APPROVAL OF MINUTES: SEPTEMBER 10, 2002 Commissioner Van Vliet moved, seconded by Commissioner Vuksic to approve the minutes of September 10, 2002. The motion carried 5-0-1-1 with Commissioner O'Donnell abstaining and Commissioner Lingle absent. IV. ORAL COMMUNICATIONS A. A discussion was held regarding the exterior colors of the Sun Splash building on San Pablo next to Musician's Outlet. Mr. Bagato distributed color samples to the Commission. CASE NO.: MISC 02-21 APPLICANT (AND ADDRESS): ELEPHANT BAR, KEVAN NIXON, 73-833 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of exterior color change on the front elevation of the building. LOCATION: Southeast corner of San Luis Rey and Highway 111, Elephant Bar ZONE: C-1 Mr. Bagato stated that the applicant, Kevan Nixon, would like to add striping to the exterior of the Elephant Bar. Mr. Nixon stated that they would like to use the same two-tone colors that are on the building and add stripes to the front two pillars. Commissioner Van Vliet asked if they intend to wrap the stripes around the pillars. Mr. Nixon stated that the stripes would wrap around the pillars. Commissioner Van Wet commented that he didn't think that it would look very good. It would make more sense to add the stripes to the radius wall. Commissioner Hanson stated that it looks pretty loud. Commissioner Vuksic commented that it's hard to even imagine what it would look like. Mr. Nixon stated that the radius wall doesn't have any windows in it and it's painted light white. Commissioner O'Donnell suggested that the applicant come back with a new proposal showing the striping on the radius of the building, instead of the pillars. Mr. Nixon stated that this would be on the San Luis Rey side of the building. Commissioner O'Donnell stated that it would be okay with him. Mr. Nixon asked the Commission if one side of each pillar could be striped. The Commission agreed that they did not like that idea as the pillars are really massive and it would be "too much". CASE NO.: SA 02-138 APPLICANT (AND ADDRESS) GLENN MANLEY, 73-280 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval of business signage. LOCATION: 73-280 Highway 111, Mattress Express ZONE: C-1 Mr. Bagato stated that the applicant, Glenn Manley, is present to answer questions. Currently, there is a can sign that was approved in 1998. He is concerned about continuing to approve these types of signs. He didn't feel that it would be appropriate to put a sign on top of the fascia because it blocks the windows of the upstairs unit. Mr. Manley stated that he could put the sign on the fascia. Commissioner Hanson stated that the proposed can sign is 9" in width. She would like the sign to be 4" in width with a 3" border on the top and bottom of the sign. Commissioner O'Donnell asked if the entire sign would be illuminated. Mr. Manley stated that during the day only the lettering would show and at night the entire sign would be illuminated. The Commission asked if he could change the background color of the sign from white to ivory so it won't be so bright. Action: Commissioner Hanson moved, seconded by Commissioner O'Donnell for approval subject to (1) reducing thickness of can sign to 4", (2) installing sign on fascia, (3) allow for a 3" border on top and bottom of sign, and (4) use ivory background on can sign instead of white. Motion carried 6-0-0-1 with Commissioner Lingle absent. 3. CASE NO.: CUP 01-16 APPLICANT (AND ADDRESS): PALM DESERT COMMUNITY PRESBYTERIAN CHURCH, 47-321 Highway 74, Palm Desert, CA 92260 G:Planning\Donna Quaiver\wpdocs\Agmin\AR020924.MIN 3 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 24, 2002 AGENDA PHILIP SMITH, 83-810 Via Deo Circle, #101, Indio, CA 92201 CHANCY MILES LOTT, LOTT ENTERPRISES, INC., 44 Lakeshore Drive, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for an addition for a proposed Family Life Center. LOCATION: 47-321 Highway 74 ZONE: R-1 Mr. Bagato stated that he would like to discuss the west elevation. Philip Smith, applicant, stated that the west elevation is the back side of the multi-purpose room and they intend to landscape this elevation. They're trying to push the elevation in and out and raise and lower the height to give it more architectural interest. Commissioner Hanson stated that she has an issue with the exterior ladder on the west elevation. Mr. Philip Smith stated that the ladder is required by code. Commissioner Hanson stated that they're required to have a ladder, but not necessarily on the exterior of the building. Would it be possible to put the ladder inside the building? Mr. Philips stated that the inside of the west elevation is the stage area in the multi- purpose room and they did not want the ladder to be visible. The ladder is proposed on the back of the building. Commissioner Hanson stated that it is not the back of the building. There are people who live there and would look right at the west elevation. Commissioner Van Vliet commented that he would like to see more architecture on the west elevation. Commissioner Vuksic asked what kind of block they were using. Mr. Philip Smith stated that they've designed a horizontal banding using shop blast as it steps forward and as it steps back he's using an abrasive finish so it's smooth. There are bands of different textures. Every two courses will be shop blast and the next two down will have an abrasive finish. The block will have a tan and reddish-colored finish. Commissioner Vuksic stated that the Commission doesn't approve ladders on the exterior because they look terrible. Commissioner Hanson stated that this is a beautiful building and there's no reason for it. Commissioner Vuksic stated that the applicant could take it a little further and try to do something that's not quite as utilitarian. Commissioner Hanson stated that instead of having a whole panel of louvers, it becomes more of an architectural element rather than a big set of metal louvers going around. Make it look like it was supposed to be that way rather than only for a functional use. Commissioner Van Vliet asked what kind of equipment is going in that requires such height. Mr. Philips stated that all of the A/C equipment is going in. Mr. Chancy Lott commented that this is the logical place to have an access ladder since it goes through the equipment to the roof. Commissioner Vuksic stated that there are other ways that it can be handled. Commissioner Hanson stated that the west elevation is a major building face that basically has some stripes of texture differences, but essentially it's one color and one face. She has an issue with this. There is some other way to handle this architecturally. Commissioner Van Vliet asked if he is proposing columns. Mr. Philips stated that they are buttresses. Commissioner Hanson commented that the sun hitting the west elevation in the afternoon would be blinding to the people who live above it. Mr. Lott stated that as the architect of record on this project, he contests that. People are not going to be blinded by a natural finish, tan wall that's textured and when the sun hits it, the light would be reflected down. If it were a mirror it would reflect back up, but it's not. Commissioner Hanson rephrased her comment to say that a person wouldn't be blinded but this would be a very major element. Mr. Philips stated that he tried to create some breaking on that facade. Commissioner Vuksic stated that he thinks that he's done a really good job but unfortunately they have that large facade on the west elevation. Mr. Lott asked the Commission if they could add a cross on that wall. Commissioner Hanson stated that it wouldn't be a bad idea and that it needs something to break it up. Commissioner Hanson suggested varying the height of the palm trees. Mr. Philips stated that they're 12'-14'. Commissioner Hanson stated that they have to vary more than the two feet that's represented. She suggested getting taller palms. Mr. Philip Smith commented that he would like to try to turn the ladder on the exterior into something beautiful. The Commission agreed that this would be fine. Commissioner Van Vliet asked why he can't put it inside. Mr. Philips stated that it's a large multi-purpose room and stage. Fire Marshal, David Avila, asked if staff has received the Fire Department conditions for this project. Mr. Lott stated that he's been dealing with Bruce Pelletier for months. Mr. Bagato stated that the Fire Department conditions have been received by the Planning Department. Action: Commissioner Vuksic moved, seconded by Commissioner Lopez to continue the request to allow the applicant to (1) add architectural detail to west elevation, (2) vary height of palms; add taller palms, and (3) turn ladder on exterior of building into an architectural element. Motion carried 6-0-0-1 with Commissioner Lingle absent. 4. CASE NO.: C 02-03 APPLICANT (AND ADDRESS): PETER TAYTAY, ARCHITECTS ORANGE, 144 N. Orange Street, Orange, CA 92866 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of commercial building. LOCATION: 77-950 Country Club Drive, Desert Country Plaza, Wells Fargo Bank ZONE: P.C. Action: Commissioner Hanson moved, seconded by Commissioner Vuksic to approve by minute motion subject to (1) providing parapet details, and (2) approval by Landscape Manager. CASE NO.: C 02-05 APPLICANT (AND ADDRESS): JOE BRANDT, 507 Tomahawk Drive, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of remodel of exterior of building in conjunction with the City of Palm Desert's Facade Enhancement Program. LOCATION: 73-020 El Paseo (previously Hooter's) ZONE: PC-3 Mr. Bagato stated that the applicant, Joe Brandt, was present. He is proposing a remodel of three buildings. The Commission had a question about the wood fascia at the top of the roof. Mr. Brandt stated that the wood fascia is existing on all the buildings and he might plaster the wood. Commissioner Hanson stated that she would prefer that he plaster the wood fascia. Action: Commissioner Van Vliet moved, seconded by Commissioner Hanson for preliminary approval subject to plastering wood fascia at top of buildings. Motion carried 6-0-0-1 with Commissioner Lingle absent. 2. CASE NO.: CUP 02-07 APPLICANT (AND ADDRESS): SPRINT PCS, JANICE BYAL, 4684 Chabot Drive, Suite 100, Pleasanton, CA 94588 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a wireless telecommunications facility to include a 63' monopine and equipment shelter. LOCATION: 300 south of Country Club Drive and 1300 feet east of Eldorado Drive ZONE: PR-5 GRanning\Donna Quaiver\wpdocs\Agmin\AR020924.MIN 7 "err' ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 24, 2002 MINUTES Francisco Urbina stated that the applicant is proposing either a monopine or a monopalm at this location. Steve Kaali, applicant, asked if he could plant taller live pine trees around the proposed monopine. Mr. Urbina stated that he doesn't know of any pines that would grow beyond 35' in the desert. There are no existing live palm trees immediately adjacent to this site. There are some about 150' to the east but they are in a sunken area. Commissioner Gregory stated that looking at various angles and photographs of this project and not seeing any palms, he's wondering if he's introducing an alien element if they select palms. He's concerned about violating a certain theme in the landscape design. If a monopalm was selected, would the applicant add live palms to the vicinity? Mr. Kaali stated that they would plant additional palms or pines depending on the tower that is selected. He would like to look into the possibility of finding pine trees that would grow over 35' in height. Commissioner Gregory suggested using Canary Island pine trees. Commissioner Hanson asked if the tower has to be 65' in height. Mr. Kaali stated that most of the existing trees are 35'-40' in height and the tower has to be above the crowns of the trees in order for the signal to transmit. Commissioner Van Vliet asked how far the site is from Country Club Drive. Mr. Kaali stated that it's approximately 300' from Country Club. Mr. Kaali stated that he received verbal approval from the HOA at Indian Ridge. He doesn't have a written letter from them, but Dana Brown said that if anyone needed to contact her, that they may. Commissioner O'Donnell commented that the issue he has is that with the monopalm the antennae comes out of the fronds near the top of the tree. A pine tree grows differently where the top narrows to a point. It doesn't look natural to have the antennae up at the top of a pine tree. It looks wrong to him. The other issue is about introducing palm trees where there are different types of trees. Aesthetically, he would laugh every time he drives by it. Commissioner Gregory stated that he probably wouldn't notice it after a while, especially if we mitigate it with a few tall-growing trees. Commissioner O'Donnell also objects to the height. 63' is too high. Mr. Kaali commented that he could look into the possibility of bringing the antennae closer to the pole so that they're not sticking out so much. With the monopines, the antennae has to be outside of the branches because the branches block the signal. They have to put them a little further out on the pole because they're not G:Planning\Donna Quaiver\wpdocs\Agmin\AR020924.MIN 8 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 24, 2002 MINUTES underneath the crown of the palm. In order for the signal to transmit properly, they have to be further away from the pole itself. He's not sure how set Sprint is on that height. It's his job as a representative to produce the height that they're proposing. He'll speak with the radiofrequency engineer to see if they could lower the pole. Commissioner O'Donnell asked about the diameter of the pole. Mr. Kaali stated that the pole is 18" in diameter. Action: Commissioner Gregory moved, seconded by Commissioner O'Donnell to continue the request to allow the applicant to (1) reduce height of pole, and (2) add live pines of varying height to the vicinity (possibly canary pines). Motion carried 6-0-0-1 with Commissioner Lingle absent. 3. CASE NO.: CUP 02-25 APPLICANT (AND ADDRESS): UNITED CHURCH OF THE DESERT, P.O. Box 1242, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of congregational church. LOCATION: 77-577 Mountain View ZONE: RE-40,000 Mr. Bagato introduced the applicant, Nancy Adams and her friend, John Schmidt. Mr. Schmidt showed the Commission photos showing the site. Mr. Bagato stated that he spoke to Ms. Adams about the site plan. They have the building on the side of the Montessori School and he felt that it would better to flip the site plan so that the parking lot would be on the same side as the school so that the parking lot would not be near the residential neighborhood. Commissioner Vuksic stated that there will be a lot more activity in the parking lot than on the side with the building. Ms. Adams stated that they are a very small church and have only 20- 40 people attending, but the building will hold 100 people. They have 31 parking spaces. Mr. Bagato stated that based on the City's parking standards, 31 spaces would be adequate for 100 seats. Commissioner Vuksic asked about the circulation of the parking lot. Ms. Adams stated that the Montessori School has given them permission to park in their lot if they need to so they won't have to park on the street. Commissioner Vuksic wanted to know how the cars would get out of the church parking lot. David Avila, Fire Marshal, stated that the fire code requires a minimum of 24' for driveway width. The drive lanes have to be 12' in width. Commissioner Hanson suggested a one-way drive lane that goes around the building. Commissioner O'Donnell stated that on the south elevation, the plans show great shadow lines. He asked the applicant the depth of the cantilever in this area. Mr. Schmidt stated that it's either 6' or 8' deep. Commissioner Vuksic commented on the offsets that are accentuated with shadow that are not reflected in the plan. He asked the applicant for more details. Action: Commissioner Gregory moved, seconded by Commissioner Van Vliet to continue the request to allow the applicant to (1) provide more details on plans, (2) show mechanical equipment locations, (3) submit materials/color board, (4) submit roof plan, and (5) provide a site plan that conforms with Fire Department standards. Motion carried 6-0- 0-1 with Commissioner Lingle absent. 4. CASE NO.: C 02-04 APPLICANT (AND ADDRESS): WENDELL W. VEITH, P.O. Box 1950, Palm Springs, CA 92263 NATURE OF PROJECT/APPROVAL SOUGHT: Revised preliminary approval of exterior renovation and landscaping of existing Mario's Restaurant. LOCATION: 73-399 El Paseo, Vintage Garden Cafe ZONE: C-1 Mr. Bagato stated that the applicants, Joanna and Alex Davidoff, have returned with revised plans for the remodel of the existing Mario's Restaurant. Due to time constraints, they are unable to complete the remodel that was given preliminary approval at the Architectural Review Commission meeting of September 10, 2002. The current proposal G:Planning\Donna Quaiver\wpdocs\Agmin\AR020924.MIN 10 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 24, 2002 MINUTES includes the addition of wrought iron trellis structures along the patio area on El Paseo, painting the exterior of the building and adding an iron arch with signage. The exterior french doors, entrance with stairs and plaster archway have been eliminated from the currently proposed plans. Commissioner Gregory commented on the landscape and stated that he was concerned that they have included too many deciduous materials. During the "season" when the local population increases, most of the plantings would be bare. The wisteria looks nice during the summer, when most people are gone, and will look bare during the winter. The proposed orchid trees are semi-deciduous and won't look great during the winter. Ms. Davidoff stated that she was aware that there are a lot of deciduous plants in her landscape plan. Commissioner O'Donnell suggested adding European-style frescoes to the blank walls in the areas where they had originally planned to add the french doors. This would add interest to the building while keeping with the theme of the restaurant. There was discussion regarding the wrought iron arch with signage. The Commission wanted to see detailed plans of the iron work. Commissioner Vuksic wanted to see how the trellis structures were going to be connected to the building. Commissioner Hanson stated that the applicant would benefit by having an entrance with stairs along El Paseo. It would allow for easy access for pedestrians walking on El Paseo. The Commission also agreed that they preferred the plaster archway rather than the iron arch. Ms. Davidoff stated that she was told by the Building and Safety Department that if she added the stairs on El Paseo, she would also have to add a handicap ramp on the patio area. Since she would loose most of her outdoor seating on the patio, she didn't feel that adding a ramp would be advantageous. Commissioners Vuksic and Hanson suggested that the applicant talk to Building and Safety about an alternative to adding a ramp. Ms. Davidoff stated that she was told that since the cost of the remodel is over $90,000, then the new construction will have to be brought up to current building standards. Action: Commissioner Vuksic moved, seconded by Commissioner O'Donnell for approval subject to (1) add stairs with stucco archway on El Paseo, (2) a suggestion was made to add European-style frescoes to blank walls to add interest to the building, (3) cautioned about too many deciduous plants and trees in landscape plan, (4) approval by Landscape Manager, and (5) submit irrigation plan to match landscape plan. CASE NO.: PP 01-02 (A) APPLICANT (AND ADDRESS): SANBORN A/E, INC., FOR CANYON NATIONAL BANK, 1227 S. Gene Autry Trail, #C, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of two-story office building at rear of site. LOCATION: 74-150 Country Club, Canyon National Bank ZONE: O.P. Mr. Bagato stated that the applicant, Allen Sanborn, is here for preliminary approval of a two-story office building behind Canyon National Bank. Mr. Bagato stated that currently a two-story office building may be 25' in height. The proposed office building has one section that exceeds the height limit by 2'. Mr. Sanborn stated that he is housing the A/C equipment in the 27' section so that there is adequate screening of this equipment. A discussion was held regarding one portion of an architectural element which is 34'10" in height. Mr. Bagato stated that this element does not exceed 10% of the floor area and this will have to be approved by the City Council. Action: Commissioner O'Donnell moved, seconded by Commissioner Vuksic for preliminary approval. Motion carried 6-0-0-1 with Commissioner Lingle absent. 6. CASE NO.: CUP 02-15 APPLICANT (AND ADDRESS): JEROME BEAUVAIS, 74-060 San Marino Circle, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for second dwelling unit on an R-1 zoned lot. LOCATION: 44-536, 44-574 Portola Avenue ZONE: R-1 Jerome Beauvais, applicant, was present and addressed the Commission. He is asking for approval to construct a detached second G:Planning0onna Quaiver\wpdocs\Agmin\AR020924.MIN 12 ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 24, 2002 MINUTES unit to two different properties on Portola Avenue. The front yard setback for the existing home at 44-536 Portola will be reduced to 13' due to widening of Portola by the City of Palm Desert. The front yard setback for the occupied home at 44-574 Portola will be reduced to 5'. The City of Palm Desert plans to construct an 8-foot high block wall to reduce the noise level produced by road traffic. The existing home at 44-536 Portola Avenue will be remodeled and enlarged with an attached second unit in the rear yard. The remodel will include new covered patios, multi-pane windows with brown wood frames and beige stucco exterior walls. There is no existing covered parking, therefore, a two-car, flat roof carport with a 20-foot setback from curb at El Cortez is being proposed. Mr. Beauvais has filed a variance to reduce the rear yard setback of the R-1 zone from 15 feet to 8 feet. Existing landscaping on the site will remain. The existing house at 44-574 Portola Avenue has been unoccupied for many years. It was acquired by the City for widening of Portola Avenue. Earlier this year, the property was sold to Mr. Beauvais with the condition that the applicant demolish the front portion of the home so that it would not interfere with the future street widening. Mr. Beauvais is proposing a major reconstruction of the existing structure with some expansion. A detached second unit is proposed for construction in the rear yard. New covered patios will be added, as well as multi-pane windows with brown wood frames. The exterior walls will be beige stucco. The roof of the existing house and the proposed second unit will contain a combination of flat roof areas with parapet walls and sloping roof areas with moss green-colored shingles to resemble slate. A detached two-car, flat roof carport is proposed in the rear yard with a 12' setback from the rear property line and a 9' setback from the side property line. Mr. Beauvais has filed a variance to reduce the rear yard setback of the R-1 zone from 15 feet to 12 feet to accommodate the carport structure. Access to the carport will be provided by a newly created alley from El Cortez with an approximate width of 16'. New landscaping is proposed for this property. The applicant is a cabinet maker by trade and does all phases of restoration/remodeling by himself. He has remodeled and landscaped several other homes in Palm Desert at 74-041 and 74-060 San Marino Circle and 74-041 El Cortez. The Commission appreciates the effort that Mr. Beauvais has put into each of his properties and agreed that the architecture of the proposed homes would upgrade the neighborhood. Mr. Bagato showed the Commission color elevations of the proposed remodel and addition to the Tarbell Realty building. After reviewing the drawings, Commissioner Vuksic commented that it was "too flat and glassy". Commissioner Lopez stated that the view from the upstairs offices would be of the rooftop of the addition. Commissioner O'Donnell stated that the architecture needs to be more significant. Commissioner Gregory commented that the applicant should add more landscaping. Action: No action was taken as this item was for discussion only. VI.
