IV. APPROVAL OF MINUTES: February 23, 2010
Action:
It was moved by Commissioner Van Vliet, seconded by Commissioner
Levin, to approve the February 23, 2010 meeting minutes. Motion
carried 6-1, with Commissioner Gregory abstaining.

A. Final Drawings:
1. CASE NO: SA 10-35
APPLICANT (AND ADDRESS): EL PASEO JEWELRY
EXCHANGE, 73-375 EI Paseo, Paim Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
a new awning with signage; EI Paseo Jewelry Exchange.
LOCATION: 73375 EI Paseo
ZONE: C-1 SP
Mr. Bagato presented the changes made since the last meeting. He
stated that a new design was submitted to show the revisions made
to the metal palm trees located on the awning, the lettering will
match the lettering on the storefront, and the awning has been
reduced back to 8'-6" due to Public Works comments because of
the overall projection. There is still ongoing discussion from Public
Works regarding the property line and the airspace easement,
Commissioner Vuksic wanted to clarify that the palm trees on the
metal awning structure would be equally spaced. Mr. Jim Sadler,
representative indicated that they would be.
Commissioner Lambell asked about the awning length and Mr.
Bagato thought the awning length should be reviewed by the
Commission from a design standpoint. He indicated that he will be
meeting with Public Works to talk about this issue.
Mr. Bagato stated this has the potential of other signage being over
the property tine. If the Commission is comfortab�e with this from a
design standpoint it can be approved at 8'-6" knowing it might have
to be reduced or the applicant will have to get an easement
approved.
Commissioner Lambell thought that the design would be
significantly impacted if reduce to 5'. Commission Touscher was
concerned with it being 8'-6" and asked if it was cantilevered out.

Mr. Sadler explained that there is an existing cantilevered awning
there at 72" to 73" out. He explained the design and the size and
said that the owner wanted a walk way and canopy.
Commissioner Touschner was concerned with how the structure
looks underneath. Mr. Sadler pointed out it would be like any other
walkway awning and explained that it could not be covered up for
maintenance reasons.
Commissioner Vuksic asked about the support structures. Mr.
' Sadler explained the structure and said that they are using the
same width and height and going out further to lose the big blue
box look.
ACTION:
It was moved by Commissioner Vuksic, and seconded by Commissioner
Lambell, to grant approval subject to: 1) final drawings to be reviewed by
staff; 2) all palm trees to be equally spaced; 3) all supporting structure
happens above the EI Paseo Jewelry sign height. Motion carried 7-0.
2. CASE NO: MISC 10-71
APPLICANT (AND ADDRESS): MASTRO'S RESTAURANTS,
Thomas Heymann, 6300 Canoga Avenue, Woodland Hills, CA
91367
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new
restaurant; Mastro's Restaurant.
LOCATION: 73-405 EI Paseo
ZONE: C-1
Mr. Stendell presented the project and explained that this is located
at the new EI Paseo Village, where the developers are developing
the shell. He said that this is the first of many drawings coming
forward to the Commission for the Village. He described the
materials being used.
Commissioner Touschner asked about signage that appears on the
drawings. Mr. Stendell stated that the sign program will be

submitted by the developers and anything shown on plans is for
visuai purposes only and subject to approval at a later time.
Commissioner Touschner pointed out that the trash area is in the
same area where deliveries are made. Mr. Stendell stated they
didn't have the space for this to be in any other area and explained
that it has been a challenge because it is such a tight area.
Commissioner Touschner asked that it they would do their best in
that area because it will smell.
Commissioner Touschner pointed out ADA issues and said that
since there are stairs in that area there would be mobility issues.
Commissioner Levin said that the only entry is on the corner. Mr.
Stendell explained that the project before it was taken to the ground
had a 5' grade difference between the parking lot and the buildings.
They wanted to take it down as level as they could so they removed
6' of dirt off the property and there is still a significant amount of
grade there.
Commissioner Touschner pointed out that the delivery door is close
to the stairs and opened to the kitchen she asked if they would
have control when the deliveries will be made. Mr. Bob Fliday, The
Gardens, stated that the rear doors are always kept closed for all
restaurants. Commissioner Touschner asked if they could make a
corridor or a passage way not right into the kitchen.
Commissioner Touschner asked how the units were vented and
how were they accessed. Ms. Esther Alva indicated that there is an
access panel to the inside of the space and venting comes through
the side walls. She explained the units will not be exposed.
Commissioner Lambell stated that the mechanical equipment must
be screened below the parapet
ACTION:
It was moved by Commissioner Lambell and seconded by Commissioner
Touschner, to grant approval subject to: 1) all mechanical equipment to be
below the parapet and screened. Motion carried 6-1, with Commissioner
Vuksic abstaining.

3. CASE NO: PP 10-074
APPLICANT (AND ADDRESS): PALM DESERT

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
terrace and canopy addition; Desert Wiliow.
LOCATION: 38-995 Desert Wiliow Drive

Ms. Grisa stated that conceptual plans came before the
Commission a few weeks ago. Landscape has reviewed the first
set and comments were returned to the applicant.
Mr. Martine Alvarez, Manager Redevelopment Agency explained
the changes that were made since the last meeting. The fireplace
height was lowered to preserve and enhance the views. Pilasters
are now more in line with the break points coming off the building
and evenly spaced throughout the whole perimeter of the railings.
The corner where the fireplace ties into the handicap ramp now ties
in a little bit better. Landscape issues were addressed and palm
trees will not be removed. The bar location was moved out closer
to the golf course area to capture additional views and two ADA bar
seats were added on the west side of the bar.
Commissioner Stendell asked if it would be curved glass around
the fire pit and Mr. Alvarez stated that it would be segmented glass.
Commissioner Stendell felt segmented g�ass would take away from
the impact of the area. Commissioner Vuksic commented that it's a
fairly tight radius and thought it would look more elegant with a
curved railing.
The Commission suggested something more unique on the column
of the existing canopy. Mr. Alvarez said they would take a look at
adding something that would tie in better.
ACTION:
It was moved by Commissioner Stendell and seconded by Commissioner
Levin, to grant approval subject to: 1) consider the use of radius glass on
the railing design. Motion carried 7-0.

VI. COMMENTS
The Commission discussed the mock up of the EI Paseo signage program and
Commissioner Touschner suggested it be added to the next agenda.
VII. ADJOURNMENT
It was moved by Commissioner Lambell, seconded by Commissioner Touschner
to adjourn the meeting. Motion carried 7-0. The meeting was adjourned at 1:30
p.m.
