Final Drawings: 1. CASE NO: MISC 13-118 APPLICANT (AND ADDRESS): SARAH QUINNEY, 45-503 Panorama Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approvai of an exterior gate color change from tan to orange. LOCATION: 45-503 Panorama Drive ZONE: R-1 Mr. Kevin Swartz, Assistant Planner, said this was approval of an exterior color change from tan to orange on two gates. The applicant was cited by Code Enforcement for painting the fence with the orange color. Photos were presented of the surrounding homes and gates in this neighborhood with similar colors. This was brought to the Commission because any significant change has to be approved by the Architectural Review Commission. MS. SARAH QUINNEY, applicant, presented photos of her property and surrounding neighborhood that have a variety of colors on the homes, gates, and fences. She knew she had to have desert appropriate colors and have it fit into the neighborhood. She also took photos of Coachella Valley sunsets indicating this is where the orange came from. She is requesting approval. Commissioner Gregory said he had no problem with the color and suggested that it be a touch more subdued. MS. QUINNEY said the paint has already faded since this photo was taken. From a volume point of view the gates are a very small portion and are accents to her property. The house and block wall is a tan color with no other trim detail. Commissioner Clark agreed that the color has faded some since the photo was taken. Commissioner Levin said he would like to see it softened and felt it was too much for the neighborhood. He said it's not the orange itself; it's just too bright. As an accent bright orange is appropriate but it needs to be toned down a bit and you can't rely on the sun fading it. Commissioner Colombini agreed that it does have to be toned down somewhat and be warmer than it is. Commissioner Mclntosh said he likes it and agrees that it's a small accent. The gate is large but in proportion to the property it's not too bad. He would vote to keep it as is. He asked if there were complaints from the neighborhood. Mr. Swartz said it was complaint driven. Mr. Bagato said typically the color ordinance is a complaint driven issue because with as many properties as there are in the city, commercial and residential, we don't normally catch people painting without an approval. Commissioner Mclntosh thought this might have a pretty high light reflective value and asked if this was a guideline with the City. Mr. Bagato said no. It is more subjective and the ordinance says it has to be a substantial change in color. There is an intensity related to signage but not to paint color. Commissioner Mclntosh wasn't sure of the accuracy of the color in the photo and seems a little saturated. Commissioner Gregory appreciates the effort by the applicant and thought orange is a great color. He didn't think the Commissioners objected to the color, but some may want it muted. MS. QUINNEY thought she has fulfilled the criteria and that was to have desert appropriate colors and for it to fit into the neighborhood. Commissioner Van Vliet said one of the problems is that the house and the block wall is such a muted tan color and the gate stands out. Commissioner Vuksic said this has to do with the amount of color. It's great that the applicant recognizes that it needs to be an accent. He visited the site and thought it was a little too primary. Motion was seconded by Commissioner Levin and carried by an 8-1-0-0 vote, with Commissioner Mclntosh voting NO. B. Preliminary Plans: None C. Miscellaneous Items: None VI.
