IV. APPROVAL OF MINUTES: June 26, 2018
Action:
Commissioner Levin moved to approve the June 26,2018 meeting minutes with minor
changes. Motion was seconded by Chair Van Vliet and carried by a 4-0-3 vote, with
Lambell, Levin, McIntosh, and Van Vliet, voting YES and Brewer, McAuliffe, and
Vuksic absent.

A. Final Drawings:
1. CASE NO: MISC 18-0009
APPLICANT AND ADDRESS: LULULEMON ATHLETICA, 855 Homer
Street, 4th Floor, Vancouver, BC V6B 2W2
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve
exterior tenant improvements; replace the band with stucco, replace fabric
awnings w/wood canopy, adding breeze block walls in front of El Paseo store
front windows, new signage, paint existing storefront mullions, replace two
glazing panels with glass doors; Lululemon Athletica.

Mr. Nick Mellon!, Assistant Planner,,reminded the Commission that this item
came before them on June 12, 2018. He discussed the changes made since
the previous meeting; removal of the decorative breeze'block, revised the
cantilevered teak wood awnings back to fabric awnings in black, the existing
glazed mosaic tile finish will be removed and replaced with white plaster, the
benches on the front elevation will be painted red, limited the white on the main
building to small sections, and the columns will be painted grey to add some
contrast. Staff is recommending approval subject to potentially painting the
planters on the front elevation to match the building.
MS. MARYANN ARTAVIA, Lululemon, sald 'since the previous meeting,
Lululemon has downsized the scope of work for the exterior, as well as the
interior. The Commission reviewed and discussed the changes to the awning
and mosaic tile. Commissioner Lambell asked the applicant to provide an
awning sample to staff for review and approval.
Commissioner McIntosh said the changes are good and helps tie in better with
the whole block of buildings. In reference to the planters he said with them
being a contrasting color they are an unifying element that continues to tie this
block together.
ACTION:
Chair Van Vliet moved,to approve as presented subject to submitting'a color board to
staff to include a sample of the awning and manufacture information. Motion was
seconded by Commissioner Lambell and carried 4-0-3, with Commissioners Brewer,
McAuliffe, and Vuksic absent.

2. CASE NO: SARC 18-0006
APPLICANT AND ADDRESS: BEST SIGNS INC., 1550 S. Gene Autry Trail,
Palm Springs, CA 92264
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
six-(6)foot high monument sign: Peck Law Group.
LOCATION: 72-925 Fred Waring Drive
ZONE: O.P.
Mr. Justus Swajian, Planning Intern, presented for approval a 6' high
monument sign for Peck Law Group(Peck Law) located on Fred Waring Drive
(Fred Waring).The architecture of this building is Santa Fe style and indicative
of this area. Peck taw recently purchased this building and is planning to
rename it The Peck Law Building. He presented renderings of the sign design,
and location, as well as lighting,specifications. He pointed out this will be the
only monument sign for this building with only one tenant out of five. Staff is
recommending approval subject to ensuring that landscaping will obscure the
ground lighting to meet code requirements, that the building has a separation
between the tile and the stucco for maintenance purposes, as well as the
monument sign since it ,will be in the dirt, and obtaining an encroachment
permit.
The Commission asked if Peck Law Group would appear on the monument
sign, as,well as on the;building and MR. DANIEL BRAGG, REALTOR, said
adding the name to the building has not been proposed at this time.
The Commission and MR. JOHN CROSS, Best Signs, discussed illumination,
setbacks, and the encroachment permit. Commissioner McIntosh suggested
submitting a site plan to staff with dimensions showing how far back the sign
is from the curb face and from the building. He discussed the proposed stucco
at the base of the sign and said porcelain tile would be easier to maintain than
stucco.
ACTION:
Commissioner Lambell,moved to approve as presented subject to: 1) submitting a site
plan to staff with dimensions showing how far back the sign is from curb face and from
the building; and 2) obtain an encroachment permit. Motion was seconded by
Commissioner McIntosh and carried 4-0-3, with Commissioners Brewer, McAuliffe,
and Vuksic absent

3. CASE NO: MISC 18-0013
APPLICANT AND ADDRESS: KUD DEVELOPMENT, 73700 Highway 111,
Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
wall exception to allow a six- (6) foot high block wall 21-feet back from curb
without undulation.
LOCATION: 73-021 Bel Air Road
ZONE: R-1
Mr. Justus Swajian, Planning,Intern, presented for approval a wall exception
to allow&6' high block wall 21' back from curb without any undulation located
on Bel Air Road(Bel Air)and Alamo Drive (Alamo). He presented the proposed
design of the house and said it is a contemporary take on mid-century modern
and pointed out the location of the 90'-3"precision cut block wall facing Alamo.
Drive. The wall design is compatible with the overall design of the home and
meets the setback requirement. Staff suggested granting the wall exception
subject to placing undulation every 30' and including landscape to partially
obscure the wall.
MR. TROY KUDLAC, KUD Development, said he is requesting approval for
the wall on the western side facing Alamo and to get an approval for the block
wall to remain un-painted or un-stuccoed since it goes along with the design
of the house and keeping the texture and shadow effect of the precision block.
The Commission reviewed and discussed the precision block wall.
Commissioner Lambell pointed out that the code requires undulation every 30'
and this proposal is 90' without any undulation. MR. KUDLAC said he could
place pop-outs every 30' so that it adds some texture to the length of the wall.
He said as a compromise he could place pop-outs in lieu of leaving the wall
un-painted or un-stuccoed.
Commissioner McIntosh said if there is architectural merit they could grant an
exception. However, he doesn't see any architectural merit in this straight 90'
grey colored wall. Given the context of the neighborhood and the style of the
house there is an opportunity to have a creative design solution to do
something more to meet the intent of the code. MR. KUDLAC suggested
placing a setback every 30' that could be 6 to 8" deep and offsetting them so
the middle panel sticks out. Mr. Kevin Swartz, Associate Planner, pointed out
that per code the offset should be a minimum of 18". The Commission gave
the applicant several ideas on what to do regarding undulation.
ACTION:
Commissioner Lambell moved to continue Case MISC 18-0013 subject to: 1)
choosing a different block material; 2) submit plan showing how the wall will blend
with architecture; 3) the wall shall not be left grey - consider painting wall a color to
match the house; 3) submit wall cap details; and 4) add articulation every 30'. Motion
was seconded by Commissioner Levin and carried 4-0-3, with Commissioners
Brewer, McAuliffe, and Vuksic absent
