APPROVAL OF MINUTES Commissioner Van Vliet moved, seconded by Commissioner O'Donnell, to approve the minutes of the April 11, 2000 meeting. Motion carried 7-0. III. ORAL COMMUNICATIONS None. 1 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES IV. CASES 1. CASE NO.: MISC 00-10 APPLICANT (AND ADDRESS): WARREN WILLIAMS, 23 Carla Lane, Rancho Mirage, CA 92270 for FELLOWSHIP HALL, 45-940 Portola Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Exterior modifications to existing building (parapet, stucco & equipment screening) LOCATION: 45-940 Portola Avenue ZONE: R-1 Mr. Smith reported that the applicant proposes to finish the work at Fellowship Hall at Portola and Fairway. Commission may recall dealing with this matter previously. At this time, the applicant proposes a three-foot stucco parapet to screen the roof-mounted equipment. The project will also include stucco and foam trim around the windows, and adding a lattice and screen wall on the street elevation. The project will provide improvements to a situation which needs improvement. Staff recommends that the Architectural Review Commission grant approval of the plans as submitted. Mr. Williams pointed out that the eave has been deleted, pursuant to the Commission's suggestion, and the parapet goes straight up, and he has tried to match a bump-out that exists on the church behind the building. He will also have a light box under each window to give the building more undulation. Commissioner Hanson suggested that the design be simplified, with which Commissioner Vuksic agreed, and sketched a sample for the applicant. Commissioner Vuksic felt that the walls in the front should be thicker. Commissioner O'Donnell suggested adding a return on the roofline on both sides of the east elevation so that it does not end abruptly. 2 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES Commissioner Van Vlie# was concerned about the building height and suggested that it be minimized as much as possible, especially since the building is set so close the street. Commissioner Vuksic advised that the new part of the building should blend in with the existing portion. Action: Commissioner Van Vliet moved, seconded by Commissioner Connor, to continue the case to allow the applicant to incorporate the Commission's suggestions. The motion carried 7-0. 2. CASE NO.: SA 00-36 APPLICANT (AND ADDRESS� IMPERtAL SIGN, 46-120 Calhoun Street, Indio, CA 92201 for JUST MARY LOU, 73-907 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-907 Highway 111 ZONE: C-1 Ms. Chafin reported that the applicant requests approval of a business identification sign for"Just Mary Lou", a hair styling salon at 73-907 Highway 111. The business has 16 feet of street frontage. The proposed sign is 14 square feet in size. The types of signs in the immediate vicinity vary greatly, including can signs, wooden signs, and cut out letter signs. The applicant proposes to attach the sign to a wooden structure which hangs from the ceiling approximately one foot in front of the wall, and serves to obstruct a wall-mounted air conditioning unit from view. The proposed sign is an aluminum panel covered with white vinyl background. 3 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES Two non-illuminated 21-inch graphic elements (scissors) are proposed in silver-colored vinyl, and the word "Just" will be non-illuminated with seven- inch blue vinyl letters. The words "Mary Lou" are proposed in blue exposed neon. The size of the capital letters would be 13 inches, while the size of the lowercase letters would be seven inches. Staff believes the design is acceptable, and the graphic elements help identify the type of business and also add interest to the design. Staff also prefers the proposed format over a can sign. The sign is not centered over the storefront, which gives it a somewhat off balance look; however, given the fact that it hides the wall-mounted air conditioning unit, staff is supportive of the location. Due to the Commission's past concerns about exposed neon, staff would ask that the Commission make a determination regarding acceptability of the exposed neon portion of the sign. If acceptable, staff would recommend a condition limiting the exposed neon to 4500 intensity, pursuant to the Commission's past practice. Staff recommends that the Architectural Review Commission approve the proposed signage,with a condition that the exposed neon be limited to 4500 intensity. Commissioner O'Donnell felt that the finro, 21-inch scissor graphics should be reduced to 13-inches, or in the alternative, that one 21-inch scissor graphic be deleted. Commissioner O'Donnell suggested that the quotation marks also be deleted. Mark Ross was present to represent the applicant and concurred with the suggested revisions. Commissioners Lingle and Van Vliet disliked the neon element of the sign. Action: Commissioner Hanson moved, seconded by Commissioner O'Donnell, to approve the plans with the condition that one 21-inch scissor graphic be eliminated and that the quotation marks be eliminated. The motion carried 5-2, with Commissioners Lingle and Van Vliet dissenting. 4 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES 3. CASE NO.: SA 00-34 APPLICANT (AND ADDRESS�, BILL ECKEBRECHT, EUROPEAN ANTIQUE IMPORTERS, 80-288 Royal Dornoch Drive, indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 74-990 Joni Drive, Building 3, Units A & B ZONE: S.I. Ms. Chafin reported that the applicant requests approval of business identification signage for European Antique Furniture, located at 74-990 Joni Drive, Building 3. The business has 42 lineal feet of frontage and is entitled to 42 square feet of signage. The applicant proposes to bolt individual letters on the metal fascia of the building, and the copy would read "Antique Furniture" in a Lucinda Calligraphy font. The letters would be comprised of 3/8-inch plywood covered with epoxy resin and painted with epoxy in antique white. The capital letters would be 24 inches in height and the lower case letters would be 15 inches in height. The sign would be non-illuminated. The metal fascia is dark bronze, and the rest of the front elevation is antique white stucco with bronze framed doors and windows. Although the Commission has previously expressed objection to installation of signage on a building fascia, staff would note that the fascia is the only other logical location for the proposed sign. The business has 42 lineal feet of frontage. Although the application indicates that the proposed sign totals 35 square feet, staff's measurements show a total of 63 square feet., pursuant to Code direction on measuring sign area. Staff would recommend reducing the capital letters to 18 inches and the lower case letters to 14 inches so that the sign will comply with the maximum allowable square footage pursuant to the City's Sign Ordinance. 5 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES Chairman Gregory preferred to avoid signage on the building fascia and suggested that the proposed sign be located underneath the fascia, and Mr. Eckebrecht indicated that he would be agreeable to so revising the plans. Action: Commissioner Hanson moved, seconded by Commissioner Connor, to continue the case to allow the applicant to incorporate the Commission's suggestions. The motion carried 7-0. 4. CASE NO.: SA 00-35 APPLICANT(AND ADDRESS)• GUARDSMARK SECURITY, 73-161 Fred Waring, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT• Approval of sign program LOCATION: 73-161 Fred Waring ZONE: O.P. Mr. Alvarez reported that the property is on the south side of Fred Waring Drive, 400 feet west of San Pasqual. The applicant requests approval of a business identification sign program consisting of a maximum of four individual tenant signs mounted on the north facing elevation (Fred Waring). The letters would be 15 inches high in black, non-illuminated gator foam. The total area to be occupied is 55 square feet. The building has 60 feet of building frontage and is entitled to 55 square feet of signage for the first floor area and up to 50% of the sign area authorized for businesses conducted in the single-story buildings by the Architectural Review Commission. The applicant has opted to utilize only the first floor area for signage or a maximum of 55 square feet. Staff believes the non-illuminated signs will be acceptable, but recommends that the Commission limit the sign copy to three lines to limit signage overcrowding on the elevation. 6 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES John O'Hea spoke on behalf of the applicant and indicated that he would prefer that the building be permitted four lines of copy rather than being limited to three lines and provide wider borders on each side. Commissioner Hanson commented that she would be comfortable with four lines of copy as long as the letters are equal in height, that a three-foot border is maintained on each side and that no window signage be allowed, with which Commissioner Lingle concurred. Action: Commissioner Hanson moved, seconded by Commissioner O'Donnell, to approve the sign program with the condition that a minimum three-foot border on each side be maintained for each sign, that a maximum of four lines of copy be allowed with all letters being equal in height, and that the maximum square footage allowed by the City's Sign Ordinance not be exceeded and that window signs/graphics be removed. The motion carried 7-0. 5. CASE NO.: SA 00-19 APPLICANT (AND ADDRESS� DELTA SIGNS, 2100 Sanguinetti Lane, Stockton, CA 95205 for GUARANTY FEDERAL BANK, 72-625 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 72-625 Highway 111 ZONE: PC-3 Mr. Alvarez reported that this item was continued from March 14, 2000 to allow the applicant to modify their submittal to comply with the City's Sign Ordinance and address staff's concerns. 7 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES On the north (Highway 111)elevation, the applicant proposes one set of blue individual channel letters reading "GUARANTY FEDERAL BANK." The word "GUARANTY"was originally proposed at 27 inches high, but the letters have now been reduced to 19 inches. The words "FEDERAL BANK" were originally proposed at 14.5 inches, but now are proposed at 12 inches. The revised sign has a three-foot logo box versus the four-foot logo box previously proposed. The logo is internally illuminated and has red and blue colors. The revised sign totals 45.5 square feet. The north elevation is entitled to up to 85.7 square feet based on the City's Sign Ordinance, if it is found to be compatible with the elevation. The signage proposed for the east elevation is the same as the north elevation (i.e., 45.5 square feet of signage). This elevation is entitled to 59 square feet of signage. On the west elevation, the applicant proposes finro signs above the bank's drive-thru canopy. The signs are proposed as two sets of 10-inch, blue individual channel letters reading "DRIVE UP TELLER" and "DRIVE UP ATM." Staff believes the applicant has address concerns regarding the north and east elevations, and the signs now meet the City's Sign Ordinance. Staff's only recommendation would be consolidating Signs C and D (drive- thru canopy) into one sign reading "DRIVE UP TELLER/ATM." Staff recommends that the Architectural Review Commission approve the signs with a condition that signs C and D be consolidated into one sign reading "DRIVE UP TELLER/ATM." Action: Chairman Gregory moved, seconded by Commissioner Van Vliet,to approve the signs with the condition that Signs C and D be consolidated into one sign reading "DRIVE UP TELLER/ATM" and that signs on the north and east elevations have a three-foot border from the edge of the building and a finro- foot border from the top of the building. The motion carried 6-0, with Commissioner Lingle absent. 8 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES 6. CASE NO.: PP/CUP 98-5 APPLICANT (AND ADDRESS)• MARRIOTT OWNERSHIP RESORTS, INC., 6649 Westwood Boulevard, Suite 500, Orlando, FL 32809-6090 NATURE OF PROJECT/APPROVAL SOUGHT• Approval of final working drawings for the clubhouse LOCATION: 36-750 Monterey ZONE: PR-5 Mr. Smith reported that the working drawings for the clubhouse are consistent with those previously given preliminary approval, and staff recommends that the Architectural Review Commission grant approval of the final working drawings for the clubhouse. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to approve the final working drawings. The motion carried 7-0. 7. CASE NO.: PP 99-25 APPLICANT (AND ADDRESS.�• ROBERT RICCIARDI, 75-090 St. Charles Place, Suite A, Palm Desert, CA 92211 for KERRY MEIER, 42-502 Melanie Place, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for a 14,832 square foot industrial/office building LOCATION: 75-200 Merle Drive ZONE: S.I. Mr. Alvarez reported that the Commission granted preliminary architectural and landscaping approval at the January 11, 2000 meeting, subject to the following conditions: 1. That a six-foot block wall be constructed along the east property line; 9 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES 2. That the loading dock soffit be extended out eight feet from the top of the roll-up door to reduce the door's visual impact on the street; 3. That a six-foot gate be installed between the west property wall and the building to screen the loading dock; 4. That the loading dock exterior be finished in stucco to match the remainder of the south facing elevation or office area; 5. That a seven-foot planter be installed along the east and north property lines to accommodate the required parking lot shade trees, and that the landscape plan be revised with the use of one shade tree for every three parking spaces, spaced evenly. All of the above conditions have been implemented on the final working drawings. Staff's only concern at this time is the potential visibility of four evaporative coolers on the warehouse portion of the project. Staff did not find a detail illustrating the height of the coolers. If visible from adjacent properties, the coolers must be screened. The final landscape plans have not been submitted to staff, and staff recommends that the Commission authorize staff to approve the final landscape plans once they have complied with the preliminary comments and conditions. Staff recommends that the Architectural Review Commission grant approval of the final working drawings with the condition that the final landscape plans be approved by staff and that the applicant provide a detail regarding the height of the evaporative coolers. Mr. Ricciardi pointed out that the evaporative coolers will be a low-profile variety and will be located below the top of the parapet. The trash enclosure will not be visible from the street as it will be located behind the gate. Action: Commissioner Connor moved, seconded by Chairman Gregory, to approved the final working drawings, with the condition that the comments written on the plans by the City's Landscape Manager be incorporated. The motion carried 6-0-1, with Commissioner Van Vliet abstaining. 10 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES 8. CASE NO.: PP 99-23 APPLICANT (AND ADDRESS� CONNOR & ASSOCIATES, 44-267 Monterey Avenue, Palm Desert, CA 92260 for CHRIS VAN VLIET, 75-145 St. Charles Place, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscaping LOCATION: 42-525 Melanie Place ZONE: S.I. Mr. Smith reported that the City's Landscape Manager, Spencer Knight, has reviewed the final landscaped plans and found them to be acceptable. Staff recommends that the Architectural Review Commission grant final approval of the landscaping. Action: Chairman Gregory moved, seconded by Commissioner O'Donnell, to grant final approval of the landscape plans. The motion carried 5-0-2, with Commissioners Connor and Van Vliet abstaining. 9. CASE NO.: C 00-4 APPLICANT (AND ADDRESS� ST. JOHN KNITS, 17422 Derian Avenue, Irvine, CA 92614 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel to expand St. John's boutique into former Club 74 restaurant LOCATION: 73-061 EI Paseo ZONE: C-1 Mr. Smith reported that St. John Knits , located at the southeast corner of EI Paseo and Highway 74, is expanding into the former Club 74 Restaurant adjacent to and above the existing store. The facade will be unified by a 11 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 � MINUTES two-story limestone clad addition on EI Paseo and Highway 74. The proposal also includes signs and awnings. The awnings will be black fabric with white logo reading "St. John" in six-inch letters. The signs will be polished stainless steel with back illumination. Signs are shown on the north, west and south elevations of the building. This is a quality remodel. Staff recommends that the Architectural Review Commission grant preliminary and final approval of the proposed remodel. Action: Commissioner Van Vliet moved, seconded by Commissioner Connor, to grant preliminary and final approval of the proposed remodel. The motion carried 7-0. 10. CASE NO.: PP 99-10 APPLICANT (AND ADDRESS�, SELECT PROPERTIES, 18652 Florida Street, #200, Huntington Beach, CA 92648 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary plans for architecture of satellite building and perimeter landscaping LOCATION: 77-850 Country Club ZONE: PC-2 Mr. Smith reported that the applicant has revised the site plan and elevations. The driveway befinreen the building and Country Club Drive has been eliminated and the depth of the architectural treatments on the south side of the building is increased. Staff recommends that .the Architectural Review Commission grant preliminary approval. 12 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES Commissioner Vuksic suggested that the arched structures tie into the building more on the front (north) elevation so that the columns do not cut off the windows. Commissioner Vuksic commented that the applicant should submit a roof plan, and suggested that the walls be thicker where there is glass. Commissioner Van Vliet noted that the HVAC units will be located on the roof behind the upper parapet. Commissioner O'Donnell felt that the south elevation has been improved somewhat, but he would still like more improvement to the details in the center area of the south elevation. Commissioner Vuksic felt that the south elevation needs more undulation. Commissioner Connor referenced the landscape plan and suggested that the small lawn area along Country Club Drive be deleted, and indicated that the applicant should submit a larger scale (i.e., minimum 20 scale) plan for the area in front of Building 3 so that it can be reviewed in more detail. Action: Commissioner Vuksic moved, seconded by Commissioner Hanson, to continue the landscape plans to allow the applicant to incorporate the Commission's suggestions (deleting small lawn area along Country Club and submitting a larger scale plan, i.e., minimum 20 scale) and incorporate revisions pursuant to written comments provided by the City's Landscape Manager, and to grant preliminary approval of the architecture with the following conditions: 1) that the arched structures tie into the building more on the front elevation so that the columns do not cut off the windows; 2) that a roof plan be submitted; 3)that the walls be thicker where there is glass; 4) that the roof-mounted equipment be screened behind the upper parapet; 5) that improvements be made to the architectural details in the center portion of the south elevation; 6) that the south elevation have more undulation; 7) that the south elevation plans reflect the elevation visual with regard to pop- outs. The motion carried 6-0, with Commissioner Lingle absent. 13 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES 11. CASE NO.: CUP 00-6 APPLICANT (AND ADDRESS� NEXTEL COMMUNICATIONS, 17275 Derian Avenue, Irvine, CA 92714 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of instailation of a wireless telecommunication facility consisting of a 65' structure designed to resemble a palm tree and a 10' x 20' radio equipment shelter LOCATION: 77-850 Country Club ZONE: PG2 Mr. Alvarez reported that the applicant requests approval to install a 65-foot high wireless telecommunication tower at 77-850 Country Club. The site is located at the rear of the Desert Country Plaza shopping center. The tower and equipment will occupy a 22' by 40' area at the southeast corner of the retention basin. The pole and antennas will be camouflaged as a 65-foot artificial palm tree. The City's Commercial Communication Tower Ordinance allows towers in the Planned Commercial District with a minimum separation of 1,000 feet from other existing communication towers. The proposed tower meets the City's separation criteria. The ordinance allows towers with a maximum height of 85 feet. The towers must be compatible with the existing and adjacent properties, and their design and location should minimize visual impacts. The proposed tower is 65 feet high. The artificial mono-palm tree minimizes visual impacts. The palm tree will not be visible from eastbound Country Club or from in front of the center. When the property to the east develops, the tower will not be visible. The applicant proposes to screen the 10-foot high prefabricated mechanical room with a six-foot chain line fence on the north, south and east sides. On the west side, the applicant proposes a combination solid retaining wall and chain link fence. The ordinance requires that the equipment be screened with a minimum eight-foot high fence or wall. 14 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES Normally when these types of artificial palm trees are presented to the City, they are placed with additional live palm trees to create a cluster effect. In this case, the applicant's lease area is such that only a single artificial palm tree is possible. The landscape plan for the entire center was reviewed earlier in today's meeting. The landscape plan does not show any palm trees within the retention area. Staff recommends that the Commission require the applicant to install other palm trees near and adjacent to the site within the retention area to create a planned effect. Staff recommends that the Architectural Review Commission approve the tower with the following conditions: 1) that the applicant enter into a maintenance agreement for the life of the project; 2) that the applicant construct an eight-foot wall around the perimeter of the project area and provide a landscape plan to the City for approval; and 3) that the applicant _ install additional irrigated palm trees, strategically near and adjacent within the retention basin. Barbara Sidel of Nextel indicated that two additional live date palms measuring 45 feet and 50 feet will be planted next to the mono-palm, and the mono-palm will have a square trunk, but it will be more than 600 feet from Country Club; so the view from Country Club will merely look like a cluster of palm trees. Chairman Gregory suggested that the finro additional live date palms measure 40 feet and 45 feet so that the fronds to not interfere with the transmitters as the palms grow in height. Commissioner Connor noted�that the landscape plan for this commercial center has no palm trees at all in this area, and suggested that some other palm trees be incorporated into the center's landscape plan so that these palms are not the only palms in this area. Mr. Alvarez pointed out that chain-link is not an approved fencing material, and staff would recommend the use of a solid decorative wall around the base of the equipment for screening purposes. 15 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES Mr. Alvarez commented that members of the City Council have expressed a pceference for the round trunk mono-palms rather than square, to which Ms. Sidel replied that the manufacturer of the faux date palms do not make a round trunk. Commissioner Vuksic remarked that when he saw the mono-palm on Cook Street, he thought it was a real tree with antennas mounted in it. Action: Commissioner Vuksic moved, seconded by Commissioner O'Donnell, to approve the plans for a 65' structure with the following conditions: 1) that an 8' slump stone wall be used to screen the base equipment; 2) that two live date palms measuring 45' and 40' be planted next to the structure to create a cluster effect; 3) that an additional three to five live date palms ranging from 40'to 45' be planted around the lip of the retention basin. The motion carried 6-0, with Commissioner Lingle absent. 12. CASE NO._ TT 24948 Amendment APPLICANT (AND ADDRES�• WORLD DEVELOPMENT, 74-333 Highway 111, #103, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT• Preliminary and final approval of revised plans for a 21-lot tract of homes at The Grove LOCATION: Deep Canyon 500 feet south of Fred Waring ZONE: PR-5 Mr. Alvarez reported that the applicant's request was continued from the March 28, 2000 meeting to allow the applicant to incorporate several of the Commission's suggestions. Those suggestions included the following: 1. That side yard setbacks should be optimized; 2. That Plan 1A's clipped hip roof should be eliminated; 3. That the front elevation should be simplified (too much gingerbread); 4. That the front elevation windows should be recessed to match other homes in the neighborhood; and 5. That the applicant should submit a professional landscape plan. 16 � � ARCHITECTURAL REVIEW COMMISSION APRIL 25, 2000 MINUTES All of the above recommendations have been implemented on the revised plans. The revised landscaping plans will be reviewed by the City's Landscape Manager. Staff recommends that the Architectural Review Commission grant preliminary approval and authorize staff to approve the final working drawings. Chairman Gregory agreed that staff could be authorized to approve the final landscape plans. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet, to granted preliminary and final approval of the architecture, and authorized staff to grant final approval of the landscape plans when revised. The motion carried 6-0, with Commissioner Lingle absent. 13.
