Action•
Commissioner Levin moved and Commissioner Stendell seconded, to
approve the May 10, 2011 meeting minutes. Motion carried 5-0-2-0, with
Commissioners Lambell and Touschner abstaining.

A. Final Drawings:
1. CASE NO: CUP 11-161
APPLICANT (AND ADDRESS): PIERO PIERATTONI, 73-705 EI
Paseo, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
restaurant fa�ade; Piero's PizzaVino.
LOCATION: 73-722 EI Paseo
ZONE: C-1
Ms. Grisa presented the project and summarized the staff report. This
project came before the Commission at the last meeting where it was
determined that the bottom half of the fa�ade was appropriate, but the
Commission felt the applicant could do a little more work with the top
awning that stretches across the whole fa�ade. Ms. Grisa presented
the revised drawings and color board and explained the changes that
were made.
Commissioner Stendell felt the yellow color on the color board was
quite a bit different from the mustard color on the rendering and liked
the rendering better. Commission Lambell felt the color on the color
board would go away because it is on the north side of the street, yet it
goes with the other cool tones on the color board. Commissioner
Vuksic liked the colors on the board because they have a cool,
sophisticated look and thought if it was mustard yellow it would stand
out too much from the other colors.
Commissioner Vuksic liked how the applicant broke up the canvas and
felt it was a nice improvement; he was glad to see another restaurant
spilling out onto EI Paseo. He was concerned with how the building
returns back and suggested that the west end parapet extend back the
same 8' distance as the parapet at the entry structure. The
Commission and the applicant reviewed the plans and discussed
extending the parapet back.
ACTION:
Commissioner Vuksic moved and Commissioner Levin seconded, to grant
approval subject to the west end parapet extending back the same 8' distance
as the parapet at the entry structure. Motion carried 5-0-2-0, with
Commissioners Lambell and Touschner abstaining.

2. CASE NO: MISC 11-62
APPLICANT (AND ADDRESS): KB HOME-COASTAL INC. 36310
Inland Valley Drive, Wildomar, CA 92595.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
construction drawings for three new architectural single family homes;
Kingston Court.
LOCATION: Kingston/Imperial Court TM 33935 & TM 34391
ZONE: P-R 5
Mr. Swartz presented final construction drawings for KB Home. The
Commission reviewed the plans and Mr. Swartz stated the applicant
has made all the changes as recommended by the Commission at a
previous meeting. Commissioner Levin asked about the landscaping
and Ms. Diane Hollinger, Landscape Specialist stated they do not
have the landscape plans yet.
ACTION:
Commissioner Van Vliet moved and Commissioner Vuksic seconded, to grant
approval of construction drawings. Landscape plans to be reviewed and
approved by Landscape Specialist. Motion carried 5-0-1-1, with Commissioner
Gregory abstaining and Commissioner Touschner absent.
3. CASE NO: MISC 11-180
APPLICANT (AND ADDRESS): WINDEMERE REAL ESTATE, 73-
993 Highway 111, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings;
Windemere Real Estate.
LOCATION: 73-993 Hwy 111
ZONE: C-1
Mr. Swartz presented the project and summarized the staff report.
The applicant is requesting to construct an awning over the main
entrance that faces the parking lot of Presidents Plaza east. The
property line from the building is 0.69' and the applicant would have to
obtain an encroachment permit and a hold harmless agreement with
the Public Works Department since the awning would be located
within City property. The awning will project 8' off of the building and
is designed with two posts. There is no signage proposed for the

awning at this time and will come back to ARC at a later date. The
proposed awning appearance looks well-proportioned and attractively
done and staff has no concerns with how it relates to the building.
The Commission reviewed and discussed the size and location of the
awning. Commissioner Vuksic thought it would push close to the
detail. Commissioner Touschner said they would have to flatten out
the curve or take it out of the sides. Mr. Jim Sadler, sign
representative, said normally the rule of thumb is that the sides on a
vertical fascia on a walkway with a marquee type canopy are usually
between 10 to 16" and this is 21". He said he could very easily
decrease that. Commissioner Touschner said whatever the
dimensions are on the frame around the circle it should be the same
distance from the bottom of the frame piece to the top of the canopy.
Commissioner Vuksic said 12" below the detail where it starts to bump
out would be fine. Commissioner Gregory suggested that if the design
changes it be brought back to staff for review and approval.
ACTION:
Commissioner Vuksic moved and Commissioner Lambell seconded, to grant
approval subject to 1) placing the frame 12" below the detail on the gabled end;
and 2) if the proportion of the awning changes it shall be reviewed by staff for
approval. Motion carried 6-0-1-0, with Commissioner Stendell abstaining.
B. Preliminary Plans:
CASE NO: MISC 11-178
APPLICANT (AND ADDRESS): ULTRA CONSTRUCTION &
DEVELOPMENT, INC. 3065 E. Verona Road, Palm Springs, CA
92262.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
a fa�ade remodel; Ulta 3 Cosmetics.
LOCATION: 72-351 Highway 111
ZONE: C-1
Ms. Grisa presented the project and summarized the staff report. The
applicant is requesting approval of a new storefront design. The
proposed use would carve out a portion of a 45,000 square foot
building known as the former Circuit City building. The proposed
remodel will remove an existing trellis structure between the entry
tower of the former Circuit City and the existing business to the
northwest. The new entrance will be designed to match the existing

architectural style of the shopping center. The new element will be 10'-
8" from the store front with 4' to 6' columns in front of the main wall.
Landscape plans will have to be improved upon before the remodel is
approved for construction. The drawings illustrate new signage and
awnings; however, staff does not have adequate information for
review. Awnings and signage will require a separate review and
approval by the Architectural Review Commission. The building design
utilizes a simple, yet well designed storefront that will match the
existing Desert Crossings Shopping Center.
Commissioner Vuksic said the design works with the center and
matches the entry to the left, but he felt it would be better if it
complimented it rather than virtually matching it. He noticed the tower
element on the roof plan didn't go back as far as the one on the
existing entrance and said it absolutely needs to do that. He asked
the applicant if the existing roof truss system could support going
further back. Mr. Chris Sahlin, architect, said they hope to cantilever
from the building wall just below the parapet line to carry that roof
element and not load the roof. He mentioned they could extend it
another 2' to 4'. Commissioner Touschner said she was okay with it
not going all the way back because it does start to give a hierarchy
and felt it was very similar in architectural style. She thought it was
important that the details match, but not be a mirror image.
Commissioner Touschner was concerned with the canopies coming
out over the large entry feature and didn't see it anywhere else in the
center other than over a single window. She asked what the canopies
would do for the building because they already have a built structure
that comes out. Mr. Sahlin said they are a part of Ultra's original
design. Commissioner Lambell said when the trellis work comes down
and the new fa�ade goes up, she would like to see some softening of
the awnings. Ms. Grisa mentioned that the awnings were not being
approved at this time because there wasn't enough detail.
Commissioner Lambell moved and Commissioner Stendell seconded
to approve. Commissioner Gregory asked for any further comments.
Commissioner Van Vliet agreed with bringing the roof structures back
on each side, otherwise it would look like a stage front that has been
tacked on. Commissioner Vuksic asked if they could cantilever it a
little farther and Mr. Sahlin said he could bring them back another 6'.
Commissioner Lambell amended her motion, Commissioner Stendell
seconded for approvaL

ACTION:
Commissioner Lambell moved and Commissioner Stendell seconded, to grant
preliminary approval subject to extending the two roof returns back an
additional 6'. Motion carried 7-0.

Commissioner Stendell moved and Commissioner Levin seconded to adjourn the
meeting. Motion carried 6-0-0-1, with Commissioner Touschner absent. The
meeting was adjourned at 1:15 p.m.
