Final Drawings: 1. CASE NO: MISC 11-58 APPLICANT (AND ADDRESS): KIMLEY-HORN & ASSOCIATES, INC. Attn: Tyler Hoist, 765 The City Drive, Suite 400, Orange, CA 92868 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of construction drawings; Red Lobster. LOCATION: 72-291 Highway 111 ZONE: P.C.-3 Mr. Bagato stated while approving these plans, staff noticed that one of the conditions of approval was to make all the gabled entries the same size as the entry gable, which is the largest one. Staff would be comfortable if it remains as shown. Other than that, the entire parking lot will need to be reconstructed and permits pulled. The applicant will also have to deal with on site retention. Commissioner Vuksic said the gables are fairly deep on the sides and pointed out that the applicant can't make them deeper because of the air conditioning requirements; he moved for approval. ACTION: Commissioner Vuksic moved and Commissioner Stendell seconded, to grant approval. Motion carried 7-0. 2. CASE NO: MISC 11-352 APPLICANT (AND ADDRESS): CHRIS HARRIS, 13400 Riverside Drive, Suite 202, Sherman Oaks, CA 91423 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of facade colors, awning and signage; Lululemon Athletica. LOCATION: 73-470 El Paseo, Suite F-5 ZONE: C-1, S.P. Ms. Wightman stated Lululemon Athletica is a high-end athletic clothing store and the first one to the valley. She presented the material board, wood for the slatted awning, as well as a sample of the signage. The back side of the building will also be painted. The overall center was designed with an integral color scheme; tans, browns, and green. So painting this building a different color will have a significant effect on the overall center. There are features on the building that wrap around to the front and the applicant was informed that whatever color is selected it would have to wrap around to those features. This will be a large featured store on the corner of El Paseo and San Pablo and the colors submitted were a little bright for Palm Desert; staff recommended they submit another muted color scheme. Staff doesn't recommend approval of the original color scheme, but would consider a muted color scheme that would match the center overall. Mr. Chris Harris, Permit Place stated they do not have a more muted color scheme, and submitted color samples for the alternative. Commissioner Gregory expressed that Palm Desert is a very staid community and recognizes the desire to have some fun colors. They will have success by going towards earthy tones that tend to look more natural. Commissioner Touschner said the alternative is a little more muted. We're not talking about a sign or an accent to define an entrance, they are changing a big piece of the building and it doesn't look cohesive. They have an opportunity on the back side to do something small that defines their entrance. She expressed her concern about the wood for the awning because wood does not fare well here in the desert because of the heat and suggested they drive around the valley and look at the awnings that have been out in the sun for awhile. Commissioner Touschner referred to the plans for the break room windows and asked if they would be treated with anything. Mr. Harris said there will be a film on the inside for privacy. Mr. Bagato asked if it would be reflective from the outside and Mr. Harris answered no; it would be more like a frosted film. Commissioner Lambell asked if there was signage or just the emblem that would appear on the building and Mr. Harris stated the store is branded with the emblem only and that is all the signage they use. Commissioner Lambell recommended they look at the colors of the buildings on El Paseo and the mountains as an inspiration for their colors. Commissioner Lambell moved for a continuance subject to 1) use of a subdued color scheme that compliments the existing, adjacent earth tones; 2) research alternative material for the awnings; and 3) tie logo into the color scheme. Commissioner Touschner made the second. Commissioner Levin asked if the landlord had a color program when the building was initially approved and Mr. Bagato said as it is painted today. Commissioner Levin said what is being proposed now does not comply so wouldn't they have to go back and change the color plan. Mr. Bagato said that is the reason they are here is to get color approval and they don't have to change the entire building. He said in larger multi tenant centers they have some main colors that tie the whole center together, but they also allow for individuality in some of the tenant design. Mr. John Vuksic, owner/representative said the right colors could be implemented as tenant colors even though the line is kind of gray of what a tenant area is and what a shell area is. He referred to elements like the columns, which are different than the other columns around the building and the bulkhead above the awning. Commissioner Touschner agreed, but said what is happening on the plans is that they are choosing both; so it's either the bulkhead or the columns that would define it. ACTION: Commissioner Lambell moved and Commissioner Stendell seconded, to continue Case MISC 11-352 subject to: 1) use of a subdued color scheme that compliments the existing, adjacent earth tones; 2) research alternative material for the awnings; and 3) tie logo into the color scheme. Motion carried 6-0-1-0, with Commissioner Vuksic abstaining. 3. CASE NO: MISC 11-359 APPLICANT (AND ADDRESS): SHAWN HIDOUBEK/ELIZABETH & PRINCE, 73-470 El Paseo Suite F-3, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of an awning; elizabeth & prince LOCATION: 73-470 El Paseo, Suite F-3 ZONE: C-1, S.P. Ms. Wightman presented the project for new awnings for elizabeth and prince. She said the awning comes out only 4' and remains out of the public right-of-way. Staff recommends approval. Upon request of the Commission, Mr. Jim Sadler, awning representative described the projection support hardware used for the awning. ACTION: Commissioner Van Vliet moved and Commissioner Lambell seconded, to grant approval. Motion carried 6-0-1-0, with Commissioner Vuksic abstaining. B. Preliminary Plans: None C. Miscellaneous Items: Appointment of Commissioner Vuksic as a non-voting liaison to the Art in Public Places Commission. ACTION: Commissioner Levin moved and Commissioner Touschner seconded, to grant approval. Motion carried 6-0-0-1, with Commissioner Vuksic abstaining. VI. ADJOURNMENT Commissioner Stendell moved and Commissioner Lambell seconded to adjourn the meeting. Motion carried 7-0.
