Mr. Alvarez reported that Building No. 2 is a 4,900 square foot industrial

1 and 2. The City Landscape Manager has reviewed the plans and has
suggested some changes. Staff recommends that the Commission grant
approval of the final working drawings subject to the applicant providing an
acceptable landscape plan prior to rough framing inspection.

Mr. Smith reported that the applicant requests approval of a 2,100 square
foot accessory building with a 15-foot setback. Code requires a 50-foot
setback. The Commission may recall approving a home on the front of the
lot several months ago.
The proposed accessory structure is shown at 18 feet in height with its
narrow end facing the rear property line. The structure will be subject to a
conditional use permit before the Planning Commission.

Mr. Alvarez reported that the preliminary landscape plan for the perimeter of
the proposed tract received approval at the March 9, 1999 meeting with a
condition that plant and tree spacing be increased and/or reducing the
amount of material.
Spencer Knight, the City Landscape Manager, has reviewed the final
landscape plan and his comments are included on the plans. Mr. Knight
would like to delete the use of pine trees and eliminate the massing of
ground cover such as Lantana, especially next to other shrubs. Over time,
the material grows into each other, creating a large mass of materials.
Staff recommends that the Architectural Review Commission grant final
approval subject to the comments made on the plan by the City Landscape
Manager.

expansion with new storefront, awning and signage

Mr. Smith reported that the applicant seeks approval of plans for the
remodel, new storefront, sign and awnings with signage.
The new storefront will be glass with stainless steel with two sets of entry
doors. Above the new glass storefront a series of five sloping black fabric
awnings are proposed, each with "Chico's" in white 10-inch letters. Above
the awnings a reverse channel sign, 20-inch high black letters, using purple
neon similar to Iris, is proposed.
Staff recommends that the Architectural Review Commission approve the
plans as submitted.

signage

Ms. Chafin reported that the applicant requests approval of an awning with
signage for BG's Eclectic, 73-130 El Paseo. The business has 17 feet of
linear frontage along the street. The Community Development Department
has approved the proposed storefront remodel,which basically entails a pop-
out display window on either side of a central entry point.
The proposed awning would be located over the new display window and
entry and would measure 5'6" in height. The frame finish will be steel grey
semi-gloss to match the storefront metal. The awning fabric will be silver
grey. A material sample will be available for review at the meeting. The sign
copy will be ivory colored and will measure 13 inches for the largest letters
and nine inches for the smallest letters. The letters will be cut out of
translucent fabric and sewn in, with a light box located behind to illuminate
the letters. Staff recommends that the light box be screened from view from
below. Existing awnings on the building vary in design, color, material and
height (see attached photos).
Staff recommends that the Architectural Review Commission approve the
plans with a condition that the light box be screened from view from below.
Action:
Commissioner Connor moved, seconded by Commissioner Lingle, to
approve the plans with the condition that the light box be screened from view
from below and that the font style of"BG's" match the font style of"Eclectic"
as "Eclectic" is shown on the plans. The motion carried 5-0, with

Ms. Chafin reported that the applicant requests approval to replace the
existing awning to accommodate the new tenant, We The People Forms and
Service Centers of Coachella Valley, located at 73-241 Highway 111. The
existing frame will be retained, and it measures five feet high, 29 feet long
and 6'3" deep with a 1'6" overhang (see attached photographs). The new
awning will consist of a marine blue opaque background with white copy.
The copy will be centered on the awning over the building entry. The words
"We The People"will be in 12-inch letters centered above the words "LEGAL
DOCUMENT SERVICES", which will be in six-inch letters. A bell graphic will
be located on either side of the text. Staff would note that the existing
display window frame color matches the existing awning color, and would
suggest that the display window frame either match the new awning color or
be painted to match the building stucco color. The proposed replacement
awning with signage complies with the City's Sign Ordinance and is
compatible with the building and the surrounding area.
Staff recommends that the Architectural Review Commission approve the
request for a replacement awning retaining the existing frame and utilizing
a blue opaque background, white copy with 12-inch and six-inch high text,
and that the display window frame either match the new awning color or be
painted to match the building stucco color.
Action:
Commissioner Connor moved, seconded by Commissioner Lingle, to

Mr. Alvarez reported that, pursuant to the Commission's request, the
applicant has submitted a landscape plan for the courtyard area. Spencer
Knight, the City Landscape Manager, has reviewed the plans and indicated
that he would like to see more color incorporated into the courtyard design,
and also noted that the trees in the back won't fit because of the planter size.
Staff recommends that the Architectural Review Commission approve the
plans subject to incorporating the recommendations written on the plans by
the City Landscape Manager.
Chairman Gregory agreed that the planters are too small to accommodate
much of anything and suggested that the applicant cooperate with future
development next door to maximize the potential for trees, with which Mr.
Ochoa concurred.
Action:
Commissioner Connor moved, seconded by Commissioner Hanson, to
approve the plans subject to the comments written on the plans by the City
Landscape Manager. The motion carried 5-0, with Commissioners Van Vliet

10. CASE NO.: TT 29692

perimeter landscaping for nine single-family home subdivision

Mr. Alvarez reported that the subject property is located on the east side of
Portola Avenue, 300 feet south of Fairway Drive. The site consists of a 2.72-
acre property proposed to be subdivided into nine single-family lots.

The applicant seeks approval of the perimeter landscape plan. The property
has approximately 400 feet of frontage on Portola Avenue. The applicant
plans on developing custom lots with an Italian countryside architectural
theme. The project name is "The Cypress." The plans for the homes will be
reviewed by the Architectural Review Commission at a later date.
At this time the applicant would like to receive comment on the perimeter
landscape plan. The plan proposes to continue the romantic Italian
countryside theme through the use of cypress and olive trees, shrubs and
mounded lawn. The perimeter walls will be textured to resemble a
weathered or antique finish.
Staff met with the applicant on August 16, 2000 to discuss our issue relating
to the use of large amounts of lawn and materials typically not used and
endorsed by the City as desert landscaping. As policy the City has
encouraged and required the use of drought tolerant and native material
within the public right-of-ways. The applicant is aware of staffs position and
would like to receive comment from the Architectural Review Commission
prior to moving on to the Planning Commission.
Staff recommends that the Architectural Review Commission review and
comment on the perimeter landscape plan.
Commissioner Hanson was concerned about the inappropriate proportions
of the entry tower in relation to the entry gates, and noted that the tower
appears to be an eight-foot box with an 18-foot high tower, and she would
suggest angling the bottom out.
Steve Jones, the applicant's representative, felt that the tower should remain
unchanged and indicated that the objective is to create a distinctive element.
Commissioner Hanson further explained that the tower element is particularly
bothersome because it sits out all by itself and will look out of place, and
suggested that a stone base be added.
Commissioner O'Donnell concurred with Commissioner Hanson's concerns
and suggested solutions.

Chairman Gregory suggested increasing the width of the base from eight feet
to 10 feet and tapering it upward.
Mr. Jones indicated willingness to lower the height of the tower.
Commissioner Hanson explained that the problem is not limited to the height,
as location is also a problem because the tower sits by itself.
Commissioner Connor observed that the entrance and exit gates will only be
separated by four feet, which is not very attractive, and indicated that he
would prefer that the tower be moved back.
Mr. Jones commented that he would prefer eliminating the tower or lowering
the height to 15 or 16 feet rather than moving it back.
Commissioner Lingle agreed that the aesthetics could be improved, and felt
that designing a more substantial base for the tower would be a good
compromise.
Mr. Jones offered to lower the tower height a couple of feet and create a
raised planter, i.e., two feet high, and the Commission was agreeable.
Commissioner Connor stated that he has a problem with the plant palette,
and also has a problem with all the turf, and added that the turf should not
go all the way up to the wall because the wall will end up discolored. Mr.
Jones stated that he would have a mow strip between the turf and wall.
Commissioner Connor commented that Cypress trees are too high
maintenance, and indicated that he would only be supportive of that type of
tree at the entry. Commissioner Connor commented favorably on the Olive
trees, but noted that the Malo Lucca uses too much water.
Chairman Gregory suggested using Italian Stone Pine.

Commissioner Connor suggested Acacia Stenofola to replace the Malo
Lucca, as the Acacia Stenofola gives the same weeping look.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Hanson, to
continue the case to allow the applicant to incorporate suggested
modifications. The motion carried 4-0-1, with Commissioners Van Vliet and
Vuksic absent and Commissioner Lingle abstaining.
11. CASE NO.: PP 00-18

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
10,004 square foot office building
LOCATION: 44-901 Village Court

Mr. Alvarez reported that the subject property is located on the west side of
Village Court, north of the existing Paine Webber building. The property is
one of several office professional lots located on Village Court. The site
totals 32,130 feet.
The applicant proposes to construct a 10,004 square foot building. The
building is single-story with a tower element having a maximum height of 25
feet. The building has plastered fur-outs or molding around the windows,
doors and roof parapet. The roof consists of red mission tile with 6"x8"
outriggers. Stucco colors are light tan colors.
The building's architectural elements, materials and colors are typical of the
existing elements, materials and colors at the Paine Webber building and
other office buildings the City has approved with the existing office
subdivision.

The City has not had an opportunity to review the landscape and thus cannot
comment at this time.
Staff recommends that the Architectural Review Commission grant
preliminary architectural approval and continue the preliminary landscape
plan until staff has had an opportunity to comment on it.
Chairman Gregory noted that Bacharris Centennial is shown as a small
plant, but it will actually grow to the point where it will need more area than
it provided on the plans. Chairman Gregory noted that Texas Rangers are
also shown on the plans, but those do better in areas that receive full sun.
Commissioner Connor was concerned about the amount of parking lot
shading to be provided, and Mr. Ricciardi indicated that the property is
overparked, and he would be willing to use three parking spaces to create
two landscape planters in order to meet the parking lot shading
requirements.
Action:
Commissioner Connor moved, seconded by Commissioner Hanson, to grant
preliminary approval with the condition that two landscape planters be
substituted in for three parking spaces. The motion carried 5-0, with
Commissioners Van Vliet and Vuksic absent.

Mr. Alvarez reported that the subject property is located at the southwest
corner of San Gorgonio and De Anza Way. The property is zoned R-3, Multi-
family Residential. The site is adjacent to commercial development to the
west and office development to the south. The site totals 24,390 square
feet.
The applicant proposes to construct a 5,737 square foot medical office
building. The building is single-story with a tower element having a
maximum height of 20 feet. The building is designed using contemporary
southwest architectural elements. The building will utilize shades of light tan
stucco colors. The project meets the City's setback and height limits for this
type of development.
The City Landscape Manager has reviewed the preliminary landscape plan
and finds the design and palette acceptable and compatible with the City's
landscape guidelines. The comment made was the amount of lawn used to
accent the corner of San Gorgonio and De Anza. Although we are not
opposed to the use of lawn, it should be minimized and used to accent
areas. Staff would like the Commission to comment on this issue.
Staff recommends that the Architectural Review Commission grant
preliminary architectural and landscape approval.
Commissioner Connor stated that he does not have a problem with the
amount of lawn proposed, with which Chairman Gregory concurred and
noted that it appears that less than 30% of the area will be comprised of
lawn.
Mr. Drell thought that the shrub material should be decreased by 20%, with
which Commissioner Connor disagreed.
Chairman Gregory suggested that the one-gallon shrubs be increased to
five-gallon shrubs, with the exception of the Ancelea and Lantana, and
Commissioner Connor agreed.
Commissioner O'Donnell asked about signage and whether there will be
more than one tenant, to which Mr. Ricciardi replied that signage will be in
the front, and he would anticipate a monument sign.

Commissioner Hanson suggested that signage be incorporated into the final
working drawings.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Lingle, to

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for an office park consisting of three, two-story buildings
LOCATION: 72-650 Fred Waring Drive
ZONE: PR-7 to O.P. Request
Mr. Smith reported that the applicant seeks preliminary approval of plans for
an office park on the north side of Fred Waring Drive east and south of One
Quail Place. The plans provide for three, two-story buildings. On the front
adjacent to Fred Waring Drive are two smaller buildings, one on each side
of the driveway. To the rear (north) a larger building is proposed. The
building area totals 64,051 square feet with 127 parking spaces provided on
site. The applicant will be using parking spaces on the church lot to the east
to make up the remaining required spaces.
The building height is 25 feet with tower elements extending to 32 feet, which
will require a height exception be granted by the City Council.
The building architecture provides a series of arches at ground floor and
open perimeter access on the second floor level. Roof materials is Spanish
tile, and the roof wraps around on three sides of the mechanical equipment
well.
The conceptual landscape plan will be reviewed by the City's Landscape
Manager, who will provide his comments to the Commission.
Staff recommends that the Architectural Review Commission grant
preliminary approval.
Commissioner Hanson felt that the both ends of the front elevation appear
to heavy for the supporting arches, resulting in a top heavy appearance, with
which Commissioner O'Donnell concurred and commented that the entire
second floor of the larger buildings seems too massive.

The consensus of the Commission was that the architectural style is nice, but
that the building would look better with more height (which would require
Planning Commission approval), and suggested that the applicant submit
revised drawings.

continue the case to allow the applicant to incorporate suggested
modifications. The motion carried 4-0, with Commissioners Lingle, Van Vliet

Mr. Smith reported that the applicant seeks preliminary approval of plans for
a 23-room assisted living facility. The plans provided (elevations and
landscaping) are not up to the usual standard required by the Architectural
Review Commission.
Staff suggests that the Commission give the applicant direction as to items
to be added to the plans.
Staff recommends that the request be continued to allow the applicant to
incorporate suggested improvements.
Commissioner Connor noted that everything appears very stark.
Chairman Gregory commented that there is no detailing on the plans to give
the Commission an idea of what the project will look like.

The consensus of the Commission was that the applicant should hire a
professional architect.
Commissioner Hanson noted that there is no shading provided over the
sliders on the southern exposure.
Commissioner Hanson was concerned about aesthetics and safety issues
associated with having some rooms open onto the parking lot.
Commissioner O'Donnell suggested adding some privacy walls between the
patios.
Commissioner Connor strongly recommended that the applicant obtain some
professional architectural design assistance to find cost effective ways of
providing architecture and warmth to the building.
Action:
Commissioner O'Donnell moved, seconded by Commissioner Connor, to
continue the case to allow the applicant to incorporate suggested
modifications. The motion carried 4-0, with Commissioners Lingle, Van Vliet
and Vuksic absent.
