ORAL COMMUNICATIONS None. 1 { late ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 MINUTES IV. CASES A. Final Drawings 1. CASE NO.: CUP 11-80 Amendment #1 APPLICANT (AND ADDRESS): MAURICE LEBANOFF, 11821 Highview Drive, Santa Ana, CA 92705 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for a two-unit addition to an existing apartment complex. LOCATION: 45-325 Sage Lane ZONE: R-3 Mr. Alvarez noted salient points from the staff report. There was no discussion. Action: Commissioner Hanson moved, seconded by Chairman Gregory, to grant approval of final working drawings with the condition that rough framing inspection be held until a landscape plan is approved by the Commission. The motion was carried 7-0. 2. CASE NO.: P 00-8 APPLICANT (AND ADDRESS TARLOW & ASSOCIATES, 17802 Mitchell, Irvine, CA 92614 for APPLEBEE'S NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for a 4,734 square foot Applebee's restaurant LOCATION: 74-995 Frank Sinatra Drive (southwest corner of Frank Sinatra and Cook Street) ZONE: PR-5 2 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 MINUTES Mr. Alvarez reported that the revised architectural working drawings reflect the Commission's conditions. The landscaping plan was continued to allow the applicant to incorporate changes to the site plan. There was no discussion. Action: Commissioner Hanson moved, seconded by Chairman Gregory, to grant approval of final working drawings. The motion was carried 7-0. 3. CASE NO.: PP 99-22 APPLICANT (AND ADDRESS JOE COKER, BREEZE AIR, 75-145 St. Charles Place, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape plans for 8,500 sq ft addition to existing Breeze Air building LOCATION: 75-145 St. Charles Place ZONE: S.I. Mr. Alvarez reported the final landscape plan is consistent with the preliminary approval. There was no discussion. Action: Commissioner Hanson moved, seconded by Chairman Gregory, to grant approval of final landscape plans. The motion was carried 5-0-2 with Commissioners Connor and VanVliet abstaining. 3 M ARCHITECTURAL REVIEW COMMISSION DECEMBER 14, 1999 AGENDA 4. CASE NO.: MISC 00-20 APPLICANT (AND ADDRESSk Gregory Carel, 296 Paseo Primavera, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Design review of residential remodel LOCATION: 72-948 Willow ZONE: R-1 (12,000) Mr. Alvarez reported that the addition of the second two-car garage may create a symmetrical architectural character which resembles a duplex unit. Commission reviewed remodeled elevations, colored elevation, and landscape plan as well as photos of neighborhood residences. Action: Commissioner Hanson moved, seconded by Commissioner Conner, to grant approval of the remodel and landscape plans. The motion was carried 7-0. 4 'VeI ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 MINUTES B. Preliminary Plans 1. CASE NO.: PP/CUP 98-21 APPLICANT (AND ADDRESS): ROYCE INTERNATIONAL INV. CO., 249 Las Entradas Drive, Santa Barbara, CA 93108 (Portofino) NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary plans for clubhouse and revised preliminary plans for perimeter landscaping LOCATION: Southwest corner of Country Club Drive and Portola Avenue ZONE: PR-5, S.O. Mr. Smith reported there are several parts to this project needing Commission review. They are the clubhouse and fitness center, perimeter landscaping, and casitas and villas. Mr. Smith noted that the perimeter landscaping has been modified to reflect desert scape. Architect Michael Rupard described the clubhouse and fitness center elevations: 1) Clubhouse has ornamental cupola for total height of 40 feet and adds uniformity to the building. It will contain theater, library, restaurants, quiet rooms, indoor/outdoor eating, ie, everything seniors would need on- site. Planned to be strong Tuscan theme and color, with terra stone. Pad is 6-8 feet below and is 1000 feet from Country Club. Recommendation was made to put shutters on non-windows or, if possible, have indentations go all the way through. 2) Fitness Center, a detached building. Mechanical may be on top. Recommendation was made for architectural change to flat top. Commissioner Hanson noted that the Commission did not have dimensions and roof heights for the villas and casitas in relation to the site. Applicant indicated Michael Smith would present additional information to Commission at next meeting. 5 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 AGENDA Action: Commissioner O'Donnell moved, seconded by Commissioner Lingle,to grant approval to the preliminary entry landscaping and to the revised preliminary plans for the clubhouse and fitness center subject to comments mentioned. Motion carried 6-0-1 with Commissioner Gregory abstaining. Commissioner O'Donnell moved, seconded by Commissioner Lingle, for continuance on the villas and casitas. Motion was carried 6-0-1 with Commissioner Gregory abstaining. 2. CASE NO.: TT 29444 APPLICANT (AND ADDRESSy TOM HALLECK, P.O. Box 696, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised architecture of six models for a 32 single-family lots LOCATION: West side of Portola north of Frank Sinatra Drive ZONE: PR-5 Mr. Alvarez reported revised preliminary drawings for 6 models seem to be adequately address recommended architectural detailing, fur-outs, recessed windows, beefing up facias from 12 to 18", beefing up patio and column elevations, revised set of stucco colors providing greater variation. One of the models has been changed to hip, one model has side gable and none of those models occur next to each other, good variety. Maximized setbacks as required. Commissioner Vuksic stated that many of the recommendations made during the August 8 meeting had not been met. They include variations in eaves, wrapped trusses, furring out walls, recessing windows, carrying wainscoating through, and combining elements between garage doors. 6 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 MINUTES Action: Commissioner Hanson moved, seconded by Commissioner O'Donnell, to continue the case and have applicants meet further with Commissioner Vuksic at close of Commission meeting. Motion carried 7-0. 3. CASE NO.: TT 29692 APPLICANT (AND ADDRESS. RINCON ENTERPRISES LLC, P. O. Box 5005, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised perimeter landscaping for nine single-family home subdivision LOCATION: 46-200 Portola Avenue ZONE: R-1 (10,000) Mr. Alvarez reported tower has been lowered to 17 feet, base is wider, and added planter. The tower is an island, separated from gates, making a big statement on the street. Applicant indicated that the tower is a monument to the project. The homes on either side may be closer to street and higher, therefore, reducing effect of tower. Looking up and down Portola, applicant believes it isn't going to stand out. Recommendations were made for sloped window sills on tower and base should be all stone. Applicant has reduced turf area and noted that Italian Cypress trees (with height of 23 feet) will encircle entrance. There are existing olive trees on both sides. Committee recommended that City Landscape Manager review conceptual landscape plans. 7 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 MINUTES Action: Commisioner Hanson moved, seconded by Commissioner O'Donnell, to grant preliminary architecture plan for tower and gates with comments noted. The motion was carried 5-1-1, with Commissioner Van Vliet dissenting and Commissioner Lingle abstaining. SWEET, 43-708 Virginia Avenue, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised plans for an office park consisting of three, two-story buildings LOCATION: 72-650 Fred Waring Drive ZONE: PR-7 to O.P. Request Mr. Smith reported more symmetrical front elervations facing Fred Waring, with applicant having taken suggestion to increase building height to 30' to roof ridge. The main building is setback 200' from street. Adjacent properties are apartment building and church. Recommendation was made that new window element needs arching to tie in with others and roof line needs added architectural dimension. The two smaller buildings have same face facing the street. They help soften mass of the larger building. Applicant wants to create courtyard feeling between buildings. 8 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 MINUTES Commissioner Gregory recommended larger planters to mitigate mass of second floor in parking lot. Applicant can handle loss of some parking spaces for larger trees. In addition, recommendation was made to add trellis over parking spaces in front of large building. Mr. Drell requested that applicant to provide several street view elevations to put everything in context. Mr. Dickinson asked applicant if they would be agreeable to having an item set in the courtyard, as approved by the AIPP. Applicant readily agreed. It was suggested that Carolyn Miller be brought up to date on the subject property. It was suggested that preliminary plans should be presented to the Committee prior to the creation of working drawings. Action: Commissioner Hanson moved, seconded by Commissioner O'Donnell, to grant approval of preliminary architectural plans subject to comments noted. The motion carried 6-1, with Commissioner Lingle dissenting. 9 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 MINUTES 5. CASE NO.: PP 00-7 APPLICANT (AND ADDRESS): MAINIERO SMITH & ASSOCIATES, 777 East Tahquitz Canyon Way, Suite 301, Palm Springs, CA 92262 for BASIC CAPITAL, 10670 North Central Expressway, # 600, Dallas, TX 75231 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of two office buildings LOCATION: Northwest corner of Cook Street and Gerald Ford: 74-950 Cook ZONE: PCD, FCOZ Mr. Smith reported that new plans had not been submitted. Action: Commissioner O'Donnell moved, seconded by Commissioner VanVliet, to continue the case. Motion carried 7-0. 6. CASE NO.: MISC 00-19 APPLICANT (AND ADDRESSL BENMORRICH INVESTMENTS c/o KINER HURST PARTNERS 73-625 Highway 111 #F Palm Desert,CA92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for a single-family home in hillside at Bighorn LOCATION: Lot 1 Tekis (Bighorn) ZONE: HPR Applicant's representative provided Commission with 3-dimensional elevation (model) of applicant's proposed house and landscaping. It was noted that the colors have been darkened and roof line has been lowered. Current rendering has house blending into the mountain. It was recommended that more stone be applied to the chimneys and fire pit. The landscape will consist of ocotillo, barrel cactus, a few trees, and mostly desert-type plants as applicant is insistent on keeping the valley view. Applicant must also pass Bighorn's review. Action: Commissioner O'Donnell moved, seconded by Commissioner Vuksic, to grant approval of the revised plans subject to addition of stone as noted. The motion carried 7-0. 12 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 MINUTES 10. CASE NO.: MISC 00-7 APPLICANT (AND ADDRESS O'DONNELL & ESCALANTE ARCHITECTS, 121 South Palm Canyon Drive, Suite 227, Palm Springs, CA 92262 for TRI-A-BIKE, 44-841 San Pablo Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT•Final approval of facade improvement LOCATION: 44-841 San Pablo Avenue ZONE: C-1 Mr. Smith corrected Agenda listing as "conceptual" approval to "final" approval. There was no discussion. Action: Commissioner Hanson moved, seconded by Chairman Gregory, to grant approval of final working drawings. The motion was carried 6-0-1 with Commissioner Connor abstaining. 11. CASE NO.: MISC CUP 00-11 APPLICANT (AND ADDRES. SCHMITZ ENTERPRISES & V. CARLOS, PO Box 3992, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 23-rooms residential care facility LOCATION: 44-555 San Rafael ZONE: R-3 Mr. Smith outlined changes made pursuant to comments from last presentation. They were going from a tile to patina metal roof with matching patina columns, raised center section, added trellis around north and south 13 w ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 12, 2000 MINUTES sides, added 36 inch wall, individual patio delination achieved in concrete design and clay pots, walkway, added jasmine plants, 70' of coliandra, moved trees, installed block wall to separate parking lot from grass area to soften east wall (view from street), added a raised planter with bird of paradise. Building height will be total height 12 -13 feet. Mr. Schmitz mentioned adding matching patina lights subject to Commission approval. The building has a two-foot overhang with a trellis coming out from it on the south and north. Material is split face block with slurry. Walls on property will match building (split face block) and/or match neighbor's wall. Very limited view from street due to plants. However, when plants go dormant in winter, view will increase. Comments were made to add emphasis to street presence by changing stone design and/or adding windows. Applicant was encouraged to provide amended front elevation with minor modifications. Action: Commissioner Hanson moved, seconded by Commissioner Lingle, to grant approval of preliminary plans subject to additional detailing to front elevation. V.
