ORAL COMMUNICATIONS None IV. APPROVAL OF MINUTES: July 12, 2016 and July 26, 2016 Action: Chair Van Vliet moved to approve the July 12, 2016 meeting minutes. Motion was seconded by Commissioner Lambell and carried by a 6-0-1-1 vote, with Clark, Colombini, Lambell, McAuliffe, Van Vliet and Vuksic voting YES, with McIntosh abstaining and Levin absent. ARCHITECTURAL REVI COMMISSION *00 MINUTES August 9, 2016 Action: Commissioner Lambell moved to approve the July 26, 2016 meeting minutes. Motion was seconded by Commissioner McAuliffe and carried by an 7-0-1 vote, with Clark, Colombini, Lambell, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES and Levin absent. V. CASES: Staff requested an additional item be added to the Agenda. Commission concurred. Commissioner Vuksic moved to add Case No. MISC 16-212. Motion was seconded by Commissioner Clark and carried by a 7-0-1 vote, with Levin absent. A. Final Drawings: 1. CASE NO.: MISC 16-212 APPLICANT (AND ADDRESS): AMERICAN SIGNS INC., 1717 E. Vista Chino, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Request final approval of a canopy with signage; J. Willott Gallery LOCATION: 73300 El Paseo ZONE: C-1, S.P. Ms. Heather Buck, Assistant Planner, presented a request for two awnings for J. Willcot Gallery. She presented details of the awning showing the metal frame structure and a black canvas covered awning with the business name and logo. The existing signage is on the face of the building and staff approved over the counter. However, the signage on the awning is subject to the Commission's approval of the awnings. The Commission and MR. JIM SADLER, American Awning, discussed the California style and structure of the frame and the manufacture of the material. ACTION: Commissioner Lambell moved to approve as presented. Motion was seconded by Commissioner McAuliffe and carried by a 7-0-1 vote, with Clark, Colombini, Lambell, McAuliffe, McIntosh, Van Vliet and Vuksic voting YES and Levin absent. CASE NO: PP/CUP 15-370 APPLICANT AND ADDRESS: THE LIVING DESERT, 47900 Portola Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of preliminarily approving a new entry plaza, three new animal exhibits, and a new banquet building; The Living Desert. LOCATION: 47900 Portola Avenue ZONE: P — Public Institution Commissioner Vuksic recused himself from this project and remained in the conference room. Mr. Kevin Swartz, Associate Planner, presented for preliminary approval a project for the Living Desert that is broken up into three phases; Phase 1 is a new entry way and retail building and ticketing office, and a Legacy Garden; Phase 2 is a new lion, rhino, and hyena exhibit; and Phase 3 is a new banquet building. This is being presented today for the architecture of the new entry way, retail building and ticketing office, along with the Legacy Garden. He described the details of each phase including the traffic flow of the new entry way. He passed around the materials board for the Commission's review and said staff is recommending approval. He mentioned that this will go to the Planning Commission for entitlements. The Commission asked about the intent of the tower and MR. CHRIS MILLS, Architect, said the main idea of the tower is for way finding and pointed out that the setback is 600' from Portola Avenue and will not be visible from the street. Commissioner McAuliffe and the architect discussed the arrival sequence from a vehicular standpoint. MR. MILLS described the plans for the entryway and said they wanted the drop off to be on the passenger side and explained the entry sequence and the accessible parking. He stated there would be signage directing the public to the drop-off area. Commissioner McAuliffe thought the circulation entry was awkward and feels that the amount of effort and energy being invested in this new entrance shouldn't prevent them from fixing the issues. MR. He said they will review this issue. ACTION: Commissioner Clark moved to preliminarily approve. Motion was seconded by Commissioner Colombini and carried by a 6-0-2 vote, with Clark, Colombini, Lambell, McAuliffe, McIntosh, and Van Wet voting YES, Levin absent and Vuksic abstaining. C. Miscellaneous Items: 1. CASE NO: MISC 16-44 APPLICANT AND ADDRESS: THE TRUE LIFE COMPANIES, 23 Corporate Plaza, Suite 150, Newport Beach, CA 92660 NATURE OF PROJECT/APPROVAL SOUGHT: A presentation of the Montevera Specific Plan for the development of 300+ homes on 80 acres formerly the Santa Rosa Golf Club. LOCATION: 38105 Portola Avenue ZONE: PR-7 Mr. Eric Ceja, Principal Planner, presented for discussion only, a specific plan for the development of 300+ homes on 80 acres for Montevera; formerly the Santa Rosa Golf Club. The specific plan requires a change of zone, general plan amendments, and a tentative tract map. Typically the Commission doesn't see these types of applications, however if the specific plan is approved by City Council plans for the homes and common area spaces will come back for architectural review. Today, staff wanted to make a presentation to familiarize the Commission with the project. No action will be taken. Montevera occupies the former Santa Rosa Golf Club, which closed about two years ago. It is 80 acres in size bounded by Frank Sinatra Drive (Frank Sinatra) and Portola Avenue (Portola) and abuts the Palm Desert Greens Country Club (Palm Desert Greens). In developing this specific plan, the applicant is looking at about 303 residential homes with primary access coming off both Frank Sinatra and Portola. There is a mix of housing types; 66 cluster units, 48 attached single family units, and the remainder will be detached single family homes. The specific plan provides lots of open space throughout the community; some of which is very G:\PlanningUanine Judy\ARC\1 Minutes\2016\160809min.docx Page 4 of 7 w ARCHITECTURAL REW COMMISSION MINUTES August 9, 2016 centralized along the spine road to give the community a focal area to meet and gather. On the Frank Sinatra side, there will be a large community pool, event space, a pool house, and shaded pavilion space for residents. Closer to Portola there is more of a grassy play area that is available for the entire community. Since this community is close to Palm Desert Greens, there is a lot of separation from the neighborhood and the existing homes. There will be a landscaped area with walking trails throughout the community along with a large landscaped separation between Palm Desert Greens and the new community. A condition will be written into the specific plan that homes can be two-story but not within 100' from the western and southern property lines. In an area on the southwest corner of the project, there will be an "adult only" pool to keep the noise level down due to the proximity to the surrounding Palm Desert Greens community. There is ample open space throughout the project with perimeter trails along the west and south side and on the east side there is a 50' easement with overhead utilities where they are proposing some type of shrubbery landscape and a decomposed granite (DG) walking path to connect the community from Portola all the way to Frank Sinatra. The specific plan is showing architectural elevations for the two community buildings, the "adult only" pool, the covered space for outdoor seating, and the same for the larger community pool. Architectural styles are not dictated in the specific plan. With the applicant showing architecture for these community buildings, he is setting the tone and architectural stylings on how new homes should be designed. These examples should be used in new home design and should help with maintaining a level of continuity with the whole community. The entire project will be enclosed by a 6' high block wall along with ample landscaping separating the housing structures. Along the open space on the spine road, instead of having block walls throughout, they are proposing wrought iron fencing to provide views into the green space. He presented the project entry for Frank Sinatra showing the community space connected to sidewalks surrounding the community, an entry gate structure and monument sign. He presented the Phasing Plan and said the developer anticipates entitling the entire 80 acres with this tentative tract map to set up the five different communities. They could then, in the future, sell those different phases to different developers who would then present to this Commission a packet for review and approval of what the home architecture and landscape will look like. Commissioner McIntosh said this is a good concept and asked about the southwest corner of the community and asked if they allowed for parking or are they allowing for just pedestrians. Mr. Ceja said there is no parking shown and have discussed that with the applicant. There would be on-street parking in that area and it is anticipated that many of the residents would walk or use bikes to get to the site. Commissioner Clark said they might want to consider an area for golf carts unless the streets abutting this area are wide enough to handle parallel parking. Commissioner McIntosh stated that it is good to encourage walking or bikes but if this is successful you will have a lot of cars parked on the street. Commissioner Lambell suggested there be some cohesiveness between the five different developments. Mr. Ceja said they want the community to look cohesive and coherent since all the developments will look different, however it should blend into one another. Commissioner Vuksic suggested that they massage the area near the pool a little bit in order to get some head-in parking to avoid having cars parked in front of the homes in that area. The Commission discussed parking, trash containers, utilities, and cluster mailboxes ACTION: No Action taken. Discussion Only. VI. ART IN PUBLIC PLACES UPDATE — Commissioner Vuksic — 7/29116 Commissioner Vuksic reported the following from the last AIPP meeting. A project called Desert X will locate temporary art exhibitions at several sites in the Coachella Valley with one of those sites being Homme Adams Park; First Weekend events will include STREET on November 4, 2016 on the top level of the Westfield Mall parking structure, and a beer garden event on El Paseo in December; the traffic signal cabinets on the corner of Magnesia Falls and Portola Avenue will be vinyl wrapped with artwork submitted by local students in collaboration with the artist, Susan Smith Evans; Palm Desert Community Gallery will host a new exhibit, Touching Nature: Images of Hands from August 11, 2016 to October 28, 2016; and several artists were added to the registry.
