ORAL COMMUNICATIONS None IV. APPROVAL OF MINUTES: June 12, 2018 Action: Commissioner Levin moved to approve the June 12, 2018 meeting minutes with minor changes. Motion was seconded by Commissioner McAuliffe and carried by a 6-0-1 vote, with Lambell, Levin, McAuliffe, McIntosh, Van Vliet, and Vuksic voting YES and Brewer absent. CASE NO: MISC 18-0009 APPLICANT AND ADDRESS: LULULEMON ATHLETICA, 855 Homer Street, 4th Floor, Vancouver, BC V613 2W2 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve exterior tenant improvements; replace tile band with stucco, replace fabric awnings w/wood canopy, adding breeze block walls in front of El Paseo store front windows, new signage, paint existing . storefront mullions, replace two glazing panels with glass doors; Lululemon Athletica. LOCATION: 73470 El Paseo, Suite 119 ZONE: D.O.: Mr. Nick Mellon!, Assistant Planner, requested that this item be removed from the agenda to comply with applicant's request. ACTION: Commissioner Levin moved to continue Case MISC 18-0009 to comply with applicant's request to remove from agenda. Motion was seconded by Commissioner McAuliffe and carried by a 5-0-1-1 vote, with Lambell, Levin, McIntosh, McAuliffe, and Van VIlet voting YES, Vuksic abstaining and Brewer absent. B. Preliminary Plans: 1. CASE NO: MISC 18-0007 APPLICANT AND ADDRESS: GRAZIADIO FAMILY DEVELOPMENT, 149 Palos Verdes Blvd. Suite E, Redondo Beach, CA 90277 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a fagade enhancement for a commercial shopping center; Jensen's Center. LOCATION: 73547 Highway 111 ZONE: D.O.: G:\PlanningUanine Audy\ARC\1 Minu[es\2018\180828min.doox Page 2 of 6 ARCHITECTURAL RE A_-4 COMMISSION MINUTES June 26, 2018 M1 Commissioner McAuliffe recused himself from this item and left the room. Mr. Nick Melloni, Assistant Planner, reminded the Commission that this item came before.them on April 27, 2018. He discussed the scope of work and changes since the previous meeting; a change in the color palette, addition of palm trees, relocation of one tower on Building ,D, addition of an arch on the main entry of Building E (Jensen's) and on Building G removal of one tower on the north elevation, relocation of outdoor dining, cutting away a portion of an .existing colonnade, addition of roof-top screening, and the removal of shutters and addition of canopies. Staff is recommending a continuance to provide additional exhibits for all sides of the buildings including the west elevation of Building G to see if there are any proposed changes and clarification of roof-top screening. MR. DAVID ANDERSON, Nadel Architects, went through the recommendations made at the last meeting and discussed those changes. The Commission and MR. ANDERSON, reviewed and discussed the relocation of the dining patio. Commissioner Lambell expressed her disappointment of the relocation from the north elevation to the east elevation. MR. ANDERSON stated that they revised the location because of structural impacts on the existing building. They also discussed the powder-coated BNC awning trellises, the horizontal trellises, and the open trellises that will extend the outdoor dining patio. The Commissioners and MR. STEVE MARTINEZ, Nadel Architects, discussed the horizontal metal screening that will be placed around the perimeter of Building F to screen the roof-top equipment. Chair Van Wet stated it was difficult to understand without having complete details on the drawings. Commissioner McIntosh said the proposed screening material has nothing to do with the building's architecture and should be tied in architecturally so it doesn't look like a metal box. This is an important location for the City and the original submittal was a lot more relevant architecturally and not just another generic storefront. The last submittal had striking architecture and was a lot more thoughtful and significant than what is currently being proposed. Commissioner Vuksic said this doesn't appear that it would work together as the building is currently being proposed. He feels the ( applicants have gone in the wrong direction and it has lost its soul and now looks generic. He pointed out that the roof pitches at 6:12 is really steep and not typically used here in the desert. He said this pitch doesn't look very tasteful and looks contrived. He understands that these buildings need to be leasable and attractive spaces for tenants but you can do that in a much more skillful way than what has been proposed. He mentioned that the Commission doesn't dictate a style but whatever style they choose it needs to be done in a tasteful way. ACTION: Commissioner Lambell moved to continued Case MISC 18-0007 subject to: 1) restudy architectural design; 2) restudy depth of the gable roof on the main element at the Jensen's entry; 3) restudy roof pitch; 4) integrate roof- top screening into architectural design; 5) submit a roof plan separate from site plan; 6) provide full construction and architecture details; and 7) submit elevations showing all sides of the buildings. Motion seconded by Commissioner Levin and carried by a 5-0-1-1 vote, with Lambell, Levin, McIntosh, Van Vliet and Vuksic voting YES, McAuliffe abstaining and Brewer absent. 2. CASE NO: PP 18-0003 APPLICANT AND ADDRESS: THE WOLFF COMPANY, 6710 E. Camelback Road, Suite 100, Scottsdale, AZ 85251 NATURE OF PROJECT/APPROVAL SOUGHT: Discussion and comments only for a 167-unit senior independent living facility consisting of two (2) three-story buildings, and a clubhouse on 8.4 acres. LOCATION: Country Club Drive; 620-430-046 & 620-430-025 ZONE: P.R:5 Commissioner Vuksic abstained from this project and remained in the room. Mr. Kevin Swartz, Associate Planner, reminded the Commission that this item was presented as a discussion item only on May 8, 2018. At that time, the Commission made comments regarding the architectural design of the project. One of the main concerns was a lack of recess and treatments on the windows. The applicant has now added shade elements, increased recess on the windows, and focused more on the vertical elements of the building. He passed around the materials board for review. SEAN BELL, Architect, said they incorporated the Commissions comments into their revised design plans. He went through the elevations and pointed out the changes made since the last meeting: addition of window shade elements; over-framing in select locations with 8" punched openings; simplified overall character of building to focus more on a volumetric architecture as opposed to a surface architecture; score lines were pared back; increased mass of balcony framing; maintained the large overhangs; modified colors to warm desert tones; eliminated change of color on the same plane to . emphasize mass; added accent colors to the inside face of the balcony framing and framed elements; addition of color splashes of burnt yellow and desert colors; dark color accents assigned to the base and corners; and, internalized the down spouts. Commissioner Lambell was concerned with the revision of the cottages with the change in form, a darker color and a reduction in horizontal score lines. Commissioner Levin said it now has a military look to it. Commissioner McIntosh said in the larger buildings it was quite successful but they have lost something in the design of the cottages. The Commission and the applicants discussed ADA path of travel, fire access, trash enclosures, carport details, screening of the clubhouse roof-top equipment, and integration of the A/C units, electrical and water lines into the architectural design. ACTION: Commissioner McIntosh moved to preliminarily approve subject to further design development: 1) clubhouse roof-top equipment shall be screened from three-story buildings; 2) details for the carports and integration of A/C units, electrical and water lines into the architectural design shall return for Commission review. Motion was seconded by Commissioner Lambell and carried by a 5-0-1-1 vote,with Lambell, Levin, McAuliffe, McIntosh, and Van Vliet voting YES, Vuksic abstaining and Brewer absent. C. COMMENTS The Commission discussed the non-functioning fountain at the Arco on Highway 111, the Springfield Hotel and the Verizon Building. VII.
