Action:
Chair Van Vliet moved to approve the July 28, 2015 meeting minutes. Motion
was seconded by Commissioner Levin and carried by a 7-0-1 vote, with
Clark, Colombini, Lambell, Levin, McIntosh, Van Vliet and Vuksic voting YES
and McAuliffe absent.

A. Final Drawings:
1. CASE NO: SA 15-140
APPLICANT AND ADDRESS: SOBHY YOUSEF, 1708 North Palm
Canyon, Palm Springs, CA 92267
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve a new canopy sign; Shell Station.
LOCATION: 77-920 Avenue of the States
ZONE: P.C.-(2)
Mr. Eric Ceja, Associate Planner, said this proposal came before the
Commission on July 28, 2015 and received approval for exterior paint
color changes, revision of the monuments sign and other signage. On
the original drawings, they had shown a sign on the canopy that the
Commission did not approve. The applicant is here today to propose a
different sign attached to the canopy that is 4' high and 4' in width.
The Commission and MR. CRAIG MOJICA, Sign Development
reviewed and discussed the renderings. The Commission suggested
the applicant enhance the design and reduce the depth of the sign.
Commissioner McIntosh suggested the sign be the scalloped Shell
sign. MR. MOJICA said he will check with his employer and see if he
will agree to a single "Shell" logo.
ACTION:
Commissioner Lambell moved to continue Case SA 15-140 subject to
enhancing the design and reducing the depth of the sign. Motion was
seconded by Commissioner Colombini and carried by a 7-0-1 vote, with
Clark, Colombini, Lambell, Levin, McIntosh, Van Vliet and Vuksic voting YES
and McAuliffe absent.

2. CASE NO: MISC 15-83
APPLICANT AND ADDRESS: ALDI INC., Attn: Skip James, Director
of Real Estate, 1770 Iowa Avenue, Suite 240, Riverside, CA 92507
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve facade changes to an existing building within Desert
Crossing; ALDI.
LOCATION: 72-543 Highway 111
ZONE: P.C.-3
Mr. Eric Ceja, Associate Planner, presented the final construction
drawings for Aldi and said that the Commission, on April 14, 2015, had
some concerns with the roof-mounted equipment being properly
screened. The applicant has now raised the walls to screen the
equipment.
The Commission reviewed the screening for the roof-mounted
equipment.
ACTION:
Commissioner Vuksic moved to approve. Motion was seconded by
Commissioner McIntosh and carried by a 7-0-1 vote, with Clark, Colombini,
Lambell, Levin, McIntosh, Van Vliet and Vuksic voting YES and McAuliffe
absent.
3. CASE NO: MISC 15-230
APPLICANT AND ADDRESS: CLARE & KEITH
APLINGTON/OLSEN, 47-956 Silver Spur Trail, Palm Desert, CA
92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve a wall exception.
LOCATION: 47-956 Silver Spur Trail
ZONE: R-1
Mr. Eric Ceja, Associate Planner, presented a wall exception on Silver
Spur Trail and said the homeowner recently purchased this home and
has started renovating. Part of that renovation was removing an
existing block wall in the front yard. He would now like to build a new
5' high block wall that would be closer to the curb but still within their
property line approximately 6' from the curb. He pointed out that the

alley on the other side of Silver Spur Trail limits the use and enjoyment
of a private yard in the rear so the only place for private yard space is
in the front yard area. Since the wall is designed to match the home
and the exception only applies to about 60% of the frontage, staff is
recommending approval.
The Commission and staff reviewed the wall exception and proposed
landscape. Mr. Ceja said the applicant is planning on berming the
landscaped area so the wall won't appear to be 5' in height since
some portions will be hidden. MR. KEITH OLSON, applicant, said
there will be desertscape, berming, various agaves and cactus, and
possibly a pool.
The Commission asked about the block wall and MR. DALE
FUNKHOUSER, designer, said the wall will be natural stacked block
and will read 8" modules. The Commission continued to discuss the
landscape and suggested that a landscape plan be submitted for staff
review and approval. Mr. Tony Bagato, Principal Planner reminded the
applicant that two trees are required. Commissioner Clark pointed out
that the rear wood fence will be removed and replaced by a block wall.
ACTION:
Commissioner Lambell moved to approve as submitted subject to submitting
a landscape plan to be reviewed and approved by staff. Motion was
seconded by Commissioner Clark and carried by a 7-0-1 vote, with Clark,
Colombini, Lambell, Levin, McIntosh, Van Vliet and Vuksic voting YES and
McAuliffe absent.
4. CASE NO: MISC 15-236
APPLICANT AND ADDRESS: IN-SHAPE HEALTH CLUBS, LLC,
Attn: K. Maloney, 6 South El Dorado Street, 7th Floor, Stockton, CA
65202
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve exterior fagade modifications for a portion of the old Mervyn's
Building; In-Shape Health Club.
LOCATION: 72-284 Highway 111
ZONE: P.C.-(3)
Mr. Kevin Swartz, Associate Planner, presented this proposal for In-
Shape Health Club and mentioned this will be located at the former
Mervyns building. He presented photos of the site and described the
changes. They are proposing changes to the main entry, a new trim
color for the trellises and columns, and the addition of five 7'-6" x 8'

pocket windows that will run from the main entry around to the Fred
Waring Drive side to provide visibility and natural light for the gym
users. They will also redo the existing landscape.
The Commission reviewed and discussed the paint colors and the
perforated metal panels on the trellises. Commissioner Vuksic said it
was important to know how the metal is being attached and what the
sizes of the panels were to make sure they are the same size and
have clean connections. MR. ROD ALONZO, architect, (on the
phone), said they will come in a series of panels and the panels will be
attached to the trellis with some sort of hemmed edge to it. The
attachments will be spaced so there won't be any sort of waviness to
the metal. He pointed out that it is a decent gauge and he does not
expect any wave in this material. Commissioner Vuksic asked the
architect to submit details for the metal trellis for staff to review and
approve.
ACTION:
Commissioner Lambell moved to approve as submitted, excluding signage;
and subject to submitting details for the metal trellis for staff to review and
approve. Motion was seconded by Commissioner Levin and carried by a 7-0-
1 vote, with Clark, Colombini, Lambell, Levin, McIntosh, Van Vliet and Vuksic
voting YES and McAuliffe absent.
5. CASE NO: SA 14-361
APPLICANT AND ADDRESS: BEST SIGNS, INC. Attn: John Cross,
1550 S. Gene Autry Trail, Palm Springs, CA 92264
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
review a sign program for: Ell Paseo Square Shopping Center (Bldg.
C, D, E, and F).
LOCATION: 73-411 Highway 111
ZONE: C-1, S.P.
Commissioner Vuksic recused himself from this item and remained in the conference
room.
Mr. Kevin Swartz, Associate Planner, said this sign program came
before the Commission on February 10, 2015. He described the
overall site plan and described the signage and sizes for each
building; C, D, E, and F.
The Commission and the applicants discussed the signage on each
building and the fins on Building C. The Commission suggested that

the applicant review the materials and architecture of the monument
signs in relationship to the building's architecture, restudy the tower
signage design, and incorporate the City's sign ordinance
requirements into the sign program for each elevation.
ACTION:
Commissioner Clark moved to continue Case SA 14-361 subject to: 1) review
materials and architecture of monument signs in relationship to the building's
architecture; 2) restudy tower signage design; and 3) add the City's sign
ordinance requirements to each elevation. Motion was seconded by
Commissioner Levin and carried by a 6-0-1-1 vote, with Clark, Colombini,
Lambell, Levin, McIntosh, and Van Wet voting YES, Vuksic abstaining and
McAuliffe absent.

Upon a motion by Commissioner Lambell, second by Commissioner Vuksic, and a 7-

Vuksic voting YES, the Architectural Review Commission meeting was adjourned at
2:30 p.m.
