Action:
Commissioner Van Vliet moved and Commissioner Stendell seconded, to
approve the November 8, 2011 meeting minutes. Motion carried 5-0-0-2,
with Commissioners Gregory and Touschner absent.

1. CASE NO: MISC. 11-447
APPLICANT (AND ADDRESS): MARTEC INVESTMENTS LP,
Attn: Martin Dolemo, 1 Champagne Circle, Rancho Mirage, CA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
fagade improvements.
LOCATION: 74-399 Highway 111
ZONE: C-1, S.P
Mr. Swartz presented the project and summarized the staff report.
The applicant is seeking to remodel the fagade of an existing
commercial building formerly known as Canyon Bajo Building. The
existing building is outdated and this fagade enhancement will
significantly alter the appearance of the building and will provide a
modern design. Mr. Swartz stated this will have to go to City
Council for the fagade enhancement and recommended approval.
Mr. Martin Dolemo, Martec Investments LP, described the
proposed changes to update the building's appearance and
believes they qualify for the fagade enhancement program. Mr.
Swartz said if it is approved by this Commission, staff will report
back to Mr. Bryce White, Redevelopment Agency who will present it
to the City Council.
The Commission reviewed and discussed the signage, awnings,
and colors selected for the building. Commissioner Lambell asked
if the signage and awning would be a separate submittal and Mr.
Bagato answered yes and stated the applicant should develop a
sign program that specifies criteria for the individual signage.
The Commission had concerns with the awning because it runs the
entire length of the building. Mr. Dolemo stated the awnings will be
in sections to add interest so it doesn't have weight. Linda Young,
Interior Designer added that the awnings will be angled and closed
on the end.

Commissioner Vuksic stated that when they submit the awning
package it will be something he will review closely to make sure it
doesn't look like an afterthought that is just tacked on. Ms. Young
stated it will look like an integral part of the building.
ACTION:
Commissioner Lambell moved and Commissioner Vuksic seconded, to
grant approval of facade improvements to the building. The applicant must
submit awning specifications and sign program. Motion carried 5-0-0-2, with
Commissioners Gregory and Touschner absent.
2. CASE NO: SA 11-440
APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS, 69-
640 Sugarloaf Avenue, Mountain Center, CA 92561
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of six
awnings; Grapevine Plaza.
LOCATION: 73-640 El Paseo
ZONE: C-1, S.P.
Mr. Swartz presented this project and said the applicant is
proposing the addition of four awnings to the Grapevine Building;
two in the front and two in the rear. Since the awnings project into
the right-of-way, the applicant would have to get an encroachment
permit and a hold harmless agreement prior to approval.
The Commission reviewed and discussed the awning with the
applicant. Mr. Ernie Brooks, Palms to Pine Canvas, described how
the awning attaches to the fascia and how the signage attaches to
the awning. The awnings will be a metal frame with fabric stretched
onto it on both sides. The Commission felt these awnings look
more like an inclined sign.
Commissioner Vuksic was concerned with where to put a sign on
this type of building; a tile roof with a thin fascia. Mr. Brooks stated
there is a store near this one with awnings exactly like what he is
proposing except they are longer in length; same context with the
frame work. Commissioner Vuksic said the concept of having
something come off the fascia is interesting and said they almost
look like banner signs and that concerns him.

The Commission reviewed and discussed the lettering and the
colors of each awning. They were concerned with the spacing and
Mr. Brooks stated he could make them all equally spaced; 20'.
Commissioner Vuksic stated that a part of the character of El
Paseo is to have tenants that are able to express themselves by
having individual awnings, and feels this proposal reinforces the
strip-like quality of this building.
Mr. Bagato suggested that a mock-up awning be prepared for the
Commission's review and the Commission agreed. Mr. Brooks
indicated he will place a mock-up in the rear of the building for their
review. The Commission recommended a continuance.
ACTION:
Commissioner Stendell moved and Commissioner Levin seconded, to
continue SA 11-440 subject to applicant installing an awning mock-up in the
rear of the building for Commission's review. Motion carried 5-0-0-2, with
Commissioners Gregory and Touschner absent.
3. CASE NO: MISC. 11-459
APPLICANT (AND ADDRESS): SURESH SHAH, 40530
Morningstar Road, Rancho Mirage, CA 92270
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of color
change; Southwest Plaza.
LOCATION: 73-345 Highway 111
ZONE: C-1
Mr. Bagato stated this is a color change for the Southwest Plaza
that has already been completed without staff approval. He also
pointed out that the applicant was not in attendance. He stated
there are four colors being applied and presented a before and
after photo of the building. Staff does not recommend approval.
Commissioner Stendell made a motion to deny and requested the
submittal of desert palette colors and Commissioner Lambell
seconded. Commissioner Lambell stated this is a far from what
they have approved in the past and Mr. Bagato said this is the
reason the City has a color ordinance.

ACTION:
Commissioner Stendell moved and Commissioner Lambell seconded, to
deny MISC 11-459 and requested the submittal of desert palette colors.
Motion carried 5-0-0-2, with Commissioners Gregory and Touschner absent.
NOTE:
Staff requested that an additional item be added to the Agenda. Commission
concurred. It was moved by Commissioner Van Vliet, seconded by Commissioner
Lambell, to add Case No. SA 11-155 to the agenda. Motion carried 5-0-0-2, with
Commissioners Gregory and Touschner absent.
4. CASE NO: SA 11-155
APPLICANT (AND ADDRESS): THE FIRST TEE, 74945 Sheryl
Avenue, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
monument signage on Sheryl Avenue; The First Tee.
LOCATION: 74-945 Sheryl Avenue
ZONE: R-1
Mr. Swartz presented a proposal by Sign-A-Rama to add a
monument sign on the corner of Cook Street and Sheryl Avenue.
He presented a mock-up of the sign and stated it will have the
same decorative stone on the base as the original monument sign
currently on Cook Street.
ACTION:
Commissioner Van Wet moved and Commissioner Lambell seconded, to
granted approval of monument signage on Sheryl Avenue. Motion carried
5-0-0-2, with Commissioners Gregory and Touschner absent.
B. Preliminary Plans:
None
C. Miscellaneous Items:
The Commissioners received an update on the Rosewood Hotel, El Paseo
improvements and the Carlos Ortega Villas.

Commissioner Vuksic reported on the Art in Public Places Commission
meeting.
VI. ADJOURNMENT
Commissioner Lambell moved and Commissioner Stendell seconded to adjourn
the meeting. Motion carried 5-0-0-2, with Commissioners Gregory and Touschner
absent. The meeting was adjourned at 1:23 p.m.
