CASE NO: MISC 17-173 APPLICANT AND ADDRESS: TWENTY FOUR SEVEN HOTELS, 520 Newport Center Drive, Suite 520, Newport Beach, CA 92660 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve final construction drawings fora single story fitness center not to exceed 1,500 square feet; Residence Inn Marriott. LOCATION: 38305 Cook Street ZONE: P.R.-5 Mr. Nick Melloni, Assistant Planner, presented final construction drawings for a single-story fitness center for Residence Inn Marriott and pointed out the changes. The Commission reviewed and approved the plans. ACTION: Commissioner Vuksic moved to approve. Motion was seconded by Commissioner McAuliffe and carried by a 6-0-1 vote, with Brewer, Lambell, Levin, McAuliffe, Van Wet, and Vuksic voting YES and McIntosh absent. 2. Motion was seconded by Commissioner Vuksic and carried by a 6-0-1 vote, with Brewer, Lambell; Levin, McAuliffe, Van Wet, and Vuksic voting YES and McIntosh absent. 3. CASE NO: MISC 18-0003 APPLICANT AND ADDRESS: CELLULAR SALES OF CALIFORNIA, 34460 Monterey Avenue, Palm. Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve re-painting the 'building back to its original color and proposing a gray the around the wall signs Verizon. LOCATION: 34460 Monterey Avenue ZONE: P.C.-(3) Mr. Kevin Swartz, Associate Planner, reminded the Commission that this item was continued on March 27, 2018. As discussed at that meeting, the applicant painted the exterior without permits and the Commission determined that'the gray color was not appropriate for the building. The applicant has returned and is now proposing to return the building back to the original color and incorporating a gray tile behind the sign. The Commission reviewed and discussed the gray tile material, the size of the reveal and removal of the frame on the north, south and west elevations. ACTION: Commissioner Brewer moved to approve repainting the building back to the original color subject to: 1) signs approved as presented with the exception that on the north and south elevation the sign shall have a 6" reveal on either side; and 2) frame shall be removed on all three elevations; north, west and south. Motion was seconded by Commissioner Vuksic and carried by a 6- 0-1 vote, with Brewer, Lambell, Levin, McAuliffe, Van Wet, and Vuksic voting YES and McIntosh absent. CASE NO: MISC 17-0004 APPLICANT AND ADDRESS: BUFFALO WILD WINGS, c/o Carmen Conley, 5500 Wayzata Blvd. #1600; Minneapolis, MN 55416 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a fagade color change; Buffalo Wild Wings. LOCATION: 72920 Highway 111 ZONE: P.C.-(3), S.P. Mr. Nick Melloni, Assistant Planner, reminded the Commission that this item was continued on January 9, 2018. He presented exhibits of the existing Buffalo .Wild Wings (Buffalo's) building and passed around color samples. The applicant's previous proposal was to repaint the entire building with Buffalo's proprietary colors which included gray. He stated that the applicant is now proposing different colors; Gauntlet Gray for the columns, Dovetail for the body of the building, Citrus Yellow for the tower, and Black Magic and pointed out where the colors will be applied. Staff is recommending approval of the previous proposal which includes painting the large element yellow and keeping the remaining building in its current tan color because of the interplay between the gray and the terracotta-roof. MS. CARMEN KAMI, Buffalo Wild Wings, said these colors are being used for their newer stores and they are trying to update all stores to be consistent. Commissioner Vuksic thinks the gray as an accent in one spot would work; but when proposing to paint the entire building it would be too much and would look odd. MS. KAMI presented a second color option that would ,refresh the building using existing colors and repaint the tower using a different shade of yellow that will match the Citrus color. Commissioner Vuksic suggested they select a color that is the least bright for the tower. ACTION: Commissioner Vuksic moved to approve subject to: 1) repainting the building using existing colors; and 2) work with staff to select a yellow color that is the least bright for the tower. Motidn was seconded by Commissioner Brewer and carried by a 6-0-1 vote, with Brewer, Lambell, Levin, McAuliffe, Van Vliet, and Vuksic voting YES and McIntosh absent. AND ADDRESS: GRAZIADIO FAMILY DEVELOPMENT, 149 Palos Verdes Blvd. Suite E, Redondo Beach, CA 90277 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a facade enhancement; Jensen's Center. LOCATION: 73547 Highway 111 ZONE: D.O. Commissioners.Brewer and McAuliffe recused themselves from this item and left the room. Mr. Nick Melloni, Assistant Planner, presented the proposed facade enhancements for the-El Paseo ,Plaza and Marketplace; to include the Jensen's shopping center and an existing inline retail building. The existing gas station and three (3) retail buildings along El Paseo are not included under this proposal. The renovation includes a facade remodel including a color change, the addition of five (5) ( towers and,alteration to Building G located on the west elevation of the property. The applicant has adapted the existing architecture to an eclectic mix between Spanish Colonial Revival and some modern elements. Staff recommends approval of the plans as shown with the addition of some design modifications to bring it a little closer to a Spanish Colonial Revival, which includes changing the finish from a mix between the tan and white to just all white, possibly using a darker stain for the shutters and wherever wood is being added, and possibly some decorative iron-work. Staff recommended altering the proposed Jensen's tower by using three (3) arches instead of the one shown and ensuring the ,tower height was proportional to the building. Additionally, staff recommended redesigning the tower roofs by adding an overhang and/or decorative corbel element to.add definition. Commissioner. Vuksic and. MR. STEVE STODDARD, Nadel Architects, discussed staff's comments to enhance the Spanish Colonial details, color, the tower elements, cornices and corbels. MR. BILL LANG, property owner, said because the existing is kind of modern and straight they opted not to go with the corbels on the top because it starts to fight with the rest of the center. Commissioner Levin and MR. STODDARD discussed the external roof ladder and suggested that they consider placing it inside the building. MR. He also pointed out that the building to the west of this is 4' higher and the ladder would not be visible from Highway 111 or El Paseo. Commissioner Lambell said they typically don't approve exterior roof ladders and asked them-to review it. Commissioner Vuksic discussed enhancing the Spanish Colonial details of the project. He wanted to know what the applicant's intent was because the last thing this Commission wants to do is design it for them. When he first glanced at the plans, he thought it looked sort of eclectic with Spanish Colonial inspiration and influences, however some elements look contemporary.,MR. STODDARD said it wasn't their intent'to do Spanish Colonial. Their intent is to take what exists while working within a budget. They are not trying to redesign the whole center but to refresh the colors and create towers to have areas for signage and visibility from Highway 111, as well as taking the design for Building G and carrying-it over to the main building. Commissioner Vuksic said what this Commission is looking for is to see that what you'have designed meets,a certain aesthetic standard and not dictate a style. He•then stated that it will need a little more architecture to pull it off and make it something that everybody will be proud of. MR. STODDARD'asked for elaboration. Commissioner Vuksic said the fascia/molding for one of the towers looks a little light relative to the mass of what it is capping. He and the applicant discussed the towers, offsets and the distance from the building envelope to the parking lot. Commissioner Vuksic mentioned the cornices on the towers and suggested varying them and adjusting tle:proportions as a part of an artful composition of elements. Commissioner Levin asked if the HVAC equipment on the roof will be screened and MR. STODDARD answered yes and said they will also,be adding screening to the west side (Building F) which is very visible from El Paseo. Commissioner Levin asked for a roof plan with larger scale sections. ACTION: Commissioner Lambell moved to continue subject to: 1) review color and architectural detail; 2) consider placing external ladder inside the building; 3) submit larger scale to show articulation; 4) use a variation of cornices; 5) submit signage proposal; and 6) submit roof plan including larger scale sections . Motion was seconded by Commissioner Levin and carried by a 4-0-2-1 with Lambell, Levin, Van Vliet, and Vuksic voting YES, Brewer and McAuliffe abstaining and McIntosh absent. ADDRESS: MCKENTLY MALAK ARCHITECTS, 35 Hugus Alley, Pasadena, CA 91103 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a remodel of a storefront, entry tower, sidewalk access and landscaping; Desert Crossing. LOCATION: 72489 Highway 111 ZONE: P.C.-(4) Mr. Nick Melloni, Assistant Planner, presented a storefront remodel located within the Desert Crossing Shopping Center between the existing Marshall's and Target. This building was once occupied by Sports Authority and has .now been subdivided. There isn't a true storefront in this area so this fagade renovation will create one. The scope of work is to expand the entry by about 294 square feet, increase its height, add a ,glazing system, remove an existing decorative trellis and incorporate additional hardscape and landscape to include four (4) new date palms, bougainvillea shrubs and golden lantana. He presented the proposed changes that will retain a lot of the similar elements found throughout the center. Staff is supportive of the overall design change with one modification. He recommended that the exposed.24" run of blank building expanse created by the removal of the trellis, between the existing entry for the adjacent suite and the newly expanded entry, be landscaped or possibly have an additional date palm added in that area to break it up. Commissioner Vuksic felt an additional date palm is-not needed in that area because there is enough elements there to give it balance and relief. Chair Van Vliet asked if the tower sits proud of the element to the left. MR. WALLACE WONG, Architect, said it was 6" proud of the tower. Chair Van Vliet thought it should be more. Commissioner Vuksic said plenty of towers in the center have the nice stepping detail but in the back it looks like it was sawed off. He suggested this sort of detail should carry around the back corners so that it appears as a four-sided element. B. Preliminary Plans: 1. CASE NO: PP 18-0004 APPLICANT AND ADDRESS: AVENIDA PARTNERS, LLC, 130 Newport Center Drive, Suite 220, Newport Beach, CA 92660 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of preliminarily approving a new independent senior living facility consisting of 161 units within a two-story building; Avenida Senior Living. LOCATION: SWC Country Club and Portola Avenue ZONE: P.R.-5 Mr. Kevin Swartz, Associate Planner, informed the Commission that this item was continued from March 27, 2018. He went over some of the Commission's recommendations from that .meeting; provide additional pitch roofs to help break-up the building, decrease pitch of roofs for a better design, create more depth and articulation in the parapet elements, screen mechanical equipment, incorporate other forms from the building into the garages, and submit a line of sight from Portola Avenue, Casablanca, and within Villa Portofino. MS. FERNANDA FRISBY, KTBY Architects, stated they changed the slope from 5/12 to 4/12, incorporated the signage, added some in's and out's on the garages, incorporated some openings on the garages so it's not completely flat on the north and west side, added vertical elements that pop-out on the building facade, incorporated the existing gate for Villa Portofino into the senior living property by adding a wall, opened up the long expanse of garages by adding vertical elements to the garages, and created different roof heights. She described the stone details on the building elevations. Commissioner Vuksic mentioned the 4/12 roof pitch and asked if they would consider lowering it more than that since that is still pretty steep for a contemporary building. MS. FRISBY said the minimum slope would be 4/12 to accommodate the warranty. MR. BOB MAY, developer, said the 6/12, as originally proposed, would screen the mechanical wall instead of doing a parapet. Commissioner Vuksic said depending on the product it will vary from 3/12 to 4/12 for the warranty and asked if they would consider lowering it to make it look more elegant. MR. MAY said they will consider after checking any construction issues and the warranty. Commissioner Vuksic also suggested they lower the stone elements on the building so that it has a nice nestling feel to them. Commissioner Vuksic discussed the forms on the building not going back as far as they should on the roof. He suggested they submit an enlarged and more detailed roof plan to ensure that the forms represented in the 3-D images are depicted on the roof plan. MS. PEGGY MARSHALL, Villa Portofino resident, was concerned with the long, garage wall, the fence, curb and landscaping. She is pleased with the revised plans. ACTION: Commissioner Lambell.moved to approve subject to: 1) lower pitch of roofs from 4/12 to 3/12 to make the building more elegant; 2) lower the monolithic stone forms so they have the same relationship to the 3/12 roof pitches and the stone forms should drop down and go further to the roof; 3) submit an enlarged roof plan to ensure that the forms represented in 3-D images are depicted; and 4) review A/C units that may be visible from views within the building. Mr. Kevin Swartz, Associate Planner, presented a proposal for California Desert Association of Realtors for a remodel and addition to create larger offices, work stations and conference rooms, along with re-doing the north and south parking lots. He presented the renderings for the proposal and described the changes. 'Staff recommends approval as presented. The Commission and MR. CHRIS MCFADDEN, Architect, reviewed and discussed the rear elevation, landscape, the north and south parking lots, outdoor patio area, security lighting, roof-top equipment, external roof access, interior drains,trash area, fire riser, utility doors, a roll-down gate, an ADA ramp, and signage. ACTION: Commissioner Lambell moved for preliminary approval.
