four-unit apartment complex.

Action: Commissioner Lopez moved, seconded by Commissioner Van
Vliet for approval by minute motion of architecture only, subject to all
the windows being constructed per the recessed window detail in the
plans. Motion carried 6-0.
4. CASE NO.: SA 04-01
APPLICANT (AND ADDRESS): ELEONORE AUSTERER, 73-660 EI

NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of
awning with business signage on awning.
LOCATION: 73-660 EI Paseo, ELEONORE AUSTERER GALLERY

Commissioner Hanson commented that she wanted to know how the
awning would be supported. Mr. Urbina stated that the awning has an
aluminum frame and the canvas will be beige in color. Ms. Eleonore
Austerer, applicant, stated that the awning will be attached under the
overhang. Commissioner Hanson stated that it's different than the way
that it was drawn. Ms. Austerer stated that there are recessed lights
underneath the overhang. Commissioner Hanson commented that the
awning will cover up about 18" of the glass storefront.
Commissioner Van Vliet asked the height of the glass on the storefront.
Ms. Austerer didn't know what the height of the glass is. Commissioner
Hanson drew a sketch of what the commission expects to see and a
copy was given to the applicant. Commissioner Vuksic commented that
the letters on the awning are 5" tall and may be too small. It was
suggested that she make the letters 8" in height (maximum) leaving a
gap at either end, which can be approved by staff.

Action: Commissioner Hanson moved, seconded by Commissioner
Oppenheim for approval subject to revised drawing submitted to the
applicant and to consider using 8" letters leaving a gap at either end,
which can be approved by staff. Motion carried 6-0.
B. Preliminary Plans
1. CASE NO.: TT 31969
APPLICANT (AND ADDRESS): SOUTHERN SUN CONSTRUCTION
COMPANY, 73-733 Fred Waring Drive, Suite 100, Palm Desert, CA
92260
NATURE OF PROJECT/APPROVAL SOUGHT: Request preliminary
approval of architecture and landscaping for 64 single-family homes.
LOCATION: Northeastern corner of Fairhaven Drive and Parkview
Drive; Paseo Village
ZONE: PR-7
Mr. Drell stated that the proposed project is between Fairhaven Drive
and One Quail Place. This project is zoned at seven units per acre. In
1979, a two-story condo project was approved on this site. More
recently, a three-story senior assisted living center was approved here.
The current project is residential with seven units per acre. The only
difference between this and condos is that these are detached single-
family homes. This project is at the very preliminary stage because full
elevations have not been submitted.
Commissioner Van Vliet asked what the lot sizes are. Mr. Drell stated
that they're about 4,500 square feet. Mr. Paul Patirupananda, project
manager, was present and commented that they have approximately
9.7 acres and they're proposing 64 units. They're trying to create
smaller lots with two-story homes. There will be a landscaped entry
into the project. The homes will range in size from 1,860 - 2,268 square
feet and the area will be gated. They've worked very diligently to try to
bring the architecture forward on the street scene. On Plan 1, they've
pulled the porch forward to bring the architecture out. On Plan 2, they
tried to minimize the garage impact by adding a porte cochere with the
entry door in a porch area. All the homes have two-car garages and
are two stories with tile roofs. Plan 3 has one element that's pulled out

to break up the street scene. The entry door is under a covered porch.
The floor plans have some variety. Plan 1 has two master bedrooms
and Plan 3 has three bedrooms with an office area. Plan 2 has the
option for a third bedroom and the second floor has a small loft.
They're trying to appeal to a larger market profile, possibly for students
or faculty from the nearby college or even small families.
Commissioner Vuksic asked what the fascia is made out of. Mr. Joe
Digrado, senior associate for Danielian Associates, commented that the
fascia is wood with exposed rafter tails. Commissioner Vuksic asked if
there's anything else involved in the S-tiles. He asked about what the
ends look like and would there be any boost in the tile. Mr. Digrado
stated that they weren't planning to do the boost but they could possibly
do it on the Spanish-style home. The tile will be made of concrete, not
clay. The roof colors will vary as well as the texture.
Commissioner Van Vliet asked about the setback requirements. Mr.
Drell stated that the setback requirements will be as approved. They'll
have 5' side yards making a 10' building separation. This is a seven
unit per acre project. Small lot single famity by nature typically has a
smaller front yard so that there's a decent sized rear yard.
Commissioner Van Vliet commented that it looks like they're trying to
put big buildings on small lots and they're very tall at 25' in height.
They're really less than 10' apart with the overhangs being 2' combined.
The Fire Marshall will be consulted. The alternative on this site is
attached condominiums. Commissioner Van Vliet stated that the
footprint for the homes could be smaller. Mr. Digrado stated that
they've tried to address the softness of the front elevations so that
they're not box-on-box.
Commissioner Hanson commented that she's not offended by the street
elevation. Mr. David Morehead, partner, stated that one of the things to
keep in mind is that this project is a buffer between the City's low-
income housing and the apartment buildings. To make it pencil out,
they've played with many variations of size and this is the one that
works. The homes will start at just under $400,000.
Commissioner Vuksic asked about the awnings on Plan 1 on the
second floor. Mr. Digrado stated that they are a louvered shutter that
comes out and will be made of either metal or wood to give it a Tuscan
look. Commissioner Van Vliet asked if he could carry the same theme
around the back and sides of all the homes. They've only done it on
the front at this point. Mr. Drell stated that some of the houses back up
to Park View and are very visible from that street and also from

Fairhaven. Mr. Digrado stated that they can create enhanced
elevations on the homes that are in public view. Commissioner Van
Vliet stated that the elevations on all four sides should look as nice as
the front. Mr. Drell stated that there are a lot of homes that will be seen
on all four sides because of all the corners on the site plan.
Commissioner Vuksic commented that they've done a nice job of
articulating the front elevations and the rear elevations as well. They
didn't render them, but he can see that they've got opportunities for
shadow like they have in the front. He stated that he's a little
concerned about the house with the roof with gable ends. He was
imagining it next to another one with gable ends because they are so
close together. Mr. Digrado commented that the simple gables are
typical of the Tuscan style but he could possibly hip the roofs. Mr. Drell
commented that he would hate for every one to be hipped.
Commissioner Vuksic concurred and stated that all he's asking for is
that when they're laying them out on the site plan, try not to put two of
the gable roofs next to each other. He heard Mr. Digrado say that
where houses are visible from public view on the sides or rear, they'll
go to an extra effort on those houses to enhance these elevations. Mr.
Digrado agreed to enhance the elevations of the homes that are in view
of the public street. Mr. Drell commented that if windows on the side
elevations look out at another residence, those elevations should be
nice.
Commissioner Vuksic asked about the location of the condensing units
for the homes. Mr. Digrado stated that most of the time they put them
in the side yards, but in some cities and especially on this project it
becomes a real problem. Mr. Drell stated that here they won't be able
to put them in the side yards. The Fire Marshal does require a 5' side
yard. Mr. Digrado stated that the condensing units would be put in the
rear yards.
Commissioner Vuksic asked about the enclosure around the spark
arrester. Mr. Digrado stated that they've shown a standard spark
arrester. Commissioner Vuksic stated that they should consider
dressing it up. It doesn't have to be anything elaborate but there should
be some sort of decorative shroud. Mr. Digrado indicated that he can
make that change.
Commissioner Oppenheim commented that the elevations look great
and that there is a market section that doesn't ever seem to be
addressed.

Commissioner Lopez suggested that there could be a stacking problem
at both gate entries. Mr. Drell commented that typically there should be
room for three cars in front of the gate without going out onto the street.
Mr. Patirupananda commented that they have provided 60' at the gates.
Commissioner Lopez stated that they have to have 60' from the call
box, not the gate. He asked the applicant if the landscape maintenance
will be the responsibility of each homeowner or is there a community
landscape agreement. If each homeowner has their own gardener,
there could be a lot of trucks and trailers stacking outside the gates.
Mr. Drell stated that the concern is not necessarily the residents, but
the people who are trying to get access into the community.
Commissioner Lopez stated that there will be a stacking problem and
suggested redesigning the entries.
Commissioner Vuksic offered a word of caution on the color boards.
The white that's shown, which is appropriate for the style of
architecture, is pretty white. White tends to be very white and bright
here in the desert. He suggested testing the color on something and
see if they want to make it a little darker. Commissioner Hanson
suggested using a beige or light cream, which will look white in the
desert sun. Commissioner Vuksic commented that the project looks
nice.
Commissioner Vuksic stated that the commission will need all four
elevations, roof plans, site plan, plotting on the lots, etc... for preliminary
approval. Commissioner Lopez suggested that the applicant think
about locations for monument signs for the project.
Action: Commissioner Vuksic moved, seconded by Commissioner Van
Vliet for conceptual approval of architecture with the understanding that
the side and rear facades in public view will be enhanced. Motion
carried 5-0-1-0 with Commissioner Gregory abstaining.
