IV. APPROVAL OF MINUTES: March 25, 2014
Action:
Commissioner Clark moved to approve the March 25, 2014 meeting minutes.
Motion was seconded by Commissioner Levin and carried by an 8-0 vote,
with Clark, Colombini, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and
Vuksic voting YES.

A. Final Drawings:
1. CASE NO: MISC 10-238
APPLICANT AND ADDRESS: AMERICAN AWNING, Jim Sadler,
1717 E. Vista Chino, Ste A7-416, Palm Springs, CA 92262
NATURE OF PROJECT/APPROVAL SOUGHT: Amendment to the
original approval of exterior awnings; Sidney Properties.
LOCATION: 73-760 EI Paseo
ZONE: C1-SP
Mr. Kevin Swartz, Assistant Planner, reminded the Commissioners
that this item came before the Commission in May 2013 for approval
of awnings. The awnings were approved and now the applicant is
trying to get some height variations to the building by proposing tent
sails. He pulled up Google Earth to show the Commission some
examples of sail awnings on retail stores and a hotel in Palm Springs.
Staff has concerns with the awnings and is recommending denial.
Commissioner McAuliffe said the frames are probably not engineered
to handle heavy winds. Commissioner Mclntosh said iYs not even the
wind loads as much as it is the tension you need to put on the cable to
get the shape.
Commissioner Vuksic asked if staff wasn't comfortable with the
proposal or was it the sleek contemporary style of awing compared to
the building. Mr. Tony Bagato, Principal Planner, said it is both. Based
on the renderings, it is not architecturally compatible and staff is
concerned that it will not be constructed in a manner that will carry out
the architecture of the building.
ACTION:
Commissioner Lambell moved to deny as proposed. Motion was seconded by
Commissioner Clark and carried by an 8-0 vote, with Clark, Colombini,
Lambell, Levin, McAuliffe, Mclntosh, Van Vliet, and Vuksic voting YES.

B. Preliminary Plans:
1. CASE NO: MISC 14-20
APPLICANT AND ADDRESS: PANERA LLC, 3630 S. Geyer Road,
Suite 100, Sunset Hills, MO 63127
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of landscape and architectural plans for a new Panera Bread with a
drive-thru in the Desert Gateway Shopping Center.
LOCATION: 34180 Monterey Avenue
ZONE: P.C.-(3)
Mr. Kevin Swartz, Assistant Planner, said this project was reviewed at
the last meeting and the applicant has made changes based on the
Commission's recommendations.
MR. MONI DOSANJH, Director of Development, said they took the
Commissioner's comments from the last meeting and made changes
to the arches by projecting them out a foot giving it more depth and
variation, they introduced a third color into the arches to give additional
pop-outs, they added a trim around the faux windows for more depth
and pop, they beefed up the wood trellis, and made the signage
consistent throughout all elevations. The Commission was still
concerned that the wood will twist in the heat and suggested putting
something on top of the beams to tie them all together. MR. DAN
DRISSELL, architect, said they will put in spacers and blockers.
Commissioner Clark was concerned with the main entrance on the
west side because of wind issues and suggested an entrance on the
south rather than the west. MR. DRISSELL pointed out the vestibule
on the west elevation and said that will help with the wind issue.
The Commission discussed the tower elevations, depth of the arches,
the cornice details on the north elevation tower, adding faux windows
on the east elevation to break up the building mass, wrapping the hip
on the corner of the east elevation, signage, the turn-ability into the
drive-thru, and landscape changes.

ACTION:
Commissioner Vuksic moved to preliminary approve subject to: 1) lowering
the wall sign on the east and north elevations so it's not too tight against the
cornice; 2) carry the simulated window details from the south side to the east
side to add more detail to break up building mass and reviewed by staff; 3)
the cornice on the north elevation main building shall be less than 10" to die
, ..into the tower element at the northeast corner; 4) the rake eave detail on the
north elevation at the west end shall be done in such a way to die into the
main building mass; 5) the tower element rake eave detail on the east and
south elevations shall die into the tower to provide a proper overlap with the
tower element and reviewed by staff; 6) on the lattice on the west elevation,
add another layer above existing trellis members or blocking done in an
architectural aesthetic way and reviewed by staff; 7) review turn-ability into
east elevation driveway and reviewed by staff; and 8) approval of landscape
with the replacement of proper tree types and reviewed by staff. Motion was
seconded by Commissioner Mclntosh and carried by an 8-0 vote, with Clark,
Colombini, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet, and Vuksic voting
YES.
C. Miscellaneous Items:

The Commission discussed the Union Bank on EI Paseo.

Upon a motion by Commissioner Lambell, second by Commissioner Levin, and an 8-
0 vote, with Clark, Colombini, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and
Vuksic voting YES, the Architectural Review Commission meeting was adjourned at
1:25 p.m.
