III. APPROVAL OF MINUTES: January 13, 2004
Commissioner Van Vliet moved, seconded by Commissioner Lopez to
approve the minutes of January 13, 2004. The motion carried 6-0.

1. CASE NO.: SA 04-04
APPLICANT �AND ADDRESS�: RIOFINE NEON for JIFFY LUBE,
68895 Perez Road, I-18, Cathedral City, CA 92234
NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of
business signage for Jiffy Lube.
LOCATION: 72-499 Fred Waring Drive
ZONE: PC
Mr. Smith stated that the building construction is nearing completion.
Fine Score, representative from Riofine Neon was present and
commented that they're right on for square footage. The channel
letters are 32 square feet. She presented photos of the building for the
commission to review. There's a 6" space on the top and bottom of the
lettering. Commission noted that across Fred Waring Drive are single-
family dwellings on Joshua Road and discussed whether the wall signs
should have through-the-face lighting or be reverse channel (halo lit).
Commissioner Van Vliet stated that the monument sign should come
down in height because it's 7' tall. Ms. Score stated that the foundation
is 12" tall and there's a decorative spacer befinreen the sign cabinet so
that the total, including the foundation, is 7'. Commissioner Gregory
stated that iYs not really a foundation, but more like a pedestal. Ms.
Score showed the commission a photo of the monument sign for the
Jiffy Lube on Washington Avenue. The proposed monument sign
would be the same size. The material face will be stucco to match the
building. Only the letters will light up at night. Commissioner Gregory
suggested that the lettering be reduced so that there's a comfortable
margin all the way around it. Commissioner Hanson suggested
reducing the size of the lettering on the monument sign by 10%-15%
(18") and bring it down so that there's some relief above it.
Action: Commissioner Hanson moved, seconded by Commissioner
Lopez for approval subject to (1) using reverse channel letters on the
wall signs, and (2) reduce the size of the letters on the monument sign
to 18" in height and bring the lettering down 4". Motion carried 5-0-1-0
with Commissioner Gregory abstaining.

APPLICANT (AND ADDRESS): ROYCE INTERNATIONAL
INVESTMENTS CO. for PORTOFINO, 249 Las Entradas Drive, Santa
Barbara, CA 93108
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
recreation and fitness center at Villa Portofino.
LOCATION: Southwest corner of Country Club and Portola Avenue
ZONE: PR-5
Mr. Smith stated that the working drawings were available for the
commission to review. This application was submitted in September of
2000. Michael La Melza, representative for Villa Portofino, was
present. The commission reviewed the plans. A suggestion was made
by Commissioner Hanson to remove the stone from the gable element
and replace it with stucco. The trellis element is fine.
Action: Commissioner Vuksic moved, seconded by Commissioner
Hanson for approval subject to the gable element to the right of the
entry being stucco instead of stone. Motion carried 6-0.
3. CASE NO.: SA 04-06
APPLICANT (AND ADDRESS� BARRY SHERWOOD for THE
BETTER FOOT STORE, 72-180 Park View, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of
existing yellow awnings with signage for the Better Foot Store.
LOCATION: 72-180 Park View
ZONE: C-1
Mr. Smith commented that the applicant would like approval of the
existing yellow awning with signage. The location is on the corner of
Park View and Highway 111. Photos were shown to the commission.
Mr. Urbina stated that he measured the size of the awning which is 11'
wide and 3' high. The awnings are in compliance with the sign

ordinance standards for square footage. The main issue of discussion
is probably going to be color, which is bright yellow. The applicant,
Barry Sherwood, was present. Mr. Sherwood mentioned that he's seen
other bright yellow signs, i.e. the liquor store on San Pablo and
Highway 111. He has tried to contact the awning vendor to ask him
why they didn't get a permit for the awning, but he didn't receive a
return call. He's had corporate identity issues at the site, as well as
recognition issues. The awning has kept his business in the "survival
mode". He's tried to maintain the property as best as he can without
any participation from the land owner or the City of Palm Desert for a
facade enhancement. It's been a difficult corner to manage and he's
trying to bring the standards up a little bit and he's reducing the number
of stickers on the windows.
Commissioner Oppenheim commented that the building is very
residential looking and she'd miss it if there wasn't something that's a
little more aggressive than what we're used to. Mr. Sherwood stated
that it's a sleeper. Commissioner Hanson commented that she's driven
by the site a lot and the awning doesn't offend her.
Action: Commissioner Hanson moved, seconded by Commissioner
Van Vliet for approval. Motion carried 6-0.
4. CASE NO.: MISC 04-02
APPLICANT (AND ADDRESS): HOLT ARCHITECTS, TOM
HOWELL, 41-555 Cook Street, Suite 1-100, Palm Desert, CA 92211
NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of
new landscaping and 6'8" wa�l along Fred Waring Drive.
LOCATION: 43-775 Deep Canyon
ZONE: R-1
Mr. Bagato stated that the proposed fence will be made of split-face
block with wrought iron in front of the Sacred Heart Church. The City
did the road widening in this area, leaving very little space for
landscaping. The plans show the wall being 5' from the curb, but the
City shows an 8' right-of-way. Tom Howell, applicant, stated that there
was some confusion that grew out of the transfer of property at the
south end, which wasn't registered with the assessor. The Public

Works Department felt initially that the sidewalk was where the property
line stopped.
Action: Commissioner Hanson moved, seconded by Commissioner
Lopez for approval subject to approval by the Landscape Manager.
Motion carried 6-0.
B. Preliminary Plans
1. CASE NO.: C 04-01

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of storefront
remodel in conjunction with the City of Palm Desert's Facade

Action: Commissioner Hanson moved, seconded by Commissioner
Vuksic for approval by minute motion subject to the signage being
amended to be more consistent with the architecture (specifically not a
can sign). Motion carried 6-0.
2. CASE NO.: TT 31969
APPLICANT (AND ADDRESS): SOUTHERN SUN CONSTRUCTION

NATURE OF PROJECT/APPROVAL SOUGHT: Request preliminary
approval of architecture and landscaping for 64 single-family homes.

Mr. Smith stated that the applicant would like preliminary approval of
architecture and landscaping for a 64-unit tract on the south side of
Park View and Fairhaven. The ARC reviewed the project two weeks
ago. The commissioners received revised elevations showing the sides
and rear elevations. Mr. Morehead, applicant, was presented and
stated that he has revised single-story elevations. Mr. Smith
commented that there are four lots adjacent to Fairhaven, which require
one-story buildings, per code. Sixty of the units will be two-story and
four units will be one-story homes.
Commissioner Van Vliet asked the architect, Joe Digrado, if they were
only going to enhance the side and rear elevations in units that face the
street. Mr. Digrado stated that they will enhance all of the elevations
with trim, shutters and other elements that are on the front elevations.
The single-story homes will be in the same architectural style as the
two-story units. The rear yards will be approximately 15 feet deep.
Commissioner Lopez commented that he still felt that there were
stacking issues at the entry. Mr. Morehead stated that there was a
mistake on the last site plan. It showed 60' to the gate, when it's
actually 75' to the gate. Commissioner Lopez commented that he's
concerned about the distance to the call box, not to the gate. People
generally wait at the call box and that's where the stacking has to start.
Action: Commissioner Vuksic moved, seconded by Commissioner
Hanson for preliminary approval subject to having the trim details on all
four sides of all homes. Motion carried 5-0-1-0 with Commissioner
Gregory abstaining.
3. CASE NO.: MISC 04-01

remodel and color change to an existing home in the hillside.

Commissioner Hanson stated that the use of the stone is arbitrary and
suggested that he use stone on certain architectural forms.
Commissioner Vuksic stated that the stone should be applied in
appropriate areas. An offset in the wall thaYs not just straight across is
a logical place to stop the stone and it needs to wrap around the corner
and die into something. It shouldn't stop on an edge. It should look like
a form that's built out of stone.
The commissioners were given color samples by the applicant to
review. Commissioner Gregory stated that colors look a lot lighter in
the full sun than on a small chip. The commission agreed that the color
Coyote Paw would be acceptable.
Commissioner Hanson asked the applicant why some of the windows
are so low. Mr. Pardue stated that this is the existing height of the
windows. Commissioner Hanson suggested either raising the windows
or adding clear stories, depending on the ceiling height. It will add light
and increase the value of his property. Mr. Pardue agreed to add a
second set of narrow windows on top of the windows.
Action: Commissioner Hanson moved, seconded by Commissioner
Oppenheim for preliminary approval subject to changing the exterior
paint color to Coyote Paw. Suggestions were also made to use stone
in a massing sense instead of a tack-on and also to add a smaller
window on top of the large window on the north elevation. Motion
carried 6-0.
VI. ADJOURNMENT
