Action:
Commissioner Van Vliet moved and Commissioner Touschner seconded,
to approve the July 26, 2011 meeting minutes. Motion carried 4-0-2-1,
with Commissioners Lambell and Levin abstaining and Commissioner
Stendell absent.

A. Final Drawings:
1. CASE NO: SA 11-312
APPLICANT (AND ADDRESS): TNT SIGNS, 3080 East 29tn
Street, Long Beach, CA 90806
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
wall signs and adding name to existing monument signs; 990 Only
Stores.
LOCATION: 34-660 Monterey Avenue
ZONE: P.C.-(3) S.P.
Mr. Swartz presented the project and stated the proposed signage
meets the zoning ordinance development standards including
overall square footage of signage allowed. However, the signage
on elevations Al and C1 exceed the sign area to frontage ratio of
the approved sign program (.72 and .68, respectively, instead of
.62). Staff is also concerned with the location of the main signage
(990 Only Stores) on these same elevations. Staff recommends
that the signage be lowered and centered over the storefronts'
entry way. The shopping center currently has four monument signs.
The applicant is proposing to add their name onto the existing
monument signs. The signs are double face internally illuminated.
The Commission reviewed the elevations on the north side and
discussed the size of the signs. They stated the letters were huge
and thought the signs would look better if they were smaller. They
also felt the signs needed to be lowered and centered because the
center of mass was not in the center.
Mr. Bill Henigsman, TNT Signs, presented drawings to show how
the signs were centered. He indicated that the ".99" on the sign
overpowers the rest of the sign, making it hard to find the center
point. However, it is a corporate sign and he cannot do anything
with it. The Commission discussed lowering the signs and
recommended lowering it 18".
Commissioner Van Vliet said he was concerned with the size of the
signs and felt they were too big for the building; especially because
they were illuminated through the face. He asked how many
buildings on Monterey had that. Mr. Henigsman stated he took

pictures of several signs in the center and none of the major
tenants have halo letters and several tenants had flush mounted
channel letters.
Commissioner Gregory was concerned with the size of the signs
and said they are so large relative to the face of the building and
recommended they be reduced at least a foot. Commissioner
Vuksic said besides being tall, the letters are thick and would be
getting a lot more lit surface than if there were a bunch of small
letters. He agreed that it should be reduced at least a foot to
reduce the impact. Commissioner Van Vliet said this building is
highly visible on Monterey Avenue and isn't stuck way back off the
street like Wal-Mart; it will get a lot of visibility with signs on all three
sides. Commissioner Vuksic said if the sign is reduced to 7' it
should be shifted down 2' so that it would sit right on that surface.
The Commission reviewed and discussed the signs on the north
elevation. Commissioner Lambell felt the signs on the north side
look cramped; "99¢", "Produce" and "Deli" look like they are taking
up the entire space. The signs need to be shifted down
proportionally so there is some relief. She stated the monument
signs looked crammed as well. In reference to the monument sign,
Mr. Henigsman explained that there wasn't enough room to cut that
sign out; the plate is only 13" and they have to leave an inch top
and bottom.
Commissioner Gregory stated in reference to the north elevation
that the Commission's standard would be to have a reveal on the
top and bottom for "Produce" and "Deli". Mr. Swartz stated typically
the reveal would be 6" top and bottom. He recommended reducing
it to 5' -7" or 6'.
ACTION:
Commissioner Touschner moved and Commissioner Levin seconded, to
grant approval of monument sign as presented, with conditions on the
following: North side: 1) show two options, one at 5' -7" and one at 6' and
show dimensions between the two; 2) "Produce" and "Deli" reduced with a
minimum of 6" reveal on top and bottom; and 3) staff to review and approve.
South and west side: 1) ".99¢" sign reduced to 7' with 31' to the top of the
"0" mark. Motion carried 6-0-0-1, with Commissioner Stendell absent.

2. CASE NO: MISC 11-298
APPLICANT (AND ADDRESS): ARCHITECTURAL

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
exterior facade improvements; Tommy Bahama's
LOCATION: 73-595 El Paseo
ZONE: C-1
Mr. Swartz presented the project and stated the applicant is
repainting the building the same color as existing, removing the
existing awnings and replacing them metal awnings painted brown.
On the second story they are doing a pop-up on the side. He
stated that signage was not a part of this approval. Staff is
recommending approval.
Mr. Tony Silva, Architectural Designs, presented a color rendering
of the project as well as a 3-D model and stated they are updating
the building. Commissioner Touschner said there was existing
signage on the side and asked if that would be removed. The
applicant stated it would be removed and a sign package would be
submitted prior to construction that will match the sign program.
Commissioner Touschner recommended that the signs are
something that matches and is proportional to the building.
The Commission reviewed and discussed the exterior patios. Mr.
Silva stated they would be doing a retractable awning for each
section. Mr. Neal Stephenson, Fire Marshall asked if the canopies
will go the full length of the deck and Mr. Silva stated that most of
the deck would be covered. Commissioner Gregory asked if there
was a fire concern and Mr. Stephenson said yes. Mr. Silva stated
the canopies would be fire retardant.
Mr. Stephenson and Mr. Silva discussed the patio and awnings.
Mr. Stephenson had some concerns with exiting from the patio and
said at this time, there is no fire protection on the patio. He said
what is proposed for the patio is a 300 occupancy load and a total
of 600 occupancy for the "A" portion of that building and they want
to use the stairwell for exiting to go back down into the retail space.
Mr. Silva confirmed that one of their exits will be through the retail

space and both of the exit widths for the stairs and doors meet the
occupant load. He also mentioned the patio will have overhead fire
sprinklers throughout. Mr. Stephenson stated that since they are
over 300 on the A portion of the building, that will take the fire alarm
to a different level. It will have to continue down through the retail
as well. Mr. Siva said the fire alarm is being addressed along with
the fire sprinklers drawings.
Commissioner Touschner pointed out there were no details or
materials submitted for the new shutters. She understands the
overall concept, but there were no details to review. Commissioner
Gregory recommended they bring samples to a subsequent
meeting to address her concerns.
ACTION:
Commissioner Touschner moved and Commissioner Van Vliet seconded, to
grant approval as presented subject to: 1) submitting details and samples of
new shutters at a subsequent meeting; and, 2) staff to review prior to
building permits being issued. Motion carried 5-0-1-1, with Commissioner
Vuksic abstaining and Commissioner Stendell absent.
3. CASE NO: MISC 11-299
APPLICANT (AND ADDRESS): THE PENTA BUILDING GROUP,
44-250 Monterey Avenue, Palm Desert, CA 922602
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
landscape enhancements to Fire Stations #33 & #71 and an
addition of an awning to #33.
LOCATION: Town Center Way
ZONE: P
Mr. Swartz presented the project and stated this is for final
landscape enhancements to Fire Station No. 33 on Town Center
Way, Fire Station No. 71 on the corner of Country Club/Portola, and
the addition of an awning to Fire Station No. 33. The landscape
plans are being preliminarily approved and any approval would be
subject to landscape final approval. He presented an overhead
presentation and pointed out where the awning at Fire Station No.
33 would be located.

Commissioner Van Vliet asked about the edge detail of the awning.
Mr. David Slokken, The Penta Group, said the edge detailing will be
a trimmed tapered edge with no metal frames. He described the
height of the awning and how it will be mounted to the building.
Commissioner Levin asked about the approval for Station No. 71
and Mr. Swartz said it was landscape only. Mr. Slokken mentioned
there was a monument sign at Station No. 71 that will be relocated
to the street frontage and has been included on the landscape
plans.
ACTION:
Commissioner Vuksic moved and Commissioner Lambell seconded, to
grant approval. Motion carried 4-0-2-1, with Commissioners Gregory and
Touschner abstaining and Commissioner Stendell absent.
4. CASE NO: MISC 11-296
APPLICANT (AND ADDRESS): DAVID BENTLY, 123 S. Front
Street, Memphis, TN 38103
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
exterior elevation modifications with the use of red storefront
mullions; Autozone.
LOCATION: 73-605 Highway 111
ZONE: C-1
Mr. Swartz presented the project and stated Autozone will be
located within the existing Jensen's shopping center. This complex
was designed to have one cohesive appearance with separate
independent retail stores. Staff made a site visit to determine if
different mullion colors were typically used on various storefronts
over the years. Staff found that the majority of mullions were an
aluminum, light grey color, or muted brown / black. The storefront
and rear door modifications are typically items that staff would
approve over the counter, but the variant of red mullions in contrast
with the rest of the center is why this project came before the
commission. Staff recommends that the Architectural Review
Commission approve the permitting and construction of exterior
modifications with the use of a more muted red or neutral mullion
color.

The Commission reviewed and discussed the storefront drawings.
Commissioner Van Vliet asked if the color could be muted down
and Mr. John Vuksic, representative stated he thought that was
possible. He reviewed the colors at the complex and noticed that
all the columns have a brick detailing around the top and bottom
which is a muted red color. He felt a muted red would look okay.
Commissioner Gregory asked if this has been approved by the
ownership and Mr. Vuksic said he wasn't sure and would look into
that. Ms. Lauri Aylaian, Director of Community Development stated
a few years ago a project came through for a complete remodel of
this center. She asked if the Autozone storefront has been
compared to the plans for the overall rehabilitation of the center and
suggested that Mr. Vuksic check with ownership.
ACTION:
Commissioner Van Wet moved and Commissioner Levin seconded, to
grant approval subject to: 1) muting the red mullions closer to a color to
match the columns or a color to the match the center; and, 2) staff to review.
Motion carried 5-0-1-1, with Commissioner Vuksic abstaining and
Commissioner Stendell absent.

C. Miscellaneous Items:
1. CASE NO: CUP 11-270
APPLICANT (AND ADDRESS): BARNES SOLAR INC. 19281 Echo
Pass, Trabuco Canyon, CA 92679
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of an
appeal of the Director of Community Development's denial of a solar
panel installation on a tilt up rack system installed on the north side
rather than a south side installation to match the roof pitch.
LOCATION: 70 Rocio Court
ZONE: PR-4 N
ACTION:
No action taken. Applicant withdrew their appeal.

VI. ADJOURNMENT
Commissioner Lambell moved and Commissioner Vuksic seconded to adjourn
the meeting. Motion carried 6-0-0-1. The meeting was adjourned at 2:05 p.m.
