ORAL COMMUNICATIONS IV. APPROVAL OF MINUTES: July 12, 2011 Action: Commissioner Van Vliet moved and Commissioner Vuksic seconded, to approve the July 12, 2011 meeting minutes. Motion carried 5-0-0-2, with Commissioners Lambell and Levin absent. V. CASES: ARCHITECTURAL RED=W COMMISSION MINUTES July 26, 2011 A. Final Drawings: 1. CASE NO: MISC 11-289 APPLICANT (AND ADDRESS): MATTHEWS SIGNS INC, 12527 Kirkham Court, Poway, CA 92064 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of an awning on front fascia; Francesca's. LOCATION: 73-585 El Paseo, Suite 102 ZONE: CA-SP Mr. Swartz stated the applicant is requesting to construct an awning over the main entrance which faces the courtyard. The awning would not be located within City property. The proposed awning with black and tan stripes is attached to the building and is 28' x 4" and 12' in height and will project 3' off the building. There . is no signage proposed on the awning. The proposed awning appearance looks well-proportioned and attractively done. Staff has no concerns with the awning and how it relates to the building. Commissioner Touschner stated the awning needs to be a piece and the sides need to return all the way back and held away from the column. Commissioner Van Wet was concerned with the scalloped edge and Commissioner Touschner suggested that it have straight edges so that it will line up better. ACTION: Commissioner Touschner moved and Commissioner Stendell seconded, to grant approval subject to: 1) ends shall be wrapped with material and held away from the column with material going all the way back; 2) in lieu of doing a scallop it be straight edge; and 3) staff to review the ends. Motion carried 4-0-1- 2, with Commissioner Vuksic abstaining and Commissioners Lambell and Levin absent. CASE NO: MISC 11-260 APPLICANT (AND ADDRESS): PALM SPRINGS ART MUSEUM, c/o Dr. Steven Nash, 101 N. Museum Drive, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of renovation and architectural improvements; Palm Springs Art Museum. LOCATION: 72-567 Highway 111 ZONE: OP Ms. Wightman stated this building was previously occupied by the Palm Desert Visitor Center, which has now moved to a new location on El Paseo. A contract with the Palm Springs Art Museum was negotiated to use the now vacated space. Minor interior and exterior changes are proposed as a part of the functionality of the new use of space. The original architect, Interactive Design Corporation, was consulted to recommend the proposed changes. Exterior modifications are primarily for new paths of access. The glass, front entry has been expanded and slightly re-designed to include double doors and a new mullion pattern. Two new side doors were added where windows once existed. New concrete sidewalks are proposed to connect the new door locations to the perimeter sidewalk. Two new paths of travel to the exterior side doors will require landscaping to be removed and re-located. Other exterior modifications include new concrete steps at the north patio and a portion of a patio wall with landscape being removed and re-located. Interior modifications are also proposed as a part of the new use. The building modifications are minor and do not affect the majority of the existing architecture. The design team did a great job in modifying the building and maintaining the existing architecture to accommodate the new use. Staff recommends that the Architectural Review Commission approve the renovation and architectural improvements, subject to Commissioner comments and final staff approval of re-located landscaping. The Commission reviewed the plans and made a motion for approval. ACTION: Commissioner Vuksic moved and Commissioner Van Vliet seconded, to grant approval. CASE NO: MISC 11-274 APPLICANT (AND ADDRESS): D.R. HORTON, Attn: Dan Boyd, 2280 Wardlow Circle #100, Corona, CA 92880 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a replacement floor plan and associated elevations; Renaissance at the Gallery. LOCATION: 74-000 Gerald Ford Drive ZONE: P.R.-5 Ms. Wightman stated The Gallery, owned by Ponderosa Homes II, was originally entitled to build 237 single family lots and residences over 87.45 acres. This project was approved in September 2004. Recently Ponderosa Homes II sold 58 lots to the builder D.R. Horton. D.R. Horton's revised plans were reviewed and approved for compatibility with the existing development in December, 2009. D.R. Horton is proposing a new plan to accommodate the current demand of dual master suite homes. Plan 4 will replace the previously approved plan 1 according to the lotting plan. The architectural facades illustrate variations of desert prairie, Spanish, and desert ranch styles that will blend well with the previously approved plans 2 and 3 within the development. The architecture of Elevation D is the most aesthetically pleasing of the three elevations. Staff recommends approval of Elevation D. Elevation B is relatively plain in appearance and in staff's opinion needs some exterior improvements or enhanced detailing to the facade. The left side of Elevation C may need to be re-worked. The straight roof line of the pop-out feature in conjunction with the pitched roof appears to be in striking contrast where dissimilar elements should not be meeting aesthetically. Previous approvals required the applicant to illustrate fireplace and roof venting locations and heights. During site inspections, staff has additionally found white weather stripping to be the typical garage door seal and was in severe contrast, especially in situations where white weather stripping was installed next to a dark brown garage door. As a part of the final inspection process, staff asked the contractor to match the garage door to the closest colors available in the weather stripping. On sheet 1 of the lotting plan, Plan 4 B is represented on lot 1 and lot 3, only separated by one house. This should be placed farther apart to represent variety among the houses on an individual street. This situation also occurs on lots 22 and 24. COMMISSION MINUTES July 26, 2011 coverage and height are all in comparison with the previous development and comply with the conditions and zoning ordinance as previously approved under Ponderosa Homes II. The landscape specialist has evaluated the plant palette and found it to be the same as the previously approved plans. Three typical plans and atypical front yards were reviewed for preliminary approval. Staff recommends that the Architectural Review Commission continue the permitting and construction of a replacement floor plan and associated elevations for 22 lots within Tract 31490-2 to allow the applicant to make staff and commissioner-requested corrections, produce color boards to include sample weather stripping colors to match the garage door colors, and a revised plan illustrating fireplace and roof vent locations, and heights. Commissioner Vuksic mentioned the roof vents and the chimney flues and asked if the applicant was aware of the standards established by the Commission regarding the previous approvals. Commissioner Van Vliet said they can apply the same standards to these homes. Commissioner Vuksic asked if all other detail will remain the same as the existing product. Ms. Wightman indicated that everything will remain the same as well as the nine color variations. Commissioner Stendell asked about the visibility of the utility meters and the Commission discussed the locations. The Commission reviewed and discussed Plan 4, Elevation B and C with the wainscoting not returning all the way to the edge. Commissioner Touschner suggested it wrap around to the gate on the side. The Commission discussed their concerns regarding the screening of the utility meters. Mr. Dan Boyd, representative said they submitted the plans through landscape and it was determined that landscape be installed to adequately screen the utility boxes. Commissioner Vuksic said the landscaping is going to be really important because if you don't have something there to distract your eye; you are going to see it even if it's painted the same color as the wall. Commissioner Stendell described how an additional wall on the side would work to hide the meters. Mr. Boyd was concerned with adding a new detail from the previously approved homes for Ponderosa Homes II. He stated if they can't demonstrate to the satisfaction of staff that they met the objectives of the Commission then the alternative would be to build the wall. Commissioner Vuksic made a motion to approve. Mr. Boyd asked if the Commission reviewed Elevation C with the pop out and Commissioner Vuksic said they did look at it and was okay. Ms. Wightman mentioned to the Commission and the applicant that typically landscaping is not reliable as a screening device, and if it dies then the screening is lost. Commissioner Gregory said that was a valid point. Commissioner Vuksic said the Commission is holding the applicant to the same standards on the venting heights and fascia details as previously approved. ACTION: Commissioner Vuksic moved and Commissioner Touschner seconded, to grant approval subject to: 1) all details of previously approved homes must be maintained; 2) weather stripping must match garage door paint color; and 3) landscape must be installed to adequately screen utility boxes. Motion carried 5-0-0-2, with Commissioners Lambell and Levin absent. B. Preliminary Plans: None C. Miscellaneous Items: None VI.
