CASE NO.: SA 02-222 APPLICANT (AND ADDRESS�: ARCHITECTURAL NEON & SIGN CO., 74-990 Joni Drive, #3C, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business signage. LOCATION: 44-491 Town Center Way, Suite G, Palmie French Restaurant ZONE: PC-3 Mr. Smith stated that the Palmie French Restaurant is requesting a revision to their sign program in the Best Buy Center on Town Center Way. The program calls for channel letter signs and they wish to add a can sign at the bottom. They have already put up a channel letter sign reading "Palmie" on the Town Center Way side. They want to add a can sign, which is 18" high with a blue background and white cut out letters. Mr. Gary Wright was present on behalf of the applicant and indicated that the sign would be consistent with other can signs at the center, specifically the logo sign at World Gym. Commissioner O'Donnell asked why it has to be a can sign. Mr. Wright stated that there are a lot of letters to squeeze in. The word "Palmie" is illuminated. Commissioner Gregory asked if the can sign could be thin. Mr. Wright stated that there is neon inside so it has to be 5" in depth. The signage will be on the east elevation. Commissioner Van Vliet stated that it might look ridiculous having a can sign right under a channel letter sign. Mr. Drell stated that we have approved can signs, but require that there be some design in the can so that it has some interesting qualities. Commissioner Gregory asked if the length of the can sign could be reduced. It was suggested that the background of the can sign be opaque, a neon stripe be added between the two signs with no other color around the can. LOCATION: 44-239 Monterey Avenue ZONE: OP Mr. Smith stated that Mel Wachs, from Signs by Mel, is present representing the applicant. This request was before the Commission at its December 10, 2002 meeting. The applicant has amended the request and provided two options for review. He has removed the internet address, reduced the letter height and reduced the base size. The wall sign will be removed. The applicant has requested that the base be raised a little higher to 18" because it's too low to the ground. The Commission agreed to the plans that show 2+12+2 for a total of 16". Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet for approval of the sign option showing the sign with a base height of 16" (2+12+2), subject to removal of the wall mounted signage. CASE NO.: C 02-07 APPLICANT (AND ADDRESS): TED GROULX, P.O. Box 14083, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of carports and exterior colors. LOCATION: 73-261 Highway 111 (Tarbell Realty building) ZONE: C-1 Mr. Drell presented color samples for the Commission to review (cashew nut, adobe tan and warm gingerbread). Mr. Groulx was present to answer questions. Cashew nut would be the main color, adobe tan would be the accent color and warm gingerbread would be on the front of the building and also on the parking structure. Commissioner Gregory asked if there was enough contrast. Commissioner Hanson stated that they are basically different colors in the same tone. Commissioner Vuksic commented that they look different on paper and then when they're up on the building in the sun, you can't tell that they're different. Commissioner Hanson stated that they may have to deepen the color. Mr. Drell stated that at the Hovley Gardens project , the base color is lighter and they used chestnut and adobe tan alternately on different buildings. Commissioner Hanson stated that they could deepen certain colors. The Commission reviewed the carport structures, which are made of steel and located on the south side facing the alley. The height is 7'. Action: Commissioner Hanson moved, seconded by Commissioner O'Donnell for approval of carports and building colors as submitted subject to review of the level of contrast in the field provided by "warm gingerbread", which may need to be darker. LOCATION: 12-acre site at the southwest corner of EI Paseo and Highway 111. ZONE: PC Action: Commissioner O'Donnell moved, seconded by Commissioner Hanson for approval by minute motion subject to applicant providing revised elevations to show faux door/ window as required at time of preliminary approval. G:Planning\Donna Quaiver\wpdocsWgminWR030114.MIN $ � � ARCHITECTURAL REVIEW COMMISSION JANUARY 14, 2003 MINUTES LOCATION: 77-932 Country Club Drive, Club Car of the Desert ZONE: PC-2 Mr. Urbina reviewed the staff report noting that the applicant requests an amendment to the sign program to allow the requested sign. Jim Engle of Imperial Sign Company presented the proposal for Club Car of the Desert, which includes the use of channel letters. The signage will be visible from Country Club Drive. The sign program requires the use of reverse channel letters and they would like an exception to the program. He is proposing a sign that would be dark bronze during the day and soft white at night. Club Car (the logo) and the thin-set border will be illuminated at night. Commissioner Van Vliet commented that the sign should use reverse channel letters because that is what the sign program states. Commissioner Gregory stated that the applicant is not requesting bright colors and it's really quite subtle. Commissioner O'Donnell stated that it would be a stretch to call Club Car of the Desert a logo. Mr. Engle stated that by definition, it is their logo. Commissioner O'Donnell stated that he doesn't see any reason to make an exception to the sign program. Commissioner Lingle stated that he has difficulty with the signage because it may be a dis-service to the rest of the signage thaYs already on the building. He's not so certain that this sign would do anything adverse. Commissioner Van Vliet agreed with Commissioner O'Donnell. Can signs are prohibited on this elevation. Staff has recommended that it be denied. Commissioner Vuksic commented that he's leaning towards a denial because it doesn't meet the sign program. Commissioner Gregory asked Mr. Engle if "of the desert" could be reverse channel. If the signage were less nonconforming, maybe it would be closer to the rest of the sign program. Commissioner Vuksic suggested making "of the desert" reverse channel and then do something creative with "Club Car" so that it is reverse channel and have the lighting illuminate the rectangle in the background so that you do get the sense of the "Club Car" logo without a can. Commissioner Gregory suggested having the applicant submit a revised proposal to staff and staff could fax it to members of the Commission for their review. CASE NO.: SA 03-04 APPLICANT (AND ADDRESS� CITY OF PALM DESERT, 73-510 Fred Waring Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of non- illuminated signage for Palm Desert Community Garden. LOCATION: West side of San Pablo Avenue. ZONE: R-2 Mr. Smith circulated revised plans to the Commission showing more fruit across the top of the sign. Frankie Riddle and Jim Engle are present to answer any questions. Commissioner Hanson presented a review and sketch of the proposed sign. Commissioner Lingle commented that the proposed sign looks cheap. Action: Commissioner Vuksic moved, seconded by Commissioner O'Donnell for approval of the sign per a sketch on file with the Department of Community Development. Motion carried 6-1with Commissioner Lingle opposed. 8. CASE NO.: SA 03-02 APPLICANT (AND ADDRESS� IMPERIAL SIGN CO., INC., 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to re-locate existing wall signage to tower wall. The applicant would like to relocate the letters to the tower element along with the verbage underneath, which reads "Discount Clothing". Mr. Urbina's staff report recommends approval of the relocation, however, they won't be able to use the same letters because there won't be enough room for a decent border on each side. Commissioner Hanson asked how far the letters will stick out. Jim Engle was present on behalf of the applicant. He stated that he's going to remove the raceway and the letters will stick out about 5" from the wall, which is typical flush mount. Currently, the letters stick out approximately 11"-12" from the wall. He would like to use the existing letters, if possible. Commissioner Van Vliet asked if there are other signs that are at the same height as the proposed location on the tower element. Olive Garden is about the same height. Commissioner Vuksic stated that they probably won't have any success using the same letters. It looks too crowded. Mr. Engle asked if it would be possible to use 18" letters, as opposed to 24". This would give him some space on the right and left side. Commissioner Gregory asked for a minimum relief on each side so that there is no confusion. The Commissioner requested an 8" minimum border on each end. Action: Commissioner Hanson moved, seconded by Commissioner O'Donnell for approval of the revised proposal subject to the sign layout providing a minimum border of 8" on each end and maximum letter height to be 18". Motion carried 7-0. 9. CASE NO.: SA 02-224 APPLICANT (AND ADDRESS� DONCO & SONS, INC., 1410 N. Daly Street, Anaheim, CA 92806 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install two new internally illuminated wall signs. LOCATION: Gerald Ford & Cook Street, Mobil Service Station ZONE: PCD / FCOZ G:Planning\Donna Quaiver\wpdocsWgminWR030114.MIN g � � ARCHITECTURAL REVIEW COMMISSION JANUARY 14, 2003 MINUTES Mr. Bagato stated that the proposed Mobil sign will face Gerald Ford and the car wash sign will face I-10. He was concerned about the location and also the letter size of the Mobil sign being too big. He suggested either using a smaller letter size and keeping it at the same elevation plane or lower the sign location and use the proposed 27" letters. He asked the applicant, Eddie Vidales, if he could use reverse channel lettering. Mr. Vidales stated that he is proposing the standard Mobil sign. There is no other channel lettering on the building. Commissioner Hanson did not want the Mobil sign lowered unless the car wash sign is lowered as well. Mr. Smith stated that they're 200' apart and you wouldn't see both of them at the same time. Mr. Vidales stated that due to the landscaping, he couldn't lower the sign. It was suggested that he reduce the letter size to 21". Mr. Vidales asked the Commission if he could use a raceway for the car wash sign. The Commission agreed that they did not want a raceway. Action: Commissioner Van Vliet moved, seconded by Commissioner O'Donnell for approval subject to the Mobil sign letter size being 21". Motion carried 7-0. 10. CASE NO.: MISC 03-01 APPLICANT (AND ADDRESS� ALVARO & MARCIELA GUTIERREZ, 74-733 Merle Drive, Pa�m Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of carport. LOCATION: 74-733 Merle Drive ZONE: R-1 In study session, the concern was relative to the location at the rear. The reason it's here is because the carport would be 29' from the street. It does meet the required setbacks because they cut off the corner 3' clear to the roof overhang and 5' clear to any post. Staff recommends approval. Commissioner Hanson was concerned that they have a lot of concrete in front of their converted garage and now they're going to add more G:Planning\Donna Quaiver\wpdocsWgminWR030114.MIN 9 � � ARCHITECTURAL REVIEW COMMISSION JAN UARY 14, 2003 MINUTES concrete in front of the carport. If they want the carport, they should take out the concrete in front of the converted garage. It needs to be landscaped or add some kind of decorative treatment to the existing driveway. Commissioner O'Donnell commented that all the Commission has been shown is a simple line sketch. They have no indication of how it's going to be built, what kind of materials are going to be used or what kind of details will be included. If they're going to make an exception to allow a carport closer to the street, they should ask for a little bit more architecture. It needs to have some trim materials in it. He would like to see it come back to staff with some improvements on materials and how it looks aesthetically. There isn't enough information with this proposal. Action: Commissioner Gregory moved, seconded by Commissioner Hanson to continue the request to allow the applicant to provide construction details and remove concrete in front of the converted garage and landscaping added in its place. CASE NO.: PP 02-20 APPLICANT (AND ADDRESS): PREST-VUKSIC ARCHITECTS, 74- 020 Allesandro Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscape design for a two-story 32,910 square foot office/industrial building. LOCATION: Parcels 14 & 15 on Technology Drive near Gerald Ford and Cook Street ZONE: PCD Action: Commissioner Van Vliet moved, seconded by Commissioner Lingle for approval by minute motion. CASE NO.: SA 03-05 APPLICANT (AND ADDRESS� MR. & MRS. MYONG KIM, 73-510 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business signage and awning. LOCATION: 73-510 Highway 111, Club House Liquor & Deli ZONE: C1 Mr. Bagato stated that there are new owners of the former Alkobar at the corner of Highway 111 and San Pablo. The signage is 46 square feet. On the Highway 111 side they're allowed 50 square feet and on San Pablo they're allowed 59 square feet. The signs that are currently on the building would have to come down. They're in violation of the amount of signage in the windows as well. With any approval, those signs wilt have to be removed. Commissioner Hanson asked what the reason is for all the awnings. Mr. Drell asked if there was any discussion with RDA about the Facade Enhancement Program for this building. There was some thought that RDA was going to spend some money on that whole block. Commissioner Hanson stated that awnings are not a good substitution for architecture. She would like to deny the request. Jim Sadler from American Awning was present to answer questions. He commented that he was trying to clean up the roofline and hide the A/C equipment, vents, etc... The shopping center across the street has the same awnings. Adding awnings would be a good way to clean up the building. The company color is yellow so this is why they chose this for the awning. Commissioner O'Donnell stated that the awnings are exceptionally long. When you see that corner you see it all. Could the awnings be broken up into smaller pieces so that there are spaces in between? At the same time, could the storefront be improved at the same? Mr. Drell asked if the applicant was aware of the Facade Enhancement Program. Mr. Sadler stated that the applicant was not aware of this program. Mr. Drell stated that for architecturally deserving designs, the City will pay up to half the cost (up to $35,000). Since this is a more prominent corner and building, the City may consider this. Mr. Drell suggested continuing the request to allow the applicant to meet with Bryce White in the Redevelopment Agency. Commissioner Hanson stated that she would not feel comfortable approving the currently proposed plan with the yellow awnings. Commissioner Vuksic stated that the building is a very clean building, reminiscent of desert modern architecture. It looks like there is a pretty good base to work with. Action: Commissioner O'Donnell moved, seconded by Commissioner Van Vliet to continue the request to allow the applicant to consider the project under the Facade Enhancement Program. Motion carried 7-0. 13. CASE NO.: PP 01-08 APPLICANT (AND ADDRESS): PREST-VUKSIC ARCHITECTS, 74- 020 Allesandro Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscape plans for EI Paseo Square. Motion 6-0-1 with Commissioner Vuksic abstaining. B. Preliminary Plans 1. CASE NO.: PP 01-02 (A) APPLICANT (AND ADDRESS): SANBORN A/E, INC., FOR CANYON NATIONAL BANK, 1227 S. Gene Autry Trail, #C, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised elevation and site plan for a bank and office building. Mr. Smith advised Commission that the previous plans for the two story office building which required a height exception were not approved by the City Council. The applicant has amended the plans to comply with all code provisions. Action: Commissioner Hanson moved, seconded by Commissioner Lingle for approval by minute motion. Motion carried 7-0. 2. CASE NO.: PP 02-21 APPLICANT (AND ADDRESS�: CITY OF PALM DESERT, 73-510 Fred Waring Drive, Palm Desert, CA 92260 CRAIG PEARSON, PEARSON ARCHITECTS, INC., 74-040 Highway 111, Suite 232, Palm Desert, CA 92260 DAVID EVANS & ASSOCIATES, INC., 800 N. Haven Avenue, Suite 300, Ontario, CA 91764 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary plans for a 3.3 acre expansion to the City's corporation yard including a 19,398 square foot structure and ancillary facility yard. LOCATION: 74-075 42"d Avenue ZONE: SI Armando Rodriguez and Craig Pearson were present to answer questions. Mr. Pearson outlined the changes made to the buitding architecture. At the meeting of December 10, 2002, the Commission requested that some architecture be added. He has added a layer of 12" block around the openings creating a shadow line. A modified site plan was requested to move the trucks and machinery away from the residential area. Mr. Rodriguez stated that currently there is a fully functioning yard in place. The goal was to expand into the empty lot thaYs adjacent to it. As the City grows, they would also like to do a second expansion. Mr. Pearson stated that he has eliminated the exposed roof drains. There are no internal roof drains. They had added a grouping of palms along the west side to create a visual buffer against the building. They have also added some trees along the 42nd Avenue side of the property. They have modified the interior per the City's requirements for the plant materials inside the courtyard. The planter has been widened to 8'/Z' . This looks like they've added the trees just to get the project approved. There's no creativity, innovation or anything aestheticalty pleasing about it. Mr. Rodriguez stated that the reason why they don't have any shadowing or recessing that the Commission was requesting is because this is a corp yard and they need efficiency. They're trying to soften the harshness by adding landscaping. Commissioner Hanson stated that the Commission hears the same argument from every person who wants to build an industrial building. The Commission wants architecture and they don't expect any less from a City project. Mr. Rodriguez stated that the Commission wants more architecture and he wants efficiency. Commissioner Hanson commented that he could have both. The plans show six palms, but the building elevations show 20 or 21 palms. It doesn't look like 20-21 palms would fit in this area. The people who will be living in the second story apartments of Hovley Gardens will be looking down on this site and those people matter. Mr. Rodriguez stated that those people know that they're driving through an industrial site to get to their home. Commissioner Hanson stated that the trellis screen element could come out to buffer this area instead of having all plant material. Commissioner Gregory asked the Commission if someone could give Mr. Rodriguez some advice as a means to have them do what needs to be done, which is so simple. Cramming a whole bunch of palm trees into this site is not the goal. The goal is to screen the area and add some interest. Commissioner Van Vliet stated that the Commission had seven requests and they've only done one half of one of the seven items. Commissioner O'Donnell stated that if a developer comes to the Commission they would not allow them to put shade structures right up against the wall. They would have to add landscaping. Commissioner Gregory stated that it wouldn't take that much to make this project work. There are certain things that the Commission is supposed to look for and it doesn't mean giving up that much. Commissioner O'Donnell commented that he's going to vote no on this project for the following reasons. The site plan is not right. The City has a certain responsibility, even more so than a developer, to make certain that whatever they do doesn't impact the residents who are living in the vicinity. It is the responsibility of the developer to mitigate all the problems with the project. The site plan is dictating a lot of the problems. The building is in the wrong location. G:Planning\Donna Quaiver\wpdocsWgminWR030114.MIN 14 � � ARCHITECTURAL REVIEW COMMISSION JANUARY 14, 2003 MINUTES Commissioner Vuksic stated that he doesn't think that the project is that far off. The attempt with some detail on the wall helps it a little bit, however, those elements are weak and need to have a little more punch. The service doors need to be incorporated in with some elements and not just stuck on the wall. Having a row of palms can look very architectural because the building becomes the canvas for the shadows that the trees create. He would like to see a proposed landscape plan for the other side of the wall. He would like to see a sincere effort in creating an interesting composition of forms on the long elevations. The proposed elements look spindly and should be in proportion to the building. The exterior modification includes two tower elements with a small patio area. Commissioner Hanson suggested lowering the right tower element to below the fascia. Mr. Drell suggested dropping one layer of the parapet. Mr. Fisher stated that the equipment is very large and the parapet screens this equipment. Commissioner O'Donnell asked how far back the tall tower goes. Will the depth of the tower pass the face of the building? Mr. Fisher stated that he thinks it's about 7' in depth. Commissioner O'Donnell suggested that the depth of the tower be increased to 10'-12'. Commissioner Vuksic concurred. Commissioner Lopez requested a landscape plan. Mr. Hokanson stated that he has entered an agreement with the City to landscape the entire site incorporating 75% desertscape. Mr. Drell stated that he has requested a sign program from Westfield for the parking structure. Mr. Fisher stated that the exterior will be painted stucco with a dash finish. Commissioner Van Vliet suggested varying the finishes from a smooth finish to a dash finish to get more variation. The reveals should be a minimum of 1". Mr. Hokanson introduced Stephen Hendersen, representing Sears. Mr. Hendersen showed the Commission conceptual plans for revisions to the east Robinson's May building to convert it to a Sears store. The main feature is a trellis on either side of the two south entries. The trellis is similar to that used on the parking structure and the color pallet may also resemble the parking structure. Commissioner O'Donnell likes the idea of shading the south facing entry. In concept it looks good. Commissioner Hanson suggested using split face block for the posts on the trellis structure as it would be more durable. It would also give him the opportunity to add lighting. LOCATION: 34-000 Monterey Avenue (Southeast corner of Monterey Avenue and Dinah Shore) ZONE: PC Martin Alvarez was present as well as Stephen Ibarra, representing Wal*Mart and Sam's Club. Mr. Ibarra stated that he has made the following revisions to Sam's Club. He has broadened the arches and redistributed the arches evenly. He has applied shutters next to the Sam's Club sign and put the roof line back with tile. Commissioner O'Donnell had suggested that some of the pop outs should be 6' and some should be 8'. If the pop outs are substantial enough, they're not going to create a break in the facade. The height of the building is 36' and approximately 500' long. If there's only a 3' or 4' reveal, the proportions won't be there. Mr. Ibarra showed the Comrr�ission the changes made to the plans. Commissioner Hanson made suggestions regarding the shutters. Mr. tbarra stated that he added tile on the arches on the east elevation and brought the tower element out, as well as added shutters. He added molding to the blank wall on the south elevation. He brought the tower element down, made an entrance at the garden center and removed the slogans. Commissioner O'Donnell stated that the Commission had wanted a thicker entrance to the garden center. Commissioner Hanson stated that if they aren't going to provide a thick entrance then they should do something else. Mr. Ibarra stated that he could probably add a thicker entrance. Commissioner Hanson suggested adding two columns. Mr. Ibarra stated that he can't commit to this request. He added tile to the east end of the south elevation and on the west tower. He extended the element over the entrance and added a trellis element over the loading dock. Commissioner Hanson suggested adding arches to the windows under the Wal*Mart sign. Mr. Ibarra stated that he could do this. Tile was added to the corner tower at the south end of the east elevation. Mr. Ibarra showed the Commission plans for the service station for Sam's Club. Commissioner O'Donnell stated that he has some issues with the circulation. Mr. Alvarez stated that they're working on the circulation. The height of the canopy is 15'. Discussion Item 1. Review of Civic Center carport structures located at the north parking lot adjacent to skate park. Martin Alvarez and Frank Urrutia presented plans for phase 2 of the carport structures. The structures have been changed from the previously installed carports to reduce cost. The materials will consist of glue/lam and split face block, which will match the existing carports. The colors will be similar to the existing carports. Two cars will fit between each column. Commissioner Hanson commented that, with no disrespect to the architect, the carports look like a transformer. Commissioner O'Donnell asked if solar collectors are going to be installed. Mr. Alvarez stated that the carports are pre-wired for solar collectors. Commissioner Hanson stated that the structure looks very heavy. Commissioner Vuksic suggested notching the glue/lam to add some relief so that there's space at the top of the glue/lam. Commissioner Van Vliet questioned the durability of exposed glue/lam. Miscellaneous Item 1. CASE NO.: MISC 03-04 APPLICANT (AND ADDRESS�: THE CANYONS AT BIGHORN, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscape plan for Lupine well site. LOCATION: South side of Shadow Mountain Drive opposite Lupine Lane. ZONE: R-3 Mr. Smith presented landscape plans for the Lupine well site at BigHorn for the Commission to review. Commissioner O'Donnell has reviewed the plans in depth. He stated concern that the landscaping has been in progress without any approvals. CVWD sold the site to BigHorn and now it has to conform to residential standards. A 6' wall has been constructed in the front, which may not be set back far enough. Mr. Bagato stated that the plans show the wall 15' from the curb. Commissioner O'Donnell stated that there are new structures on this well site that are metal and are bright (unfinished and unpainted metal). He stated concern that rather than just shielding them with vegetation, they probably need to be painted or muted in some way. There is also a question about the ambient noise level from the site. He needs some kind of guarantee that it's at least no more than it has been in the past. The well site has been abandoned for 15 years. The neighbors in the area are concerned. Mr. Smith stated that as of last Thursday, the City has an ordinance in place requiring a conditional use permit which covers all the issues that Commissioner 0'Donnell spoke of. This property has moved ahead of the ordinance so we had no way of controlling it until last Thursday. Commissioner O'Donnell stated that it is a residential lot and the City should have handled it similarly as any other residential lot. The noise level should be at the residential level, the building structures should be treated like residential structures as opposed to commercial structures. Mr. Bagato stated that a permit was issued for the block wall last week. Commissioner O'Donnell requested that someone go out into the field to make sure that the block wall is within the 15' setback requirement. Commissioner Lopez asked who was going to maintain the site. He was told that BigHorn will maintain the site. He commented that this could be a problem. He had an experience at another site where it was supposed to be maintained by BigHorn and it was full of grass and now they've gone in and weed wacked the site. As nice as the site looks when the landscaping is installed, it doesn't stay that way. Action: Commissioner Lingle moved, seconded by Commissioner Van Vliet for approval of the landscape plan subject to conditions of the Landscape Manager and that staff be directed to contact BigHorn and neighbors to determine what issues need to be addressed.
