IV. APPROVAL OF MINUTES: December 12, 2017
Action:
Commissioner Levin moved to approve the December 12, 2017 meeting
minutes with minor changes. Motion was seconded by Commissioner Lambell
and carried by a 6-0-1 vote, with Lambe[[, Levin, McAuliffe, McIntosh, Van Vliet,
and Vuksic voting YES and Brewer absent.

1. CASE NO: SARC 18-0001
APPLICANT AND ADDRESS: WILDEST GREENS ORGANIC
RESTAURANT, 72990 El Paseo #3, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve a color change for six (6) existing awnings, addition.of awning
signage and building color change; Wildest Greens Organic
Restaurant.
LOCATION: 72990 El Paseo #3
ZONE: 'P.C-(3)
Mr. Nick Melloni, Assistant Planner, said this request is for a color
change for the building fagade and six (6) existing awnings, lighting and
signage for Wildest Greens Organic Restaurant that was previously
occupied by the Clementine Cafe. The applicant received approval for
a tenant improvement in October, 2017 and no structural changes were
made. The applicant took the fabric off the existing awnings and
changed the color, added new signage on the valance and body of four
(4) awnings, and changed the color of the building stucco. As part of the
permit, no exterior modifications were approved, however the applicant
made changes without approval. Mr. Melloni presented google images
of the previous awnings, stucco, and signage and presented photos of
the revised changes. He stated that the color is relatively compatible
and consistent with the majority of the center. Staff recommends
approval of the changes with one minor modification to remove the four
(4) lights above the Wildest Greens sign and the stucco refinished to
match the existing on the south and east elevation.
Commissioner McIntosh questioned the overspray of paint on the metal
roof and suggested the applicant modify that. Mr: Melloni,pulled up the
photos and stated there are sections where it appears that the previous
paint color is coming through and looks patchy. He said the Commission
could make a condition to touch up the paint and clean up the roof.
Commissioner McIntosh pointed out the area where the old sign was
removed and said there is poor execution in the combination of the
overspray and not paying attention to the texture and removal of the old
sign. Normally you would see a resurfacing of the fagade and making it
look good.

Commissioner McAuliffe also pointed out the building address that is
located directly below the lamps on the south and east facing elevations
and said there is plenty of open space for the address to be centered
on both sides. Mr. Eric Ceja, Principal Planner, said when it comes to
addressing they will have to confirm with the Fire Department on exactly
where addresses are located.
ACTION:
Commissioner Vuksic moved to approve subject to: 1) the four (4) lights above
the Wildest Greens wall signs shall be removed and the stucco refinished to
match existing; 2) touch-up stucco and paint in the areas where previous wall
sign was located; and 3) address the over-spray on the roof so the roof color
maintains a consistent look. Motion was seconded by Commissioner Levin and
carried by a 6-0-1 vote, with Lambell, Levin, McAuliffe, McIntosh, Vuksic, and
Van.Vliet voting YES and Brewer.absent.

APPLICANT AND ADDRESS: T-MOBILE, 73495 Highway 111, Palm
Desert, CA'92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve three (3) wall mounted wall signs; T-Mobile.
LOCATION: 73495 Highway 111
ZONE: D.O. Downtown Core
Commissioner Vuksic abstained from this project and left the room.
Commissioner Brewed arrived at 12:50 p.m.
Mr. Nick Melloni, Assistant Planner, presented a request from T-Mobile
for three (3) new wall signs to be placed on the north, south, and west
elevations. Each of the signs are proposed to be constructed in the
same manner but vary in size by five square feet. He presented
elevations to show the proposed locations. These signs are through-lit
channel letters, with a white acrylic face, white returns and mounted on
a 1/8-inch thick aluminum back panel that is painted magenta for T-
Mobile's branding with a semi-gloss finish. The size of the sign will be
25.8 square feet, however on two elevations they are being reduced to
comply with the sign program; facing Highway 111 and San Pablo at
25.8 square feet. Under the original sign program addendum for the El
Paseo Square Center it calls out that all signage have individual,
internally illuminated channel letters and mounted flush to the building
fascia, however the sign is mounted onto a back panel. The design of
the sign merits this exception to the sign program since it's not

technically called out as a specifically allowed sign. However, staff feels
based on the reduced size it falls under the allowed square footage and
the execution. The panel is low profile (unlike a raceway which would
be prohibited), provides contrast for the signage and incorporates T-
Mobile's corporate colors for branding in the signage design. Staff
recommends approval as shown on the plans.
Commissioner McIntosh said he remembers when this came in last year
for approval of signs and the Commission discussed the composition of
the signs on the front entry with two tenants sharing the same frontage
and how that worked as a single composition. He said with the geometry
of the building it is a huge mistake to have a back panel. This building
has sloped, tapered and curved walls and is a real busy building and
when you put a perfect rectangle on the building it seems out of place
and doesn't really address the character of the building.
Commissioner Lambell said this Commission has spent a lot of time on
the sign program and feels if they start deviating from the sign program
then where is the precedent.
Commissioner McAuliffe said the opportunity with channel letters is that
you can make them plumb even though the cant of the building is pulling
away from the letters. Commissioner Levin said they could put the
channel letters up and mount them on the building. Mr. Ceja said if they
do individual channel letters they meet the sign program. Commissioner
McIntosh said this Commission put a lot of thought into the sign program
and this is a good example.
Commissioner McIntosh moved to deny the applicant's request for a
back panel and to follow the sign program. Commissioner Brewer made
the second. Chair Van Vliet asked if there were any further comments.
MR. ADRIAN CASTANEDA, BK Signs, had a discussion with the
Commission regarding the cant of the letters. He explained they never
do that and Commissioner McIntosh said this would be an opportunity
to do it. MR. CASTANEDA explained that for engineering purposes the
sign could still fall off. He asked for clarification on the sign program
regarding trademarks. Mr. Ceja said most sign programs have
standard language that allows national tenants to use their typical
colors and doesn't allow for other exceptions like the backer panel.
Commissioner Lambell said this Commission has spent a lot of time on
the sign program for the El Paseo Square. She said signage locations
for this building have been thought out thoroughly and backer panels
are not allowed on this building.

ACTION:
Commissioner McIntosh moved to deny Case No. SARC 18-0002.
Motion was seconded by Commissioner Brewer and carried by a 6-0-1
vote, with Brewer, Lambell, Levin, McAuliffe, McIntosh and Van Vliet
voting YES and Vuksic absent.

Mr. Swartz presented a slideshow regarding the El Paseo Retail Market Study for
the Commission review.
