CALL TO ORDER The meeting was called to order at 12:30 p.m. II. APPROVAL OF MINUTES: AUGUST 27, 2002 Commissioner Hanson moved, seconded by Commissioner Van Vliet to approve the minutes of August 27, 2002. The motion carried 5-0-1-1 with Commissioner Vuksic abstaining and Commissioner O'Donnell absent. IV. ORAL COMMUNICATIONS A. None. 1 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 2002 MINUTES A. Final Drawings 1. CASE NO.: MISC 02-20 APPLICANT SAND ADDRESS): STEVE GORDON, 73-135 Fiddleneck Lane, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of single family residence with roof height of 18'. LOCATION: 73-385 Pinyon Street ZONE: R-1 Action: Commissioner Van Vliet moved, seconded by Commissioner Hanson for approval by minute motion. Motion carried 6-0-0-1 with Commissioner O'Donnell absent. 2. CASE NO.: PP 01-07 APPLICANT (AND ADDRESS): THE FOUNTAINS, 2020 West Rudasill Road, Tucson, AZ 85704 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of revised elevations of casitas. LOCATION: 41-505 Carlotta Drive ZONE: PR-10 Mr. Bagato stated that the Commission had previously requested that the windows be recessed with 2 x 6 trim. Commissioner Hanson stated that the plans do show 2 x 6 trim around the windows. Action: Commissioner Van Vliet moved, seconded by Commissioner Lopez for final approval of architecture only. Motion carried 5-0-1-1 with Commissioner Gregory abstaining and Commissioner O'Donnell absent. CASE NO.: PP 02-13 APPLICANT (AND ADDRESS): KW REAL ESTATE, LLC, 74-750 El Paseo, Suite 2A, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 5,052 square foot office/medical building. LOCATION: 44-550 Village Court ZONE: PP 02-13 Mr. Smith stated that the site is located on the north end of Village Court. Commissioner Hanson stated that she thought the plans looked fine but wanted to know why they stopped the rafter tails on the east elevation. Alan Sanborn, architect, stated that this was a mistake. Commissioner Van Vliet commented that the a/c equipment should not extend above the lower parapet wall. Action: Commissioner Van Vliet moved, seconded by Commissioner Hanson for preliminary approval by minute motion subject to (1) air conditioning equipment being located below the height of the lower parapet wall, and (2) extending rafter tails on east elevation. Motion carried 6-0-0-1 with Commissioner O'Donnell absent. 2. CASE NO.: MISC 02-09 APPLICANT (AND ADDRESS): GARY HOPKINS, 45-975 Dune Palms Road, La Quinta, CA 92253 NATURE OF PROJECT/APPROVAL SOUGHT: Discussion of alternative plans for new front on office building in conjunction with City of Palm Desert Facade Enhancement Program. LOCATION: 73-925 Highway 111 ZONE: C1 GRIanning\Donna Quaiver\wpdocs\Agmin\AR020910.MIN 3 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 2002 MINUTES After reviewing the alternative plans, Commissioner Hanson stated that the Commission would accept options C or E. Action: Commissioner Van Vliet moved, seconded by Commissioner Hanson for preliminary approval by minute motion of option C or E. If the applicant chooses option C, the signage must be recessed. Motion carried 6-0-0-1 with Commissioner O'Donnell absent. 3. CASE NO.: TT 30801 APPLICANT (AND ADDRESS): COLLEGE VIEW ESTATES #3, P.O. Box 696, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of(5) tract homes. LOCATION: Shephard Lane ZONE: PR 5 Commissioner Hanson commented that she doesn't think there's room for a bed in bedroom #2 on models 2055 and 2323. There's a window in the middle of the wall, a closet on another wall, and doors on the other wall so there's no place to put a bed. She suggested moving the window so that there's room for a bed. Mr. Smith suggested that they vary the street setback 20'-24' to give the streetscape some interest. Commissioner Vuksic commented on the single garage doors. The applicant may want to consider moving them over to the corner so that there are three good size masses rather than a little piece of wall that is currently shown on the plans. This is a suggestion that would make it better looking and a little cleaner. Tom Halleck, applicant, stated that on the last tract that he submitted, any walls that were protruding beyond the garages had to be stuccoed. He asked the Commission if he could use slump stone instead of a stuccoed wall. The Commission agreed that this would be okay. Action: Commissioner Van Vliet moved, seconded by Commissioner Hanson for preliminary approval by minute motion subject to (1) moving window to a more appropriate location in bedroom #2 of models 2055 GRIanning\Donna Quaiver\wpdocs\Agmin\AR020910.MIN 4 fir+ ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 10, 2002 MINUTES and 2323, and (2) vary street setback 20'-24' to add interest to the streetscape. Motion carried 6-0-0-1 with Commissioner O'Donnell absent. 4. CASE NO.: TT 30738 APPLICANT (AND ADDRESS): GHA PALOMA GROUP, LLC, 68-936 Adelina Road, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of landscaping for (95) single family lots. LOCATION: Southeast corner of Portola and Hovley Lane ZONE: PR 5 Mr. Smith stated that the applicant has added 5' to the depth of the landscaping along Hovley for a total of 9'. There is a concern with one of the trees that they've selected in that area. This particular tree has thorns and he would like the applicant to select a thornless tree because children will be using this sidewalk to go to school. Action: Commissioner Lopez moved, seconded by Commissioner Hanson to add this item to the agenda. Motion carried 5-0-1-1 with Commissioner Gregory abstaining and Commissioner O'Donnell absent. Action: Commissioner Hanson moved, seconded by Commission Lopez for preliminary approval subject to (1) comments by Landscape Manager, and (2) plans must be consistent with grading plans. Motion carried 5-0-1-1 with Commissioner Gregory abstaining and Commissioner O'Donnell absent. VI.
