CASE NO: SA 06-120 APPLICANT (AND ADDRESS): IMAGE NATIONAL, INC., 444 E. Amity Road, Boise, ID 83716 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of signage for CVS Pharmacy. LOCATION: 42-155 Washington ZONE: PC-2 Action: It was moved by Commissioner Hanson, seconded by Commissioner Lambell, to grant approval by minute motion. Motion carried 5-0-0-2, with Commissioners Lopez and Vuksic absent. 2. CASE NO: RV 06-05 APPLICANT (AND ADDRESS): THOMAS HARNE, 74-603 Leslie Avenue, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Requesting approval to allow the parking of a recreational vehicle/motor-home in the front yard of an existing single family home. LOCATION: 74-603 Leslie Avenue ZONE: R-1 Mr. Stendell presented photos detailing the location of a boat and flatbed trailer parked in the applicant's driveway. This was noticed to the neighbors and he asked if anyone was here to speak. He felt it was pretty low because the boat was only four (4) feet high with a lot of dense landscaping that screens the vehicles. Mr. Stendell suggested increasing the landscaping on the western side of the property to give the same effect. Mr. Drell stated that the City defines boats and utility trailers as something that has to be screened. Commissioner Hanson asked if the applicant would be willing to plant some shrubbery in the rock portion; something applicable to the existing landscaping. The applicant, Mr. Harne stated that he would be willing to do that. Commissioner Lambell stated that they usually don't rely on landscaping to solve the problem, but in this case a structure would be more intrusive and agreed with Commissioner Hanson. Action: It was moved by Commissioner Hanson, seconded by Commissioner Lambell, to grant approval subject to additional landscaping applicable to existing landscape and approved by staff. Motion carried 5-0-0-2, with Commissioners Lopez and Vuksic absent. 3. CASE NO: SA 06-182 APPLICANT (AND ADDRESS): BEST SIGNS, INC., 1550 Gene Autry Trail, Palm Springs, CA 92264. CASE NO: TT 34055 APPLICANT (AND ADDRESS): HOVER DEVELOPMENT CO. INC., 3 San Joaquin Plaza Ste 215, Newport Beach, CA 92660. NATURE OF PROJECT/APPROVAL SOUGHT: Requesting final approval of perimeter block walls for University Village. LOCATION: Gerald Ford and Portola ZONE: PR Mr. Mark Smith, representative stated that the master plan was reviewed and approved by City Council in May 2006. The Community Facilities District (CFD) was approved and would be funding improvements by adding two (2) lanes on Gerald Ford, one (1) on Cook, a little modification on Frank Sinatra and a couple of lanes on Portola. The CFD would also be putting in all the infrastructure of the streets for better water, sewer and storm. He stated that when they were building the streets, there were significant slopes on two parcels. They had originally graded for a 2:1 slope and about 25 to 30 feet in vertical height, however while working with the Planning and Landscaping Departments they determined that a 2:1 slope would not work on a 30-foot tall slope. They got it down to a 3:1 slope, but in order to do that they had to add two (2) retaining walls. One (1) wall is four (4) feet back of right-of-way with a four (4) foot maximum height. At the very top of the slope there would be another retaining wall that would act as a low perimeter wall with wrought iron on top. The upper wall from the street to curb is about 75 feet away and is 25 to 27 feet maximum in height. Mr. Drell stated that it would be a six (6) foot block wall with a four (4) foot rail on top and the columns would be flush with the outside. Commissioner Hanson asked Ms. Diane Hollinger, Landscape Specialist if the landscaping was sparse. Ms. Hollinger stated that she didn't think so, but nothing had been approved as of yet. Mr. Drell thought there should be special emphasis on landscaping to soften this wall. Preliminary Plans 1 CASE NO: MISC 06-45 APPLICANT (AND ADDRESS): WEA PALM DESERT, LP MICHAEL TURNER, C/O WESTFIELD, LLC, 11601 Wilshire Blvd Ste 1100, Los Angeles, CA 90025. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of an exterior remodel, Westfield Corporation. LOCATION: 72-810 Highway 111 ZONE: PC-3 Mr. Michael Turner, Westfield representative stated that they were looking forward to the opportunities created by these changes within the next five (5) to ten years with Federated and Robinson's- May merging and the pending arrival of Nordstrom 's. He indicated that the upper level was an opportunity to create an opening into the mall that would basically be the Nordstrom's statement on Highway 111. He stated that there were four (4) design refinements that were not reflected in the drawings and wanted to make sure that the Commission was aware of those changes. Ms. Maggie Ross, Architect introduced the four (4) refinements to the project. The first refinement was the finish material and articulation of the component they were calling the cabana; a central meeting place with outdoor seating. They would refine the material pallet and the architecture by creating a heavy frame with a sandstone base at the columns, and the side panels would be a translucent wire fabric awning material. There would be more articulation in the joints and the stone coursing. The second refinement was the landscape plan. They have been working with staff to create a sense of arrival and provide some sense of enclosure or completion to the outdoor plaza at the drop- off area. Their landscape architect was currently trying to enhance that further and was recommending that they create an even denser planting with more levels of planting to further create that feeling of completion of the outdoor plaza space. They were also recommending that the islands have Date Palms along with a Palo Verde tree. The third refinement was the design of the lantern. The lantern piece would be further in the back and below the Westfield sign. This piece was currently under development and the direction at this point would be to use a translucent panel with a glowing yellow color that would have a presence at daytime and nighttime. The fourth refinement was the water feature. They are currently reviewing a series of options with a water pitcher consultant. It would be similar to what was shown although it wouldn't be free- failing rain. It would be on some kind of conducting system of either glass or bronze beads, some type of vertical feature that would be conducting it to a seat bench piece. Because they would be over the department store having a raised water receptacle was better. Action: It was moved by Commissioner Hanson, seconded by Commissioner Lambell, to grant preliminary approval subject to review of landscaping plans by the Landscape Manager. Motion carried 5-0-0-2, with Commissioners Lopez and Vuksic absent. GAPlanning\Janine Judy\Word Res\ARC Minutes\20MAR061212.min.DOC Page 6 of 14 ARCHITECTURAL REVIEW COMMISSION `400' MINUTES December 12, 2006 2 CASE NO: C/Z 06-06 / PP 06-14 APPLICANT (AND ADDRESS): OLEN PROPERTIES CORP/DALE LYON, 7 Corporate Plaza, Newport Beach, CA 92660. NATURE OF PROJECT/APPROVAL SOUGHT: Request preliminary approval architecture for a 748 unit apartment project; Palm Hills Apartments. LOCATION: 35-250 Dinah Shore ZONE: S.I. Mr. Bagato stated that this project was continued from the previous meeting to address vertical concerns, changes to the clubhouse and incorporating tile roofing. After his review of the elevations, Mr. Bagato discussed his concerns with the Commission. Mr. Sun Kim, Humphrey's and Partners Architects stated that the major comment from the last meeting was some conflict between the building types because it wasn't traditional or contemporary. They have taken the direction towards more traditional which would blend with the clubhouse design. They re-proportioned and simplified the Type A building because of a lot of miscellaneous details that didn't blend with this style of architecture. Their focus was to simplify and to match their clubhouse design. They incorporated a mansard roof and around the building edges they created ins and outs with a different detail on the roof to maintain the integrity of the architecture. Likewise on the Type B and C Building. They felt confident and comfortable that they achieved their goals in bringing the whole project together as one coherent development. As recommended by the Commission, Mr. Kim provided a quick study of the mechanical equipment. The Commission reviewed the diagrams and discussed the issue of the views from the third floor. They stated that any parapet heights should be equal to or higher than the equipment to conceal it completely. She stated that it was on the verge of desert contemporary, however with the tile roof they still didn't know what style they wanted it to be. If they were going to use a tile roof, it should look like it's supposed to be a the roof and stated that she preferred the flat or metal the verses the barrel tile. Commissioner Hanson commented on the windows. She stated that by breaking up all the little windows on all the buildings it would help with the massing. She also felt the windows should be interspersed a little bit more throughout the other buildings. Commissioner Lambell asked if one particular area at the top popped out because it didn't appear finished. Mr. Kim stated that it did pop out. Mr. Drell asked if the cornice should be bigger because it appeared to be too skinny. The Commission recommended more of a cap. The Commission reviewed and discussed the recess on the windows and Mr. Kim described the design. Commissioner Hanson discussed the recessed windows and recommended recessing them as much as possible. She stated that they needed to put in a 2 x 4 nail fin and move it back. Mr. Kim stated that they were doing 2 x 6 framing, but 2 x 4 for the windows to create that two (2) inch recess and asked how they would nail on the flange. Commissioner Van Vliet recommended a block frame as opposed to a nail-on flange. Mr. Kim stated that they would look at those details more closely. Commissioner Hanson stated that the windows have to recess in; otherwise they wouldn't get any of the shadowing effect that is shown on the plans. Commissioner Hanson felt that the building could be an effective style of building, but it would be in the detail that matters. If price is an issue, then maybe simplification of style is better as opposed to having all the details. They discussed the fascia and stated that a one by fascia would not work here in the desert because the weather would eat it up and destroy it. She suggested they provide more information as to how they would handle that. Mr. Bagato stated that he had emailed the PDF copies to Commissioner Vuksic and he was concerned about the detailing and some of the massing of the building. Mr. Kim asked the Commission for more refined comments in terms of architecture. Mr. Drell stated for example, the most significant detail were the windows. In the drawings they look like wood windows, however they are metal with what appears to have a wood trim; and actually the trim is plaster foam with paint on it. This is not what this design requires the look to be. Commissioner Hanson stated that this had a prairie style feel to it and even if it were not wood it would be stone or cast stone. If that were the detail, it would be beautiful and very effective. If it is just going to be foam with plaster over it and paint on it, it's not going to look as good as if you literally took that detail off and just made it a simple opening. Again it is your choice of what you are doing with this that will make a difference. Commissioner Hanson asked Mr. Kim to create a list of details and submit to staff for review prior to working drawings. She informed him that he was closer, but it needed that next level and it would be the choices of the details that will matter; keeping in mind that the Commission wants all the windows recessed as much as possible. Mr. Drell stated the same thing with the cornices and the horizontal bands; they read like a different material in the picture. Action: It was moved by Commissioner Hanson, seconded by Commissioner Lambell, to grant preliminary approval subject to: 1) parapet heights equal to or higher than roof mounted equipment; 2) increase recess windows as much as possible; and, 3) provide a packet of details that correlate with the elevations for staff review prior to working drawings. Motion carried 4-0-1-2, with Commissioner Gregory abstaining and Commissioners Lopez and Vuksic absent. CASE NO: C 06-15 APPLICANT (AND ADDRESS): RJ VENTURES, LLC., 1801 Avenue of the Stars, Suite 920, Los Angeles, CA 90067 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of construction for a Kohl's Department Store. LOCATION: 34-940 Monterey Avenue ZONE: PC-3 Mr. Bagato stated that the architect had redesigned the front and the overall storefront looked much better. He thought the stone under the archways should be a different color or done differently and felt that was the only aspect on the front that should be addressed further. The rear elevation facing residential, needs a little more work or a color change. He suggested introducing different colors and not continuing the score line. Mr. Drell suggested a different color under the arch to make it look like you would be looking at something different, not just the same wall. Mr. David Devos, Director of Architecture for Kohl's, stated that adhering to comments made at the last meeting he wanted to present another elevation. After review, the Commission stated that they did not like this new elevation. They informed Mr. Devos that even though the front fagade remained the same, they thought the first one presented was very effective in breaking up the entire elevation. At the pedestrian level you would experience it as if the two entrances were the same. From a far away perspective where a lot of people would experience this building, it would feel like this huge mass was completely broken up. Mr. Devos stated that the information he received from the Commission was that they didn't want two (2) equal entrances, so they tired converting the larger area into one mass so that it reads as a single mass. Mr. Drell stated that it was not an interesting mass and as a solution to the identical entrances, the first one submitted was the best solution. Mr. Vasilis Papadatos, AIA asked if they wanted a new elevation. Mr. Drell stated that behind the arches they needed to break the illusion that it's just a blank wall. He suggested something unique to the space not just the repetition of the wall behind it. Commissioner Hanson stated that the loading dock area facing residential was very plain compared to Ashley's. Mr. Devos stated they could make it read as one building by continuing the color pallet so they would see a lot more consistency. Mr. Drell also suggested emphasizing a contrasting cornice. They discussed the scoring pattern on the wall and suggested a contrasting color and the addition of medallions. Mr. Drell recommended they coordinate with the Ashley's color pallet. Commission reviewed and discussed the lighting for the loading dock area. Mr. Drell suggested putting the lights in tile medallions so the light becomes a detail to break up the blankness. Mr. Devos asked if six (6) arches were too much and thought five (5) might be better. Commissioner Hanson suggested cutting the arches down to four (4) or five (5) and making the two ends longer. Mr. Devos discussed the drop in the roofline along the front elevation and asked the Commission if they wanted that detail extended. Mr. Drell stated that if this were a flat element it would negate Ashley's tower, the drop enhances the roofline. The Commission liked the stepping because it created more interest. Mr. Devos suggested medallions on the upper one and pulling the roof over 1/3:2/3 instead of a split down the middle. The Commission agreed. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Hanson, to grant preliminary approval subject to: 1) material, color or pattern change under front and back arches; 2) compliment Ashley's color pallet; and, 3) add medallions on upper piece to balance out entire elevation. Motion carried 5-0-0-2, with Commissioners Lopez and Vuksic absent. They felt that while the building consists of several stories, the massing of the building was handled very well and had a nice feel to it. Action: It was moved by Commissioner Hansen, seconded by Commissioner Lambell, to grant approval by minute motion.
