IV. APPROVAL OF MINUTES: February 23, 2016
Action:
Commissioner Levin moved to approve the February 23, 2016 meeting
minutes with minor changes. Motion was seconded by Chair Van Vliet and
carried by a 6-1-1 vote, with Clark, Lambell, Levin, McAuliffe, Van Vliet
and Vuksic voting YES, Colombini abstaining and Mclntosh absent.

A. Final Drawings:
1. CASE NO: SA 16-61
APPLICANT AND ADDRESS: NATIONAL SIGN 8� MARKETING,
Attn: Patrick Faranal, 13580 Fifth Street, Chino, CA 91710
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve building mounted signs; Smart & Final.
LOCATION: 72-675 Highway 111
ZONE: P.C.-(3), S.P.
Mr. Eric Ceja, Associate Planner, presented a proposal for building
mounted signs. He said since this building is over 100' in length
and greater than 100' away from the public right-of-way on Highway
111, it requires approval by the Architectural Review Commission.
The applicant is proposing to modify three existing monument signs
and three building mounted signs. One of the building mounted
signs is the main identification sign and two other incidental building
mounted signs will advertise "Fresh Market" and "Fresh Produce".
Staff had concerns that the Smart and Final Extra signage was too
large for the fascia and the applicant has agreed to reduce it by 4".
Staff is recommending approval.
Commissioner Vuksic said the letters on the monuments look really
tight and suggested they be reduced slightly to allow some space
on the ends. He also suggested that the building mounted sign has
at least a 6" clearance on the top and bottom of the fascia.
ACTION:
Commissioner Vuksic moved to approve subject to: 1) building sign shall
have at least a 6" clearance on the top and bottom of the fascia; 2) letters
on the monument sign shall be reduced slightly to allow some space on
the ends; and 3) to be reviewed and approved by staff. Motion was
seconded by Commissioner Levin and carried by a 7-0-1 vote with Clark,
Colombini, Lambell, Levin, McAuliffe, Van Vliet and Vuksic voting YES
and Mclntosh absent.

2. CASE NO: MISC 16-81
APPLICANT AND ADDRESS: FW OFFICE PARTNERS, LLC, 73-
081 Fred Waring Drive, Paim Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve a proposal to construct two separate steel solar carports
on the west and south parking areas.
LOCATION: 73-081 Fred Waring
ZONE: O.P.
Mr. Kevin Swartz, Associate Planner, presented a proposal for 17
solar carports and stated it is here today because carports do play
into the overall architecture of the building especially ones that are
visible from Fred Waring Drive. The carports are approximately 15'
to the top. The carports facing Fred Waring Drive are sloped to
receive sun exposure and the ones in the back of the building will
have about a 10% tilt to receive proper sun exposure. Staff is
recommending approval.
The Commission discussed the color of the carports and the
columns. Mr. Anthony Papavero, LaSalle Solar, said the paint color
will blend into the existing building color and Mr. Swartz passed
around the materials board for review. He pointed out that the
existing parking will remain "as is" with no reduction in spaces. Mr.
Papavero mentioned that the three inverters will be located at the
back of the building near the electricat panels and stairwell and will
not be visible from Fred Waring Drive.
ACTION:
Commissioner Lambell moved to approve subject to the color of columns
and canopy structure matching existing building and reviewed and
approved by staff. Motion was seconded by Commissioner Clark and
carried by a 7-0-1 vote with Clark, Colombini, Lambell, Levin, McAuliffe,
Van Vliet and Vuksic voting YES and Mclntosh absent.

3. CASE NO: SA 16-84
APPLICANT AND ADDRESS: HEIDI HUSTEDT, 73-260 EI Paseo, Palm
Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve a color change for an existing awning from blue to dark red;
Heiress.
LOCATION: 73-260 EI Paseo
ZONE: C.1, — S.P.
Mr. Kevin Swartz, Associate Planner, presented a proposal for a color
change to an existing awning on the corner of Sage Lane and EI Paseo.
This awning was previously a blue color and was changed to a red color
without proper approval. The property owner changed out the awning
color to match the awnings at Armando's Restaurant to give it an overall
theme on that corner. He pointed out that the location of the awning and
the frame has not changed. Staff is recommending approval.
Commissioner Clark asked if the Heiress sign was painted on or ironed
on. Mr. Swartz said it was removed from the previous awning and ironed
on to the new fabric. The property owner wanted to change it out but the
owner of the business wanted to maintain the blue color as well as the
crown so the property owner ironed it onto the new fabric. Commissioner
Clark had concerns with signs being ironed on and flaking off over time.
Mr. Bagato said the sign code states that all signs need to be maintained
and can be a Code Enforcement issue.
ACTION:
Commissioner Lambell moved to approve as presented. Motion was
seconded by Commissioner Colombini and carried by a 7-0-1 vote with
Clark, Colombini, Lambell, Levin, McAuliffe, Van Vliet and Vuksic voting
YES and Mclntosh absent.

Vi. ART IN PUBLIC PLACES UPDATE — Commissioner Vuksic — 3/9/16
The AIPP Committee selected one artist to paint the traffic signal boxes on
Portola Avenue and Fred Waring Drive; six artists were selected for the Palm
Desert Community Gallery exhibition for four shows; on April 21, 2016 there will
be an all-valley art meeting held at a local gallery in Cathedral City; docent tours
are in full swing; and the documentary film series continues through April 21 at
the UCR Campus.
