III. APPROVAL OF MINUTES: May 8, 2001
Commissioner O'Donnell moved, seconded by Commissioner Vuksic, to approve
the minutes of May 8, 2001. The motion carried 6-0.
IV. ORAL COMMUNICATIONS
A. Mr. Smith noted the City Council had accepted Wayne Connor's
resignation from the Architectural Review Commission. Mr. Connor had
been a member of the Commission since January, 1990. The City Council
will make a presentation to publicly recognize his service during its May
24, 2001, meeting.

The Commission was provided the plans for the building. Mr.
Alvarez reported the plans were consistent with the approved
preliminary plans. Staff had received and distributed a letter from

an adjacent owner who has a two-story building overlooking the
roof of this medical clinic. That letter expressed concern about the
visibility of the roof mounted equipment from the second floor, the
alley in the back, the landscape plan, and the relocation of the trash
yard. Staff recommended that the roof-mounted equipment be
screened.
Mr. Ricciardi noted the equipment was not above the parapets.
The equipment will be about three feet high. Commissioner
O'Donnell recommended adding a 5-foot high screen wall finished
in stucco adjacent to the roof-top units on three sides in order to
mitigate the concerns of the adjacent two-story property owner.
The screening will be used at all air-conditioning and condenser
units locations.
Commissioner Vuksic asked if this action might be setting a
precedent of screening mechanical units on one-story buildings
from two-story buildings which might be tough to do. Staff
responded that in this case the adjacent property owner had
expressed his concern and had also suggested a recommendation
to that concern. When the Planning Commission approved this
case, it was with the condition that the equipment be screened.
The landscape plan had been reviewed and is acceptable to the
City Landscape Manager. He noted that at the row of parking
spaces adjacent to the building, the tree count is there but the trees
are back away from the parking lot and therefore limited in the
amount of shade they will provide to the parking lot. They are also
very close to the building.
Commissioner Gregory recommended on the other side of the
parking lot, if the trees are pulled away from the building and clnser
to the parking space, they should align with the parking space lines
so there is less chance of someone hitting them. Mr. Ricciardi
agreed the trees could be moved accordingly.
Commissioner O'Donnell noted that previous approval of the
project stated signage would be included at the final working
drawings. Mr. Ricciardi stated they hadn't started talking about
signage, but that they would probably put a monument sign near
the street. That was better than the building acting like a billboard.
He did not anticipate the Foundation needing building signage as it
was a clinic, at an address, with a particular use. There might be

directional signs on the door. He will come back with a monument
sign proposal at a later date. Should the applicant's client decide
the monument sign is unacceptable and they would need to have
something on the building, they would have to make a strong
argument as to why the Commission should reverse its position.
The alley way issue will be addressed with the Public Works
Department. The relocation of the trash yard has been addressed.
Action:
Commissioner O'Donnell moved, seconded by Commissioner
Hanson, to approve the working drawings for the medical office
buildings subject to the addition of 5-foot high screen walls finished
in stucco on three sides of all air-conditioning and condenser units
on the roof. Approval was subject to no signage on the building
and a monument sign which would be presented for approval at a
later date. The landscape was approved subject to the Landscape
Manager's comments. Motion carried 6-0.
3. CASE NO.: SA 01-46
APPLICANT (AND ADDRESS): NANCY COBB, DGI SIGNS, INC.,

NATURE OF PROJECT/APPROVAL SOUGHT: Approval to add
non-illuminated 1/4" red plex, individual letters to existing
monument sign at Cam's Corner
LOCATION: 74-478 Hwy. 111
ZONE: C-1
Mr. Smith reported the applicant wished to add to the two existing
free-standing signs for Mobil the words "Mail Bag" and "City Pizza"
in red plex individual, flush mounted letters. The signs are to be
externally illuminated. The Commission had concerns with the
amount of signage already out there.
Commissioner O'Donnell stated there was a lot of discussion on
this project when it was proposed, including the siting of the
building. At the time, the Commission members were against the
way it was built out. It would have preferred having the building
sited differently so you wouldn't be able to see any thing that is

currently visible. The argument was that it was a gateway to the
City and the siting of the building was important. Nevertheless, it
got approved the way it is.
Commissioner O'Donnell continued stating the signage on the
building is, in his opinion, inappropriate. The lighting is horrendous.
The building has a lot going against it to start. To add more
signage, especially the type that has been proposed, could not be
approved.
Ms. Cobb asked if the proposed wording could be placed under the
arch that says "Cam's Corner".
Commissioner O'Donnell stated adding more signage doesn't do
justice to some of the pre-existing problems. One of those
problems is that the City had a hand in not going back and re-
landscaping which had been removed by Public Works as part of
the Deep Canyon/Hwy. 111 intersection improvement.
The lighting on the canopy should not have been projecting down
through the canopy. It should have been flush. The building throbs
with heat and radiation. In addition, every one of the fuel pumps
has a sign on it. That was not included in the original proposal. He
asked staff to recalculate the signage including the double faced
signage on each pump that is illuminated. Commissioner O'Donnell
recommended turning off the Mobil lights in the pumps as they glow
at night in a purplish hue. Mr. Smith noted that initially it was over-
lit and only half the lights were to be used under the canopy.
Commissioner Lingle stated he drove by the building every day and
is appalled to have to look at it. It is absolutely out of context with
things the Commission has done and he would not approve
anything associated with it.
Ms. Cobb asked what the difference was between this signage and
the Albertson's center signage across the street which is reverse
channel letters. Commissioner O'Donnell responded it wasn't the
signage the applicant was asking for. It is the amount of existing
signage. This request will not correct the problems. There needs
to be a total review of what's going on with the building.

Ms. Cobb noted the tenants had been complaining they don't have
enough exposure and they want to be on a directory sign out front.
She had suggested putting their names under the arch since that
sign is already there. Commissioner O'Donnell responded the
applicant would have to come back with some trading. If they
wanted to remove some of the existing signage, the Commission
might be open to additional signage closer to the street.
Commissioner Gregory explained that so many things about this
entire project have been pushed just outside the edge of the
envelop that the Commission is comfortable with including the
architecture, lighting, landscaping, and signage. Coming before the
Commission asking for additional signage, the response is going to
be negative. If there are things that could be done to make the
Commission feel more positive about the project, then maybe it
could support the request.
Commissioner Hanson stated the signage was not put up in an
architectural way. There are signs everywhere on the building.
Ms. Cobb said she had recently met with the owner of the project
who stated he had a new landscaper. While it looks better, it isn't
what had been approved. Mr. Knight noted if the City had a hand in
the lack of current landscaping, the City would resolve that issue.
Commissioner Gregory stated if the approved landscaping were in,
it would help in his opinion. For instance, the canopy was approved
because of the trees that were there. However, the trees aren't
there anymore. It did look better but it was not what had been
originally approved which wasn't Mr. Nevan's fault. If the approved
landscaping were in, it would help. Mr. Knight stated if the City
had a hand in the landscaping problem, it would be resolved.
The Commission suggested the applicant work with staff on the
entire signage program. Commissioner Gregory recommended
attention be given to making the signage handsome and providing
a good feeling for the City as a whole.
Action:
Commissioner Gregory moved, seconded by Commissioner Lingle,
to continue the case to give applicant opportunity to work on the
project's entire signage program with staff. Motion carried 6-0.

4. CASE NO.: SA 01-50
APPLICANT (AND ADDRESS): NANCY COBB, DGI SIGNS, INC.,
77-720 Springfield Lane, Palm Desert, CA 92211
NATURE OF PROJECT/APPROVAL SOUGHT: Approval for plex
face change in existing monument sign for HOSPITALITY DENTAL
LOCATION: 77-900 Fred Waring Drive
ZONE: O.P.
This property is located at the northwest corner of Washington and
Fred Waring. The site has an existing double-sided 4x4 monument
can sign with a stucco base which has been there since before the
City annexed the area. The proposal is to refurbish the sign, add
"Hospitality Dental" which is the only existing building on the site.
There are other pads on the site, but no buildings have been
approved. The applicant would like to put "Hospitality Dental" on
the sign and potentially add two other tenants. Mr. Alvarez noted
that the sign needs to be improved as it has deteriorated and the
City is trying to get away from this type of sign. Staff recommended
that some type of substantial monument design be used rather than
just a can on a base. Mr. Alvarez pointed out that until the other
tenants' names are added to the sign, at night, white light will be
shining through those two spaces.
Ms. Cobb suggested they could add some molding and capping
around the existing sign, instead of having to charge for a brand
new cabinet.
Commissioner O'Donnell stated the sign needed more landscaping
behind and along the sides to soften the effect.
Commissioner Vuksic thought the proportion was awkward - it was
narrow and tall. It should be broad and lower, making it look more
substantial and elegant. Commissioner Lingle would like to look at
the proposal again after the applicant has had time to incorporate
some of the Commission's recommendations.
Action:
Commissioner Vuksic moved, seconded by Commissioner Van
Vliet, to continue the case to allow the applicant the opportunity to

incorporate some of the Commission's and applicant's
recommendations, ie, build a broader and lower monument sign to
make it look more substantial, add some molding and capping
around the existing sign, add more landscaping behind and along
the sides to soften the effect, consider the affect of having two
blank spaces on the monument until future tenants move in. Motion
carried 6-0.
5. CASE NO.: CUP 01-11
APPLICANT (AND ADDRESS): DAVID LEONARD ASSOCIATES,
1223 University Avenue, Suite 240, Riverside, CA 92507
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
telecommunications facility featuring 12 transmitter/receiver poles
ranging in height from 10 - 16 feet and supporting equipment
shelter
LOCATION: West of Hwy. 74, adjacent to existing "cross", past
the under-construction water tank
ZONE: HPR
Mr. Alvarez distributed photos of the site for the proposed twelve
free-standing uni-pole antennas. The site is located southeast of
the "cross" structure in the hillside district. The applicant provided
material samples of the antenna covers, the steel poles, and the
material for the related 10-foot high equipment structure to be
located behind the ridge which may project above the ridge line by
several feet.
Commissioner O'Donnell expressed concern about some of the
antennas being lined up in a row. He asked if they could be varied
in height so they wouldn't look so horizontal and more natural as
some of the other antennas are. Mr. Leonard stated this type of
antenna was new to him and said he would have to check his
plans.
Commissioner O'Donnell's second concern was the height of the
equipment structure. He asked if the building could be set further
into the ground. Mr. Leonard provided the Commission photo-
simulations of the site taken from the end of Thrush Road. He
noted that the building blends into the hill. He also noted that the

building had been adjusted down since the photo-simulation was
made. He believed the building could be hidden by lowering it.
Commissioner Hanson stated she would be disappointed to have
the antennas and building there as it is primarily a residential area.
It doesn't belong there. There is no way to actually hide any of it. It
is one of the few open, unobstructed spaces. There are hiking
trails in the area as well as the new park which will be located just
below. While the structure might be acceptable, the poles are
inappropriate and have no bearing to anything else.
Mr. Leonard noted the property contained a lot of rock and felt that
if there were a breach where the building can be seen, rock can be
added to the saddle.
Commissioner Vuksic asked why this site had been chosen. Mr.
Leonard responded this was the fifth location they had considered.
The coverage objective is Bighorn as they have been trying to get
service into that enclave for several years. This site picks up the
signal from the artificial palm on EI Paseo and transmits it over to
Bighorn and the Hwy. 74 corridor.
Commissioner Vuksic stated he had been to the view the site and
indicated it was difficult to see the poles. He stated you had to be
looking for them to have any hope of noticing them. Commissioner
Hanson stated from down below that would be true, however, what
about the property owners located around the site. Commissioner
O'Donnell agreed stating the entire area is somewhat pristine
except for the developed islands. It is out of context with everything
else. He doesn't believe the building can be disguised as a house.
Commissioner Gregory stated he wouldn't have a problem with the
poles, but recommended the applicant use natural rock to make the
building stand out less. He stated the major problem could be the
potential concerns of neighbors or people who hike up there so that
it is not an eye-sore to them.
Commissioner Van Vliet asked the applicant to provide a proposal
to show exactly how the structure would be handled to make it
almost go away.
Mr. Drell noted there would be house on the site. Mr. John
McCormick explained the plans were to build a small home up
there. The subject project is on his property and he doesn't expect

hikers to be coming through that area. There is a back area where
most people hike over the mountain to come back to the cross and
they return the same way. The adjacent neighbors do not object to
the project. He asked if making the project look like an oasis with
palm trees would help. He would be able to do this because he
already has water on the property. Commissioner Vuksic
responded that it wouldn't look natural because oasis don't occur
on mountainsides.
Commissioner Gregory asked the Commission to give the applicant
some direction as to what it would like to see happen and continue
it to the next meeting. Commissioner Van Vliet's main concern was
the building and made a motion to continue it to allow the applicant
to re-study it. He was unsure what the best method would be to
screen or mitigate the building. However, it is important to do it for
long-distance and local viewing. Since it is private property, maybe
there will not be people walking close to the structure. He
suggested using boulders and keeping it as low as possible.
The applicant explained there would be a road cut in behind the
ridge. The property is covered with rock some of which will be
loosened up during the road building. The notion of using rock
around the structure to help blend it in would be advantageous to
everyone. He was unsure whether they would have enough rock
to go to the height of the building, but he can put additional rock in
the saddle and put rocks around the building. Commissioner
O'Donnell noted that the building just had to be hidden from view; it
did not need rock on the backside.
Mr. Leonard asked if there was a procedure to come back before
the Commission, without a continuance, in that they are dealing
with conceptual plans now. If they could go into engineered
grading plans, those plans would be more valuable to the
Commission in terms of making sure the structure is set precisely
where it needs to be out of view. Commissioner Gregory
responded that should they move ahead and the Commission
decides it isn't what it wants, more money would have been spent
and time wasted. He suggested getting the continuance before
spending time and money and engineering it.

Commissioner Van Vliet repeated that the main concern was
mitigating the visual impact of the building. He would like to see
line-of-sight studies. While the applicant cannot lower the building,
he can lower the pad about four feet without affecting the drainage
system.
Mr. Drell stated the road will require cut-and-fill and will have to be
re-naturalized.
Action:
Commissioner Van Vliet moved, seconded by Commissioner
O'Donnell, to continue the case to show a better diagram of how
the equipment structure will sit behind the ridge, how it will be
camouflaged, and information on the road and its re-naturalization.
Motion carried 5-1 with Commissioner Hanson opposed.
6. CASE NO.: PP/CUP 98-21

landscape plans for VILLA PORTOFINO
LOCATION: Southwest corner of Country Club Drive and Portola

ZONE: PR-5, S.O.
The landscape plans were presented to the Commission and had
been reviewed by the City's Landscape Manager. Mr. Knight
stated his department does not address golf courses, which may
change in the future. He asked if there would be any shrubs on the
golf course because none were indicated on the plan. The
response was that there would be. Mr. Knight stated the plant
palette was fine, but he would like to see the water calculations
including the golf course and water features.
The applicant considered this an active amenity, like a tennis court.
Mr. Knight's question was "is it landscaping" and if it is, it falls under
the water-efficient landscaping ordinance requirements. The
applicant responded he thought it would be an "active use area".
This is the first nine of what will be a 18-hole putting course or a

small golf course. It is turf that is meant to be walked on. As a
matter of fact, the project may go with an artificial turf.
Mr. Smith stated is someone came before the City with a senior
complex indicating they were going to put in a mini-put for their
seniors, it would be endorsed. Mr. Knight was asked if he
considered a putting course in a senior development as an active
use area or as landscaping. Landscaping would grace an active
use area. When someone plants a lawn for a parkway and the goal
of the City is to have water-efficient landscape and that lawn is
never meant to be utilized by someone running, sitting, playing on
it, then why have turf there. But when it is an active use area, ie,
soccer, golf, then that is when the turf is being used.
The applicant commented the water features will be recirculating.
Action:
Commissioner Van Vliet moved, seconded by Commissioner
Vuksic, to approve the final landscape plans subject to the City's
Landscape Manager's modifications. Motion carried 5-0 with
Commissioner Gregory abstaining.
7. CASE NO.: SA 01-52

illuminated reverse channel letter business signage for VILLAGE

Mr. Alvarez stated the applicant was requesting 12-inch reverse
channel letters with a logo located over the three windows.
Commissioner Gregory stated that with all the meticulous detail to
architecture, the building still ends up being a billboard. Although it
is a commercial building, he thought there might be an opportunity
to do something a little more clever. The Commission proffered
ideas of reducing the size of the logo and centering the signage
over the three windows. The letters will be two-toned bronze.

Motion carried 6-0.

Mr. Alvarez distributed colored photos of the building as it stands
without signage and of the proposed signage. The applicant is
requesting approval for a reverse channel letter signage to be
located on the turret. This single-story office building is across from
JC Penneys. The Commission was not in favor of having the
signage on the turret.
The Commission preferred the signage be located on the band that
runs along the front and side of the building. The applicant asked if
they could install a raceway. Commissioner Gregory asked the
Commission members if there could be a disguised shallow relief (2
inch) raceway on the band. The applicant stated his clients would
like the logo and the capital "C", "B", and the word "Wealth" back lit.
"Management Group" would be non-illuminated fabricated channel
letters.
Discussion followed regarding raceway solutions, letter sizing, the
logo, and the possibility of a monument sign. The logo is too
dominant. The reason the applicant would prefer having a raceway
rather than a transformer is because there is no electrical power
available. He would have to go through the fascia. To improve the
visibility of the band, it was recommended that the tree at the front
either be pruned or changed.
Commissioner O'Donnell stated there was too much on the
signage. In particular, the logo at the end is too much. The colors
could be classier in brass or a brass finish or to match the window
frames. The applicant noted the colors are used on the client's
stationary. It is actually a little darker blue with terra cotta.
Except for the insurance agency, there are no illuminated signs
along that portion of Monterey. The applicant noted that there were
illuminated monument signs in the area. However, monument
signs are different than building signs. As an example, Dr. Shah's
building does not have illuminated signage on the building.
The applicant summarized the Commission's discussion noting the
signage should be on the fascia band, non-illuminated, and with a
smaller sized logo. The letter size will have to be reduced to fit on
to the fascia band.

Action:
Commissioner Gregory moved, seconded by Commissioner
O'Donnell, to continue the case to allow the applicant to incorporate
the Commission's recommendations: relocate signage to fascia
band, non-illuminated, smaller letter size and smaller logo or
eliminate logo totally. Motion carried 6-0.
