Action: None r ARCHITECTURAL REVIEW COMMISSION MINUTES September 22, 2015 V. CASES: A. Final Drawings: 1. CASE NO: SA 15-140 APPLICANT AND ADDRESS: SOBHY YOUSEF, 1708 North Palm Canyon, Palm Springs, CA 92267 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a new canopy sign; Shell Station. LOCATION: 77-920 Avenue of the States ZONE: P.C.-(2) Mr. Eric Ceja, Associate Planner, stated this proposal for a sign on the canopy structure has been here a number of times. The new proposal is the actual "shell' logo and will be placed on the canopy structure. The Commission and staff reviewed and discussed the new sign. The Commission suggested that the "shell' be lowered to 1/3 width of the beam. ACTION: Commissioner McIntosh moved to approve. Motion was seconded by Commissioner Levin and carried by a 7-0-1 vote, with Clark, Colombini, Lambell, Levin, McIntosh, Van Vliet and Vuksic voting YES and McAuliffe abstaining. Commissioner Vuksic recused himself from this item and remained in the conference room. 2. CASE NO: SA 14-361 APPLICANT AND ADDRESS: BEST SIGNS, INC. Attn: John Cross, 1550 S. Gene Autry Trail, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to review a sign program for: El Paseo Square Shopping Center (Bldg. C, D, E, and F). LOCATION: 73-411 Highway 111 ZONE: C-1, S.P. Mr. Kevin Swartz, Associate Planner, stated this project was continued from the previous meeting and presented current changes to the sign G:\PlanningUanineJudyWRC\1Minutes\2015\150922min.docx Page 2 of 6 ARCHITECTURAL REV COMMISSION MINUTES September 22, 2015 01 program as recommended by the Commission at the last meeting. He explained what the current code allows and what the applicant is proposing for the shopping center's sign program. He explained that a sign program can be different than the sign ordinance. He described the sizes of each sign for Buildings C, D, E and F. The Commission and the applicants reviewed the changes and discussed in length the panels, fonts, and colors for the monuments signs. They also discussed the block wall along El Paseo in front of the Coffee Bean and suggested that it only contain the name of the center. If there are any changes in the future, it will return to the Commission for review. ACTION: Commissioner Clark moved to approve subject to: 1) the sign located on Building B shall not exceed standard zoning requirements; 2) background panels for secondary tenants on monument signs shall remain consistent (beige) and only the letters shall be a different color; and 3) on the existing block wall along El Paseo, in front of the Coffee Bean, only the name of the center, El Paseo Square, shall appear on the wall and any additions will be subject to ARC review. Motion was seconded by Commissioner Levin and carried by a 6-0-1-1 vote, with Clark, Colombini, Lambell, Levin, McIntosh, rr and Van Vliet voting YES and McAuliffe absent and Vuksic absent. 3. CASE NO: MISC 15-191 APPLICANT AND ADDRESS: GENERATION RESIDENTIAL HOMES, Attn: David Mercier, 1140 US Highway 287 #400-178, Broomfield, CO 80020 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a material exception for 2 five feet high corrugated metal screen panels with wood trim facing a public street. LOCATION: 45-468 Panorama Drive ZONE: R-3 Mr. Kevin Swartz, Associate Planner, presented a material exception for 2 five feet high corrugated metal screen walls with wood trim. He said this meets the height requirement for the setback ratio and the reason it is here is because any wall facing a public street has to be wrought iron or block. Since this is such a small area, staff is recommending approval. r The Commission reviewed and discussed the material and found it to be acceptable. Motion was seconded by Commissioner Vuksic and carried by an 8-0 vote, with Clark, Colombini, Lambell, Levin, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES. Commissioner Vuksic recused himself from this item and remained in the conference room. 4. CASE NO: MISC 15-237 APPLICANT AND ADDRESS: PREST VUKSIC ARCHITECTS, Attn Tony Zavala, 44-530 San Pablo Avenue, Suite 200, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a new store front awning, wall signage, and light sconce; J. McLaughlin. LOCATION: 73-375 El Paseo, Suite K ZONE: C-1, S.P. ti Mr. Kevin Swartz, Associate Planner, presented a request for a new awning, wall signage, and a light sconce on Suite K of the Colony building located on El Paseo. He passed around the awning sample and said the building's paint color will remain the same. He mentioned that they will also be changing the color on the main entry door. Staff is recommending approval since the wall sign meets the square footage and is tastefully done. The Commission reviewed and discussed the awning's frame and color. ACTION: Commissioner Colombini moved to approve as presented. Motion was seconded by Commissioner Lambell and carried by a 7-0-1 vote, with Clark, Colombini, Lambell, Levin, McAuliffe, McIntosh, and Van Vliet voting YES and Vuksic absent. CASE NO: SA 15-244 APPLICANT AND ADDRESS: COAST SIGNS, Attn Karrie Reiter, 1500 W. Embassy Street, Anaheim, CA 92802 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve re-covering existing awnings with a solid black awning color; Chipotle Mexican Grill. LOCATION: 72-333 Highway 111, Suite A ZONE: P.C.-(3) Mr. Eric Ceja, Associate Planner, presented a request for solid black awnings for an existing Chipotle Mexican Grill restaurant. They have existing awnings and want to replace them with the black. There is a specific condition that the Commission has to approve the awnings and they have to be architecturally compatible with the building. This pad has several other awnings that are currently all maroon. Staff would like the Commission's comments on whether or not individual tenants can have their own individual awning color or should all the awnings on the building remain the same. Otherwise, the proposed awning matches the size and shapes of all the other awnings; it is just a new fabric color. MR. JIM UTTERBACK, Above All Awnings, said Chipotle will leave the existing frames and just replace the awning with Sunbrella. Commissioner Clark asked about the sign program for the center and Mr. Ceja said it is consistent with the program. Commissioner Vuksic said it is better in retail developments if the awnings are varied in color. It gives an opportunity to have more character. ACTION: Commissioner Lambell moved to approve as presented. Motion was seconded by Commissioner Levin and carried by an 8-0 vote, with Clark, Colombini, Lambell, Levin, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES. B.
