IV. APPROVAL OF MINUTES: November 25, 2014
Action:
Chair Van Vliet moved to approve the November 25, 2014 meeting
minutes. Motion was seconded by Commissioner Levin and carried by a
6-0-1-1 vote, with, Clark, Colombini Levin, McAuliffe, McIntosh, and Van
Vliet voting YES, Lambell absent and Vuksic abstaining.

1. CASE NO: MISC 14-46
APPLICANT AND ADDRESS: ALLIED DISTRICT PROPERTIES,
180 N. Stetson Avenue, Suite 3240, Chicago, IL 60601
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
preliminary approve architectural modifications to Buildings C & D;
El Paseo Square.
LOCATION: 73-411 Highway 111
ZONE: C-1, S.P.
Mr. Tony Bagato, Principal Planner, said this project is a
reconsideration of modifications presented at the last meeting.
MR. JOHN GREENWOOD, Prest-Vuksic Architects, said at the
previous meeting the Commission made some really good
comments so they went back to the drawing board and revisited all
the recommendations carefully. He feels they have met the value
engineering goals and addressed the Commission's comments. He
described the modifications to the tower, the metal trellises,
canopy's, the screening wall for the loading dock, and the
materials.
The Commission and the applicant reviewed and discussed the
metal blades on the tower and the size of the sign. MR.
GREENWOOD pointed out that the sign is represented at 10' X 10,
and understands that the Commission is recommending 8' x 8'.
However, he feels that architecturally and proportionally a 10' x 10'
is stronger. He reminded the Commission that the signage will
come back to the ARC as a separate submittal in January to review
and approve. They are not looking for approval on signage today.

Commissioner Clark asked what was happening on site now and
when the Commission will see the final drawings. MR.
GREENWOOD explained that over the next month the demo
removal and undergrounding will take place. There is still a lot of
site work that has to be done. Construction documents are set to be
approved in January at which time they will come to the ARC for
approval.
Commissioner Levin asked if the fins in the tower were adjustable
and what the depth was from the glass. MR. GREENWOOD said it
was 14" and the fin itself is adjustable; set with a perpendicular
orientation to the glass.
Commissioner McIntosh said these last improvements with the
proportions and the detail really brought it back into character.
Commissioner McAuliffe said he was glad to see the
responsiveness to their comments and feels they have preserved
what the Commission saw in the first submittal while also meeting
the value engineering requirements.
ACTION:
Commissioner Clark moved to preliminary approve. Motion was seconded
by Commissioner Levin and carried by a 6-0-2 vote, with Clark, Colombini,
Levin, McAuliffe, McIntosh, and Van Vliet voting YES and Lambell and
Vuksic absent.
2. CASE NO: MISC 14-414
APPLICANT AND ADDRESS: LENNON PLACE LLC, 74-824
Lennon Place, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
preliminary approve a facade enhancement; Lennon Place.
LOCATION: 74-824 Lennon Place
ZONE: S.I.
Mr. Tony Bagato, Principal Planner, said this is an approval of a
facade remodel and presented a PowerPoint presentation for the
Commission's review. The applicant is making modifications to the
front entry and landscaping. The landscape plans will be approved
by CVWD and the City's Landscape Specialist. The majority of
changes are on the storefront to create a showroom style entrance

for high-end auto repair. He pointed out the existing equipment on
the roof and was concerned with the visibility.
The Commission and the applicant had a lengthy discussion
regarding the mechanical equipment and exhaust units on the roof
and how this will be screened. Commissioner McIntosh asked how
it would work with staff looking at this in the field to ensure that the
screening wall is high enough. Mr. Bagato said they won't issue the
CFO until it's modified. Chair Van Vliet said it would make more
sense to get the screening in the plans now. The Commission
recommended that the parapets should be at least the same height
as the equipment.
The Commission and the applicant reviewed and discussed the
materials, the low profile parapets and how the roof will drain.
Commissioner Vuksic and the architect discussed the anodized
aluminum for the fascia and the fagade element. MR. JACK
JOHNSON, Jack's Body Works, said he is trying to create a very
unique space that high-end customers will feel at home in and this
material will add greatly to the looks of the building.
The Commission returned to their discussion of screening the
exhaust units. Commissioner Vuksic said it will be challenging for
the applicant to screen it in an aesthetically pleasing way.
Commissioner McIntosh suggested making the screening an
architectural element instead of making a big massive box that
throws off the scale of the building.
The Commission was concerned with approving this project without
seeing what the screening solution would be. Mr. Bagato said this
was already permitted for them to move forward with the interior
and they can technically build out what has been permitted and the
screening could be dealt with at staff level. He said the Commission
can approve this and when the plan check drawings come back for
final it will have the screening with it. The Commission and the
applicant discussed the screening element and the plan check
process.
ACTION:
Chair Van Vliet moved to preliminary approve subject to providing
screening design with final drawings. Motion was seconded by
Commissioner Colombini and carried by a 7-0-1 vote Clark, Colombini,
Levin, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES and Lambell
absent.

VI. COMMENTS
The Commission discussed the upcoming Walls and Fences committee meeting
in January and oversized signs in the Service Industrial area.
VII. ADJOURNMENT
Upon a motion by Commissioner Clark, second by Commissioner Levin, and a
7-0-1 vote, with Clark, Colombini, Levin, McAuliffe, McIntosh, Van Vliet and
Vuksic voting YES, and Lambell absent, the Architectural Review Commission
meeting was adjourned at 1:30 p.m.
