ORAL COMMUNICATIONS IV. APPROVAL OF MINUTES: October 12, 2010 Action: Commissioner Stendell moved and Commissioner Levin seconded, to approve the October 12, 2010 meeting minutes. Motion carried 4-0-1-2, with Commissioner Lambell abstaining and Commissioners Gregory and Touschner absent. V. CASES: ARCHITECTURAL RW COMMISSION lvrr+ MINUTES October 26, 2010 A. Final Drawings: 1. CASE NO: MISC 10-143 APPLICANT (AND ADDRESS): BETWEEN THE SHEETS, 17302 Daimler Street, Suite B, Irvine, CA 92614 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised awning material; Between the Sheets. LOCATION: 73-425 El Paseo Suite 113 ZONE: C-1 Mr. Swartz presented the project and reminded the Commission that the awning for Between the Sheets was changed from the approved pattern. The Commission stated that they drove by and reviewed the store awning at length and thought the awning should be brown as originally approved because it is cleaner and more elegant. Commissioner Lambell thought that the brown pattern bespeaks elegance and old world, which is what Between the Sheets is; higher-end with a lot of old world feeling inside. The cheetah print is trendy now, but will change in time. Commissioner Van Vliet stated that the cheetah print appears to clash with the building color; which is pinkish. Commissioner Lambell stated that with the darker brown and the pinkish color of the building it is more pleasing to the eye than the gold brown of the cheetah pattern. Commissioner Levin feels they are asking for forgiveness not permission and thought that if the Commission had received the swatch at a previous meeting, they would never have approved it. Commissioner Stendell said that if you look at the awning as a whole street scene, one could make a case that it could be an acceptable design. He agrees that it is trendy and they will come back someday with another trend. He personally prefers what was approved because it looks more elegant. Mr. Jim Sadler, awning representative described the awning and stated that the awnings are big and the panels are almost flat, sticking out only 22". The owners thought they could break it up with the cheetah pattern and not have a big broad brown paint roller across the whole front of the store. Mr. Swartz stated that at a previous meeting the original sign was not approved and the Commission recommended reducing it. This current proposal with the cheetah print and signage has not been approved. Commissioner Van Vliet stated that he did not like the large "Between the Sheets" signage on the awning. Commissioner Lambell stated that what was approved is far better looking than this in multiple ways; size of the sign, the cheetah print, and the color of the awning. She said that the awning needs to bespeak the elegance of the store and El Paseo. Commissioner Lambell moved and Commissioner Levin seconded to deny the cheetah pattern. Commissioner Van Wet asked if the Commission is advocating going back to the original approved design. Commissioner Lambell stated that the applicant has a choice to bring something else in, but the brown is what has been previously approved. Mr. Swartz informed Mr. Sadler that the applicant has 15 days to appeal the decision to City Council. The Commission and Mr. Sadler discussed options for approval of the awning and the size of the signage. They stated that the applicant would have to come back to get approval of signage if they decide to go with stacked letters. ACTION: Commissioner Lambell moved and Commissioner Levin seconded, to deny Case MISC 10-143 with the cheetah print and recommends proceeding with the previously approved awning pattern and resubmit for signage approval. Motion carried 4-0-1-2, with Commissioner Vuksic abstaining and Commissioners Gregory and Touschner absent. 2. CASE NO: SA 10-148 APPLICANT (AND ADDRESS): THIRD CORNER BISTRO, Ed Moore, 73-101 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new monument sign; Third Corner Bistro. LOCATION: 73-101 Highway 111 ZONE: C-1 GAPlanning\Janine Judy\Word Files\A Minutes\2010\AR101026min.doc Page 3 of 7 ARCHITECTURAL REW COMMISSION " MINUTES October 26, 2010 Mr. Bagato presented the project and stated that the applicant is requesting approval of a non-illuminated sign on Monterey Avenue instead of Highway 111. Staff believes that the sign will match the existing signs approved for the business and recommends approval. He stated that the Director of Public Works will allow the encroachment permit if the City Council approves the location. The Commission reviewed and discussed the sign and the location. Mr. Bagato stated that the sign letters are non-illuminated '/2" thick cast acrylic, painted white with reflective vinyl on the face of the letters. The Commission wanted to clarify that the sign would not be illuminated. Mr. Ed Moore, applicant stated that the sign will not be illuminated. ACTION: Commissioner Lambell moved and Commissioner Stendell seconded, to grant approval of a non-illuminated monument sign. Motion carried 5-0-0-2, with Commissioners Gregory and Touschner absent. 3. CASE NO: SA 10-339 APPLICANT (AND ADDRESS): MEPHISTO, 73-560 El Paseo, Suite D, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a new awning; Mephisto. LOCATION: 73-560 Ell Paseo, Suite D ZONE: C-1 Mr. Swartz presented the project and said that the forest green awning is attached to the building below the roof line and extends 5' out and must be located out of the public right-of-way. He pointed out that they are proposing signage on the awning and on the band of the awning and staff is recommending approval with the removal of the signage on the band. Commissioner Vuksic stated that the green is a good choice to offset the black on both sides. Mr. Jim Sadler, awning representative stated that this color is the company color and is the same color they had at ,their old location. Mr. Sadler said he understands, but stated that it wasn't a breezeway and open to the building. He also said there was an awning in that same location before this spot emptied out. The Commission and Mr. Sadler discussed the arch, the design of the awning and the roof elements. ACTION: Commissioner Vuksic moved and Commissioner Lambell seconded, to granted approval subject to: 1) removing the small "Mephisto" sign on the band of the awning; and 2) awning shall not project into the right-of-way. Motion carried 5-0-0-2, with Commissioners Gregory and Touschner absent 4. CASE NO: SA 10-323 APPLICANT (AND ADDRESS): PREST VUKSIC ARCHITECTS, 44-530 San Pablo Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a new monument sign, fencing and landscaping; Sacred Heart. LOCATION: 43-775 Deep Canyon Road ZONE: R-1 9,000 Mr. Swartz presented the project and reported that this is a request to approve a monument sign, fencing and minor landscape on the northwest corner of Fred Waring Drive and Deep Canyon Road. He explained where the sign would be located and the type of fencing. Staff is recommending approval. The Commission reviewed and discussed the height and length of the sign and setbacks and felt that an exception should be approved because of the pre-school. Mr. John Vuksic, representative presented samples of block colors that already exist at that location. The Commission reviewed the color pallet for the block wall and the signage. Mr. Vuksic explained that the words "Sacred Heart Church" are channel letters with LED lighting and backlit against the brown surface. The words "School" and "Pre-School" will not be illuminated. Mr. Swartz stated that the sign cannot be within the right-of-way. Motion carried 4-0-1-2, with Commissioner Vuksic abstaining and Commissioners Gregory and Touschner absent. 5. CASE NO: MISC 10-352 APPLICANT (AND ADDRESS): PREST VUKSIC ARCHITECTS, 44-530 San Pablo Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of exterior paint color. LOCATION: 73-400 Ell Paseo ZONE: C-1 Mr. Bagato presented approval of paint colors for El Paseo Square and presented the Commission with the color board for their review. The applicant is trying to update their colors to give it a little more interest and give the building a more retail feel; right now it is a little dark. Staff did not have any concerns and is recommending approval. The Commission felt that the right depth and combination of colors were chosen for this building. ACTION: Commissioner Stendell moved and Commissioner Lambell seconded, to grant approval. Motion carried 4-0-1-2, with Commissioner Vuksic abstaining and Commissioners Gregory and Touschner absent.
