Action:
It was moved by Commissioner Levin, seconded by Commissioner
Lambell, to approve the February 9, 2010 meeting minutes. Motion
carried 5-0-1-1 , with Commissioner Touschner abstaining and
Commissioner Gregory absent.

A. Final Drawings:
1. CASE NO: SA 10-048
APPLICANT (AND ADDRESS): PREST-VUKSIC ARCHITECTS,
44-530 San Pablo Avenue, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
a sign and awning program; Colonnade Building One.
LOCATION: 73-399 EI Paseo
ZONE: C-1
Mr. Swartz presented the project and summarized the staff report.
This sign program designates building signage areas as shown on
the elevations. Sign types will consist of individual mounted
illuminated reverse channel/"Halo-lit" lettering, pan channel or
exposed open pan neon. Letter styles and color will be approvable
by the landlord and the City of Palm Desert. The landlord and the
City reserve the right to require that the colors be muted, if
necessary to benefit the tenant mix of signage as a whole. Sign
lettering may be designed as one line or two line text as shown in
the designated spaces. Window signage is allowed at the entry of
each tenant's store up to 144 square inches, no higher than 4'-6" as
measured from the floor. This lettering will be of Helvetica (medium)
or Optima type. Store numbers will be installed by the landlord over
each entry point in vinyl 4" lettering to match the project typestyle.
This number will be centered vettically and horizontally within the
glass panel above each door.
Variation in awning is encouraged under the proposed sign
program, only scalloped apron awnings would not be permitted.
Awnings are always reviewed by the ARC, so at the time of
application, signage and awning configuration, color, size, and
shape would be reviewed. The signage program illustrates on the
elevations potential locations for awnings and signage. All awnings
may not be permitted to have signage. Awnings in this sign
program would be non-illuminated or illuminated from an external
lighting source. Lighting must be approved with the awning at time
of application. An awning illuminated through the face of the fabric
would not be permitted. Staff believes the signage program is
complete and needs no further improvement. Building signage
locations remain fixed and provide for variation in the opportunity to

install awnings and associated signage. Details of the signage
requirements are clearly indicated in the text and associated
elevations. Materials remain flexible for the high—end tenants'
trademarked signage that EI Paseo typically demands.
Commissioner Touschner expressed her concerns regarding the
review of signage for each individual tenant. Mr. John Vuksic,
architect stated that as long as a tenant uses the type of signs that
is recommended in the program and the sign is placed in the
correct location it can potentially be approved at staff level.
Commissioner Touschner asked if a site plan can be submitted for
each sign for review so there is an understanding of parking. The
Commission discussed the parking.
Commissioner Touschner asked if there were any way finding
signage. Mr. Vuksic stated that there would be no directional
signage.
The Commission discussed the awnings and Mr. Swartz stated that
all awnings have to come back through the Commission for review.
ACTION:
It was moved by Commissioner Lambell and seconded by Commissioner
Stendell, to grant approval. Motion carried 5-0-1-1, with Commissioner
Vuksic abstaining and Commissioner Gregory absent.
2. CASE NO: SA 10-35
APPLICANT (AND ADDRESS): EL PASEO JEWELRY
EXCHANGE, 73-375 EI Paseo, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
a new awning with signage; EI Paseo Jewelry Exchange.
LOCATION: 73375 EI Paseo
ZONE: C-1 SP
Mr. Swartz presented the project and stated that the applicant was
not able to attend the meeting and asked that staff present the case
in his absent. Mr. Swartz provided photos of the awning currently
in that location and explained that the new awning will come out 8'-
6" and the existing awning comes out about 4'.

The Commission reviewed the tubular frame with the metal palm
trees and Commissioner Stendell pointed out that the palm trees
were silhouetted in the framework. Commissioner Vuksic thought
they may need more than two palm trees on the angular parts
because they are quite long and the two palm trees would look lost
on the side. Commissioner Touschner suggested that it look like a
ribbon with a pattern that is laid out all the way around. She
pointed out that the lettering on the drawing appears to match
better with the lettering on the door verses what is on the exhibit.
Commissioner Touschner stated that there is a lot going on with the
copper, bronze and gold colors, the lettering and the palm trees
and suggested picking only two colors. She felt that the design is
okay, but the materials need to be simplified to complement each
other. The Commission reviewed and discussed the colors
proposed and discussed their concerns with how far the awning
comes out. Commissioner Stendell suggested that the applicant
indicate where the property line is on the right of way.
Commissioner Touschner was concerned with the dirt buildup now
that the awning framework is larger and requested that the
applicant submit details of the framework underneath the awning.
ACTION:
It was moved by Commissioner Lambell and seconded by Commissioner
Levin, to continue Case SA 10-35 subject to: 1) creating a ribbon pattern
on the awning and wrapped all the way around with the palm trees; 2)
lettering on door to match both the color rendering and the black and white
rendering; 3) simplify design using only two to three colors; 4) show detail
of framework underneath the awning; and 5) address property line issues.
Motion carried 6-0-0-1, with Commissioner Gregory absent.

C. Miscellaneous Items:
NOTE:
Staff requested that an additional item be added to the Agenda. The Commission
concurred. It was moved by Commissioner Lambell, seconded by Commissioner Levin,
adding Case No. MISC 10-29 to the agenda. Motion carried 6-0-0-1, with
Commissioner Gregory absent.

NATURE OF PROJECT/APPROVAL SOUGHT: Fa�ade remodel
and parapet extension for new signage; Panera Bread.
LOCATION: 76075 Hwy 111
ZONE: C-1 SP
Mr. Swartz presented the changes made to Panera Bread since the
last meeting. Staff reviewed the changes and felt that the added
element doesn't really blend in. Mr. Swartz stated that if this new
element is added they should incorporate it somewhere else or just
leave it as is.
The Commission reviewed the plans submitted and were
disappointed with the changes and felt there was no semblance of
entry on this building; it was non-descript and not inviting. The
Commission said they welcome Panera Bread to Palm Desert, but
they have to bring something architectural to tie into the building
and create a sense of entry. Commissioner Vuksic stated that they
can have an understated entry and that would be okay, but the
building should have a certain quality of design. Commissioner
Levin suggested submitting photo shop rendering of what they are
proposing.
Commissioner Touschner stated that it is hard to criticize this
proposal because this is a building that is empty and what if they
wanted to move into the building and not make any improvements.
Commissioner Vuksic stated that if they remodel this building and
the Commission approves it, it will be something the City has to live
with it for quite a while.

Commissioner Touschner asked what they were doing with the
landscape. Ms. Aylaian stated that they are working with the
applicant from a Code Enforcement standpoint to remove dead
vegetation and restoring the turf.
Ms. Aylaian pointed out to the Commission that this is a tenant
improvement project and not a new building. If the Commission
were to disapprove and set the bar too high, the applicant could just
hang up a sign and go into business without doing anything other
than restoring landscape. Commissioner Vuksic felt that the
Commission was not asking for a lot and expressed that if the
applicant is going to put up an entry structure it has to be
appropriate to the building. He stated that the form they have is
fine they just need to do it better.
The Commission reviewed and discussed the entry feature.
Commissioner Vuksic pointed out that at the last meeting he made
comments about creating some kind of depth and shade to it
because it was on the west side. Commissioner Stendell stated
that he liked the suspended structural eyebrow that was presented
at the first presentation and said that they need to create more of
an architectural element. Commissioner Lambell requested that
the applicant provide an explanation of the form.
Commissioner Touschner suggested that the Commission give the
applicant more direction than just to say enhance it. She
expressed that the initial form is much more complimentary of the
architectural style that is happening on the building already. She
feels that the building is not visual because it is a solid element.
The Commission discussed the architecture of the entry feature
and Commissioner Lambell thought that if they moved the entry
deeper into the lot away from Highway 111 that entrance would
make a statement. Commissioner Vuksic disagreed and said that it
doesn't have to make a statement; it just has to be an aesthetically
acceptable architectural form that compliments the building as a
whole. Commissioner Van Vliet suggested that the applicant
submit a rendering of the project.
ACTION:
