Action:
Chair Van Vliet moved to approve the March 22, 2016 meeting minutes.
Motion was seconded by Commissioner Levin and carried by a 7-0-1 vote,
with Colombini, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic
voting YES and Clark absent.

A. Final Drawings:
1. CASE NO: MISC 16-87
APPLICANT AND ADDRESS: GENE HUNT, 40-896 Avenida
Solana, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve a 16'-8" roof height for a single family residence.
LOCATION: 77-877 Mountain View
ZONE: R.E. 40,000
Mr. Kevin Swartz, Associate Planner, presented a proposal for a
roof height of 16'-8" and stated that anything over 15' has to come
before the Commission for review and approval. He described the
plans and said the roof plate is at 9' and goes up to 12 to 13' to the
ultimate height of 16'-8". The setback is 15' on each side that is
required by the zone and the residence is centered more to the
middle of the lot. The casita is a little over 14' in height and meets
the height requirement. He stated that the applicant will correct the
rear yard setback from 42' to 50'. Staff is recommending approval.
Commissioner Vuksic said the roof masses break up pretty well
and the high parts are in the center. He feels this is in keeping with
the quality of homes in the area.
Commissioner Lambell referred to the height of the solar panel area
and suggested screening the panels. MR. GENE HUNT, applicant
discussed the height of the existing wall and Mr. Swartz mentioned
that the applicant can go up to 6'.
ACTION:
Commissioner Vuksic moved to approve. Motion was seconded by
Commissioner Lambell and carried by a 7-0-1 vote, with Colombini,
Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic voting YES, and
Clark absent.

Commissioner Lambell recused herself from this item and left the conference
room.
2. CASE NO: MISC 16-110
APPLICANT AND ADDRESS: KEVIN ROCHE, 73020 Kavanaugh
Court, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve a 16'-6" roof height for a single family dwelling.
LOCATION: 73-020 Kavanaugh Court
ZONE: R-1 10,000
Mr. Eric Ceja, Associate Planner, presented a height exception of
16'-6" in an R-1 Single-Family zoning district and said anything over
15' in height comes to the Commission for review and approval.
The applicant is proposing a new home which will be the last home
to be developed on this private street. The plans show a home that
is 16'-6" in height and is architecturally compatible with the other
three homes on this street that previously received height exception
approvals. With the architectural massing of the building, the main
portion that is above 15' in height is in the center of the residence
and because of this staff is recommending approval.
Commissioner Levin discussed grading concerns and Mr. Ceja said
this pad has already been graded and no further grading changes
will be made to this site. They also discussed the 5' side yard
setback and Mr. Ceja explained that there is a combined side yard
setback of 14' with a minimum of 5', which is being met.
Chair Van Vliet was concerned about the attic vents in the side wall
on the right side of the house. He said they look strange and
wondered why they didn't put them up on the roof like they did with
the others. This does not enhance the elevation and pointed out
that this side faces the neighbor. Commissioner Mclntosh said the
way they are grouped makes it appear industrial looking. The
Commission suggested they move the vents to the roof.

Chair Van Vliet called for a motion and before taking the vote,
Commissioner Mclntosh expressed concern that the flat brows that
run above the windows of the home are black and that water will
sheet drain over the face of them. He was concerned that dirt will
streak over the brows and onto the white fascia during a rain and
suggested they enhance the brow with a drip edge. Mr. Ceja stated
he would relay this comment to the applicant.
ACTION:
Commissioner Vuksic moved to approve subject to relocating the vents on
the right side of the house to the roof with staff's review and approval.
Motion was seconded by Commissioner Mclntosh and carried by a 6-0-1-1
vote, with Colombini, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic
voting YES, Lambell abstaining and Clark absent.
3. CASE NO: DP/PP 15-273/TTM 37023
APPLICANT AND ADDRESS: BIGHORN GOLF CLUB, Attn: Carl
Cardinelli, 255 Palowet Drive, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Final Approval to
construct a 73,000 sq. ft. clubhouse facility with underground
parking and four residential condominium units; Bighorn Golf
Club.
LOCATION: 255 Palowet Drive
ZONE: P.C.D. / D
Mr. Eric Ceja, Associate Planner, presented final construction plans
for a 73,000 square foot clubhouse for Bighorn Golf Club. He said
this was here in December and received approval from ARC with
no conditions added to this project.
The Commission reviewed and discussed the plans.
ACTION:
Commissioner Lambell moved to approve as presented. Motion was
seconded by Commissioner Levin and carried by a 7-0-1 vote, with
Colombini, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic
voting YES and Clark absent.

B. Preliminary Plans:
1. CASE NO: PP 16-75
APPLICANT AND ADDRESS: DIOCESE OF SAN
BERNARDINIO, 1201 E. Highland Avenue, San Bernardino, CA
92404
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
preliminarily approve construction of a one-story 2,800 sq. ft.
classroom; Sacred Heart Catholic School Campus.
LOCATION: 43775 Deep Canyon Road
ZONE: P.R.-4
Mr. Eric Ceja, Associate Planner, presented a proposal to construct
a 2,800 square foot classroom at Sacred Heart Catholic School
Campus. He described the addition and pointed out where it would
be located on the property. He presented a site plan for the project
and said the setbacks and the height all comply with the zoning
ordinance. The building is approximately 17'-6" tall with stucco and
a metal architectural element across the east, north and south
elevation. He passed around a materials board and said this meets
the development standards for the zone and stafF is recommending
approval.
The Commission and staff discussed the cladding and the HVAC
screening.
ACTION:
Commissioner Colombini moved to approve as presented. Motion was
seconded by Commissioner Vuksic and carried by a 7-0-1 vote, with
Colombini, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic
voting YES and Clark absent.
