Action:
Commissioner Lambell moved to approve the June 11, 2013 meeting
minutes. Motion was seconded by Commissioner Levin and carried by a
7-0-0-1 vote with Commissioner McIntosh absent.

A. Final Drawings:
1. CASE NO: SA 12-353
APPLICANT (AND ADDRESS): EL PASEO PREMIER CENTRE,
73-061 El Paseo #200, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
new awnings; El Paseo Premier Centre.
LOCATION: 73-655 El Paseo
ZONE: C-1
Mr. Tony Bagato, Principal Planner, presented a change to a
previously approved awning and submitted a new material sample
for the Commission's review. The previous approval was a bright
green and black striped material and the new material is more of a
teal/aqua with cream color stripes. However, that fabric is no
longer available. Staff is concerned that the color will disappear
with the white building, but the applicant is moving forward with this
color and is looking for the Commission's approval. The black
awning will remain as previously approved.
Commissioner Lambell noticed that it wasn't made by Sombrella
and asked if they've used this material before. MR. DAVID
FLETCHER, El Paseo Premier Centre, said this material is
equivalent to Sunbrella, but Sunbrella did not have a color they
prefer at this time. This new material is the same fabric, just a
different manufacturer. It is 100% acrylic with the same properties,
as well as a 10-year warranty; no fade, no rips, no tears. The
green and black was their preferred option but he feels this new
color was the least obtrusive.
The Commission and the applicant discussed the color of the
buildings and the signage on the black awnings. The applicant
stated there will be no signage on the striped awnings.

ACTION:
Commissioner Lambell moved to approve awning color as submitted
subject to no signage on striped awnings. Motion was seconded by
Commissioner Clark and carried by a 6-0-0-2 vote, with Commissioners
Vuksic and McIntosh absent.
2. CASE NO: MISC 13-202
APPLICANT (AND ADDRESS): PREST-VUKSIC ARCHITECTS,
44-530 San Pablo Avenue, Suite 200, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
exterior color change to Buildings 2A and 213; The Village at
University Park.
LOCATION: 36-891 Cook Street
ZONE: PCD
Mr. Kevin Swartz, Assistant Planner, presented a proposal for a
color change to Buildings 2A and 2B for the Village at University
Park. He passed around photos of the existing buildings along with
a new color palette.
Commissioner Lambell felt these colors were far better than the
existing colors and felt they will spiff up that corner. MR. JOHN
VUKSIC, Prest-Vuksic Architects, said these two buildings are the
main retail component of the center and need to be freshened up
and pop more as being a mercantile building.
Commissioner Levin asked if the stone on the building was
changing and MR. VUKSIC said none of the stone would change.
The building also has a lot of metal architectural elements that is
staying. There will be a combination of three primary colors and
two richer accent colors along with the metal and stone.
Commissioner McAuliffe and MR. VUKSIC discussed the paint
color and the stone being almost identical. Commissioner McAuliffe
didn't want the applicant to lose the detail on that corner. MR.
VUKSIC said the stone is multicolored and obviously peppered in
texture with a lot of light and shadow on the stone.

ACTION:
Commissioner Colombini moved to approve exterior change, as
submitted. Motion was seconded by Commissioner Lambell and carried
by a 6-0-1-1, with Commissioner Vuksic abstaining and Commissioner
McIntosh absent.
B. Preliminary Plans:
1. CASE NO: MISC 11-323
APPLICANT (AND ADDRESS): STARBUCKS COFFEE
COMPANY, Attn: Jon Alpert, 17700 Newhope Avenue, Suite 200,
Fountain Valley, CA 92708
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new
exterior paint colors, a new awning, new patio railing, and a new
entrance; Starbucks.
LOCATION: 73-520 El Paseo
ZONE: C-1, SP
Mr. Kevin Swartz, Assistant Planner, presented the project and
stated this is part of the Wessman remodel and Starbucks is doing
their remodeling separately. In January 2012, the Commission
approved the changes to the green awning, the placement of a
railing in the front and on the side, and the installation of a raised
patio. Now they are proposing to change the design of the railing,
however it will remain in the same location and built the same way
as proposed. They will be removing the green awning and
replacing it with a metal awning, expanding into the vacant store to
the east that was Trio, and painting the building a gray color. Staff
has some concerns with the gray color and asked the Commission
for their comments. The applicant has two alternate colors that will
be presented today, but their preferred choice is the gray. The
applicant will be placing cast stone planters in between the railings
along San Pablo Avenue and El Paseo. The railing will be located
7' from back of curb along San Pablo Avenue and 11'-8" from back
of curb along El Paseo. The railings and planters will not project
into the public right-of-way. The applicant spoke to the Landscape
Manager and they will have to show a detailed plan on how these
planters will be irrigated. They are adding an additional entrance
off San Pablo to gain access to the patio. Mr. Swartz presented the

colors of the other buildings and passed around the sample of the
gray color.
Commissioner Lambell wanted to see the two alternate colors and
the Commission reviewed and discussed. They did point out that
the entire building would be one color with no differentiation and no
trim color.
Commissioner Van Vliet asked if the vertical support element on
the railing detail was a C-Channel. He also noticed some exposed
conduit and asked if there was going to be lighting and if that would
be tucked into the C-Channel. MS. CANDICE DOYLE, Architects
Orange, said it was a C-Channel and the lighting would be tucked
in on the inside corner of it.
The Commission discussed the grade change along the sidewalk
and Mr. Swartz said it's about an 8" difference and it will be flush.
Commissioner Van Vliet said it gets bigger as the street goes down
so it will go from 8" to 12", 13" or 14". Mr. Swartz said the Building
Department did not see a problem with it. Commissioner Vuksic
said they created an L footing so the height between the top of that
footing and existing curb varies but it has been addressed.
Commissioner Lambell asked if they have given any thought to
painting some part of the building with one of the three colors or did
they just want the one color. MS. DOYLE said they prefer painting
the building with the one color and have integrated the metal
canopy that will give it some contrast. Commissioner McAuliffe
thought the site furnishings with the chairs and cushions would
provide some contrast to the building. Adding those accessories
would be another alternative rather than adding contrast to the
building itself.
Commissioner Clark said he liked staff's presentation of the earlier
approval of Wessman's elevations and the colors and how this
would or would not integrate into that. Personally he could live with
either color, but he did like looking at it as a whole. Commissioner
Vuksic agreed that it was helpful and the block of buildings was sort
of fresh and edgy and the gray color they are proposing ties in well.

Commissioner Colombini asked if there would be built in irrigation
for the planters and MS. DOYLE answered yes. Mr. Swartz said
their motion will have to include maintenance of the potted plants
and pointed out that the plans have not yet been submitted for
landscape approval.
ACTION:
Commissioner Lambell moved to preliminarily approve subject to: 1)
submitting final landscape plans including a drainage plan for the potted
plants; 2) the applicant shall maintain the landscaping within the potted
plants; and 3) meeting all conditions of approval in the Public Works
department memorandum dated April 18, 2013 before issuance of building
permits. Motion was seconded by Commissioner Vuksic and carried by a
7-0-0-1 vote with Commissioner McIntosh absent.

VI. ART IN PUBLIC PLACES UPDATE — Commissioner John Vuksic
Commissioner Vuksic reported on the recent Art in Public Places meeting (AIPP).
The end of season summary for the Palm Springs Museum at Palm Desert
reports 20,000 visitors this past season. The museum will hold summer camps
and self-guided garden tours broken down into different age groups. In the fall,
the museum will host a Community Day and docent tours of the gardens focused
on the landscaping. In the sculpture garden, they will have a music series and
yoga classes. The museum is planning for The Galen at The Galen exhibit
where Helene Galen will be exhibiting her private collection. The AIPP is
considering a proposal for a Cultural Week in November and will consider
moving Art Walk to Friday nights instead of Thursday nights. A new exhibit,
Fresh from the Fields, will open at the Palm Desert Community Gallery at the
City of Palm Desert on July 1.
Commissioner Levin said if you are a member of the Palm Springs Art Museum,
the Palm Springs Air Museum, or the Living Desert, each venue will accept your
membership card for a complimentary visit at either of the other two venues.
VIL COMMENTS
The Commission discussed the old Toys R Us building and the old Mervyn's
building.

VIII. ADJOURNMENT
Upon a motion by Commissioner Levin, second by Commissioner Vuksic, and a
7-0-0-1 vote, with Commissioner McIntosh absent, the Architectural Review
Commission meeting was adjourned at 1:10 p.m.
