CASE NO: MISC 14-342 APPLICANT AND ADDRESS: SARGENTI ARCHITECTS, 461 From Road, Second Floor, Paramus, NJ 07652 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of awnings and signage: Tumi. LOCATION: 73-445 El Paseo ZONE: C-1, S.P. Mr. Kevin Swartz, Assistant Planner, presented a proposal for awning and signage for Tumi located on El Paseo where Juicy Couture was formerly. The applicant is proposing to change out the awnings to a black fabric and adding signage. Staff is recommending approval. MR. GLEN TRUNLEY, head of design, said they will be taking down the existing awning and signage and replace it with new awnings and signage in the exact same locations. MR. YASSER MOUSTAFA, architect, also pointed out that the signs will be metal and attached to the existing building. The Commission and the applicants discussed the illuminated channel letters on the signs and the down lighting. Commissioner Lambell asked about the finishes on the building. MR. MOUSTAFA said all the existing finishes will remain. It will just be the awnings and metal panel that will change. ACTION: Commissioner Lambell moved to approve as submitted. Motion was seconded by Commissioner Colombini and carried by an 8-0 vote, with Clark, Colombini, Lambell, Levin, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES. CASE NO: MISC 14-345 APPLICANT AND ADDRESS: TOM PARKS, 40-101 Monterey Avenue, 131-106, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of an exterior color change. LOCATION: 72-919 Bursera Way ZONE: R-1, 12,000 Mr. Kevin Swartz, Assistant Planner, presented a proposal for exterior paint colors. The applicant is proposing to paint the entire house a dark grayish color including the garage. Staff thought the color would be too dark and would not be compatible with the architecture of the building. MS. MARGURITE CAPOZZI, designer, understands that one color going all the way through the house might be a little too much so she presented the Commission with new colors; Mancave for the main color, Studio for the garage door, and Brushed Pearl for the metal features, the light fixtures will be metal and the new gates will be glass and metal. The applicant will also be changing the landscaping to include cacti, water tolerant plants, along with black lava rocks and a lot of pebble rocks to give the house a contemporary feel. Commissioner Vuksic said he is glad that they have decided to keep the elements one solid color because it maintains a monolithic concept. Commissioner McIntosh said the geometry and architecture lends itself to something bold. Commissioner Levin thought the first color that was proposed was too dark. Commissioner Lambell said having more activity in the front with landscaping will keep your eye from immediately going to the dark monolithic color. Commissioner McAuliffe asked which way the front of the house was facing and MS. CAPOZZI said it faces north. Commissioner McAuliffe was concerned with the original proposed color because it will get even darker since it will always be in shade from the street. He thought the lighter tone proposed for the main body of the house will be the right value and all the other accent colors that are being proposed really help out. Motion was seconded by Commissioner McAuliffe and carried by an 8-0 vote, with Clark, Colombini, Lambell, Levin, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES. 3. CASE NO: SA 14-343 APPLICANT AND ADDRESS: BEST SIGNS, INC. Attn John Cross, 1550 S. Gene Autry Trail, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of a monument sign; Country Club Corporate Plaza. LOCATION: 77-530 Enfield Lane ZONE: S.I. Mr. Kevin Swartz, Assistant Planner, presented a proposal for a monument sign located on Enfield Lane in the Service Industrial area. Code Enforcement issued a letter to the owner to either remove the sign or propose a new sign since the sign was falling off the base and is currently propped up. The new monument sign is 42" in height and 90" in width and will be located in the same location in the planter. The sign is CMU block with a metal gray panel to match the building. Staff is recommending approval. The Commission and the applicant discussed the material of the monument sign. MR. JOHN CROSS, sign representative, passed around photos of the buildings and said the intent is to match the building with a pebble texture finish. Commissioner McIntosh asked about the lighting. Mr. Swartz stated the applicant would have to repair the lighting. ACTION: Commissioner Lambell moved to approve. Motion was seconded by Commissioner Vuksic and carried by an 8-0 vote, with Clark, Colombini, Lambell, Levin, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES. CASE NO: MISC 14-331 APPLICANT AND ADDRESS: PORTOLA COUNTRY CLUB HOMEOWNER'S ASSOCIATION, INC., 42-500 Portola Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of perimeter wall color changes at the entrance to Portola Country Club. LOCATION: 42-500 Portola Avenue ZONE: R-1-M Mr. Eric Ceja, Associate Planner, presented a proposal for a perimeter wall color change. The Homeowner's Association (HOA) recently repainted the club house building and decided to use some of their accent paint color on the exterior wall. Code Enforcement responded to a compliant regarding the color and staff felt uncomfortable approving the color over the counter. He described the area that was painted and referred the Commission to the photos in their packets. Staff feels that it is minimally applied and is compatible with the paint color they used for the club house. Staff recommends approval. The Commission reviewed the amount of paint color in question and thought it adds interest and makes the letters stand out. Commission Vuksic thought the color was a bit strong for this wall; however, it helps that the wall is recessed from the street. Commissioner McIntosh feels that it really helps the sign and blends into the hedge. Commissioner Lambell said it makes it look more up-to-date. ACTION: Chair Van Vliet moved to approve. Motion was seconded by Commissioner Lambell and carried by an 8-0 vote, with Clark, Colombini, Lambell, Levin, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES. CASE NO: PP 13-270 APPLICANT AND ADDRESS: HOPE LUTHERAN CHURCH, Reverend Carl R. Witt, Jr., 45-900 Portola Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a new 11,112 square foot fellowship hall: Hope Lutheran Church. LOCATION: 45-900 Portola Avenue ZONE: P Mr. Eric Ceja, Associate Planner, presented a preliminary approval to construct an 11,112 square foot fellowship hall, expand the existing parking lot, make paint color changes to the existing worship center, and make landscape improvements at the Hope Lutheran Church site. The architecture of the new building matches the architecture of the existing worship center, including matching color scheme, building massing, window framing, roof peaks, and standing seem metal roof. The existing pre-school site and parking lot will be modified to accommodate the new building. The building improvements comply with the City's development standards including the maximum building height established at the site. The proposed fellowship hall is shown at a maximum building height of 37'. Under the current zoning ordinance the maximum building height allowed in the Public Institution zoning district is 35'. However, the Hope Lutheran worship center received approval at a height of 37' in 1999 effectively establishing the maximum building height for the site at 37'. Staff supports maintaining the 37' maximum building height as it allows the new fellowship hall to match the height of the existing worship center. They have adequate space in the roof plan to accommodate all HVAC and other roof mounted equipment so that it is properly screened. Landscape improvements will also be provided in the new parking area and around the new building. The City's landscape specialist has reviewed the proposed landscape plans and has accepted the plant palette and design. Therefore, staff recommends that the Commission provide preliminary approval of the applicant's request and allow the project to move forward to a hearing with the City's Planning Commission. Final drawings will come back to the Commission for final approval. Mr. Ceja said they are identified at 6' and 4', but without the actual mechanical plans it is hard to confirm at this time point. MR. RUBEN CORONADO, Holt Architects, said they will probably be in the range of 5' to 6'. Commissioner Vuksic asked if this would account for roof slopes and MR. CORONADO said it would. Commissioner McIntosh and MR. MATT ACTON, Holt Architects, discussed the standing seam metal roofing and the radial pattern on the curved element. MR. TOM HOWELL, Holt Architects, said both would have to be looked at. They will have to think about the thickness of the metal to accomplish that curve. The Commission and the architects continued to discuss the metal roofing material. Commissioner Vuksic suggested having metal panels that are tapered to match the curve of the building without hip caps. MR. ACTON said they will take a look at the budget and work with the fabricator to come up with a solution. The Commission and the architects discussed roof drains, skylights, and three pocket glass doors. ACTION: Commissioner Vuksic moved to grant preliminary approval subject to: 1) the standing seam roof at the curved part shall have metal panels that are tapered to match the curve of building without hip caps; and 2) spacing of seams shall be consistent throughout the building. Motion was seconded by Commissioner Colombini and carried by an 8-0 vote, with Clark, Colombini, Lambell, Levin, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES. C. Miscellaneous Items: None VI. COMMENTS Commission and staff discussed political signs, Union Bank, Fairfield Inn, the right lane turn pocket on Portola and Fred Waring, RV permits, and the Mod Hotel.
