CASE NO.: SA 99-134 APPLICANT (AND ADDRESS� PALMS TO PINES CANVAS, 69-640 Sugarloaf Avenue #69, Mountain Center, CA 92561 for RENAISSANCE SURGERY CENTER, 73-180 EI Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of illuminated awning with signage LOCATION: 73-180 EI Paseo ZONE: C-1 Ms. Chafin reported that the Commission previously considered a request for awnings with signage for Renaissance Surgery Center on November 23, 1999. The Commission continued the case to allow the applicant to submit revised plans. The Commission's primary concern was the location of the posts. The applicant's revised plans include an arch-shaped awning flanked on both sides by two long dome-shaped awnings. The arch-shaped awning will cantilever six feet out from the building, and will be eight feet tall at the highest point. The arched portion of the awning will be comprised of taupe colored vinyl (Linen Supreme 608). The face of the awning will have a white background and will feature a colorful butterfly logo and the words "Renaissance Center of EI Paseo" in maximum eight-inch black letters. The long dome-shaped awnings will cantilever out three feet from the building and will be three feet high. These awnings will also be comprised of taupe colored vinyl (Linen Supreme 608). The faces of the awnings will have a white background and will feature "deja vu - Nutritional Boutique" in black letters. All the awnings will internally illuminated. The revised design addresses the Commission's objection by eliminating the use of posts. The proposed signage does not exceed the maximum allowed for the building per the City's Sign Ordinance. Staff finds the colors and materials acceptable, and the design compatible with the building. 2 �rr�+ 'v�+� ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 AGENDA Staff recommends that the Architectural Review Commission approve the plans as submitted. Action: Chairman Gregory moved, seconded by Commissioner Van Vliet,to approve the revised plans as submitted. The motion carried 6-0. 2. CASE NO.: SA 00-15 APPLICANT (AND ADDRESS� WESTERN SIGN SYSTEMS, 1020 Linda Vista Drive, San Marcos, CA 92069 for GOODYEAR, 44-420 Town Center Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new business identification signage LOCATION: 44-420 Town Center Way ZONE: PC-3 Mr. Alvarez reported that Goodyear Auto Service requests approval to replace finro existing non-illuminated signs facing Town Center Way (west) and the Town Center parking lot (east). Each elevation currently reads "Goodyear Certified Auto Service" in white channel letters. Both signs will be removed and replaced with yellow, 12-inch letters reading "Goodyear" and a 1'11" x 7'6" logo can reading "Gemini Automotive Care" (yellow background and deep purple letters). Both signs and elevations will remain non-illuminated. Staff believes the sign colors and location are acceptable, but recommends that the applicant reduce the height of the "Gemini" logo can (1'11") to a maximum height of 18 inches. This will allow a three-inch border on the top and bottom of the 24-inch fascia. The applicant has agreed to this condition and has provided revised drawings to illustrate this change. Staff recommends that the Commission approve the plans as revised with the logo can reduced to 18 inches in height. 3 � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES Commissioner O'Donnell felt that the yellow color is a bit bright, to which the applicant replied that it is the corporate color. Commissioner Van Vliet indicated that he does not have a problem with the yellow color since the sign is non-illuminated, with which Commissioner Connor concurred and added that the signs will be facing a parking lot and another commercial center which has a yellow illuminated sign (Best Buy). Action: Commissioner Van Vliet moved, seconded by Commissioner Connor, to approve the plans as revised with logo can reduced to 18 inches in height. The motion carried 6-0. 3. CASE NO.: SA 00-18 APPLICANT (AND ADDRESSI: FLUORESCO LIGHTING & SIGNS, 2778 Pomona Boulevard, Pomona, CA 91768 for BANK OF AMERICA, 73-820 EI Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign conversion to accommodate new logo LOCATION: 73-820 EI Paseo ZONE: C-1 Mr. Alvarez reported that Bank of America, located at the northeast corner of EI Paseo and San Luis Rey, seeks approval of revised business identification signage. No new signs will be created, but five directional signs will be removed. The existing signage will be modi�ed to incorporate the company's new logo. The applicant has included a photo survey of the existing and proposed signage. Sign #1: The property's corner monument sign (EI Paseo/San Luis Rey) will be re-signed with new"Bank of America" non-illuminated, 12-inch blue letters and the new corporate logo. 4 "�wr�+ � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES Sign #2: This sign is located on the building's south elevation, and it will also be re-signed with new "Bank of America" letters, 12 inches high and blue in color. The new corporate logo will replace the old. This sign will remain non- illuminated. Sign #3: This elevation faces north and currently has a red Bank of America logo mounted on the building's wall. The applicant's proposed sign consists of new individual letters reading "Bank of America" and the new corporate logo. The letters will be blue and will be non-illuminated. Sign #4, #5, #6, #7, #8 and #10 will all be removed, and these signs include directional and versateller signs. Sign #9: This 18-inch by 24-inch directional sign will be replaced with an 18- inch by 18-inch sign reading "Exit Only." Sign #11: A directional sign reading "Enter Only" will be replaced with new, three-foot high directional sign. Sign #12: A canopy clearance sign reading "Clearance 12 Ft. 0"," to be replaced with a new sign reading "Clearance 11 ft. 6 in." The signs proposed are minor changes to the existing signage, and the signs are consistent with the ordinance and are compatible with the existing building. Staff recommends the Commission approve the signs as submitted. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to approve the signs as revised. The motion carried 6-0. 5 � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES 4. CASE NO.: SA 00-20 APP�ICANT (AND ADDRESS�: CENSOURCE SIGNS, 1500 South Sunkist Street, #H, Anaheim, CA 92806 for SAV-ON DRUGS, 42-335 Washington Street #H, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of addition to existing monument sign LOCATION: 42-335 Washington Street ZONE: PC-2 Ms. Chafin reported that the applicant requests approval to modify the existing monument sign at the shopping center located at 42-335 Washington Street. The existing sign copy consists of internally illuminated channel letters. The copy currently includes "Albertson's" and its logo (in blue) and "Sav-on" in red. The applicant seeks to add the words "OPEN 24 HOURS" in internally illuminated red channel letters directly below "Sav-on." Section 25.68.310 of the City's Sign Ordinance indicates that freestanding signs are permitted to identify the building, commercial/industrial complex or shopping center. Staff cannot support the request in that it involves the advertisement of services rather than the identification of a business. Staff also feels the proposed addition would create visual clutter on the sign. Staff would also note that the building signage includes the words "OPEN 24 HOURS" in illuminated channel letters. Staff recommends that the Architectural Review Commission deny the request. Tim Pitts of Censource indicated that he would be willing to modify the request so that the additional copy would be limited to "24 HOURS" rather than "OPEN 24 HOURS." 6 � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES Commissioner Vuksic was concerned about setting a precedent regarding advertising of operating hours on a monument sign. Commissioner Lingle felt the Commission had an obligation to support the existing ordinance. Mr. Smith pointed out that this facility is located across the street from competing merchants, a Rite Aid and a Walgreens, both of which are in the County's jurisdiction and both of which have a lot of signage. Action: Commissioner Lingle moved, seconded by Commissioner O'Donnell, to deny the application on the basis that the Sign Ordinance indicates that freestanding signs are permitted to identify the building, commercial/industrial complex or shopping center(and the proposed signage advertises business hours), and that the additional signage would make the monument look too cluttered. The motion carried 6-0. 5. CASE NO.: C 00-2 APPLICANT (AND ADDRESS� SURESH SHAH, 73-345 Highway 111 #102, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 41 covered parking spaces LOCATION: 73-733 Fred Waring ZONE: O.P. Mr. Smith reported that the applicant seeks approval of carports to cover 41 parking spaces at the rear of the office building at 73-733 Fred Waring Drive. The plans propose to locate the carports four feet from the south property line. A minimum setback of five feet is required. The plans show structures 20 feet deep extending several feet into the drive aisle. The structures will need to be shortened to meet the setback and so they do not extend into the driveway. The plans are unclear as to how the front and rear edge will be treated. Staff feels these edges need to be finished. 7 � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES Staff recommends that the Architectural Review Commission grant approval of the request subject to: 1) meeting the setback for the south property line; 2) shortening the depth of the structure so as not to extend into the driveway; and 3) placing appropriate edge material on the front and rear and exposed ends. Commissioner Van Vliet was concerned that the structure would loom over the adjacent residential properties, to which Mr. Smith replied that there will be a landscape buffer between the structure and the perimeter wall. Mr. Smith pointed out that there will be no light fixtures inside the structures, to which Commissioner Connor replied that he would still be concerned about impact to residents from the glow which would be created by uplighting the structures. Commissioner Vuksic asked if the fascia detail will wrap all the way around, to which Dave Smoley of Desert Cities Development responded that it will wrap around all four sides. Commissioner Van Vliet suggested creating finro openings in the structure to break up the massing. Commissioner Vuksic recommended that the 10-inch fascia be mounted as low as possible to conceal the corrugated metal and keep the height as low as possible, i.e., that the maximum height be 7'6"to the bottom of the fascia. Mr. Smoley indicated that the landscape buffer will measure 4'6" because the wall is located six inches north of the property line. Action: Commissioner O'Donnell moved, seconded by Commissioner Vuksic, to approve the request with the following conditions: 1) that the structure have a total of finro breaks, one being 14 spaces from the east end and the other being 14 spaces from the west end; 2) that the fascia detail be included on all four sides of each structure; 3) that the 10-inch fascia be mounted as low as possible to conceal the corrugated metal; 4) that the maximum height of the structure be 7'6" (to the bottom of the fascia); and 5)that a minimum 4'6" landscape buffer be provided befinreen the structure and the wall. The motion carried 5-0-1, with Chairman Gregory abstaining. 8 � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES 6. CASE NO.: C 00-3 APPLICANT (AND ADDRESS� MIRAGE MEDIA, LLC, 1615 Orange Tree Lane #102, Redlands, CA 92374 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install satellite dish and mounting hardware for TV station KPSE, UPN 13 LOCATION: 75-140 St. Charles Place ZONE: S.I. Mr. Alvarez reported that the applicant requests approval to install three roof- mounted satellite dishes at 75-140 St. Charles Place. The dishes measure 12 feet in diameter and will be angled to have a height of eight feet. The dishes are proposed at the rear of the building facing toward the southeast. The dishes will be mounted on 6" schedule 40 pipe, attached to the building. If the following criteria is met, the Architectural Review Commission can approve commercial communication antennas in the Service Industrial District: 1) if they do not exceed 50% of the building height, i.e., 15 feet; and 2) if they can be architecturally integrated into the building design so as to be as unobtrusive as possible with the adjacent environment and architecturally compatible with the existing structures in terms of design, color and � materials. The applicant indicates that the poles and antennas will be painted to match the building. The antennas are proposed at eight feet in height. The maximum height allowed for roof-mounted antenna in this district is 15 feet. The Architectural Review Commission has approved a similar design and installation method in the Service Industrial District located at 41-625 Eclectic Street. Staff recommends that the Commission grant approval of the plans as submitted. 9 . � �,�► ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES Commissioner Connor noticed that the antennas will be visible from the second floor of the offices across the street, to which Bart Pearce replied that those offices are at least 150 feet away, and this is an industrial park. Commissioner Lingle noted that the proposal meets the ordinance requirements and the Commission previously approved a similar project in an industrial area. Commissioner O'Donnell asked if it would be possible to relocate the antennas to another portion of the property, i.e., the rear of the building, to which Mr. Pearce replied that it is not possible because the rear of the building is occupied by another tenant. Action: Chairman Gregory moved, seconded by Commissioner Lingle, to approve the plans as submitted. The motion carried 4-1-1, with Commissioner O'Donnell dissenting and Commissioner Van Vliet abstaining. 7. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to table the matter. The motion carried 5-0-1, with Chairman Gregory abstaining. 9. CASE NO.: MISC 00-5 APPLICANT (AND ADDRESS� KATHERINE J. BARTON-BUTLER, 74- 170 Chickory, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Determination of nonconformance with neighborhood standards regarding landscaping LOCATION: 74-170 Chickory ZONE: R-1 Mr. Smith reported that the Code Enforcement Department would like the Commission to review photographs of 74-120 Chicory and the surrounding neighborhood and make a determination as to the acceptability of bare dirt or native soil in landscaping so that the Commission's findings can be used as a matter of precedent in this and future cases. 11 . �rr+' � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES Mr. Alvarez referenced the Property Maintenance section of the Municipal Code, Section 8.70.150, Neighborhood compatibility, which states, "Property shall be maintained in reasonable consistency and compatibility with the maintenance standards of adjacent properties so as not to interFere with the reasonable enjoyment of such properties or to depreciate their aesthetic or property values. This section shall not be construed as relieving a property owner, manager, or occupier from complying with any property maintenance provisions of this code or applicable state law." Commissioner O'Donnell commented that native soil is an acceptable landscaping material; however, the subject property is not compatible with the neighborhood. Commissioner Lingle recalled a similar property in his neighborhood which was maintained in that manner for eight years, but when the owners decided to sell, they fully landscaped it to enhance the property value. Chairman Gregory agreed that the property landscape should be in conformance with the general landscaping standards of the neighborhood. The consensus of the Commission was that the existing landscaping was not in conformance with the neighborhood standards. 10. CASE NO.: SA 00-17 APPLICANT (AND ADDRESS�: RIOFINE NEON SIGN COMPANY, 3500 Tachevah Drive, #D, Palm Springs, CA 92262 for FLORAL & GIFTS, 42-335 Washington Street#H, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 42-335 Washington Street, #H ZONE: PC-2 Ms. Chafin reported that the applicant proposes business identification signage for Floral & Gifts, located within the Albertson's shopping center at 42-335 Washington Street, Suite H. 12 . �rr"� �` ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES The appiicant proposes 12-inch internally illuminated plex face channel letters mounted on a raceway. "FLORAL &" is proposed to be red in color, while "GIFTS" is proposed to be yellow. The copy is proposed to be stacked and centered over the arched entry. Staff feels that the aesthetics of signage could be improved with a script font, lining the copy up in a single row(rather than three rows), and eliminating the yellow color so that the entire sign is in red. No one appeared on behalf of the applicant. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to approve the plans with the condition that the letters be mounted on a single row, using a single color (to be approved by staf�, and a more decorative font (to be approved by staff). The motion carried 6-0. 11. CASE NO.: SA 00-14 APPLICANT (AND ADDRESS�• ELECTRO-LITE SIGNS, 9333 Ninth Street, Rancho Cucamonga, CA 91730 for WELLS FARGO HOME MORTGAGE, 44-250 Monterey Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT• Approval of business identification signage LOCATION: 44-250 Monterey Avenue ZONE: O.P. Mr. Smith reported that the applicant requests approval to install two, 27" x 13'8" illuminated can signs on the building located at 44-250 Monterey Avenue. One will face west and the other north (the parking lot). The building is currently occupied by Norwest Mortgage. 13 . `�Irrir" �+ ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES The size of the signs (31 square feet each) complies with the code limits for sign area (i.e., 55 feet of frontage permits up to 52 square feet of signage). The sign colors are predominantly black and brown with gold and white copy and logo. All other existing signs in the area are non-illuminated, individual, cut out flat or foam letters. Colors range from silver to blue to green. The property is an office use in an area of office uses. The sign as proposed is not in keeping with other existing signs in the area. Staff cannot support the can sign nor its illumination in this location. Staff recommends that the sign request not be approved. Chairman Gregory asked if staff would have any problem with the size and . location of the sign if it were not an illuminated can, to which Mr. Smith replied that the size and location would not be a problem, but the proposed sign is not compatible with other signs in the area because there are no other illuminated can signs. Mr. Smith noted that the building owner has not been consulted for approval of the sign. Action: Commissioner Van Vliet moved, seconded by Commissioner Lingle, to deny the proposal on the basis that it was inconsistent with other signs in the neighborhood, i.e., no can signs or illuminated signs in the neighborhood. 14 � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES 12. CASE NO.: CUP 99-15 APPLICANT (AND ADDRES�: COLUMBIA PARCAR CORP., 73-168 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to display golf cars in front of building, behind a fence LOCATION: 73-168 Highway 111 ZONE: C-1 � Mr. Smith noted that the applicant has not submitted revised plans. Action: Commissioner Connor moved, seconded by Commissioner O'Donnell, to tabled the matter due to the applicant's failure to submit revised plans. The motion carried 6-0. 13. CASE NO.: PP 00-2 APPLICANT (AND ADDRESS� GHA HOLDINGS, INC. 68-936 Adelina Road, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT• Preliminary approval of architecture and landscaping for a 4,751 square foot office building LOCATION: 73-081 Fred Waring Drive ZONE: O.P. Mr. Alvarez reported that the applicant requests approval for a two-story, 4,751 square foot office building. The property consists of two parcels totaling 14,560 square feet. The site concurrently consists of a vacant lot and an older single-family dweling. The residential structure will be demolished and a new building will be built. The finro parcels sit between two existing professional o�ce buildings. 15 . �r+� � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES The site will have a joint access drive with the developed property to the west, known as Dr. Reed's building. Parking will be provided at the rear and along the east side of the building. The rear parking lots will tie into each other. The building is proposed at 24 feet high with a flat parapet roof. The building's exterior finish consists of a tan stucco and stone veneer. All the required parking spaces will be covered. The building's south elevation provides cover for four of the parking spaces via the building's overhang. Spencer Knight, the City's Landscape Manager, has reviewed the plan and finds it acceptable with a comment regarding the spacing of the Casia on the west elevation. He would suggest a minimum spacing of six feet to allow the plant material to reach maturity without becoming a hedge. The City's Office Professional standards require a 24-foot high building to have a 58'6" setback from the adjacent residential properties. The building currently has a 50-foot setback from the rear property line. The applicant is aware of this nonconforming situation and will work with staff to resolve this issue prior to scheduling the item before the Planning Commission. By reducing the height of the building to 23 feet and moving the building up to the minimum 12-foot front setback, the applicant may be able to comply with the rear setback. The landscaping, building design and exterior finishes are acceptable. With exception to the rear setback, the project meets the requirements of the Office Professional District. Staff recommends that the Commission grant preliminary architectural approval, subject to a condition that the project meet the required rear setback and that all roof-mounted equipment be screened below the parapet roof. Commissioner Van Vliet noted that the applicant has not met the requirement for a five-foot setback between the carports and the property line, as the setback appears to be only 4'6", to which Mr. Alvarez replied that the applicant has provided 20-foot parking stalls, and those could be shortened to 18 feet. 16 . ;`'� �+' ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES Commissioner Vuksic suggested that a condition be imposed requiring the applicant to screen all mechanical equipment pursuant to the ordinance requirements, as it does not appear it will be possible to screen any roof- mounted equipment. Commissioner Vuksic suggested that the top architectural element be beefed up, i.e., widened, by lowering the second floor by one foot. Commissioner O'Donnell commented that the stairway on the north elevation will probably never be used, with which Commissioner Vuksic concurred and added that if there is to be a stairway on the north elevation, it should look really good, i.e., partially enclosed with a veneer wall. Commissioner Vuksic pointed out that the rendering shows shading which gives the perception of depth, but, in fact, the building front is actually flat. Action: Commissioner Lingle moved, seconded by Commissioner Van Vliet, to continue the case to allow the applicant to incorporate the Commission's suggested revisions. The motion carried 6-0. 14. Expansion on four lots at Bighorn Bruce Kuykendal presented topographical maps and indicated that there are four lots on Tekis Place which each have pad sizes of approximately 6,500 square feet, and the owners all want to expand the pads in order to have a city lights view. Mr. Drell noted that, in the past, approval to expand pads has been postponed until after plans are approved, but the question now is whether or not the expansion can be approved before the plans are submitted. Michael Kiner noted that he is designing a home for a lot which currently has a 6,300 square foot pad, but the owner wants a 14,000 square foot pad. Chairman Gregory indicated that his major concern is the steepness of the slopes, which Mr. Kuykendal has indicated are at a ratio of 1.5:1, and such a steep slope won't hold up for landscaping or renaturalization. 17 . Action: Commissioner Van Vliet moved, seconded by Commissioner O'Donnell, to approve the expansions subject to final inspection and conceivably additional work if required, and review of the house sites and possible alteration of landscaping in response to the house design. CASE NO.: PP 00-3 APPLICANT(AND ADDRESS)• LANDMARK SPORTS & ENTERTAINMENT, INC., 620 Herndon Parkway, #200, Herndon, VA 20170 NATURE OF PROJECT/APPROVAL SOUGHT• Preliminary approval for a 160,000 square foot sports complex with miscellaneous pads for future use LOCATION: Northeast corner of Cook Street & Gerald Ford ZONE: PCD Mr. Winklepleck reported that the applicant is proposing a 160,000 square foot sports facility with future pads on a 21-acre site. Uses for the future pads conceptually include two fast food restaurants, a hotel and sports medicine related facility. The site sits adjacent to the Cook Street overpass which is approximately 35 feet above the grade of the sports complex pad. Maximum building height proposed is 54 feet from grade, which occurs at the circular central portion of the facility. The majority of the facility is proposed at 42 feet from grade. The sports facility is primarily a concrete tilt-up structure utilizing preformed, prefabricated metal panels and translucent panels. The central, circular portion of the building emphasizes the use of clerestory gtazing. Proposed colors include "terra cotta" for the site cast/precast concrete, "aspen gold" for the metal building panels and tan for the roof panels. 18 . � � ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2000 MINUTES The conceptual landscape plan includes a plant list and tree layout. The plan is intended to show the direction of the landscape concept for the project. Staff recommends that the Architectural Review Commission grant preliminary architectural approval and continue the landscape plans. Mr. Winklepleck noted that the green roof color has been changed to tan because of the City Council's concern that a green roof would not blend in, and the Council also requested that the skylight element be removed because of the height. Commissioner Vuksic remarked that, due to the change in location, it won't be possible to see as much of the roof unless one is coming off the freeway. Commissioner O'Donnell felt that the proposed tan color will not go well with the metal color, and noted that since the location is now up against a freeway off-ramp, and because of the use of the building, there is no need for the roof to blend in. Commissioner Van Vliet noted that painted split face concrete block will be used rather than tilt-up concrete. Commissioner Lingle preferred the green color for the roof. Commissioner Van Vliet indicated that he would have a problem with using precision block, but split face should be okay. Action: Commissioner Van Vliet moved, seconded by Commissioner O'Donnell, to grant preliminary approval of the architecture with the condition that the roof color originally proposed (patina green) be used and that split face block be used, and continued approval of the landscaping to allow the applicant to incorporate modifications suggested by the Commission.
