CASES: A. Finai Drawings: 1. CASE NO: SA 15-324 APPLICANT AND ADDRESS: HOME SMART PROFESSIONALS, 73-301 Fred Waring Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a new monument sign; Home Smart Professionals. LOCATION: 73-301 Fred Waring Drive ZONE: O.P. Mr. Kevin Swartz, Associate Planner, said this request for a monument sign has been before the Commission a couple of times and described the current changes. The Commission reviewed and discussed the sign with the applicant, MR. KEN STENDELL. ACTION: Commissioner Lambell moved to approve. Motion was seconded by Commissioner Clark and carried by a 7-0-1 vote, with Clark, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic voting YES and Colombini absent. 2. CASE NO: SA 15-302 APPLICANT AND ADDRESS: SIGN-A-RAMA, 41-945 Boardwalk, Suite L, Palm Desert, CA 92211 NATURE OF PROJECTIAPPROVAL SOUGHT: Consideration to approve a new monument sign; Country Club Market Place LOCATION: 77-750 to 77-780 Country Club Drive ZONE: S.I. Commissioner Vuksic recused himself from this case and left the conference room. Mr. Eric Ceja, Associate Planner, presented a new monument sign for Country Club Market Place. The sign will be out of the right-of-way and won't affect any line-of-sight triangles and some of the existing architecture of the building was applied to the sign. The applicant is proposing a sign that is 7' in height and up to five (5) tenants per each side of the sign. In order for the sign to comply with the municipal code, staff is recommending that the sign be brought down to a maximum 6' in height with a maximum of four (4) tenant panels per each side to reduce visual clutter; making the sign more proportionate. There are exceptions that allow for larger monuments signs but it's for topographic reasons or architectural details that are appropriate. Commissioner Levin asked about the illumination of the sign and MR. WILLIAM SIGURDSEN, sign representative, said everything will be internally illuminated with push-through letters and the tenant lettering will be routed-out with acrylic behind it. The Commission and the applicant discussed the height of the sign, the lettering, color of the tile at the base, and the number of panels. MR. SIGURDSEN pointed out that the reason the applicant decided on five panels is because it will only be for the rear tenants. There are 16 tenants in the rear and currently there is no exposure for them from Country Club Drive. They will be rotating the panels giving each tenant an equat amount of exposure. The Commission and the applicant reviewed and discussed the sign height, materials, and panels. Commissioner Lambell said she doesn't see any architectural merit why the sign needs to be 7' tall with five (5) tenant panels. She feels this will be cluttered and with logos it will get worse. She agrees with staff that the sign be a maximum height of 6' with four(4) tenant panets. ACTION: Commissioner Lambell moved to approve subject to: 1) maximum height shall be 6'; 2) maximum of four (4) tenant panels per each side; and 3) staff to review size and color of monument base. Motion was seconded by Commissioner Levin and carried by a 6-0-1-1 vote, with Clark, Lambell, Levin, McAuliffe, Mclntosh, and Van Vliet voting YES, with Vuksic abstaining and Colombini absent. CASE NO: SA 15-375 APPLICANT AND ADDRESS: ORANGE THEORY FITNESS, 73- 470 EI Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of approval for the recovering of six (6) existing awnings with a new color (orange); Orange Theory Fitness. LOCATION: 73-470 EI Paseo ZONE: C-1, S.P. Commissioner Vuksic recused himself from this case and left the conference room. Mr. Kevin Swartz, Associate Planner, presented a proposal to recover six (6) existing awnings with a new color (orange) for Orange Theory Fitness; the old Visitor Center building. There are two (2) awnings along San Pablo Avenue that will stay the same size and shape and will just be recovered. In the rear there will be four (4) awnings facing the parking lot. He said the business sign on the awning was previously approved over the counter by staff. Staff is recommending approval. The Commission reviewed and discussed the awnings and signage. ACTION: Commissioner Mclntosh moved to approve. Motion was seconded by Commissioner Lambell and carried by a 6-0-1-1 vote, with Clark, Lambell, Levin, McAuliffe, Mclntosh, and Van Vliet voting YES, with Vuksic abstaining and Colombini absent. 4. CASE NO: MISC 15-378 APPLICANT AND ADDRESS: LOUAY NAOUFAL, 77-005 New York Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a new front entry carport 20' from the curb and a new roof height at 16'-3". LOCATION: 77-005 New York Avenue ZONE: R-1 G:\PlanningUanineJudyV1RC\1Minutes\2016\160112min.docx Page 4 of 6 ` �rrw' "�rr� ARCHITECTURAL REVIEW COMMISSION MINUTES January 12, 2016 Mr. Tony Bagato, Principal Planner, presented a proposal for a new front entry carport 20' from the curb and a new roof height at 16'-3". He stated that the previous homeowner converted the garage to living space without permits and the current homeowner is proposing a carport in order to keep that living space. He also said that after the last big storm, the applicant sustained damage to the roof. Mr. Bagato worked with the applicant on several design revisions before submitting this design to ARC. He pulled up Google map to show different carports styles in the neighborhood that the applicant can use. Staff is recommending approval of this current design as it is compatible with the neighborhood. The Commission reviewed the neighborhood carports and was concerned with the size of the proposed carport. Mr. Bagato explained that it has be 20' from the curb for this exception and said the applicant will remove the garage door and cut into the living space to get more depth for the car. The Commission reviewed the driveway width and recommended they narrow the driveway to a maximum width of 20' The Commission reviewed and discussed the need to increase the roof height and felt there wasn't enough architectural merit to allow the height exception. They were concerned with the amount of hardscape versus the lack of landscape and recommended the applicant provide additional landscape and one additional shade tree. MR. CARLOS SANCHEZ, designer, arrived at 1:15 p.m. and explained the project to the Commission. He said that a member of the household is disabled and the homeowner would like to provide handicap-accessible parking for a van. The Commission and the designer discussed the mass of the carport, the roof height, and landscape. ACTION: Commissioner Mclntosh moved to continue Case MISC 15-378 subject to: 1) reducing design mass to be in scale with the house; 2) provide current pictures of the house and yard; 3) additional landscape and less hardscape; 4) add one additional shade tree; 5) driveway shall be narrower. Motion was seconded by Commissioner Levin and carried by a 7-0-1 vote, with Clark, Lambell, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic voting YES and Cofombini absent. ART IN PUBLIC PLACES UPDATE — Commissioner Vuksic — 12/09/15 Commissioner Vuksic reported the following from the last AIPP meeting. The Palm Desert Community Gallery will feature artwork from Paul J. Hamel and Randall Weidner in its new exhibition, Mandalas and Fragments, on display January 28 through April 8; one new artist was added to the registry; the Art Place on Corporate Way is now part of First Weekend; the Swing `N Hops Street Party on EI Paseo will take place on February 6; Still Life, Capturing the Moment is now on display at The Galen through February 21, 2016; there was a recent all-valley public art meeting for all valley cities that was well attended.
