IV. APPROVAL OF MINUTES: January 9, 2018 and January 23, 2018
Action:
Commissioner Levin moved to approve the January 9„2018 meeting minutes with
minor changes. Motion was seconded by Commissioner McAuliffe and carried by
a 5-0-2 vote, with Levin, McAuliffe, McIntosh, Van Wet, and Vuksic voting YES
and Brewer and Lambell absent.

Commissioner Levin moved to approve the January 23, 2018 meeting minutes.
Motion was seconded by Commissioner McAuliffe and carried by a 5-0-2 vote,with
Levin, McAuliffe, McIntosh, Van Wet, and Vuksic voting YES and Brewer and
Lambell absent.

1. CASE NO: PP/CUP/EA 15-223 and'TTM 37292
APPLICANT AND ADDRESS: MARY HSU, Mi Casa Property, LLC, 2275

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of
preliminary approval of architectural and landscape plans for a proposed six
(6) unit tract map located on a vacant 0.42 acre parcel.
LOCATION: 45-734 Highway 74
ZONE: R-3 18,000(3), S.P. (Residential Multi-Family, Scenic Preservation
Overlay)
Mr. Eric Ceja, Principal Planner, presented the construction drawings for a
six-unit condo development on Highway 74 that was approved by the
Commission on March 28, 2017. At that" time, the Commission
recommended the plaster surface under the accent band 3' off the ground
be painted a darker color. However, the color change is not identified on
the plans. He suggested making this a condition as part of the approval
today. In addition, the Commission wanted to see the walls, at the sides of
the garage doors, thickened to be greater than 12" beyond the plane of the
garage door and that change is shown on Sheet A2.
Commissioner Vuksic suggested color variations other than a darker base.
He is concerned that if the color changes are not done well and are too
subtle the detail will be limited. Mr. Ceja said he would confirm with the
applicant on the colors.
Action:
Commissioner Vuksic moved to approve subject to incorporating color variation
and changes approved by staff._Motion was seconded by Commissioner Levin and
carried by a 5-0-2 vote, with Levin, McAuliffe, McIntosh, Vuksic, and Van Vliet
voting YES and Brewer and Lambell absent.

2. CASE NO: SARC 18-0003
APPLICANT AND ADDRESS: N AND D RESTAURANTS, LLC. Olive
Garden #1313, 1000 Darden Center Drive, Orlando, FL 32837
NATURE OF,PROJECT/APPROVAL SOUGHT: Consideration to approve
two (2) wall signs; Olive Garden.
LOCATION: 72225 Highway 111
ZONE: P.C:(4)
Mr. Nick Melloni, Assistant Planner, presented a proposal for two wall signs
to update the fagade for Olive Garden Italian Kitchen within the Las
Sombras commercial center. The scope of work will include replacement
of two (2) wall signs, one on the west elevation facing the interior parking
lot and one on the east elevation facing Highway 111. Each sign is
proposed to be the same size and design as shown on the plans and does
not exceed.the height of 20' from finished grade. He mentioned that staff
had previously approved the stone veneer over the main entryway, re-
facing of the awnings, and a paint color update. He passed around the
materials board and,said,the sign will have routed-out channel letters and
mounted onto a cabinet and raceway. The proposed design meets all sign
( requirements established by the code with the exception of the projection
of the sign. Code only allows,a maximum projection of 12", however, the
cross-section shows a 15" projection. Staff's recommendation is to
approve the sign as designed with the requirement that it be redesigned to
reduce the projection to no more than 12"to meet the sign requirements.
The Commission and the applicant reviewed-and discussed the projection
of the sign panel. MR. BRENT FORTAY, Sight Enhancement Services,
said they understand staff's concern with the projection of the sign and said
the sign is a huge upgrade in appearance, and will provide more visibility
with the difference in colors and the letters. He explained why the extra
width is needed to house all the electrical and other components. He said
Olive Garden's sign will almost mimic Red Lobster's wall sign, which they
designed and were able to reduce the width of that panel. He and the
Commission discussed reducing the projection to 11" on the east elevation
and allowing a 15" projection on the west elevation since there will be a
rectangle recess in the stone material that will create a nice surround for
the sign.
ACTION:
Commissioner McAuliffe moved to approve Sign.A on west elevation with a 15"
projection and Sign Bon east elevation with a reduction in the projection to 11".
Motion was seconded by Commissioner Vuksic and carried by a 5-0-2 vote, with
Levin, McAuliffe, McIntosh, Vuksic, and Van Wet voting.YES and' Brewer and
Lambell absent.

3. CASE NO: SA 17-219
APPLICANT AND ADDRESS: SIGNS AND' SERVICES COMPANY,

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve
re-facing two existing monument signs; Town Center Plaza.
LOCATION: 44100-44250
ZONE: P.C:(3), S.P.:
Mr. Kevin Swartz, Associate Planner, reminded the Commission that this
request has returned for a third time. The applicant is proposing to reface
two existing monument signs for Town Center Plaza. He presented photos
of the existing signs and the first and second submittals that were not
approved.The first submittal the Commission felt there was no architectural
merit to the sign and has too many tenant panels. The second submittal
incorporates the Kokopelli's, however the Commission felt it was still too
boxy with no architectural merit. He then presented the most current
submittal and said the applicant is staying with, the existing design but
added Town Center Plaza and two new tenant panels.
MR. RYAN YBARRA, Signs & Services Company, said they incorporated
more of the look and color of the center into the design and kept the
Kokopelli's. Their main focus is to maximize the space for the tenant by
making it more visible from the street with a white panel background. He
said they will be using the existing concrete bases and poles and all the
seams, connectors, and screws will be concealed on the inside and
fastened to the pole.
The Commission reviewed and discussed the sign design, illumination,
materials, texture, and how the sign is anchored to the existing sign.
Commissioner Vuksic said it is not as aesthetically pleasing as the existing
sign and staled they can add more tenant exposure and still have the sign
look more sophisticated. Commissioner McIntosh agreed and said the
existing sign has a little bit more individuality and character to it.
Commissioner McAuliffe said if they use the building design as a reference,
understand the proportion of it because that is what is not working on their
latest design.
Commissioner Vuksic told the applicant they don't have to mimic the
building but the sign needs to look like it belongs to the center and needs
to compliment the buildings in color, shape, proportion, styling, and
layering. Commissioner McAuliffe said one of the reasons the existing sign
relates to the building is that it has simple but strong layers.

ACTION:
Commissioner Levin moved to continue Case SA 17-219 and suggested if
applicant chooses to compliment the building on their sign design, they shall
incorporate the existing building design; otherwise, the sign can stand alone with
architectural merit. Motion was seconded by Commissioner McAuliffe and carried
by a 5-0-2 vote, with Levin, McAuliffe, McIntosh, Vuksic, and Van Vliet voting YES
and Brewer and Lambell absent.

VI. COMMENTS
Commissioner Vuksic informed the Commission and staff of an upcoming documentary
film at the UCR campus on Thursday, February 15, 2018.
Mr. Ceja introduced the new intern in the Planning Department, Ms. Marscilla Bueno, who
commutes from Palm Desert to San Bernardino where she is majoring in environmental
studies and geology.

Commissioner Levin moved to adjourn the Architectural Review Commission meeting at
1:25 p.m.
