APPROVAL OF MINUTES: January 13, 2009 Action: It was moved by Commissioner DeLuna, seconded by Commissioner Van Vliet, to approve the January 13, 2009 meeting minutes with minor changes. Motion carried 5-0-1-0, with Commissioner Touschner abstaining. IV. ORAL COMMUNICATIONS V. CASES: ARCHITECTURAL REW COMMISSION MINUTES January 27, 2009 A. Final Drawings: 1. CASE NO: MISC 09-10 APPLICANT (AND ADDRESS): EL PASEO COLLECTION, a California Limited Partnership, 73-061 El Paseo, Suite 200, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of the addition of two stairwells from the 2" floor offices on the east side of the Daily Grill Building. LOCATION: 73-061 El Paseo ZONE: C.1.SP ACTION: It was moved by Commissioner Vuksic and seconded by Commissioner DeLuna to grant approval by minute motion subject to landscape review. Motion carried 6-0. 2. CASE NO: SA 09-20 APPLICANT (AND ADDRESS): HARKAN PROPERTIES, P.O. Box 5467, Palm Springs, CA 92263 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of signs and awning; Debbi's of Palm Desert. LOCATION: 73130 El Paseo, Suite K ZONE: C.1. SP Mr. Bagato presented the project and stated that the awning went up without approval of the good and services placed on them. Per code an applicant is allowed to maintain two goods and services on the awning so he would have to eliminate some of the wording. The applicant is proposing to remove all wording and keep "Bronze" and "Furniture" in the middle of each awning face which would be consistent with code. Mr. Joshua Salama, applicant, stated that he is not replacing the awnings. He is only proposing to remove all the wording on top of them and place "Bronze" on one awning and "Furniture" on the other. He stated that he was unaware that he needed approval to place his services on the awnings. The Commission reviewed and discussed the awnings and the size of the lettering. Mr. Salama stated that the size of the lettering would remain the same; they would just be wider and bolder. Commissioner Vuksic thought that having the words on top of the awning is not the purpose of them and felt that it would be a bit much if everyone had their wares advertised there. Commissioner Gregory suggested that the left awning face have "Debi's of Palm Desert" and the right awning face have "Bronze Furniture". ACTION: It was moved by Commissioner Touschner and seconded by Commissioner Lambell to grant approval subject to: 1) removal of all wording on top of awning and 2) placing "Debbi's of Palm Desert" on the face of one awning and "Bronze Furniture" on the face of the other awning. Motion carried 6-0. 3. CASE NO: MISC 08-500 APPLICANT (AND ADDRESS): DAN GRISA, 44695 San Benito Circle, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a corner lot side street wall exception. LOCATION: 44695 San Benito Circle ZONE: R-1 Mr. Swartz presented the project and stated that the applicant is requesting an exception to the wall ordinance for a six-foot precision block wall located fifteen feet from street side property line. The applicant is requesting an exception to the wall ordinance to allow a six-foot precision block wall fifteen feet from street side property line, along San Benito Circle. There is no block wall or gate located at the proposed location. The applicant is proposing GAPlanningWanine Judy\Word FilesW Minutes\2009WR090127min.doc Page 3 of 5 ARCHITECTURAL REW COMMISSION MINUTES January 27, 2009 to use a tan precision block, with split face block wrapped columns to give the house more privacy along with creating an enclosed side and rear yard. The wall exception is 60 feet in length with three columns to create undulation. The applicant is also proposing a detailed landscaping plan for the entire front yard. In the past, Commission has made the finding that corner lots are generally deserving of exceptions. The fifteen to twenty-foot setback can sometimes be difficult to achieve in established neighborhoods with variables such as trees, location of patio covers, equipment, and existing hardscape. In most instances, Commission has approved either a five-foot wall set back twelve feet from the curb or a six-foot wall set back fifteen feet from the curb with an acceptable landscape plan. In this case, the proposed block wall would be located on street side property line. Staff recommends that the applicant be granted an exception for a six-foot precision block wall located fifteen feet on street side property line located at 44695 San Benito Circle. Mr. Swartz also indicated that a detailed landscape plan has been reviewed by the Landscape Specialist. Commissioner Vuksic stated that it is a corner lot and said that the Commission has been allowing exceptions on corner lots and it is consistent with the neighborhood. The Commission reviewed and discussed the proposal and suggested a pilaster at the south end of the wall and the addition of pilaster caps. ACTION: It was moved by Commissioner Van Vliet and seconded by Commissioner Lambell to grant approval subject to: 1) placing a pilaster at the south end of the wall; and 2) adding pilaster caps. Motion carried 6-0. 4. CASE NO: GPA 07-02/C/Z 07-01 / PP 07-09/CUP 07-10 APPLICANT (AND ADDRESS): WLC ARCHITECTS, INC., PHUC TRAN, 10470 Foothill Blvd. Rancho Cucamonga, CA 91730 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of construction drawings; Coachella Valley Water District.
