LOCATION: 75-178 Gerald Ford Drive ZONE: PCD Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lambell, granting final approval of Case No. PP 04-35. Motion carried 6-0 with Commissioner Hanson absent. 2. CASE NO.: MISC 06-20 APPLICANT (AND ADDRESS): TOM RICE III, 46-149 Highway 74, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Request approval to allow a new 5'6" high block wall 10' from the curb, replacing an existing wood fence. LOCATION: 44-701 San Jose ZONE: R-1 Mr. Bagato noted that the applicant was not present for the meeting. He stated that the request was for approval to replace an existing 5-foot high wood fence 7 feet from the curb with a new 5 foot 6 inch high stucco wall 10 feet from the curb. The code requires a new 5 feet 6 inch high wall to be located 20 feet from the curb. The Commission didn't see the need for the reduced setback requested by the applicant. The Commission requested a continuance to allow the applicant to be present to answer questions. CASE NO.: SA 06-80 APPLICANT (AND ADDRESS): CALIFORNIA NEON PRODUCTS, 4530 Mission Gorge Place, San Diego, CA 92120 NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of signage for the Del Taco restaurant building at Desert Gateway Shopping Center. LOCATION: 34-540 Monterey Avenue ZONE: PC Mr. Bagato presented the proposed sign application to the Commission stating that the signage would be consistent with other signs that have been approved in the Desert Gateway Shopping Center, except for the proposed red LED lighting around the building. Mr. Bagato said that the red LED lighting was not part of the approved design guidelines and believed that the building and monument signage was adequate without the LED lighting. Ms. Christina Gibson, the representative, stated that the red LED lighting was a standard request for Del Taco and part of the corporate logo. She also stated that Del Taco would accept the Commission's action, with or without the LED lighting. Commissioner Van Vliet, Commissioner Gregory and Commissioner Lambell agreed with staff and were not in favor of the LED lighting. CASE NO.: SA 06-79 APPLICANT (AND ADDRESS): JIM ENGLE JR. for IMPERIAL SIGN CO., 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of business signage for the Spine & Sport Clinic. LOCATION: 72-405 Parkview Drive ZONE: PC Mr. Bagato presented the plans and stated that the 3-foot sign would be placed in a 4-foot area, leaving a 6-inch space at the top and bottom of the wall area. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Van Vliet, approving the sign as submitted. Motion carried 6-0 with Commissioner Hanson absent. 5. CASE NO.: MISC 06-21 AND VAR 06-04 APPLICANT (AND ADDRESS): ANNE SALERNO, 74-251 De Anza Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of a 6' high block wall with a 10' setback and review of a new two- car carport. LOCATION: 74-251 De Anza Way ZONE: R-1 4 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE13, 2006 Mr. Urbina presented the cases. He explained that the applicant was requesting approval to construct a 6-foot high block wall with stucco finish, decorative wood pedestrian door and a 6-foot high sliding wrought iron gate at the front property line, which is located 10 feet from the street curb face. The zoning ordinance requires a 20-foot setback. The purpose of the wall and gate is to provide security and reduce noise impacts from traffic on De Anza Way. The variance would allow construction of a two-car carport with a reduction in the combined side yards from 20 to 10 feet. The carport would have a 5-foot side yard setback. The home does not have any covered parking and was built in the 1960's on an irregularly-shaped lot that does not meet the minimum lot width and size of the R-1-13,000 zone. The applicant, Anne Salerno, stated she wanted the 6-foot high wall for security and to reduce noise from increased traffic on De Anza Way. Upon questioning by Mr. Drell, Mr. Urbina replied that notices had not been mailed to adjacent property owners informing them that the Architectural Review Commission would be considering the applicant's request for an exception to allow a setback reduction for the proposed 6- foot wall. Commissioner Vuksic suggested reducing the wall height to 5 feet or berming up the lot grade in front of the wall so that the wall would appear to be 5 feet in height. Additional design articulation was also suggested for the wall to enhance its appearance. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lambell, to continue the matter to June 27, 2006 to allow the applicant to make the suggested changes to the project and staff to notify adjacent property owners. LOCATION: 43-775 Deep Canyon ZONE: R-1 The Commission reviewed the plans and elevations and found them to be acceptable. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lambell, granting final approval of Case No. CUP 04-03. Motion carried 6- 0 with Commissioner Hanson absent. 9. CASE NO.: C 06-06 APPLICANT (AND ADDRESS): EL PASEO COLLECTION NORTH, 73-061 El Paseo, #200, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of remodel of exterior store front. LOCATION: 73-080 El Paseo, Suites 3 & 4 ZONE: C-1 Mr. Smith outlined the proposed remodel plans and noted that in the near future Ralph Lauren would be presenting a detailed store front proposal. This plan will establish the perimeter treatment. Commissioner Vuksic suggested that the roof element needed to extend further back on the roof so as not to look like a stage set. Mr. David Fletcher and architect Mr. Steve Lovell (from the architectural firm of Field Taoli) were present and concurred with the suggested modification. 7 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE13, 2006 Action: It was moved by Commissioner Vuksic, seconded by Commissioner Oppenheim, approving the request subject to the roof element extending back on the roof for a distance equal to two-thirds of its width. Motion carried 6-0 with Commissioner Hanson absent. 10. CASE NO.: SA 06-84 APPLICANT (AND ADDRESS): SIGN*A*RAMA, 41-945 Boardwalk, Suite L, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Request approval of two monument signs for Pres/Monterey 10 Business Centre. LOCATION: 73-605 Dinah Shore Drive ZONE: SI Commission reviewed the plans submitted by the applicant and were found to be acceptable. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lambell, approving Case No. SA 06-84. Motion carried 6-0 with Commissioner Hanson absent. 11. CASE NO.: TT 31071 APPLICANT (AND ADDRESS): RILINGTON COMMUNITIES, 30- 885 Date Palm Drive, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised perimeter walls for a 159-lot single family subdivision. Dolce LOCATION: 35-758 Gateway Drive ZONE: PR-5 8 vr' *rr0, MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE13, 2006 Mr. Bagato indicated that this matter was continued from the previous meeting. He explained that the Commission requested that the applicant look into designing the wall with offsets to vary the wall from the curb. Mr. Bagato stated that the final map had been recorded and if the wall was designed with offsets, the wall would encroach into a Southern California Edison 30' easement and property lines would extend outside the wall. The wall as designed would be 42 feet from Gerald ford with a meandering sidewalk. The applicant requested approval of the wall with a- foot columns every 200 feet. Mr. Bagato also noted that an adjacent residential project (Ponderosa Homes) would have a perimeter wall along Gerald Ford that would tie into the proposed wall. He presented the material and color samples of the walls and columns for both projects. The Commission believed that the colors were too similar and stated that the walls needed to be identical or a different color. The Commission liked the 3-foot columns, but reduced the distance between columns from 200 feet to 100 feet. The Commission also stated that Ponderosa Homes should use a darker brown color for their perimeter block walls. Action: It was moved by Commissioner Lambell, seconded by Commissioner Vuksic, approving the proposed wall with 3-foot pilasters 100 feet on center on the wall. Motion carried 6-0 with Commissioner Hanson absent. B. Preliminary Plans 1. CASE NO.: TPM 34437 AND CUP 06-03 APPLICANT (AND ADDRESS): GERALD FORD BUSINESS PARK, LLC., 74-399 Highway 111, Suite M, Palm Desert, CA 92236 NATURE OF PROJECT/APPROVAL SOUGHT: Request for preliminary approval of the revised north elevation of the parking structure. LOCATION: 75-300 Gerald Ford Drive ZONE: SI 9 • '�" wr/ MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE13, 2006 Mr. Urbina stated that the applicant submitted a revised north elevation for the parking structure that showed greater design articulation as the Architectural Review Commission previously requested. Mr. Norman Barrett of Smith Consulting Architects described the changes to the north elevation of the two-level parking structure. The revised north elevation showed two paint colors, beige and light brown, whereas the previous elevation had only a beige color. On the revised elevation, seven sections of concrete walls were "popped-out" 16 inches to create off-sets in the north elevation wall. These seven sections of wall were painted a light brown color to contrast with the beige color of the parking structure's other wall sections. Additionally, these seven brown wall were raised 18 inches above the 20-foot height of the beige wall sections. Commissioner Vuksic suggested adding a third color to the parking structure's north elevation and raising some of the pop-out wall sections by more than the proposed 18 inches. Although he would like to have seen the pop-out depths of these wall sections increased to 24 inches, Commissioner Vuksic stated that the proposed 16-inch pop-out depth would be acceptable. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lambell, granting preliminary approval of the parking structure's revised north elevation subject to some pop-out elements being increased in height an additional 18 inches and that a third color be added. Motion carried 6-0 with Commissioner Hansen absent. 2. CASE NO.: PP 06-04 APPLICANT (AND ADDRESS): SIPOVAC CONSTRUCTION, INC., 72-651 Theodora Lane, Palm Desert, 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a five-unit residential project. LOCATION: 74-360 Magnesia Falls Drive ZONE: PR-7 10 rri/ MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE13, 2006 Mr. Smith outlined the proposed addition of five units to the 44-unit Village Park complex. He stated that the project needed a change of zone to increase the density from seven to eight units per acre. The project was a two-story, 24-foot high desert contemporary architectural style. The three westerly units connect to the existing units to the west and take their access from the north. The easterly two (2) units would share a new driveway access from Magnesia Falls Drive. Commission reviewed the plans and liked the architectural concept, but felt that the plans needed to show additional detail to be complete. Commission requested railing and wall thickness details, as well as a material sample board to show the project colors. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lopez, continuing Case No. PP 06-04 to allow the applicant to provide the requested materials. Motion carried 6-0 with Commissioner Hanson absent. 3. CASE NO.: PP 05-26 APPLICANT (AND ADDRESS): ELLIOT LANDER, 16 Villaggio Place, Rancho Mirage, CA 92270 HOLT ARCHITECTS, 70-225 Highway 111, Suite B, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Request for preliminary approval of revised elevations for a new two-story office building totaling 86,000 square feet with a two-level parking structure. LOCATION: 73-650 Dinah Shore ZONE: SI Mr. Urbina presented the revised building elevations that were prepared by the new architect, Tim Holt of Holt Architecture. All windows would have a vaulted standing seam metal roof shade canopy. The lower half of support columns at building entrances would have cultured stone veneer with ledgestone. The revised elevations showed decorative metal grille frames between the first and second floors. Most of the building had 11 W MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE13, 2006 heights ranging from 29 feet to 30 feet. The height limit in the SI zone is 30 feet and the applicant was requesting a height exception to allow some parts of the building to exceed 30 feet up to a maximum height of 38'-10" for the clerestory architectural element in the middle of the building with vaulted standing metal seam roof. Roof-mounted mechanical equipment would be screened by metal louvered screen walls at a height of 33'-0". Mr. Holt stated that on the revised site plan all of the off-street parking had been moved to the rear of the site. The building's main entrance had also been moved to the rear (north) elevation. A garden was created in the front of the building. The building's revised front elevation incorporated several off-sets and metal shade canopies over the windows improving the building's appearance from Dinah Shore Drive. Exterior building walls would consist of tilt-up concrete panels painted in five shades of colors ranging from beige to rust brown. Metal architectural elements on exterior walls such as steel beam trellises, steel vault beams, decorative metal grille frames, and screen walls for roof-mounted mechanical equipment would be painted in four shades of green, ranging from light green to dark green. Mr. Holt stated that there would not be any signs on the two-level parking structure. Members of the Commission stated that the revised building elevations were a substantial improvement over the previous elevations they reviewed. Action: It was moved by Commissioner Lambell, seconded by Commissioner Oppenheim, granting preliminary approval of revised plans for Case No. PP 05-2. Motion carried 5-0-1-1 with Commissioner Vuksic abstaining and Commissioner Hanson absent. C. Miscellaneous Items 1. CASE NO.: MISC 06-22 APPLICANT (AND ADDRESS): MR. & MRS. DEAN SCHUMAN, 72-775 Beavertail, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval of an 18' high tower element as part of a remodel of a single-family residence. Commissioner Vuksic felt that the tower element needed to be wider to be better proportioned. Mr. Dean Schuman was present and agreed to the suggested change. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Van Vliet, approving the request, subject to widening the tower by one foot on each side. Motion carried 6-0 with Commissioner Hanson absent. 2. CASE NO.: RV 06-03 APPLICANT (AND ADDRESS): PHILLIP JESS GUADAN, JR., 44-841 Santa Ynez Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Request approval to park and store and RV in the front driveway of a single-family residence. LOCATION: 44-841 Santa Ynez Avenue ZONE: R-1 Mr. Bagato presented photos of the proposed RV and stated that the applicant has a unique property where the home is 123 feet from the property line. Currently, there were two recreational vehicles in the driveway, however, the applicant sold one of them and it would be removed from the property. The adjacent properties' homes were closer to the street and screened the RV from the sides of the property. The only time the RV was visible is when someone drives in front of the RV. The applicant proposed an 8-foot high redwood cedar fence with landscaping along the side of the vehicle and a 12-foot long redwood cedar gate in front of the RV. Commissioner Gregory stated that this was one of the rare cases where the RV is so far from the street that it could be approved. He recommended that the applicant install landscaping hedges to screen the vehicle, not the wood fence or gate. If the hedges extend 20 feet beyond the front of the RV, the vehicle would be screened. 13 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE13, 2006 Action: It was moved by Commissioner Gregory, seconded by Commissioner Lopez, approving the request, subject to staff approval of a landscape plan that screens the side of the RV and extends 20 feet in front of the RV. Motion carried 6-0 with Commissioner Hanson absent. Staff requested that an additional item be added to the Agenda. Commission concurred and it was moved by Chairman Gregory, seconded by Commissioner Van Wet, adding Case No. PP 04-07 to the Agenda. Motion carried 6-0 with Commissioner Hanson absent. 3. CASE NO.: PP 04-07 APPLICANT (AND ADDRESS): ALLAN ZYLSTRA, 12161 Firestone Boulevard, Norwalk, CA 90650. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for retail/office building. LOCATION: 73-168 Highway 111 ZONE: C-1 Mr. Urbina stated that the applicant was seeking final approval of working drawings for a retail/office building. Mr. Drell asked if the building elevations in the construction drawings were the same exact ones previously approved. Mr. Zylstra responded that they were not. Two windows on the left side of the rear elevation had been deleted. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lopez, granting final approval of Case No. PP 04-07, subject to the applicant making the following revisions to the building elevations: a. On the first floor left side of rear building elevation, remove the pop- out stucco window frame. b. On the second floor left side of the rear building elevation, add a notation stating that the interior rectangle of the pop-out stucco window frame will have spandrel glass with opaque backing. Commission concurred and it was moved by Commissioner Vuksic, seconded by Commissioner Lambell, adding Case No. MISC 06-23 to the Agenda. Motion carried 6-0 with Commissioner Hanson absent. 4. CASE NO.: MISC 06-23 APPLICANT (AND ADDRESS): WESLEY AND BONNIE SARTAIN, 73-230 Desert Rose Drive. NATURE OF PROJECT/APPROVAL SOUGHT: Addition to existing home ranging in height from 16 feet 9 inches to 17 feet 4 inches. LOCATION: 73-230 Desert Rose Drive ZONE: R-1 12,000 Mr. Urbina stated that the applicant was requesting approval of an addition and remodel to an existing home ranging in height from 16'-9" to 17'-4". The existing home already has a maximum height of 17'-4". Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lopez, granting final approval of Case No. MISC 06-23.
