Action:
Commissioner Vuksic moved to approve the January 26, 2016 meeting
minutes. Motion was seconded by Commissioner Clark and carried by a 7-
0-1 vote, with Clark, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and
Vuksic voting YES and Colombini absent.

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve final construction plans; Legend Gardens.
LOCATION: 73-685 Catalina Way

Mr. Eric Ceja, Associate Planner, stated Legend Gardens, an
assisted living facility on the corner of Catalina Way and San
Pascual Avenue, was here last year for review and received
Council approval late last year for an expansion. The applicant has
addressed the comments made by the Commission regarding the
screening of the HVAC units and dressing up the north and east
elevations. He presented the plans for review, pointed out the
changes and said the architecture is designed to match the existing
facility since it is an expansion.
ACTION:
Commissioner Levin moved to approve. Motion was seconded by
Commissioner Lambell and carried by a 7-0-1 vote, with Clark, Lambell,
Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic voting YES and
Colombini absent.

Commissioner Vuksic abstained from this item and remained in the conference room.
Mr. Eric Ceja, Associate Planner, presented a proposal for the
vacation of San Marcos Avenue at San Clemente Circle for a public
parking lot. The Council has approved plans for improvements
along Alessandro Alley by merging two lots with the right-of-way to
construct a 32-stall parking lot to include lighting, curbs and gutters
and landscape. The permit also includes a perimeter block wall
along San Clemente Circle with a pedestrian connection to
Highway 111. All the standards including shade trees, aisle widths,
and striping for the stalls comply with the municipal code. The wall
design is similar to the rest of the perimeter block walls along
Alessandro Alley and because it faces a residential area staff felt it
was important to provide a decorative block wall.
Mr. Ceja pointed out as part of the redevelopment of Highway 111,
the City wants to be able to altow commercial property owners to
utilize these parcels as parking for the commercial area. The
Commission reviewed the parking lot and asked if any of the
spaces were handicap accessible. Mr. Ceja pointed out that
handicap assessable parking is made available along the frontage
road. The Commission recommended that the applicant restudy the
handicap accessible parking.
The Commission also discussed the width of the pedestrian
opening and recommended using landscape and boulders to
prohibit vehicle access through the wall opening and to consider
adding additional trees toward the residential side of the lot.
ACTION:
Commissioner Mclntosh moved to approve subject to: subject to: 1)
review of handicap parking; 2) using landscape and boulders to prohibit
vehicle access through wall opening; and 3) consider adding additional
trees towards the residential side of lot. Motion was seconded by
Commissioner Lambell and carried by a 6-0-1-1 vote, with Clark, Lambell,
Levin, McAuliffe, Mclntosh, and Van Vliet voting YES, Colombini absent
and Commissioner Vuksic abstaining.

3. CASE NO: MISC 16-24
APPLICANT AND ADDRESS: PAUL CARPENTER, 76-822 New
York Avenue, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve a 6' high block wall 12' from back of curb.
LOCATION: 76-822 New York Avenue
ZONE: R-1, 9,000
Mr. Kevin Swartz, Associate Planner, presented a proposal for a 6'
high block wall 12' from back of curb. He said code requires that a
6' high block wall is 20' behind the curb. However, the code also
allows exceptions approved by the Architectural Review
Commission with a compelling reason. The applicant is asking for
an exception to create more of a play area in the front yard and
lining up the wall with the adjacent neighbors. In addition to the
wall, the applicant is proposing desert landscape on the outside of
the wall and artificial turF on the inside.
The Commission and Mr. Paul Carpenter, applicant, discussed the
neighboring wall. Commissioner Levin indicated that it was 6'-2"
from the grade and recommended a 5' high wall to the applicant.
Mr. Carpenter said he would be okay with that height since the
grade does go up slightly from the top of curb. The Commission
also recommended that the applicant work with staff on the design
of the wall and landscape plan.
ACTION:
Commissioner Vuksic moved to approve subject to: subject to: 1) height of
wall shall be a maximum of 5'; and 2) staff to work with applicant on the
design of the wall and landscape plan. Motion was seconded by
Commissioner Levin and carried by a 7-0-1 vote, with Clark, Lambell,
Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic voting YES and
Colombini absent.

4. CASE NO: MISC 14-434

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve final construction plans for two new office/retail buildings -
#5 & 6: University Village Office Park.

Commissioner Vuksic abstained from this item and remained in the conference room.
Mr. Kevin Swartz, Associate Planner presented the final
construction drawings for the Commission's review. He pointed out
that the applicant has thickened the wall which was one of the
conditions at the last meeting to make it more three-dimensional.
ACTION:
Commissioner Lambell moved to approve. Motion was seconded by
Commissioner Mclntosh and carried by 6-0-1-1 vote, with Clark, Lambell,
Levin, McAuliffe, Mclntosh, and Van Vliet voting YES, Colombini absent
and Commissioner Vuksic abstaining.

VI. ART IN PUBLIC PLACES UPDATE — Commissioner Vuksic — 2/10/16
The AIPP Commission selected two artists to present final proposals of painting
a design on the traffic signal cabinets on Portola Avenue and Fred Waring Drive.
Artist Susan Smith Evans was selected to work with students at Lincoln
Elementary School and its After School Program to create a design for the
cabinets at Portola Avenue and Magnesia Falls; one artist was added to the
registry; the Swing 'N Hops event on Saturday, February 6 drew in between
1,500 to 2,000 people; the 2016 Coachella Valley Wildflower Festival will take
place on March 5; and the Documentary Film Series continues through April 21
at the UCR Campus.
