ORAL COMMUNICATIONS A. Commissioners Vuksic, Hanson, and Lingle will attend the November 7, 2000, Planning Commission meeting in support of a height exception for the villas in Portofino. Commissioner O'Donnell will also attempt to attend. B. Commissioners were asked to submit projects completed within the last year for Council/Comission year-end event. i ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES C. Commissioner O'Donnell asked about the external accessory lighting some of the restaurants have installed and are displaying, among them Hooters and the chimney on the Blue Coyote. Staff will investigate. IV. CASES A. Final Drawings 1. CASE NO.: RV 00-7 APPLICANT (AND ADDRESS): MARION FERGUSON, 74-898 Leslie Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to park RV tent trailer in driveway LOCATION: 74-898 Leslie Avenue ZONE: R-1 Action: Commissioner Connor moved,seconded by Commissioner O'Donnell, to continue the case as requested by applicant. The motion carried 7-0. 2. CASE NO.: RV 00-08 APPLICANT(AND ADDRESS): E. CLARKE ANDERSON,43-420 Alabama, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to store 19' trailer in front yard. LOCATION: 43-420 Alabama ZONE: R-1 Staff distributed photos of the applicant's site. Notification was sent to property owners within 300 feet of this residence. One opposing letter and 2 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES one opposing phone call have been received. The ordinance requires that the vehicle be substantially screened from adjacent properties and the public street with landscaping, solid walls, fences, or gates that meet City standards. The applicant proposes to install a 6' high gate in front of the vehicle only 8' from the street and screened with a row of ficus trees on the east side. The applicant's front yard is well kept and quite nice. Placing the motor home and fencing would take up that space. Staff believes that the placement of the vehicle will detract from the appearance of the residence and will be imposing. Staff recommend the request not be approved. Mr. Don Rowan, an adjacent property owner attending the meeting, stated that driving through the neighborhood, the lot seems too narrow to accommodate the vehicle. The Commission noted the the RV is higher than the house and will be very close to the street making it difficult to screen. Action: Commissioner Hanson moved, seconded by Commissioner O'Donnell to deny the request due to 1) the applicant's yard is well kept and quite nice, 2) the placement of the vehicle will detract from the appearance of the residence and will be imposing, and 3) the RV is higher than the house and will be located near the street making it difficult to screen. Motion carried 7-0. 3. CASE NO.: RV 00-5 APPLICANT (AND ADDRESS): WILLIAM E. LEITCH III, 74-582 Fairway Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to park and store 10 foot high and 20 foot long RV in front yard LOCATION: 74-582 Fairway Drive ZONE: R-1 3 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES Action: Commissioner Connor moved,seconded by Commissioner O'Donnell, to continue the case as requested by applicant. The motion carried 7-0. 4. CASE NO.: SA 00-90 APPLICANT (AND ADDRESS): CLASSIC PARTY RENTALS, 75-060 Mayfair Drive, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 75-060 Mayfair Drive ZONE: S-1 Applicant is the new owner of the former "A Star Rentals" on Mayfair and Greenway (42nd). Staff distributed photos of proposed building signage. On the west elevation, a 3' x16 wood, non-illuminated, sign with black lettering reading "Classic Party Rentals" is being proposed. Staff had suggested using individual letters along with their logo to accomplish a better looking sign exposed to Mayfair and Greenway and 42nd which is punching in from Cook. Commissioner Hanson asked Mr. Leon Bennett, the applicant's representative, why the sign is being moved. Mr Bennett state that the new street, Greenway, is being built up and the sign becomes lost and there is a 6'wall plus a 3' bank. The lot in front is currently vacant but there is a project coming through. Applicant is also proposing a 18" high wood sign on the front elevation on the facia on Mayfair. Mr. Bennett thought the wood sign would look better. Commissioner Vuksic asked if there any other complete signs or are they individual letters in the business neighborhood. Mr. Bennett stated that there is a mixture through the area. Commission Vuksic stated that the sign facing Cook Street should certainly be individual lettering and didn't see why the other shouldn't also be individual lettering. One sign sets precedent with new sign where the older 4 `Wl ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES ones aren't quite as nice. Mr. Bennett asked for an explanation. Members of the Commission responded that individual letters look more sophisticated than a single painted sign. They tend to stand out and are more three dimensional. Ascetically, they look better. Wood deteriorates faster, painted signs are flat, and you cannot be sure of quality of flat wood sign. Action: Commissioner Vuksic moved, seconded by Commissioner Van Vliet, to approve the submittal with individual letters at the facia along the Mayfair elevation and individual letters in a single line below the accent band on the building on the Cook Street elevation. Motion carried 7-0. 5. CASE NO.: MISC 00-24 APPLICANT (AND ADDRESS): MARSHA COCKINS, 72-876 Sierra Vista, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 6-foot wood fence along side yard and 3'10" wood fence for front yard LOCATION: 72-876 Sierra Vista ZONE: R-2 Mr. Alvarez distributed photos of the site and the neighboring yards. Applicant proposes to install a 6-foot wood fence along the side yard with a 3'10"wood fence for the front yard. All fencing would be 15 feet from inside of curb and desert landscaping would be added. The wood material for the fence is an issue. Wood is not designated as a decorative material because of its lack of durability in the desert climate. Recommended approved materials are wrought iron, stucco, and slump stone. Applicant indicated other materials would be financially unfeasible. The majority of the fencing in the neighborhood is wood fencing. The issue of putting a fence around the house is a separate issue from that of screening the motor home. The proposed fence conforms to the height and setback ordinances. It's location and height are not a consideration for 5 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES this Commission. However, if the fence were proposed with some articulation and some landscaping, the Commission would be more apt to agree. Applicant is agreeable to not putting a fence across the front yard. The motor home is actually 30 feet from street, and would be behind a 6' fence. Historically, the Commission has not approved plans of screening an 11' motor home with a 6' fence unless the vehicle is sitting far back in the yard and can be substantially screened from view by landscaping. In this case, the RV will be close to the fence. Commissioner Gregory explained to applicant that the Commission is not in favor of wood fences; that the Commission has not approved front yard fences as a way to upgrade neighborhoods, that adequately screening RVs could be a different issue from the fencing, and that the Commission generally does not approve of walls running around houses thereby isolating the house from the neighborhood. It was recommended that the applicant tie in the motor home screening with the fencing in the same process. There should be some thought to articulating the wall and adding landscaping to give the new fencing some interest and soften its impact. Commission would also like to see the proposed gate's detail. Action: Commissioner O'Donnell moved,seconded by Commissioner Connor, to continue the case to allow applicant to amend current application with the advice of staff to focus on screening the motor home. Motion passed 7-0. 6. CASE NO.: MISC 00-25 APPLICANT (AND ADDRESSI: DR. JERRY MEINTS, 71-450 Painted Canyon, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of office facade remodel LOCATION: 73-302 Hwy 111 ZONE: 6 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES Dr. Meints' office building is right next to the Red Barn. He is proposing a Santa Fe-style building. Dr. Meints stated that his practice had occupied this building since 1984 and this is the second time he has visited with this Commission. In 1990, the Commission approved a similar face lift, but the economy fell because of the Gulf War and nothing was done. This time, they are excited about the City's desire to assist and they need to expand the waiting room to accommodate their clients. The lower part of the structure is a parking structure that the City approved a few years ago. They intend to put a little facade in front and not change the structure. The front view of the waiting room is an expansion of the current waiting room with the addition two handicap equipped bathrooms, enclosing the existing stairway to keep everything indoors, and adding planters. Commissioner Hanson stated that it would be more attractive if the detail were continued around the back by adding false openings or punctuations. The proposal is to keep the current awning and put another over the other southwest facing window. Commissioner O'Donnell stated that in consideration of the architectural changes other types of screening might be more in keeping with the upgrades being proposed such as add Spanish tile or a trellis. A trellis would provide the benefit of more shading on the massive wall and window and door openings. Commissioner Vuksic asked how thick the parapets were. Dr. Meints stated they would probably be a 2x4" frame with plaster. Commissioner Vuksic suggested making them as much as 12" thick in the visible areas would compliment the proposed detail. He also suggested replacing the horizontal window with three square punched-in windows to follow the line of the proposed architecture. Dr. Meints explained that there are oak file cabinets under the window and they need higher windows so people walking by can't see inside. However, he will see what can be done. Commissioner Vuksic stated that overall, it looks very good. In the rear of the building, Dr. Meintz intends to pave the back parking and cut out the bamboo and bushes. The parking lot space meets the parking requirements for the increase in the square footage. The Red Barn is going to put in a brick wall. It is his intention around the back keep it as simple as possible and not put any face lift on that side. Commissioner Hanson suggested that something should be done to break the starkness. Mr. Drell stated that the City will be extending the alleys and turning them into real `*/'' ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES streets. That the time will come when the buildings backing the alleys will have to become more attractive. The parapets are high enough to screen the building mechanicals. Vandals have taken the metal off the trash enclosure and repairs do need to be done. Action: Commissioner Connor moved, seconded by Commissioner Hanson, to continue the case to allow applicant time to incorporate the Commission's suggestions. Motion was carried 7-0. 7. CASE NO.: CUP 00-16 APPLICANT (AND ADDRESSI: ROBERT GIBSON, PO Box 4377, Palm Desert, CA 92261-4377 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of detached accessory structure in rear yard LOCATION: 73-069 Ironwood Street ZONE: R-120,000 Plans were presented to the Commission. Request is for a detached double garage in the back corner of the property. Remodeling of the house is underway. The recent code amendment requires a Conditional Use Permit to locate structure with a 12' setback. This structure is 15' from south property line and 15' from rear property line. Staff recommended approval. Commission suggested that the structure be moved 20 feet from the rear property line and be turned slightly to get around the trees to the west. Action: Commissioner O'Donnell moved, seconded by Commissioner Connor, to approve the detached garage with a minimum 20 foot rear setback and 12 foot side setback. Motion carried 7-0. 8 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES 8. CASE NO.: MISC 00-26 APPLICANT (AND ADDRES$y MICHAEL JACOBS, President, Newport Clock Gallery, 73-255 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install 11- foot high street post clock in public right-of-way on patina post LOCATION: 73-255 El Paseo ZONE: Staff presented Commission members with renderings of 11-foot high street post clock to be installed in public right-of-way on patina post. Action: Commissioner Connor moved, seconded by Commissioner O'Donnell, to approve the 11-foot post clock as presented. Motion carried 7-0. 9. CASE NO.: SA 00-100 APPLICANT (AND ADDRESSL- IMPERIAL SIGN, 46-120 Calhoun, Indio, CA 92201 for FOXX DEVELOPMENT, 73-111 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of double faced internally illuminated monument sign LOCATION: 73-061 Fred Waring Drive 9 . fir►" '�„�" ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES ZONE: Mr. Smith distributed a material sample of the monument sign. It is located across from the McCallum Theater, east of Monterey. The monument is "F" shaped. The horizontal top of the "F" will show the company's name, Foxx Development. The horizontal second bar will eventually indicate the name of another tenant. Action: Commissioner Connor moved, seconded by Commissioner O'Donnell, to grant approval of the monument sign. Motion carried 7-0. 10. CASE NO.: SA 00-102 APPLICANT (AND ADDRESS, IMPERIAL SIGN, 46-120 Calhoun, Indio, CA 92201 for SWISS DONUT NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised signage LOCATION: 73-407 Hwy. 111 ZONE The existing identification is a can sign. Applicant proposes to put another, slightly more stylish "Swiss Donut" can sign with cranberry colored letters on a light background. This is consistent with signs in same building. Action: Commissioner Connor moved, seconded by Commissioner O'Donnell, to grant approval of the revised sign. 10 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES 11. CASE NO.: SA 00-89 APPLICANT (AND AQQRES�SL HUGH JORGENSON, 45-355 Taos Cove, Indian Wells, CA 92210 for JIFFY LUBE, Homa, LLC, 9200 W. Sunset Boulevard, Los Angeles, CA 90069 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of north wall detail LOCATION: 42-275 Washington Street ZONE: P.C. The current north wall is a 12' 6". Staff posted plans showing the replacement wall will be 6' allowing passers-by a view of the arches on the main building instead of a massive blank wall. Applicant will install planters. Action: Commissioner Connor moved, seconded by Commissioner O'Donnell, to grant approval of the replacement 6' wall. 12. CASE NO.: APPLICANT (AND ADDRESS• ASTRID JASTREMSKI & GORDON SPIELBERG, AVIR Audio/Video, 73-395 Hwy. 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscaping for facade improvement program LOCATION: 73-385 Hwy. 111 ZONE: Applicant submitted drawings for 3-foot planter landscaping in front of their retail building. Landscaping consists of desert plants and boulders with drip irrigation. ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES Commissioner Hanson commented that the roll-down shutters look like they belong on an industrial building and present an unfriendly face to Hwy. 111. The applicant responded that the landscape should soften that look. Commissioner Hanson suggested that either awnings be installed to screen the shutter boxes or make the landscaping more substantial. The landscaping as planned may not be significant enough to do that. Mr. Drell stated that this applicant may be able to apply for facade assistance from the City. In order to so, the applicant needs both this Commission's and the Planning Commission's approval on their facade improvement proposal. If the proposed solution for the window problem is approved by the Commission and endorsed by the City, the City pays for half of it. In the absence of the facade program, the landscaping is not a significant improvement for the City's participation. The specific purpose of City participation is to achieve substantial improvement to building facades. The facade improvement objective is to improve the aesthetics of the building. A solution needs to be looked at. Applicant requested more definitive suggestions. The exterior shutters are fine. It is just the application in which they were installed, in particular, the box at the top. There needs to be an architectural solution to screen the boxes. That could become part of the facade improvement request. Commissioner Hanson suggested that she meet with applicant. Landscaping is it in keeping with the high-tech desert look they are trying to achieve. They are limited by the size of the planter. Commissioner Connor stated that the Commission needed to know more about the plant varieties and need to know scale. Action: Commissioner Gregory moved, seconded by Commissioner Lingle, to continue this case to allow applicant time to meet with Commissioner Hanson about screening the shutter boxes which may further the quest for City endorsement and assistance with the facade improvement. Applicant will provide specific plant varieties to be put in the planter as well as their scale. Motion carried 7-0. 12 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES 13. CASE NO.: APPLICANT (AND ADDRESS): GILBERT RODRIGUEZ, HOME-TECH BUILDERS, 555 S. Sunrise Way, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of architecture for single family residence LOCATION: 43-680 Buena Circle ZONE: R-1 The proposed residence is 6" over the 15' height limit, therefore, it is required to come before the Commission. It is adjacent to other homes of similar size. Action: Commissioner Connor moved, seconded by Commissioner O'Donnell, to grant approval of the architecture for the single family residence. Motion carried 7-0. 14. CASE NO.: C 00-5 APPLICANT (AND ADDRESS): FRONTIER BANK, c/o Jim Montgomery, 1245 Deer Valley Drive, Park City, UT 84060 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of wall detail on porte couchre LOCATION: 74-175 El Paseo (east side of El Paseo south of Highway 111) ZONE: C-1 Mr. Smith presented plans to the Commission. The remodel of the backside of the Frontier Bank building is underway. Commission had left open the issue of how to screen off the porte couchre as viewed from Jillian's. Applicant submitted a wall accented with indentations to serve as 13 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES a screen. Instead of selecting a wood grill trellis, applicant stated he wanted the landscaping at the wall to solve the problem Action: Commissioner Hanson moved, seconded by Commissioner Vuksic, moved to approve the plans as presented. Motion carried 7-0. 15. CASE NO.: TT 29893 APPLICANT (AND ADDRESS JOHN BRETT, Hovley Estates North LLC, 77 Sedona Court, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary landscape plans for perimeter of project LOCATION: North side of Hovley Lane West, east of Monterey Avenue ZONE: PR-5 Commission was shown drawing of preliminary perimeter landscape plan. Applicant and the City's Landscape Manager have reviewed the plan and the Landscape Manager has made some changes. Action: Commissioner Connor moved, seconded by Commissioner O'Donnell, to grant approval of the preliminary perimeter landscape plan subject to comments of the City Landscape Manager. 14 �ftw ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES 16. CASE NO.: APPLICANT (AND ADDRESSY McFADDEN/McINTOSH, ARCHITECTS, 72-925 Fred Waring Drive, #204, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: 44-672 Monterey ZONE: O.P Mr. Alvarez presented the final working drawings to the Commission. He pointed out that the one window had been replaced by two windows on the front elevation and on the east (rear) elevation, the corner window was centered and the other moved to the right. There will be a row of carports at the rear. Colors and materials on the building remain the same. Commissioner Hanson expressed concern that water lines might develop from the sprinklers. Staff provided the landscaping plan which the City Landscape Manager has reviewed and commented on. Commissioner Vuksic stated that the recessed windows should be flush. Commissioner O'Donnell stated that some current members of the Commission were not involved in the initial approval of this building and the project should have been cycled back to the Commission upon new ownership and changes from the prelimiary approval. Therefore, it is difficult to comment on the changes. The idea that the windows were recessed by 2 feet on the south side and are now flush-mounted probably would have been something the Commission would have talked about in the preliminary stage. However, the building's final working drawings are acceptable. Action: Commissioner Hanson moved, seconded by Commissioner Vuksic, to approve the final working drawings and landscape plan subject to City's Landscape Manager's comments. Motion carried 7-0. 15 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES B. PRELIMINARY PLANS 1. CASE NO.: MISC 00-27 APPLICANT (AND ADDRESS): THOMAS JAKWAY, 382 El Portal, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single family home within the Canyons at Bighorn LOCATION: 602 Rocky Creek Road ZONE: Hillside Planned Residential This case was brought before the Commission on the basis that there are 28 lots in the Canyons that need this Commission's approval being that they are a little higher in elevation. Commission stated that the residence is far enough away and would not be visible from Hwy. 74 and suggested that staff take the distance into consideration before automatically scheduling each home for ARC review. Action: Commissioner Connor moved, seconded by Commissioner Vuksic, to approve the preliminary plan as presented. Motion carried 7-0. 2_ CASE NO.: SA 99-76 APPLICANT (AND ADDRESS): A&S ENGINEERING for CIRCLE K, 207 W. Alameda Avenue #203, Burbank, CA 91502 NATURE OF PROJECT/APPROVAL SOUGHT: Remodel of existing fascia, installation of one building sign and reface one monument sign LOCATION: 45-200 Portola Avenue 16 *GOV, ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES ZONE: C-1 Mr. Drell stated that the Commission's denial was appealed to the City Council. The City Council looked at it, didn't like the previous proposal, and suggested that something could be worked out keeping in mind that the wing awning was a good element. A red stripe detail has been added below the wing. The material screening the roof equipment in the back is a texture-coated metal. The front elevation is also textured-coated metal. The main building color is "egret white". The existing trash enclosures have concrete sides with chain-link gates. Commission stated its desire for more decorative gates. Commissioner Vuksic disagrees with the red striping and felt the original tan striping would be better. Egret white may turn too white and glare in the sun. He would like to see a darker shade of white. The wall-mounted sign will illuminate. Commissioner Vuksic stated that having the entire signage box light up would be unacceptable. Commissioner Hanson asked if they could light up just the "Circle" and the X" and leave the background opaque. Applicant stated that could be done. The Portola monument sign is not proposed to be replaced, simply re-faced. The sign is a 5' can on a base, making it about 7'5" tall. Commission asked if the sign could be down-sized at least to 6' to conform with sign requirements. Staff responded that as it is, the sign's bottom border is barely at the top of the landscaping. Staff stated that theoretically, the applicant did not have to do anything. Doug Massaro, A&S Engineering, was asked if he had any comments or anything to Mr. Massaro responded that he did not. The Commission agreed that there is definite progress on the projects and it appreciates the efforts by the company to make these substantial improvements. Commissioner Gregory recapped the discussion: 1) The building color should be a darker shade of white or light tan, 2) The awning 17 ARCHITECTURAL REVIEW COMMISSION OCTOBER 24, 2000 MINUTES stripes should be tan instead of red, 3) That the wall-mounted sign, the "Circle" and the "K" be illuminated and the background be opaque, and 4) Replace chain-link gates on trash enclosure(s) with new decorative gates per staff approval. Action: Commissioner Gregory moved, seconded by Commissioner O'Donnell, to grant approval of the plans subject to 1) Toning down the building color to a darker shade of white or light tan, 2) The awning strips will be tan instead of red, 3) That the wall- mounted sign, the "Circle" and the X" be illuminated and the background be opaque, and 4) Replace chain-link gates on trash enclosure(s) with new decorative gates per staff approval. The City Council looked at it, didn't like the previous proposal, and suggested that something could be worked out keeping in mind that the wing awning was a good element. A red stripe detail has been added below the wing. The material screening the roof equipment in the back is a texture-coated metal. The front elevation is also textured-coated metal. The main building color is "egret white". The existing trash enclosures have concrete sides with chain-link gates. Commission stated its desire for more decorative gates. Egret white may turn too white and glare in the sun. He would like to see a darker shade of white. The wall-mounted sign will illuminate. Commissioner Vuksic stated that having the entire signage box light up would be unacceptable. Commissioner Hanson asked if they could light up just the "Circle" and the "K" and leave the background opaque. Applicant stated that could be done. The monument sign on San Pablo, at the south end of the property, will be removed. The one at the corner will be removed and a new 6' monument sign installed in the planter. A landscape plan has been submitted and reviewed by the City's Landscape Manager. Commission would like to review revised preliminary landscape plan with emphasize on a desert palette. Doug Massaro, A&S Engineering, was asked if he had any comments or anything to Mr. Massaro responded that he did not. The Commission agreed that there is definite progress on the project and it appreciates the efforts by the company to make these substantial improvements. The Planning Commission did not like the previously approved 30' high building. The elevation has been reduced to 25' with 7' tower from the previous design which had a 12' tower on a 30' building. Mr. Drell asked if there were other sollutions that could be incorporated relative to the roof design. Applicant stated that bringing it down to 25' is the best they can do and still maintain the building's lines. To address the lack of adequate parking, the applicant took 6,000 sq.ft. off the rear of the office building to put in a row of 19 parking spaces. Prior to this change, applicant had a ratio of 50% of his required parking spaces on-site and 50% on the adjacent church's lot. That ratio now stands at 65% on site, 35% on the adjacent lot. They propose to upgrade the church's parking lot to bring it up to current standards. Applicant stated they were about 2,000 sqft under where they would like to be. Shaded carport structures will be installed onthe church parking lot. Commissioner Lingle stated that he believes the previous (taller) buildling was a superior product. The Planning Commission had disagreed with this Commission's opinion. He suggested appealing the issue directly to the City Council and letting them make the decision with the Commission's recommendation on the higher version. Commissioner Gregory suggested that at least one member of this Commission attend the City Council meeting in support of the higher version. Action: Commissioner Lingle moved, seconded by Commissioner O'Donnell, to re-affirm the Commission's previous action for the following reasons : 1) The airiness of the arcade as approved appears to give extra space between the top of the arch and bottom of the second floor. This helps with proportions. 2) The proportion of the tower element is much more in keeping with the style of architecture than on the shorter version. 3) The taller building works in this location because it sits back 158 feet from the curb and two foreground buildings help to soften the impact of the mass of the larger building. 4) Most of the building is below the height limit; only the apex of some of the roof sections are over the height limit. ) Tthe adjacent church has taller elements and is located right on the street.
