Final Drawings: 1. CASE NO: C 07-02 APPLICANT (AND ADDRESS): PREST-VUKSIC ARCHITECTS, JOHN VUKSIC, 44-530 San Pablo Suite 200, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of construction of a Carl's Jr/The Village at University Park. LOCATION: 36-879 Gerald Ford ZONE: PCD FCOZ Action: It was moved by Commissioner Hanson, seconded by Commissioner Lambell, to approve by minute motion. Motion carried 5-0-1-1, with Commissioner Vuksic abstaining and Commissioner Lopez absent. 2. CASE NO: SA 00-166 APPLICANT (AND ADDRESS): BEST SIGN INC, GILLIAN CROSS, 150 Gene Autry Trail, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of wall signage; Cornerstone Restaurant Supply and Design LOCATION: 73-605 Dinah Shore Ste 1600P ZONE: C1 Ms. Schrader summarized the project and staff report, and handed out a second submittal of the same sign and recommended approval. Commissioner Lambell asked if both of these signs complied with the square footage. Ms. Schrader indicated that it did. The second one was a much more sensibly designed layout. Ms. Gillian Cross, sign representative stated that they wanted the Commission to review both options. Commissioner Gregory stated that unfortunately the size of the first one was too large to approve. Action: It was moved by Commissioner DeLuna, seconded by Commissioner Hanson, to grant approval subject to the smaller sign; Option B. Motion carried 5-0-1-1, with Commissioner Vuksic abstaining and Commissioner Lopez absent. 3. CASE NO: MISC 07-39 APPLICANT (AND ADDRESS): ROBINSON HILL ARCHITECTURE/NINA SO, 3195 B Airport Loop Drive, Costa Mesa, CA 92626 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of new storefront and signage; Vilebrequin. LOCATION: 73-061 Ell Paseo, Suite 5 ZONE: Cl-SP Mr. Stendall presented plans for a new storefront and signage. He asked the applicant about the blank wall above the proposed storefront and asked if anything would be going in there; like an awning. Mr. David Fletcher, Representative, stated that nothing has been proposed for that area and that it would just be painted stucco with stucco bands above some of the arched storefronts. Commissioner Hanson stated that it looked like something was supposed to happen there and all of it was sort of on the same plane. Mr. Fletcher stated that he would share this concern with his client and mentioned that since there is no sun on that side of the street, they may want to take the glass all the way up. GAPlanning\Janine Judy\Word Flles\ARC Minutes\2007\AR071023.min.DOC Page 3 of 14 ARCHITECTURAL REoiEW COMMISSION err/ MINUTES OCTOBER 23, 2007 Commissioner Gregory stated his concerns with the proposal of having vines growing over the trellises and mentioned that this area would be in shade much of the year because it was on the north exposure of the building, but in the summertime it would be hit hard by the afternoon sun. He was wondering if a landscape plan had been prepared. Mr. Fletcher stated that they were finishing up the landscape plan and the Landscape Specialists, Spencer Knight and Diane Hollinger would review it. He mentioned that at this time it was proposed for bougainvillea and stated that on that side of the street they wouldn't get any sun on the face of the building. Mr. Knight stated that the bougainvillea would be on the north side of the street and would definitely get sun during the summer. Mr. Fletcher agreed that the sun does come up on that side, but it doesn't hit the building. However, he will discuss this concern with the client and address it as part of the plans. Mr. Fletcher asked if the bougainvillea would take the sun in the summer. Mr. Knight asked what type of trellis they would be using. Mr. Fletcher stated that it would be something that wouldn't burn the plants. Mr. Knight stated that the key would be how much sun it would get in the summertime and how hot the trellis would get hot. Bougainvilleas are problematic to manage during the summertime when it gets hot, but the rest of the year it would be okay. He felt that the structure should be an architectural element so if the plant doesn't make it at least the element would look attractive. Action: It was moved by Commissioner Hanson, seconded by Commissioner Vuksic, to continue Case No. MISC 07-39 to allow the applicant to address the blank wall above the proposed storefront. Motion carried 6-0- 0-1, with Commissioner Lopez absent. It was moved by Commissioner Van Vliet, seconded by Commissioner Vuksic, to add this item to the agenda. Motion carried 5-0-0-2, with Commissioners Gregory and Lopez absent. 4. CASE NO: MISC 07-26 APPLICANT (AND ADDRESS): GARY HOUSTON, 13444 Bali Way, Marina Del Rey, CA 90292 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of new architectural plans for Phase 7 through Phase 9 of Shadow Ridge Vacation Club. LOCATION: 74000 Shadow Ridge Road ZONE: PR-5 Mr. Bagato stated that he checked with the Building Department and these plans were submitted prior to the August 28tn Architectural Review Commission meeting and that the plans have been worked on without having preliminary approval. Those issues will be discussed today. Commissioner Van Vliet stated that the Commission needed to focus on a normal preliminary approval process at this point. Commissioner Vuksic asked if the 3-D representations were accurate. Mr. Gary Houston, Architect, answered that they were and stated that other than the color rendition there were a couple of tweaks because of further studies. He also indicated that the plane variations got bigger. According to recommendations made at the last meeting they increased the recess and shading on the windows by creating a system using furring walls and veneer walls, they incorporated the masses over the top on the roof, there are parapet walls with the water flow below and parapets walls that are parallel to the roof direction. Mr. Houston stated that it was a flat cap with a sloped drain and parapets on all four (4) sides. They created a walk path on the roof so maintenance workers would know where to walk. He stated that from their design studies you couldn't see the walking path from the other building across the way. He pointed out the first and second piece of mass and indicated that the wall was way in the distance. Commissioner Vuksic stated that since it was 12 to 15 feet wide it needed to go back further so that it looks like a mass. The applicant discussed the slab plans and the masonry elements. He stated that not all of the elements that would be coming up and over would be masonry. The Commission stated that they liked the stone and since it was a major element it would make a huge difference. The applicant stated that they had originally carried the stone at the main entry of the building, but now they have it at almost every pedestrian area and brought it around to the back of the building. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Hanson, to grant final approval of the construction drawings. Motion carried 5-0-0-2, with Commissioners Gregory and Lopez absent. B. Preliminary Plans: 1. CASE NO: MISC 07-36 APPLICANT (AND ADDRESS): LANCE WHITLINGTON, 42-680 Wisconsin Avenue, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a carport 20 feet fro the curb. LOCATION: 42-680 Wisconsin Avenue ZONE: R1 9,000 Mr. Swartz presented a request for a carport 20 feet from the curb. He summarized the project and the staff report, and recommended approval. Commissioner Vuksic stated that it appeared that they would be making a 90-degree turn into the carport and that the carport would be over the front door. Mr. Lance Whitlington, applicant, stated that it would wrap around through. Commissioner Vuksic asked about the setback requirement. Mr. Bagato stated that normally it is 20 feet from the property line, which would be 32 feet from the curb because of the right away. The ordinance says that the Commission can approve a well- designed carport on older homes where they have limited space. The Commission discussed the setbacks for side entry carports and the locations of the posts. Commissioner Van Vliet was concerned with how the carport was going to look in front of the house and felt that it was hard to tell from the drawings. He stated that it would be an open carport with open mechanical fasteners with all the brackets showing. Commissioner Vuksic asked if the edge of the carport would have the same detail as the house using a 2 x 8 fascia board going all the way around the carport. Mr. Whitlington indicated that that was correct and that it would all blend in. Commissioner Gregory asked if the carport beam would line up with the house and fascia. Mr. Whitlington stated that it would. The Commission and applicant discussed the pitch of the roof and the size of the carport. Commissioner Vuksic agreed with Commissioner Van Vliet about the metal fasteners being exposed, and stated that it would look unfinished. Mr. Whitlington stated that he could cap the posts with a 1 x 6 to cover the hardware. Action: It was moved by Commissioner Hanson, seconded by Commissioner Lambell, to grant approval subject to hiding the hardware with wood trim and painted to match the house. Motion carried 6-0-0-1, with Commissioner Lopez absent. CASE NO: PP 07-10 APPLICANT (AND ADDRESS): DAVIS STREET LAND COMPANY, 622 Davis Street Suite 200, Evanston, IL 60201 (El Paseo Village: El Paseo Land Company, LLC) NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of The Gardens expansion project which includes expansion of Saks Fifth Avenue and a new 70,715 square foot retail/restaurant/office project; The Gardens. LOCATION: 73-545 El Paseo ZONE: C-1 Mr. Stendell presented an expansion project for The Gardens. He stated that there were two parts to the expansion. Conceptually there is the expansion of Saks Fifth Avenue expansion and architecture has not been submitted as of yet, but at this time the Commission would be looking at the land use and entitlement of the expansion only and the architecture would come back at a later date. The second part of this application would be the demolition of the existing Village Zoo. The architecture would be similar to what already exists at The Gardens. They have tired to carry the same theme through the new section. They have stepped back with walkways all the way around the second floor so there is a nice relief on the second story. They are talking about flanking both corners with restaurants almost identical to The Gardens with Pacifica and Tommy Bahamas. They have provided a lot of trellis work and detailing. Mr. Stendell expressed his only concern is that the El Paseo elevation may appear a little flat. Mr. Gary Dempster, AIA, stated that originally they did do the Saks building as stated, but presently they were not engaged to extend the Saks so this is just representative of the footprint they are seeking entitlement to expand on. They are trying to stitch Phase 1 and Phase 2 together so that it becomes obvious that these are a part of the same project, but there has been a ten-year time frame that has gone by. So this will take on a slightly different character so it's not an exact replication, but it has some reference. They would continue the same paving material so there would be a tactile sense that these projects are stitched together. They have tried to break up the massing on the block with the paseos, which is similar in nature to that at its critical points. They would have the G\Planning\Janine Judy\Word Res\ARC Minutes\2007\AR071023.min.DOC Page 8 of 14 ARCHITECTURAL REVIEW COMMISSION MINUTES OCTOBER 23, 2007 same sort of landscaping treatment and repeating the palm trees that march down El Paseo that sort of establishes that rhythm and the same sort of ground cover as in Phase 1. They modified the topography of the sidewalks so that you get a flatter walking surface against the store fronts because there is a significant cross slope there which not only is uncomfortable for the pedestrians but it makes for very awkward ground planes when the tenants try to hit it. Architecturally we tired to create the same sort of rhythm, which is a building frame, which allows the tenant storefronts to really sing, that the building itself becomes subservient to what the tenants are doing. He stated that the representation of this is relatively flat, but what they were envisioning was that the same level of tenant storefront and the same criteria be applied to Phase 2 so that the same sort of rhythm and quality of storefront that currently exists in Phase 1 is repeated. They are proposing to build a structure, to create the corners and anchor the ends. They are proposing to use heavy timber trellis members so there is a reference to the structure on The Gardens Phase 1, and a fabric that goes over the upper level of the office to create some shading. The applicant stated that they are also cognizant of the fact that there were residential neighbors that immediately look on to the other front because it's really not a back so what we did was make a conscious effort to make some landscape screening and other things that help. It seemed to us that as long as we were careful about treating this as an important elevation that we really weren't going to negatively impact their views, with our clients suggestion we have lowered this parking area. It helps get the cars down lower out of the view corridor of the retaining wall and also helps to drop the proposed overhangs. The service areas for the restaurants will be tucked underneath the restaurant buildings so that they will be gated and closed off. The Commission discussed the proposal to lower the level of the parking lot. Commissioner Gregory asked about general trash pickup for the rest of the businesses. Mr. Dempster answered that the service cores in these areas will take roll off and a compactor and all would happen in that zone and shared by the other entities. Mr. Dempster stated that what they were suggesting is some sort of awning system, whether it be steel or otherwise, because it brings a nice scale on the south facing side of El Paseo. They would be introducing trellis members that would become a part of the storefront criteria and be varied in material. Commissioner Hanson stated that the steel trellis' that are out at the existing Gardens have a major issue with the finish on them and asked if they thought they could fix this on Phase 2. Mr. Dempster stated that the paint product that was used 10 years ago, which was supposed to be a 20-year paint product didn't live up to their expectations; however the buildings have now been repainted. Commissioner Hanson suggested having something that could come down to block the wind for the restaurant and stated that it would have to be figured into the weight issue on that deck. Commissioner Hanson indicated that the breezeway was only 19 feet and it didn't seem to have the same character as the existing Gardens and thought that is one of the wonderful things about that facility. She realized that this would be on a much smaller scale, but suggested they squeeze in a little more opening to put in another fountain or some feature so that it would give it that same character. She felt that it would be important to the project. Mr. Dempster stated that their architect had mentioned that something had to be developed so as you are walking down it would give the customer something to look at via art work or fountain that dresses up the Paseo. Commissioner Del-una pointed out that the plans showed 182 stalls with a total of 1,139 cars. She noticed that even though they weren't doing the design work on the Saks, it takes away from the parking on both levels. She asked the applicant how they translate 1,139 cars to 182 stalls on this side, because wouldn't that mean that there would be 800 or 900 stalls on the other side and asked if they were suggesting the need for overflow from the parking on this side to the parking across San Pablo. Mr. Dempster stated that her observations were right on point, but asked Mr. Stendell if this was a topic for discussion at this time. Mr. Stendell stated that staff had separate parking issues to get through and at this time the Commission was just looking at the architecture and this would come up at a later date. Mr. Dempster stated that they could create more of a break with a plane change. Commissioner Vuksic stated that on the existing Gardens project that you can actually see into some of the mechanical wells because of the breaks that you have to access them and stated that he could see that potential in this roof plan as well. He thought they needed to take a look at some of those points of access, especially the two end ones and the ones in the middle. The Commission discussed the breezeway. It would be important to give the customers a sense of space that would be inviting and relaxing; making them want to stay. Mr. Knight, Landscape Manager expressed that it would be important to open up the paseos as they have in the existing Gardens, and mentioned that he wouldn't even request that they be planted, they could be hardscape instead. The Commission discussed the utilitarian looking stairs. The Commission felt that the stairs at the existing Gardens were good looking but the stairs for Phase 2 were very different. It was suggested that instead of having the stairs scissor back and forth, to make it one grand stair like the existing Gardens; making it much more inviting. Ms. Pam Touschner, a resident, asked if they have thought about combining both of the walkways so there would be one nice space. She said that it's really about the people who park in the back who would be going to the second floor; then that circulation is in the back and you wouldn't need to have it towards the middle. Mr. Dempster stated that it was setup that way because the second floor office would be in the center and they wanted to keep the end buildings separate to give them identity. It was also suggested orienting the escalator so that when customers look in that space they would be able to see it and have access it. The applicant stated that the escalator was meant for the customers in the back. Action: It was moved by Commissioner Vuksic, seconded by Commissioner DeLuna, continued Case No. PP 07-10 subject to: 1) creating more variations of planes on the building; and, 2) creating more interest with paseos, consistent with the existing Garden's project. CASE NO: MISC 07-38 APPLICANT (AND ADDRESS): STEVEN EHRLICH ARCHITECTS (BRENDAN CANNING), 10865 Washington Blvd, Culver City, CA 90232 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for the design of a 22-foot high two-story residence with an 8-foot side-yard setback encroachment; Bighorn. LOCATION: 107 Tekis Place Mr. Bagato stated that typically most plans for Bighorn do not come before the Architectural Review Commission, but this house is located in the mountain course, which is on the west side of Highway 74, and located in a portion of the mountains that is visible from Highway 74. Ms. Schrader summarized the project and staff report, and recommended approval indicating that the house was located at a dead-end with no passing traffic, except service maintenance roads. She stated that the applicant submitted a photo-simulation of the proposed house on the hill, which was displayed for the Commission. Commissioner Vuksic asked for a color board and the applicant was able to produce one and presented it to the Commission. Mr. Brendan Canning, Architect, stated that for the most part they were talking about burnished cement plaster on the house so it would have a lot of texture and character. The material board indicated a bronze sheet metal fascia, which is a recessive color in keeping with Bighorn's requirements. The same would be used for the concrete block for the retaining walls and the wall around the entry and motor court, which also screens the parking entry and garages. A clear glass and aluminum would be used for the doors and windows. Commissioner Gregory asked how far back this house was from the highway. The Commission reviewed and stated that it was a considerable distance. Commissioner Gregory stated that this has been approved by Bighorn and for the most part it is compatible with the hillside and far enough back from the highway that you wouldn't notice it. The Commission discussed the colors and stated that in reality the colors submitted will come out much lighter. It was suggested that they darken it up a tone or two because the sun will change the color. Action: It was moved by Commissioner Vuksic, seconded by Commissioner Lambell, to grant approval subject to applicant specifying a color for the concrete facade walls that is a shade or two darker than shown on color board. Motion carried 6-0-0-1, with Commissioner Lopez absent. NOTE: Mr. Bagato presented Case 07-26 Shadow Ridge Vacation Club, which he requested to be added to the agenda.
