CALL TO ORDER The meeting was called to order at 12:30 p.m. II. APPROVAL OF MINUTES: July 23, 2002 Commissioner Vuksic moved, seconded by Commissioner Lopez to approve the minutes of July 23, 2002. The motion carried 4-0-0-3 with Commissioners Gregory, Lingle and O'Donnell absent. IV. ORAL COMMUNICATIONS A. None. 1 `err/ *AW ARCHITECTURAL REVIEW COMMISSION AUGUST 13, 2002 MINUTES A. Final Drawings 1. CASE NO.: SA-148 APPLICANT (AND ADDRESS): MARRIOTT SHADOW RIDGE, 74- 000 Shadow Ridge Road, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval of monument sign. LOCATION: East side of Monterey between Frank Sinatra and Gerald Ford, Shadow Ridge. ZONE: PR-5 Mr. Smith stated that the applicant, Peter Rodholm, was present to answer questions. Commissioner Van Vliet noted that there is a guy wire coming off the sign. Mr. Rodholm confirmed that there is a guy wire coming off a pole that leads back behind the sign. He is intending to move the sign back further to touch the guy pole, if possible. Commissioner Hanson suggested moving the sign back so that they could possibly use boulders to tie the sign into the rocks that are behind it. Commissioner Van Vliet suggested berming the area around the sign to integrate the sign into the site. Commissioner Vuksic asked what the distance is from the corner to the sign and sidewalk to the sign. Mr. Rodholm stated that the sidewalk at this location is curved and the sign follows the radius of the sidewalk. Based on the height of the sign, it's approximately 2'/2'-3' back from the edge of the sidewalk, which allows room for them to plant annual color in front of the sign. The site is raised and the edge of the sidewalk goes up to the edge of the fountain behind it. He would like to push the sign back as far as possible, however, the restricting point is the guy wire. He's done a lot of studies on the sign and built models and viewed it from the traffic standpoint. As the sign goes back, the sign starts to hide the water feature. He wanted to keep it down low enough so that the waterfall and planting material would be visible. Mr. Rodholm did not think that they have that option because he has been given specific direction from the Marriott's Corporate office and there are certain things that it has to say legally. Commissioner Lopez stated that if they plant annuals in front of the sign you won't be able to see the bottom line of text. Mr. Rodholm stated that he could raise the sign. Commissioner Hanson stated that she doesn't want them to raise it, they want them to lower it. Mr. Rodholm suggested using boulders in front of it instead of annuals, if that's acceptable. The lighting will be recessed in the ground and they will have room to place boulders in front of the sign. Commissioner Lopez stated that the sign is too big. He was told that the sign would protect the water feature from having sand blow into it. Desert Willow's signage fits right into the site and you can see it. It's not large and it fits in with the landscape. He feels that the proposed sign is too large and needs to be softened. It's also too close to the sidewalk. Commissioner Vuksic stated that the sign probably won't work in a 2'/2' area. Mr. Rodholm stated that the footings are behind the face of the sign. There is a large Edison vault behind the sign and pushing the sign back might be tenuous. He suggested making the sign smaller. Commissioner Lopez stated that Desert Springs Marketplace at the corner of Cook Street and Country Club has a water feature with a sign in front of it, but there's a patch of grass in front of it and the sign is set way back in front of the water feature. He suggested that the applicant look at this sign and see how it was worked into the site. They used boulders, grass, annuals and a water feature. Commissioner Hanson suggested placing the words, Shadow Ridge Marriott Vacation Club Resort, on the solid part of the sign and the words, Marriott, could be in cut letters on top of the sign. This would reduce the size of the sign and he could keep all of the text, but it would just be in a different format. Lower the sign, move it back further and reduce the size of the sign so that they could put some boulders around it to tie it into the rest of the site. Mr. Rodholm stated that he would like to revise his plans using some of the comments of the Commission. He will probably shrink the sign a little bit, reduce the letter size, soften the sign, etc... Commissioner Van Vliet would also like to see where the utilities are. Diane Hollinger stated that she would not recommend using annuals on this site. She suggested incorporating the existing landscape around it. Commissioner Van Vliet asked if the sign has to be centered on the intersection, or could it be offset (possibly to the right) and moved back. Mr. Rodholm stated that it really wouldn't matter to them if they offset the sign. Action: Commissioner Hanson moved, seconded by Commissioner Lopez to continue the request to allow the applicant to (1) lower sign, (2) move sign back, (3) reduce size of sign, (4) use boulders or landscaping to soften sign, (5) submit blown-up plan that shows location of guy wire and sidewalk, and (6) suggested offsetting sign to the right side. Motion carried 4-0-0-3 with Commissioners Gregory, Lingle and O'Donnell absent. 2. Motion carried 4-0-0-3 with Commissioners Gregory, Lingle and O'Donnell absent. Commissioner Hanson moved, seconded by Commissioner Vuksic to approve by minute motion subject to (1) applicant providing the Landscape Manager with construction landscape document showing compliance with the shade tree ordinance, (2) providing required water calculations and any necessary amendments to grading plans necessitated by this landscape plan revision. Box 1950, Palm Springs, CA 92263 G:Planning\Donna Quaiver\wpdocs\Agmin\AR020813.MIN 6 ARCHITECTURAL REVIEW COMMISSION AUGUST 13, 2002 MINUTES NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of renovation of existing Mario's Restaurant. LOCATION: 73-399 El Paseo, Vintage Garden Cafe ZONE: C1 Mr. Smith presented revised plans to the Commission. Commissioner Hanson stated that they like the idea, but they are concerned about the iron trellis. In the summer, when it's hot the plants will burn on the metal. They want to make sure that the metal is substantial enough in thickness, width and design so that it will be an architectural element by itself whether or not there are plants on it. The trellis must have some architectural detail and not be spindly. Joanna Davidoff, applicant, stated that they could use canvas to cover the trellis if the plants don't grow. Commissioner Vuksic stated that plants would be nice on the trellis, but they have to look at it as if there are no plants. The trellis has to be able to stand on its own without the plants. Commissioner Van Vliet asked about the color board. Alex Davidoff, applicant, stated that the colors will be similar to those on the color elevations. Ms. Davidoff gave the Commission color swatches for the roof, wall and trim. The Commission liked the grey color for the roof. Action: Commissioner Hanson moved, seconded by Commissioner Lopez for approval of architecture only subject to metal trellis structures being substantial enough (2Y2"-Y in width) to stand on their own. Motion carried 4-0-0-3 with Commissioners Gregory, Lingle and O'Donnell absent. VI.
