Action:
Commissioner Levin moved to approve the April 26, 2016 meeting minutes.
Motion was seconded by Commissioner McAuliffe and carried by a 7-0-1 vote,
with Clark, Colombini, Levin, McAuliffe, Mclntosh, Van Vliet and Vuksic voting
YES and Lambell absent. �

A. Final Drawings:
1. CASE NO.: MISC 16-133
APPLICANT (AND ADDRESS): MING C. LOWE, P.O. Box 289, Palm
Desert, CA 92261
NATURE OF PROJECT/APPROVAL SOUGHT: Request final approvai
to remove an existing chain link fence along Portola Avenue and Catalina
Way and replace it with a new 6' high block wall; 13' from curb along
Portola and 8 '/2' from curb along Catalina.
LOCATION: 73-985 Catalina Way
ZONE: R-2
Mr. Kevin Swartz, Associate Planner, presented a request to remove an
existing chain link fence on Portola Avenue and Catalina Way and
replace it with a new 6' high slump stone wall. He presented an aerial of
the property and described the location of the wall. Staff is recommending
approval.
The Commission reviewed and discussed the existing hedge that will be
replaced by ficus, setback issues, and line of sight concerns. Mr. Swartz
pointed out that if the wall is approved the applicant will submit a
landscaping plan.
ACTION:
Commissioner Vuksic moved to approve a 6' high block wall subject to: 1)wall on
Portola Avenue shall be 15' from back of curb; 2) wall on Catalina Way shall be
10' from back of curb; 3) applicant has the option to remove oleanders and
replace with ficus; and 4) The block wall shall meet the 40-foot line of sight
requirements of the City along Portola and Catalina. Motion was seconded by
Commissioner Levin and carried by a 7-0-1 vote with Clark, Colombini, Levin,
McAuliffe, Mclntosh, Van Vliet and Vuksic voting YES and Lambell absent.

B. Preliminary Plans:
1. CASE NO: PP 16-124
APPLICANT AND ADDRESS: KRISTI HANSON ARCHITECTS, 71-185
Painters Path, Palm Desert CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
preliminarily approve the demolition of an existing 4,000 square foot
building to construct a new two-story restaurant building with a rooftop
lounge totaling 10,000 square feet.
LOCATION: 73-330 EI Paseo
ZONE: C-1, S.P.
Commissioner Levin recused himself from this project and remained in the room.
Mr. Kevin Swartz, Associate Planner, presented a request to demolish an
existing 4,000 square foot building to construct a new two-story restaurant
building with a rooftop lounge totaling 10,000 square feet. He described
the changes, presented an aerial of the property and a sight plan.
The Commission reviewed and discussed parking issues, parapet heights
to hide roof-mounted equipment, a small planter obstructing the walkway,
and roof top landscape. They asked for a line of site study.
ACTION:
Commissioner Colombini moved to preliminary approve as presented. Motion
was seconded by Commissioner Vuksic and carried by a 6-0-1-1 vote with Clark,
Colombini, McAuliffe, Mclntosh, Van Vliet and Vuksic voting YES and Lambell
absent and Levin abstaining.
C. Miscellaneous Items:
1. CASE NO: MISC 16-142
APPLICANT (AND ADDRESS): THE SWEET SPOT CLUB, LLC, 45920
Meritage Lane, Coachella, CA 92236
NATURE OF PROJECT/APPROVAL SOUGHT: Discussion of a new
faCade renovation to the existing Crystal Palm building.
LOCATION: 73-338 Highway 111
ZONE: C-1, S.P.
Mr. Kevin Swartz, Associate Planner, presented for discussion only a new
farade renovation to the existing Crystal Palm building. He stated that
Staff has worked with the designer on this project because several

designs have been submitted. The version being reviewed today is the
most current version. He reminded the Commissioners that this is for
discussion only and no action is required. Mr. Swartz described the
location of the current building and the changes that have been proposed
for an upscale cigar lounge and bar. Staff's initial concern is with the two-
story element and is looking to move away from that design and
suggested that the applicant work on the fa�ade facing Highway 111. Mr.
Swartz presented an aerial of the location and the parking area. He
pointed out the parking area that will be removed.
Staff and Commission reviewed and discussed the plans.
ACTION:
No action taken. Commission suggested: 1) the applicant needs to study the
overall design; 2) architecture needs to have more depth and detail; 3) elevations
need to match floor plans and roof plans; 4) provide more detail on finishes; 5)
look at re-locating the proposed private lounge to the front of the building along
Highway 111; and 6) carry volume and massing around to all sides.

meeting at 1:50 p.m.
