Action:
Commissioner Levin moved to approve the April 8, 2014 meeting minutes.
Motion was seconded by Commissioner Colombini and carried by a 7-0-1
vote, with Colombini, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and
Vuksic voting YES and Clark absent.

A. Final Drawings:
1. CASE NO: PP 13-421
APPLICANT AND ADDRESS: TOMA STOIANOVICI, 40-462
Corte Placitas, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
architectural design for a new duplex.
LOCATION: 45-855 Portola Avenue
ZONE: R-2, SP
Mr. Eric Ceja, Associate Planner, reminded the Commission that
this item has been reviewed a few times. This past February it was
approved for a duplex on Portola Avenue. However, there were
three conditions placed on the approval; 1) to show 4" surrounds on
rear and back windows; 2) column details on the side of the home;
and 3) to remove the arch over the garage doors. He presented the
plans that were submitted to the building department and the
Commission reviewed.
ACTION:
Commissioner Van Vliet moved to approve. Motion was seconded by
Commissioner Levin and carried by a 7-0-1 vote, with Colombini, Lambell,
Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic voting YES and Clark
absent.
2. CASE NO: MISC 14-118
APPLICANT AND ADDRESS: DAVID HOLMES, 45-850 Wingfoot
Drive, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a wall
exception.

Mr. Eric Ceja, Associate Pianner, said the applicant has applied for
a wall exception to allow for a 6' high block wall. He presented a
PowerPoint presentation of this property and pointed out that the
city boundary between Palm Desert and Indian Wells is the
applicanYs rear property line. He discussed the off-set standards
and said the City of Indian Wells is not concerned with the off-set
standards and would prefer that the wall not go into their right-of-
way. They would like to see consistency in the wall design between
this wall and his neighbors.
MR. DAVID HOLMES, applicant, passed around photos of the walls
and said most of the wall will be hidden by the landscape on the
City of Indian Well's side. He will remove the existing wood fence
and use colored precision block to match the walls of his neighbors.
ACTION:
Commissioner Lambell moved to approve. Motion was seconded by
Commissioner Mclntosh and carried by a 7-0-1 vote, with Colombini,
Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic voting YES and
Clark absent.
3. CASE NO: MISC 13-320
APPLICANT AND ADRESS: BRYAN RANGEL, 12439 Magnolia
Blvd #185, Valley Village, CA 91607
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
an exterior building modification to an existing commercial building.
LOCATION: 72-221 Highway 111
ZONE: P.C.-(3) S.P.
Mr. Eric Ceja, Associate Planner, said this project is for the Las
Sombras shopping center and reminded the Commission that this
has been before them several times for improvements to the
building including; new paint and the removal of an old trellis.
Previously, the Commission recommended that, since the trellis
represents an architectural feature to the building, something else
needs to be added to the building. The applicant is now proposing
new metal trellises and awnings, and new metal art pieces in front
of the building.
MR. BRYAN RANGEL, applicant, presented a small sample of the
metal art piece that will replace the wooden trellis in that location.

The Commission reviewed and discussed the decorative metal art
piece and building signage and asked the applicant to submit a
more comprehensive sign plan.
Mr. Ceja pointed out where two new restaurants will be located; Fat
Burger and Buffalo Cafe. Mr. Kevin Swartz, Assistant Planner,
presented the tenant improvement plans for Buffalo Cafe for the
Commission's review. The Commission said the metal trellis needs
to be more detailed because what is being shown doesn't match
the detail and the elevation. They stated that a steel trellis is more
successful here in the desert compared to wood.
Commissioner Vuksic said they were very receptive of this idea and
would like to approve it, but would like to see better drawings to
make sure there is a design solution that will look good when it is
done. He suggested taking some of the design ideas going on
inside the Buffalo Cafe and bring them outside.
The Commission and the applicant discussed the stucco and paint
colors. Commissioner Mclntosh suggested getting away from the
proposed pastel colors because they are dated and said most retail
stores are going with more dynamic, bolder colors. Commissioner
Lambell made a motion to continue subject to several conditions
and Commissioner Levin made the second.
ACTION:
Commissioner Lambell moved to continue Case MISC 13-320 subject to
submittal of: 1) a more comprehensive design to include detailed site and
sign plans; 2) landscape and irrigation plans; 3) a material board; 4)
details on 2"d story railing panels; 5) details showing exterior air ducts and
screening apparatus; 6) details on fascia stucco; 7) details to include steel
tresses relating to the basic concepts and spirit of the Buffalo Cafe; 8)
more dynamic and interesting trellis shapes and color scheme; and 9)
review the building plans for Buffalo Cafe to ensure consistency. Motion
was seconded by Commissioner Levin and carried by a 7-0-1 vote, with
Colombini, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic
voting YES and Clark absent.

VI. ART IN PUBLIC PLACES UPDATE — Commissioner John Vuksic
Commissioner Vuksic reported on the recent AIPP meeting. The Commission
approved the mosaic tile murals that will be added to the Carlos Ortega Villas.
The tiles will be a reflection of the life of Carlos Ortega. The Commission has
selected new sculptures for the EI Paseo median which will be placed in
November. The awards for the Student Art and Essay exhibit will be presented
on May 14, 2014 in the Council Chamber. The exhibit is on display in the Palm
Desert Community Gallery until June 5, 2014.
VII. COMMENTS
The Commission expressed their concerns to staff about the quality of work
being submitted by the applicants.
VIII. ADJOURNMENT
Upon a motion by Commissioner Lambetl, second by Commissioner Levin, and a
7-0-1 vote, with Colombini, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and
Vuksic voting YES, and Clark absent, the Architectural Review Commission
meeting was adjourned at 1:40 p.m.
