Commissioner Oppenheim moved, seconded by Commissioner Lambell to
approve the minutes of September 13, 2005. The motion carried 4-0-1-2 with

Mr. Smith stated that the preliminary approval included a condition that
stated that the windows had to be recessed. William Sharon, architect,
was present and stated that the panels will be about 8" so he could
push the window back to the rear of the tilt-up panel. There will be
stone detail around the building which will add further relief.
Action: Commissioner Vuksic moved, seconded by Commissioner
Oppenheim for approval, subject to setting the windows back to the
rear of the tilt-up panel. Motion carried 5-0-0-2 with Commissioners
Van Vliet and Gregory absent.
4. CASE NO.: MISC 05-03
APPLICANT (AND ADDRESS): ALLEN BIXEN, 41-865 Boardwalk,

Mr. Smith stated that this item was continued from the September 13,
2005 ARC meeting. Commissioner Vuksic reviewed the plans in depth
and commented that he took a piece of the project and looked at it in

terms of the clarity of the working drawings, the follow-through of the
design and the quality of the details. Page A-8 was marked up by
Commissioner Vuksic, which showed the Highway 111 elevation. He
noted that there were items that were not clear. Details that should be
there because they're important in terms of quality, are not there. This
is a similar scenario as what happened at the Hand Car Wash on
Washington. Their preliminary design drawings were interesting and
got approval, and then a poor set of hand-drawn working drawings
were submitted and this created a building with shoddy construction
because of unclear drawings. It became a huge problem. We need to
make sure that this doesn't happen in this case. There was a benefit of
the doubt given in the design approval of this project, and that should
not be given on the working drawings.
Charlie Martin, architect, was present and stated that they could
continue this item and he would take it back and address the
commission's concerns.
Action: Commissioner Vuksic moved, seconded by Commissioner
Lambell to continue the request to allow the architect to return with
revised plan details. Motion carried 5-0-0-2 with Commissioners Van
Vliet and Gregory absent.
5. CASE NO.: MISC 05-35

NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of
revised gas station canopy design, island building and signage for
Sam's Club /Wal*Mart.
LOCATION: 34-220 Monterey Avenue, Gateway Center
ZONE: P.C.
Mr. Bagato stated that the applicant is not present, but was notified of
the meeting.
Mr. Drell stated that his suggestion was to create a smooth hand-
troweled stucco, radiused-edged canopy with halo-lit letters. Keep it
simple. Commissioner Hanson commented that they don't even need
signage on the canopy. Costco does not have signage on their canopy.
Everybody will know where it is. The cornice and lights look bad. Mr.
Drell agreed and stated that if they actually do want lettering, then they
should be halo-lit. Commissioner Hanson stated that the gas station
should look like the architecture on the main Wal*Mart building. It will
look utilitarian in some ways, but they can do a better job of making it
look like it's supposed to.
Commissioner Vuksic asked if they were using a clay tile roof. Mr.
Bagato stated that the roof the is called out on the plans as barrel
concrete tile. Commissioner Vuksic asked if that's what they're using
on their other buildings. Some concrete roof tiles look really bad.
Commissioner Hanson stated that as long as they're barreled and not
S-tile. Commissioner Vuksic commented that some of them can look
good, but I'm concerned about the concrete roof tile.
Action: Commissioner Hanson moved, seconded by Commissioner
Oppenheim to continue the request with the following suggestions: (1)
use halo-lit lighting, if signage is going to be used, (2) create a low-
profile, hand-troweled stucco finish with radiused corners for the

canopy, and (3) on island building, use similar architectural features as

2. CASE NO.: PP 05-19
APPLICANT (AND ADDRESS): BILL MACMASTER, 21542 Surveyor
Circle, Huntington Beach, CA 92646
NATURE OF PROJECT/APPROVAL SOUGHT: Request preliminary
approval of elevations for (2) concrete tilt-up industrial buildings.
LOCATION: Spyder Circle; south of Dinah Shore (Gateway Industrial
Park)
ZONE: SI
Mr. Urbina commented that these are two adjacent industrial lots on
Spyder Circle. There will be two separate buildings that will look like
one building. They each have their own separate entrance and their
own parking lot. It's a concrete tilt-up building and is within the 30'
height limit for the service industrial zone. Color elevations were shown
to the commission. The windows are recessed.
Commissioner Lopez stated that if you removed the trees from the west
elevation, it would look like more of the same thing. Commissioner
Hanson stated that there's only a 5' setback on this elevation so there
isn't enough room for trees. Mr. Urbina stated that the west side faces
a multiple family residential site, but we don't have any plans for it yet.
Commissioner Vuksic stated that the north elevation has a flat wall
with some roll-up doors in it. There's a man door and two roll-up doors.
Randall Jepson, architect, was present and stated that they have two
individual industrial buildings proposed with the intent that they would
have two points of entry into each building. The overhead doors are
setback significantly from the street and there will be a significant
amount of landscaping along the property line. We're certainly willing
to work with the commission on the colors and textures of the materials.
It's the intent with the proximity to the Home Depot Center and some of
the home improvement activities going on across Monterey, that their
marketing would be directed toward boutique-type retailers such as
custom window businesses or tile businesses. This is an industrial
building, but we see an opportunity to add a little more flash than we
normally would for an entry.

Commissioner Vuksic asked about what was happening with the
parapets on the sides. Mr. Jepson stated that it would return a couple
of feet beyond the parapet so that it would look like an element. My
primary concern is to screen the mechanical equipment in that area.
Commissioner Hanson commented that there's only a 1'6" pop-out, as
opposed to two feet. Mr. Jepson stated that it's 1'6" plus 1'6" to the
glass so there's a three foot offset to the glass and 1'6" on the surface.
Commissioner Vuksic asked if they were relying on the taller elements
to screen their equipment. Mr. Jepson stated that they're anticipating
their air conditioning units to be 4'6" in height on top of a curb and they
have adequate parapet to screen the equipment. Commissioner
Vuksic asked if the equipment would be visible anywhere and asked if it
was screened all the way around. Mr. Jepson commented that they
anticipated having all the air conditioning equipment being located in
the front quadrant on the west side. They'll be totally contained within
the parapets. The last thing that we want to do is look at any
equipment on the roof.
Commissioner Vuksic asked about the type of material on the
cantilevered balconies. Mr. Jepson stated that this is a steel canopy
element that projects out and not a balcony. Commissioner Vuksic
asked about the header details. Mr. Jepson stated that if you look at a
section it shows that the header is recessed 4"-6" to provide a shadow
line and add an accent color. Commissioner Vuksic asked about the
exterior lighting. Mr. Jepson stated that they're going to use decorative
architectural lighting sconces made of aluminum to match the framing.
Commissioner Vuksic asked that the light fixtures be submitted for
review. He asked if they were going to use wall packs. Mr. Jepson
stated that it would depend on the photometrics. It's our preference not
to use wall packs.
Commissioner Hanson asked about how the west elevation should be
treated because it's up against a residential area and there's only a five
foot setback. Mr. Smith stated that we're limited in the amount of
treatment that you can apply on that side. Currently, the property is
zoned service industrial, however, the general plan has it as residential
which is its likely future use. Mr. Jepson stated that they anticipated
having a block wall between the two properties. Commissioner Vuksic
stated that you really couldn't plant trees there because it's such a
small space. Mr. Jepson stated that there could be some other type of
landscape material there.

Commissioner Vuksic stated that he's okay with the simplicity of the
elevations, but not okay with the fact that there's no significant attempt
at architectural detail on them. I look at the west elevation with the roll-
up doors on a flat elevation. The doors look like they are just placed in
there strictly based on a floor plan with no consideration of some sense
of geometry, proportion or design details on the elevation. There are
two doors that are hitting differently within their panels. There is a man
door that's arbitrarily placed, at least from a proportion stand point,
between the roll-up doors. It looks extremely utilitarian. Is there any
way you can take those blank walls up a notch, balance them a little
more architecturally and possibly add some designs in the concrete?
Do something that would be easier on the eyes. Mr. Jepson
commented that he could recess the doors and make them more
symmetrical. Commissioner Vuksic stated that he's not asking for
symmetry, but would prefer a pattern. Mr. Jepson stated that he would
like to go back and make modifications to the plan. Commissioner
Vuksic stated that where they show transitions in the parapet heights,
we've been returning them two-thirds of the width of the element. If the
parapet is 15' wide, the return would be 10'. Mr. Urbina stated that the
returns should be reflected on the revised roof plan.
Action: Commissioner Hanson moved, seconded by Commissioner
Vuksic to continue the request to allow the architect to return with
revised elevations. Motion carried 5-0-0-2 with Commissioners Van
Vliet and Gregory absent.
3. CASE NO.: PP 05-21
APPLICANT (AND ADDRESS): HSA DESIGN GROUP, 42-575
Melanie Place, Suite S, Palm Desert, CA 92211
NATURE OF PROJECT/APPROVAL SOUGHT: Request approval for
construction of a one and two-story 17,157 square foot commercial
office building.
LOCATION: 42-635 Melanie Place
ZONE: SI
Mr. Smith stated that the location of the proposed building is on the
northwest corner of Melanie Place and Sheryl. Chris McFadden,
architect, was present and stated that there is a 14' grade change on

the site. The building is two-stories on one side and single-story on the
other side. The materials will be split-face block in a wheat color, which
is broken up with horizontal banding with a 30:30 sand finish. Some of
the wall base has been thickened so the walls aren't too continuous.
Commissioner Vuksic asked if the roof-mounted equipment will be
below the parapet. Mr. McFadden stated that the equipment will be in
a 4'/2' hole with the roof access on the inside of the building.
Perforated metal will be used as in-fill on the handrail.
Mr. Urbina stated that there will also be metal carports over 43 of the
69 spaces.
Action: Commissioner Hanson moved, seconded by Commissioner
Vuksic for preliminary approval, subject to comments by the Landscape
Manager. Motion carried 5-0-0-2 with Commissioners Van Vliet and
Gregory absent.
