1. CASE NO.: SA 02-02

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of channel
letter signs with accent strips.
LOCATION: 72-600 Dinah Shore Drive. Pak Inn BufFet Restaurant

Mr. Smith stated that this request is for approval of business signage
with 24" high red lettering with gold trim caps on the east-facing sign
over the main entrance. Staff feels that the 24" high lettering for the
east elevation would be acceptable. The second part of the request is
for red and green neon tubing, which will run to the ends of the building,
north and south of the entry sign. On the south elevation, facing Dinah
Shore, the applicant is requesting 30" high red channel letters with gold
trim cap. The diagram shows red and green tubing under it, which has
been changed and will not be installed on the south elevation. The
south-facing sign will be mounted on the building in the approximate
location on the photograph, which was included in the packets.
Signage size limits comply with code and staff is recommending that it
be approved.
Commissioner Van Vliet stated that he is confused on where the signs
will be placed. It is very difficult to tell by the drawings and photos. Mr.
Smith stated that they are proposing two signs. The signage on the
east elevation is 13' wide, total. It will have a 9" border on the top and
9" on the bottom with 6" in the middle. Commissioner Vuksic stated
that the photos showing the signage are out of scale. Commissioner
O'Donnell commented that the Commission has not been provided with
a really good plan in detail to show exactly where the signage is going.
The Commission is requesting that the exact signs be drawn to scale.
Commissioner Hanson stated that the neon stripes are fine, as the
theater across the street uses neon as well.
The applicant was told that if he wants to change the color of the
building, he would have to submit exterior color samples for approval.

Mr. Smith stated that on the east elevation above the entry to the top is
6' in height. The signage width is less than 15'. Mr. Smith suggested
approving that sign with a maximum 24" letter provided that we are
assured of a minimum 9" border on both the top and bottom and a
minimum border on each side. If the applicant cannot meet the
minimum border in each area, then he could possibly use 20" letters.
On the south elevation, a minimum border could be specified on the top
with a minimum border on the east end as well. The Commission
agreed that they still need to see the signage drawn to scale.
Action: Commissioner Van Vliet moved, seconded by Commissioner
Hanson to grant approval contingent on staff review. Motion carried
4-0-2 with Commissioner Lingle and Commissioner Gregory absent.
2. CASE NO.: SA 02-04

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
identification signage.
LOCATION: 78001 Country Club Drive, SURE SAVE SELF STORAGE
ZONE: P.C.(2), FCOZ
Mr. Smith stated that the proposed signage includes a monument sign
which is 6' in height, two smaller monument entry signs and three wall
signs with 3'/2' high individual channel letters. The colors are red, which
is shown on the colored plan with gold trim caps and gold return. The
building is a long structure on an 8.5 acre site and is entitled to a large
sign. There is a proposed sign on the north-facing wall at the west end,
one on the office facing west, one on the south end at the east corner,
and three free-standing signs.
Commissioner Vuksic asked if the structure that the letters are mounted
on is an aluminum cabinet. The applicant, Skip Berg, stated that he
was planning on building it out of aluminum with reverse channel
letters. The base on the bottom of the large monument sign will be
aluminum as well. The concrete-based signs are for the entry areas.
Commissioner Vuksic wondered why some signs have a concrete base
and the large sign has an aluminum base. Mr. Berg stated that this

was a request by the owner, but he felt that they would be flexible with
this.
Mr. Smith stated that in the commercial center on the north side of
Country Club, the City does require that those businesses use reverse
channel letters facing Country Club.
Commissioner Hanson commented that the building signage is over
scaled and wants to know why they need two monument signs on
Country Club as well as the large building sign.
Commissioner Vuksic stated that the elongated letters on the
monument sign may make it more difficult to read. It may be easier to
read if the letters were reduced in scale slightly so that there is a little
bit more "room to breath" on that surface. Mr. Berg stated that he did
not see a problem with making that change. Commissioner Vuksic and
Commissioner Hanson both agreed that the end view of the monument
sign looks like a stage front and is chopped off on the back. He
suggested taking the base elements and carrying them around as they
will be visible. Commissioner Hanson stated that the same thing should
be done on the entry sign and also round the top like on the large
monument sign.
Commissioner Van Vliet asked if there was really a need for an entry
sign. He felt that it is obvious where the entry to the building is.
Commissioner Hanson suggested eliminating the monument sign on
the north elevation. She feels that three signs on one road is
excessive. The sign over the office and on Harris Lane are probably
necessary, however, they both have to come down in scale as the
lettering is too big. Commissioner Van Vliet stated that the signage
should be laid out on the building in detail. Commissioner Hanson
stated that they should give themselves some room on either side and
from top to bottom. Commissioner Vuksic stated that on the drawings,
the lettering is so close to the ends that it looks like iYs crammed on.
Mr. Berg inquired as to whether staff could handle this issue if he drew
the signage out to scale, as they are opening the facility in February.
Commissioner Vuksic suggested having staff fax a copy of the
proposed signage to the Commission members for comment. The wall
signs have to be proportionate to the building with reverse channel
lettering. Commissioner Hanson suggested using exterior lighting to
illuminate the monument signs.

Mr. Berg asked if the base on the entry sign could be aluminum. The
Commission stated that it would be fine if they used a stucco finish. Mr.
Berg also asked about using an exposed raceway, which was not
acceptable to the Commission.
The owner of the building asked if he could have the opportunity to
choose between the sign on the northern wall versus the monument
sign. Commissioner Hanson stated that this would be okay as long as
they follow the same guidelines as discussed.
Action: Commissioner Hanson moved, seconded by Commissioner
Van Vliet to grant approval subject to (1) eliminate sign on north
elevation, (2) reduce lettering to 24" reverse channel lettering on west
and south elevations, (3) entry sign to have curved upper edges with a
more pronounced concrete base and illuminated on the exterior, and (4)
reduce monument sign in size and finish sides and back. Motion
carried 4-0-2 with Commissioner Lingle and Commissioner Gregory
absent.
3. CASE NO.: RV 01-02

Mr. Bagato stated that the applicant came before the Architectural
Review Commission last February. She has been parking her RV in
front of her home without screening. She was denied by the ARC last
February. Ms. Moeller did not have time to file an appeal with the City
Council and she left for Indiana. She has returned to Palm Desert and
is here presenting her case. She has an RV parked in front of her
, residence with no screening.
Commissioner O'Donnell stated that the last time Ms. Moeller came
before the ARC, she was unable to resolve the issues of screening the
RV. Today the Commission is left with no other decision other than to
deny the application, which will allow the applicant to go to City Council.

Ms. Moeiler stated that she has been parking her RV in front of her
home for twelve years and does not intend to change. She does not
feel that the RV is in anyone's way or obstructing anybody's view and is
way off the road. She stated that just because the Commission thinks
that everything should be screened it doesn't mean that she should
think that way as well. Commissioner O'Donnell stated that those are
the comments that the Council should hear should sMe decide to appeal
the decision.
Action: Commissioner Vuksic moved, seconded by Commissioner
Hanson to deny the request due to lack of screening of the RV. Motion
carried 4-0-2 with Commissioner Lingle and Commissioner Gregory
absent.
4. CASE NO.: PP 01-04

Mr. Alvarez stated that he would like the Commission to look at the
architecture only on this project. The plans are consistent with the
preliminary approval. There have been no revisions since the
preliminary approval. One trellis was added in the back, facing the
east. All the equipment is screened.
Action: Commissioner Vuksic moved, seconded by Commissioner
Van Vliet for approval, subject to approval by Landscape Manager.
Motion carried 4-0-2 with Commissioner Lingle and Commissioner

5. CASE NO.: SA 01-149

Mr. Alvarez stated that the plans have been revised. After talking to the
applicant, June Wachs, staff discovered that the pictures that she had
previously submitted were not actually correct. The letters that she had
shown on the drawing were #he wrong size letters. The revised plans
show the correct scaling and correct size as they would appear on
those elevations. The applicant is not present.
This case has also been scheduled for City Council in the event that the
ARC does not approve it today. Previously, the ARC had stated the
signage was too large and it needed some unique design features to
complement the building.
Commissioner Hanson stated that the building has a lot of architectural
elements and the signage does not enhance it. She feels that it could
be much more interesting to take advantage of the architecture.
Mr. Alvarez stated that the owners are not willing to redesign the
signage, as this is their national logo.
Action: Commissioner Hanson moved, seconded by Commissioner
Van Vliet to deny the revised request for the following reasons: (1) The
special architecture of this building requires a unique creative sign
solution, which is not provided in the current request. (2) The signs as
proposed are too large for the proposed location on the building.
Motion carried 3-0-1-2 with Commissioner Lingle and Commissioner
Gregory absent and Commissioner Vuksic abstaining.

Mr. Bagato stated that Toys R Us currently has three signs; one on the
front elevation, one on the left elevation and one monument sign. The
current sign on the front elevation has 91 square feet of signage and
they are allowed a total of 131 square feet. They are proposing a six-
color sign, which pursuant to M.C. Section 25.68.480 requires a 20%
reduction for each color over code. Four colors are allowed, therefore,
there will be a 36% reduction of the total allowed sign area for the
trademark sign. This would give the applicant an 84 square foot sign in
the front. The left and right elevations are allowed a maximum of 85
square feet. Currently, there are only three colors used on the signage.

The left elevation currently has 105 square feet and there is no signage
on the right elevation, which is facing the hotel.
The applicant, Roy Courtney from Ontario Neon Co., is present.
Commissioner Hanson questioned the sign on the right hand side,
which faces the hotel. She stated that she felt that this would not give
the store any more business because it cannot be seen from the road.
Mr. Courtney stated that this was brought up to Toys R Us and they did
not have any concrete reason why it should be there. He agrees that
this location would not be advantageous.
Mr. Smith stated that the sign on the right side could be denied and the
applicant could appeal that part of the decision.
Mr. Drell commented that it probably wouldn't be great to have the hotel
guests looking out to a bright sign shining in their rooms.
Action: Commissioner Hanson moved, seconded by Commissioner
Vuksic to appove signage as revised subject to eliminating the sign on
the right side facing the hotel. Motion carried 3-1-2 with Commissioner
Lingle and Commissioner Gregory absent and Commissioner Van Vliet
opposed.
B. Preliminary Plans

Mr. Alvarez stated that this is a new project that is being proposed with
an existing Albertson's shopping center on Washington Street. The

property in question is an existing pad which was created when the
project was built. This is the last remaining pad in this shopping center.
A Jiffy Lube was approved down the street and an additional retail
building to the north of Jiffy Lube. This is the final pad which is located
next to First Bank. A fuel station with a 1,989 square foot convenience
store is being proposed by Albertson's Express. The building is 20'6"
high. The canopy over the fuel station is also 20'6". The building will
be set back 50' from the curb off of Washington. Additional parking will
be created. Materials and colors are presented to the Commission.
Commissioner Hanson asked about the color of the roof. Mr.
Jorgensen, applicant, stated that the color will be turquoise blue. He
stated that he tried to pick up the same type of colors that are being
used on the other buildings in the center. The only color that he did not
use was avocado, which did not work on this project. Mr. Alvarez
stated that the color scheme for this shopping center was previously
approved by the Commission. Mr. Jorgensen gave the Commission
members hand-outs with pictures of the existing type of architecture in
the shopping center. He stated that it was suggested that any new
architecture be similar to that of the shopping center. They are in
compliance with the code and are 500 feet from the other gas station
and have split the parcel. They are required to have ten parking
spaces, but they have proposed nineteen spaces.
Commissioner Van Vliet asked about the required clearances on the
canopy and the overall height of the canopy. Mr. Jorgensen stated that
the overall height of the canopy is 21'. The required clearance under
the canopy is 13'6". Commissioner Van Vliet stated that the canopy
seems tall and massive compared to the building. He stated that the
fascia seems really wide. Mr. Jorgensen stated that part of the fascia is
2'6" so that the lighting can be installed. John Markoff, Consultant for
Albertson's, is present and stated that Albertson's typically uses a
standard size fascia. However, they have dramatically deviated from
that with this building design. They are not going to hold to a specific
height on this canopy. Commissioner O'Donnell stated that the
problem is from the 13'6" height up to the 21" canopy height. He feels
that the canopy is a little top heavy. Mr. Jorgensen stated that when
you see it in elevation you are looking at the full height. When you view
it from an angle, you are not seeing it the same way.
Commissioner Hanson commented that the columns of the canopy are
too spindly for the structure on top. Mr. Jorgensen stated that he
would see how he can cut down the vertical scale. Commissioner
Hanson suggested recessing the outer area of the front portion of the
store to take some of the heaviness away.

Commissioner Vuksic asked about the purplish base on the store front.
Mr. Jorgensen stated that it is concrete block with vertical score.
Commissioner Vuksic commented on the exposed ladder on the side of
the building, utilities that are exposed and a corner of the A/C that is
visible. He stated that on the floor plan the windows are built flush with
the outside wall, but Mr. Jorgensen stated that they wili be set back.
Commissioner Vuksic stated that he wants to make sure that the
windows are recessed and not done the way they are drawn on the
plans. The lighting on the canopy will be recessed and shielded with
glass. Commissioner Vuksic is concerned that even if the lighting is
recessed, if you are looking down the long slot from the street the
lighting is going to be visible. Mr. Jorgensen stated that the lighting will
be 14" square cans to give just enough down light to easily see while
pumping gas.
Diane Hollinger, Landscape Specialist, asked about the landscape
plans on Washington, which shows a dumpster. Mr. Jorgensen stated
that a 2'/2' screen block wall will be built around the dumpster.
Action: Commissioner Vuksic moved, seconded by Commissioner Van
Vliet to grant preliminary approval of building design subject to the
following revisions: (1) recess windows, (2) recess outer edge of store
front, (3) screen air conditioning units and utilities, (4) check on
regulations regarding placement of ladder for access to roof-top air
conditioning units, and (5) continuance of canopy review to revise
proportions of columns and height of roof structure from the bottom of
the canopy to the top. Motion carried 4-0-2 with Commissioner Lingle
and Commissioner Gregory absent.
2. CASE NO.: TT 30030

NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of
four-car garages on four lots at end of cul-de-sac.
LOCATION: 37-801 Shephard Lane

Mr. Alvarez stated that in December 2001, the Commission looked at
the models for this new sub-division on Shephard Lane. Comments
were made concerning the detailing on the rear and side elevations,
bringing the roof drains inside the walls, adding additional setbacks on

the front to create more variation and also asked the applicant to
address the four-car garages which are at the end of the cui-de-sac.
The applicant took a look at what he could do with these four lots and
unfortunately he was not able to reconfigure the garages. He has come
back with a request for approval with the addition of planters befinreen
the finro-car garages. Revisions have been made on the setbacks and
they will address the other three items on their working drawings.
Gabriel Lujan, applicant, stated that the owners couldn't see much of a
difference by reducing the four-car garages to three-car garages at the
end of the cul-de-sac. He stated that the owners are willing to go to the
City Council to try to get some kind of relief.
Commissioner Vuksic commented that in a few years the homeowners
could possibly remove the planters from the middle of the driveway and
decide to pave them over.
Commissioner Van Vliet stated that he is not only concerned with the
garage doors, but also with the amount of concrete driveway in front of
each home which reduces the chance to landscape it. If one door had
an 8' opening instead of a 16' opening, then additional landscaping
could be added.
Commissioner Hanson suggested flipping the retention basin so that
there would be more yard available. Pavers or something decorative
on the driveway is not an option. Mr. Lujan suggested a three-car
garage with a bonus room. Mr. Smith stated that this would reduce the
width of the curb cut by ten feet. Mr. Lujan stated that if the four-car
garages are denied, then he will come back with a new proposal for a
three-car garage with a bonus room or maybe a standard three-car
garage.
Commissioner Hanson suggested designing a smaller main house with
a guest house. She stated that this may allow you to do something a
little bit more interesting. She does not think it's right to take a plan that
you already have and stick in on an odd-shaped lot. Mr. Lujan stated
that this is what the client wanted.
Commissioner Vuksic stated that only two of the homes would have to
have three-car garages.

Mr. Alvarez stated that this is a proposal for a 14,000 square foot finro-
story building at the corner of Washington and Delaware. The entrance
will be off of Delaware. This is a company who does payrolls for
businesses. They are proposing a drive-thru facility to drop off and pick
up payrolls and then exit back onto Delaware. The building and
setbacks meet the criteria of the zone.
Mr. Bishop, applicant, is present and stated that the concept was to put
enough of the building near the corner, but not too close to the corner
to provide for a nice streetscape on Washington. The only problem that
he has is the current existing grade on the property has to come down
a little bit in order to meet the 1-1 criteria for the setbacks. Mr. Bishop
stated that this is a pretty straight forward building. The walls are very
thick as the owners are energy conscious. The project will have no
equipment on the roof because of the height limits. All the equipment is
located on the ground. There is a screened and walled air conditioning
enclosure in the front so that it is accessible from the driveway, but not
too far away from the building. All the parking spaces will be covered
by carports. The roof will be dark brown in the middle of the building
facing Washington. The body of the building will be sage green. The
top trim will be brown and the projection will be grey. Mr. Bishop has
added some reveals to segregate different panels of carport ends
and/or building ends to give some relief. One other feature that he is

working on but is not finished with is a water feature on the front
column, which is about 7'6" in diameter. It will have a water feature that
trickles water into a large circular stone-�Iled basin to add some
coolness during the summer.
Mr. Smith asked why the driveway to the drop-off area is so wide (24').
Mr. Bishop stated that it was designed to give a person room to turn
around so that they would not have to back out into the other parking
area. Mr. Smith asked about the landscaping atong the street. He
stated that the biggest element is the driveway. Mr. Bishop stated that
he would be very happy to make the driveway smaller. The drive-thru
section could be reduced to 1%Z lanes.
Commissioner Van Vliet asked about the A/C equipment. Mr. Bishop
stated that all the A/C equipment will be ground mounted in the
enclosure near the northeast corner. The air handlers will be inside with
the condenser units outside. The enclosure is less than finrenty feet
from the building.
Mr. Bishop stated that the windows will have bronze aluminum frames
set to the back side of the wall. The windows will be clear with no
reflective finish. The horizontal roof projection comes out about finro
feet all the way around except on the south side of the building where
there is no projection. The exterior finish is primarily blown stucco.
There is a garage for the company RV.
Action: Commissioner Vuksic moved, seconded by Commissioner Van
Vliet to grant preliminary approval subject to (1) recessing windows, (2)
reducing the width of payroll drop-off driveway, and (3) making the rear
portion of the building look like the front. Motion carried 4-0-2 with
Commissioner Lingle and Commissioner Gregory absent.

for a new single-story retail building located at the northwest corner of
San Pablo and EI Paseo.
LOCATION: 73-411 Highway 111, northwest corner of San Pablo and

Mr. Alvarez stated that the Commission previously approved this project
as a two-story building with some other remodeling done to the center
with parking, underground parking, etc... This went to the Planning
Commission and they had a problem with the parking differential and
there was going to be a trade-off with the parking at the Gardens.
There was also a concern with the height of the two-story building from
Staples and Pacifica in the Gardens. The plans have been revised and
the project is now a single-story building and is located at the corner of
San Pablo and EI Paseo. It has the same design characteristics,
materials and colors as the previous project.
Commissioner Hanson stated that it is a magnificent building and she is
very excited about it. She urged the architects to design signs into it
now.
Commissioner O'Donnell commented that he was disappointed that the
previous proposal did not get through because he felt that it was a
really good design and he didn't understand the reasons for denying it.
He also feels that the revised proposal is very nice with outstanding
architecture.
Mr. Alvarez stated that they will need to see improvements to the
parking lot, i.e. add trees, landscaping, etc...
The dome will be finished in smooth plaster, which will be rust in color.
Action: Commissioner Hanson moved, seconded by Commissioner
Van Vliet to grant preliminary approval of revised plans. Motion carried
3-0-1-2 with Commissioner Lingle and Commissioner Gregory absent,

Mr. Smith stated that the applicant is submitting revised plans for the
San Rafael project.
Mr. Filing, applicant, stated that they have revised only one project due
to time limitations but will make the same changes on both projects. He
has tried to create a larger lower level by popping out the walts 6" and
recessing the windows. He is ptanning to use two different colors with a
darker color on the lower level and a lighter color on the upper level.
He has also inserted some columns to address the concern of the
cantilevered effect of the upper walkway. There will be columns at the
corners of the building, protruding out in front of the building and then
will carry a beam across that will give it structural as well as aesthetic
look of a load bearn carried by the columns. All the windows, upstairs
and downstairs, will be recessed. He has created a gable effect on the
back side of the buildings. He has tried to address all the issues that
have been brought to his attention. He put the trellis effect on Santa
Rosa in the back near the water feature so that people would
congregate there. He has also extended the overhang and the fascia
depth.
Commissioner Vuksic suggested using a different color on the fascia or
any of the niche details. Mr. Filing stated that he is trying to avoid
having any exposed wood due to the climate in the desert. He stated
that he could use an accent color in the fascia area. Also, on the inset
windows, he would like to try to add a sill look to add some definition

underneath the windows. The silis could have an accent color on them.
Commissioner Vuksic asked how the wider bottom floor relates to the
floor plan. Mr. Filing stated that the floor plan relates to the bottom
floor. There is an addition of 2 x 6 on a 2 x 4 combination so he going
to have to build a couple of walls along that area to get the depth so
that when the windows and doors are inset, it has a good distance for
the inset. The upstairs will still have inset windows, but they won't have
the additional 2 x 4 wall. The upstairs windows will be inset a couple of
inches. Commissioner Van Vliet asked if it would be a 6" pop out or a
3%z" pop out. Mr. Filing stated that it will be a 2 x 6 wall with an
additional 2 x 4 in front of it so that it will be an 8" thickness with the
windows set to the back of the opening. The upper level will sit on top
of the interior 2 x 4 wall. The exterior wall will be 2 x 6 all the way
around with an additional 2 x 4 wall on the outside of the lower level.
Commissioner Van Vliet stated that he really won't have a 6" pop out.
Mr. Filing stated that with the windows set all the way in, it will have an
appearance of depth.
Commissioner Vuksic suggested using color to emphasize the details
on the building. Mr. Filing agreed that it would be a smart move to use
a third color for trim and accent. Commissioner Vuksic stated that he is
concerned about the proportioning. He feels that the concept is fine but
he can't understand why he would frame a 2 x 4 wing wall on both sides
instead of making it a solid element. Mr. Filing stated that he could
frame the wall a little wider. Commissioner Vuksic is concerned about
the execution of the details. Commissioner Van Vliet stated that he felt
that the project still needs some fairly major architectural work. The
Commission is just picking at little things and trying to think that it will
solve the design problems.
Mr. Filing asked if any of the Commissioners have been out to the site
to see where they are going to be built. Commissioner Van Vliet stated
that each building has to stand on its own regardless of what's around
it. Commissioner Vuksic stated that he felt that the project was really
close but for some reason it's been hard to get the details to stand out.
The entire lower floor has thick walls and with a little work on the colors
and details this project could be fine. By adding some color into the
fascia and introducing a third color that could be incorporated into some

vertical elements and some niches. Mr. Filing stated that using an
accent color would improve the impact of the building. Commissioner
Vuksic commented on the change in the stair element. Instead of
having the stairway cantilevered out at the top, they have been made
into a solid element, which is nice. Commissioner Vuksic commented
that he was still at a loss on the balcony that runs along the side of the
building. Mr. Filing stated that columns have been placed between the
windows so that they don't block the view.
Mr. Filing stated that he would like to have a conditional approval. The
land owner wants to either get this project moving forward or move on
with something else. Mr. Filing stated that this is a good project and it
is needed in this community. He feels that it is going to be a classy
project when he finishes it. He is open to any suggestions on how to
get this project moving forward. Commissioner Hanson asked if they
could get a design development package which would include details of
the project before they get final working drawings to make sure that
they have actually covered some of the issues discussed.
Mr. Smith suggested granting preliminary approval subject to the
changes discussed and the condition requiring that prior to working
drawings, the applicant will return with the design development
package. At that point, the applicant will be through Planning
Cornmission and he will know that the project is "real".
Cornmissioner O'Donnell stated that he is concerned about the
placement of the columns with relationship to the walkways and the
planters. This needs to be studied more. He stated that he
understands the direction he is going in, but he feels that it is creating
more of a problem in moving people through the walkways. He feels
that the columns should go someplace else. He suggested that if the
Commission members are willing to go ahead, then he would like the
ARC to see all the details before Plan Check. Commissioner Van Vliet
stated that he is afraid that the applicant is going in the wrong direction.
He felt that the Commission was asking for more details and he is not
sure that the applicant really understands the architectural aspect of the
project. Mr. Filing stated that he is trying to accommodate a difficult
situation, which is adding columns. He did not want to put the columns
into the interior area where he is trying to create some ambiance. He is

trying to add columns, make the planters larger and give the walkway
an irregular look. Commissioner Hanson stated that she was the one
who suggested the columns. She feels that the column location is
somewhat arbitrary. She does not want the applicant to add columns
just because she suggested it. She felt that architecturally, the details
are there and this project will work. She wants the applicant to do this
project, but she wants it done nicely. She stated that she is willing to
look at it again with the details and incorporating the comments made
by the Commission.
Commissioner Vuksic stated that the concept of the project is okay, but
the details need work. Commissioner O'Donnell stated that the
Commission has been over the details many times and they have had
to go over the same details all over again without making significant
progress.
Action: Commissioner Hanson moved, seconded by Commissioner
Vuksic to grant preliminary approval for architecture only with the
condition that the ARC review the revised plans before Plan Check.
Motion carried 2-1-1-2 with Commissioner Lingle and Commissioner
