofs. The motion failed 2-2-2, with Commissioners Urrutia and Van Vliet dissenting and Commissioners Connor and Holden abstaining. Action: Commissioner Urrutia moved, seconded by Commissioner Van Vliet, to continue the case, but authorize staff to approve revised plans if they indicate fully hipped roofs. The motion carried 4-0-2, with Commissioners Connor and Holden abstaining. 12. CASE NO.: PP 98-5 and TT 28818 APPLICANT (AND ADDRESS)- MARRIOTT OWNERSHIP RESORTS, 6649 Westwood Boulevard, Suite 500, Orlando, FL 32809-6090 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape plans for perimeter, entry and sales building LOCATION: East side of Monterey between Frank Sinatra and Gerald Ford ZONE: PR-5 Commissioner Connor felt that the plant palette is good, but as proposed the site would be too densely planted which make it difficult for the plants to survive, with which Chairman Gregory concurred. Commissioner Connor recommended against fountain grass and salvia greggi, but Chairman Gregory indicated that purple fountain grass would be acceptable, with which Commissioner Connor agreed. Commissioner Connor stated that ash trees in small planters historically have problems, and suggested that the applicant consultant with the City's Landscape Manager, Spencer Knight, regarding the type of tree to be used, 12 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1999 MINUTES and Chairman Gregory agreed. Chairman Gregory stated that 3/4-inch poly tubing with barbed inserts will leak and recommended using a rigid PVC underground piping system with T's and poly risers, and recommended against barbed connections because they would fail. Action: Commissioner Connor moved, seconded by Commissioner O'Donnell, to grant final approval with the following conditions: 1) that fountain grass and salvia greggi not be used, but that purple fountain grass be allowed; 2) that ash tree in small planters not be used, and that Spencer Knight be authorized to approve a substitute tree; 3) that 3/4" poly tubing with barbed inserts not be used because they will leak, and that the applicant use rigid PVC underground piping system with T's and poly risers and that no barbed connections be used; and 4) that the density of the planting be reduced according to the recommendation of the City's Landscape Manager, Spencer Knight. The motion carried 5-0. 13. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to continue the case the case because the applicant was not available to answer questions. CASE NO.: MISC 99-16 APPLICANT(AND ADDRESSy MICHAEL& LINDA BENEDETTO, 44-301 Hazel Canyon, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of an 18-foot high single-family residence LOCATION: 72-938 Joshua Tree ZONE: R-1 Mr. Alvarez reported that the proposed single-family residence is to be 18 feet high from grade with all hipped roofs. Adjacent residences measure approximately 16 feet. Staff recommends approval. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to approve the plans as submitted. The motion carried 5-0, with Commissioner Holden absent. 2 ARCHITECTURAL REVIEW COMMISSION OCTOBER 12, 1999 MINUTES 2. CASE NO.: C 99-7 APPLICANT (AND ADDRESSy FELIPE CASTANEDA for EL MIRASOL COCINA MEXICANA, 140 East Palm Canyon, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a restaurant remodel LOCATION: 73-325 Highway 111 ZONE: C-1 Mr. Alvarez reported that the subject property is located on the south side of Highway 111, west of Lupine Lane. Both Cafe de Mexico and mostly recently Moonlight Tango Cafe have occupied the existing building. The proposed remodel consists of modifications to the existing north (Highway 111) and south elevations. The new restaurant occupying the building will be El Mirasol Cocina Mexicana. Although not required to improve the structure prior to occupying the building, the applicant has proposed significant improvements to the architecture, including: 1) construction of new exterior facades for the north and south elevations; 2) addition of Spanish architectural elements such as a Spanish tile roof over the entrance, Cantera stone columns and Mexican floor pavers; and 3) repainting the building in contemporary colors. The exterior modifications are a significant improvement to the existing architecture. Staffs only request is that the architectural detailing be carried around the building's east elevation and that the Commission consider an alternative color to the proposed blue to accent the entrance. Staff recommends the use of a dark bronze, rust or dark earth tone to substitute the use of the blue color. Staff recommends that the Commission grant approval with the condition that the architectural detailing be carried around the building's east elevation and an alternate color be considered to replace the proposed blue color. Commissioner Urrutia asked what material will be used for the columns, to which Felipe Castaneda responded by indicating Cantera stone. 3 ARCHITECTURAL REVIEW COMMISSION OCTOBER 12, 1999 MINUTES Commissioner Urrutia and Chairman Gregory liked the proposed blue color because of its washed out and textured look. Mr. Castaneda indicated that he is willing to carry the architectural detailing around the side of the building, and noted that the wrought iron elements will be rust colored. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to approve the plans with the condition that the wrought iron be rust colored, that the architectural detail be wrapped around the side of the building as well as on the front elevation, and that no roof-top equipment be visible. The motion carried 5-0, with Commissioner Holden absent. 3. CASE NO.: CUP 11-80 Amendment #1 APPLICANT (AND ADDRESS- MAURICE LEBANOFF, 11821 Highview Drive, Santa Ana, CA 92705 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for a two-unit addition to an existing apartment complex LOCATION: 45-325 Sage Lane ZONE: R-3 Mr. Alvarez reported that this item was continued from the May 25, 1999 meeting to allow the applicant to revise the elevations to make them more consistent with the existing architecture. The subject property was approved as a six-unit condominium project in 1980. The property is zoned R-3 and totals 0.73 acres (31,132 square feet). The applicant requests an amendment to the original Conditional Use Permit to add two, one-bedroom units, each 850 square feet. The units will be constructed above the existing detached garage units, and one of the 12 existing garage spaces will be removed to allow the construction of a staircase leading to the proposed units. 4 1400, ARCHITECTURAL REVIEW COMMISSION OCTOBER 12, 1999 MINUTES The units will have a maximum height of 23 feet to the top of the ridge, and the R-3 zone allows a maximum of 24 feet. The units will be finished in the same stucco color as the existing structures and will utilize roof tile to match the existing units. The revised plans depict modifications to the architecture in an effort to match elements found on the existing units. The plans now include balconies and wing walls similar to those found on the existing units. The existing two-car garage doors will be replaced with single-car garage doors. The applicant also proposes to add open trellises at the ends of the existing garages which will contain Bougainvillea to soften the stark appearance of the ends of the existing garages. Staff recommends that the Commission grant preliminary approval. Mr. Lebanoff noted that the whole building cantilevers 10 feet into the setback. Commissioner Van Vliet asked about the overall building height, to which Mr. Alvarez replied that it will be approximately 23 feet. Commissioner Urrutia noted that the Building Department may have a problem with these plans because they only show one exit stairway, and he believes two stairways would be required, to which Mr. Lebanoff replied that he can add a second stairway without changing the elevations. Commissioner O'Donnell noted that the end elevations have wing walls that have returns one foot above grade, and the returns make the upper level look disproportionate to the lower level, and noted that landscaping covers the wing walls, with which Commissioner Van Vliet concurred, Mr. Lebanoff indicated that he could add projections on the ends of the building. Commissioner O'Donnell agreed with Commissioner Urrutia's suggested as long as some architectural detailing is added for interest, to which Commissioner Urrutia replied that the columns could be beefed up to add interest. Commissioner O'Donnell felt that the building would definitely need architectural detailing in the front. Chairman Gregory agreed that architectural detailing is needed. Mr. Lebanoff stated that he doesn't agree with the Commission's suggestion to shift the entire building four feet, and is not sure what the Commission wants, to which Chairman Gregory suggested that the applicant utilize the services of an architect. Mr. Brooks commented that it is his understanding that the Le Peep restaurant next door is moving and that awning may be removed, to which Mr. Drell replied that he doubts the awning will be removed. Mr. Alvarez pointed out that Le Peep is in a separate building. Chairman Gregory suggested that the posts be more clearly divergent from the rear columns, or in the alternative, that they be similar, but proportionately smaller, to which Mr. Brooks replied that he could consult with the client and ascertain whether or not such a modification is within the client's budget. Commissioner Van Vliet indicated that he has a problem with the way the awning interfaces with the building. Commissioner O'Donnell agreed with Chairman Gregory's suggestion. CASE NO.: PP 99-7 and C/Z 9-2 APPLICANT (AND ADDRESS: PEARL INDUSTRIES, INC. , c/o Charlie Sweet, 43-703 Virginia Avenue, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised plans for 256 senior residential units, community center and 99-bed skilled nursing facility on 13.04 acres LOCATION: West side of Fairhaven between Fred Waring and Parkview ZONE: PR-7 to be rezoned PR-7 SO (Senior Overlay) Mr. Smith reported that the building height has been reduced and the tower elements removed, and Mr. Drell noted the addition of architectural detailing on the community center consisting of an inset tile band along the roof line, and asked if the Commission would like that detail incorporated into the rest of the project. Mr. Smith pointed out that 29 parking spaces on Fairhaven have also be deleted from the plans, to which Chairman Gregory replied that in some sensitive areas, it would be advisable to eliminate parking and substitute landscaping, especially since the project is over-parked. Chairman Gregory asked if any of the third story windows will look out onto second story roofs, to which Mr. Sweet responded affirmatively, but clarified that there will have raised planters on rollers in those areas. Mr. Drell explained that the three-story elements have been reduced by three feet, and added that he believes the revisions address all the concerns previously expressed by the Commission. Commissioner Van Vliet felt that some, but not all, of the concerns have been addressed, i.e., the building height, but the plans do not indicate if the awnings will be included, to which Mr. Drell replied that awnings offer good solar protection. 8 NOW ARCHITECTURAL REVIEW COMMISSION OCTOBER 12, 1999 MINUTES Commissioner Connor noted that the plans don't show enough technical detail to warrant preliminary approval, and added that he doesn't have a problem with the mass of the revised plans, and he likes the undulation, architectural interest and textures which have been included. Commissioner Urrutia felt that the reduced building height makes a big difference, especially in the front where the two-story elements are set back. The sports facility is Phase I of a multi-phase project totaling approximately 71 acres with 644,000 square feet of building area. Uses for future phases include retail, office and a hotel. The subject parcel is located in the southeast portion of the 70-acre site, approximately 1700 feet east of Monterey Avenue. The site slopes from west to east with the sports facility pad being 30 feet below the grade of Monterey.Avenue on average. Maximum building height proposed is 54'6" from grade, which occurs at the circular central portion of the facility. The majority of the facility, including the ice rink area and the court area is proposed at 42'0"from grade. 9 ARCHITECTURAL REVIEW COMMISSION OCTOBER 12, 1999 MINUTES The sports facility is primarily a concrete tilt-up structure utilizing preformed, prefabricated metal panels and translucent panels. The central, circular portion of the building emphasizes the use of clerestory glazing. Proposed colors include "terra cotta"for the site cast/precast concrete, "aspen gold" for the metal building panels and "patina green" for the roof panels. The conceptual landscape plan includes a plant list and tree layout. The plan is intended to show the direction of the landscape concept for the project. Staff recommends that the Architectural Review Commission grant preliminary architectural approval and continue the landscape plans. Brian Fleener, the project architect, presented architectural renderings depicting a 20-foot, triangular-shaped skylight element on the roof and asked for the Commission's input on this structure, which would serve as a monument piece to the building, mitigate the horizontal nature of the building and would also include a climbing wall. Commissioner O'Donnell asked if the central element will be different than CalWall, to which Mr. Fleener responded affirmatively and noted that it will have green tinted glazing. Commissioner Van Vliet liked the architecture, and Commissioner Connor indicated that he also likes the architecture and the skylight element. Commissioner O'Donnell preferred that more detail be provided regarding how the skylight will function, and added that he also likes the architecture. Commissioner Connor pointed out that a number of the plants on the plant list won't work because they are subtropical, but added that he does like the site plan. Mr. Alvarez reported that the proposed 10,456 square foot industrial building received preliminary approval at the Commission's June 22nd meeting, and the approval was subject to comments made by the City's landscape consultant, Eric Johnson regarding the parking lot shade tree sizes and potential overlapping of trees along the south property line. The Planning Commission granted approval of the Precise Plan on July 20, 1999. The final elevations are consistent with the preliminary drawings, with the exception of one item. The preliminary elevations indicated a building height of 20 feet, while the final drawings indicate a maximum height of 22 feet. Staff believes this is a minor modification and will recommend that the Commission find the drawing in substantial conformance with the preliminary approval. The final landscape plan does not show modifications suggested by the Commission and the City's landscape consultant. The tree sizes along the rear parking lot indicate 15-gallon shade trees (Mesquites), while the City requires a minimum 24-inch box. There is a potential for trees along the south property line to overlap with the adjacent property's large, mature shade trees.
