IV. APPROVAL OF MINUTES: February 13, 2018
Action:
Commissioner Levin moved to approve the February 13, 2018 meeting minutes
with minor changes. Motion was seconded by Chair Van Vliet and carried by a
6-0-1 vote, with Brewer, Lambell, Levin,''MeAuliffe, Van Vliet, and Vuksic voting
YES and McIntosh absent.

A. Final Drawings:
1. CASE NO: SA 17-219
APPLICANT AND ADDRESS: SIGNS AND SERVICES COMPANY,
Attn: Ryan Ybarra, 10980 Boatman Avenue, Stanton, CA 90680
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
approve re-facing two existing monument signs; Town Center Plaza.
LOCATION: 44100-44250 Town Center Way
ZONE: P.C:(3), S.P.:
Mr. Kevin Swartz, Associate Planner, reminded the Commission that
this request for a monument sign for Town Center Plaza has returned
for a third time. He said the applicant increased the height of the sign
from 5' to 5'-8" and beefed up the columns.
The Commission reviewed and discussed the revisions. Commissioner
Vuksic felt the amount of plaster on the main body of the sign was too
thin and suggested increasing the height of the monument to provide
relief.
ACTION:
Commissioner Lambe[[ moved to approve subject to: 1) increasing the height
of the monument sign to provide relief (additional stucco) between the top of
the sign and the Michaels panel; and, 2) work directly with staff. Motion was
seconded by Commissioner McAuliffe and carried by a 6-0-1 vote, with Brewer,
Lambell, Levin, McAuliffe, Vuksic, and Van Vliet voting YES'and McIntosh
absent.
2. CASE NO: MISC 18-0003
APPLICANT AND ADDRESS: CELLULAR SALES OF CALIFORNIA,
34460 Monterey Avenue, Palm Desert, CA 92211

request of an exterior color change; Verizon.

Mr. Kevin Swartz, Associate'Planner, presented an exterior paint color
change for Verizon and said when the application was first submitted,
staff approved wall signs only not the paint color. However,the applicant
went ahead and repainted the building gray. He presented before and
after photos of the color change.
MR. JASON LEE, Cellular Sales of California,.said they assumed the
color change was approved along with the wall signs. He explained that
this is Verizon's new branding color.
Commissioner Vuksic said the gray color is hard to pull off on Spanish.
styled buildings with a terra cotta clay tile roof: He pointed out that the
shopping center has a Santa Barbara theme and he doesn't see a
compelling architecture design reason to paint this portion of the
building with the gray color.
The Commission discussed placing a frame or a gray field around the
Verizon wall sign that has a clear border and separate from the edges
of the tower. Commissioner Vuksic said this would have to be detailed
properly and the edges finished so that it transitions back to the plaster
of the main building.
Commissioner McAuliffe said there are other colors complimentary to
the center and suggested that the applicant check out the center.
ACTION:
Commissioner Lambell moved to continue Case No. MISC 08-0003 subject to:
1) denying the two gray colors as the main body (base) as they do not work on
this building; 2) applicant has 30 days to either paint the building back to its
original color or propose a new exterior color that matches the shopping center;
and 3) applicant may incorporate the gray color or a similar backer behind the
Verizon wall signs for added pop and must be shown on the exterior renderings
for review and approval. Motion was seconded by Commissioner Brewer and
carried by a-6-0-1 vote, with Brewer, Lambell, Levin, McAuliffe, Vuksic, and
Van Vliet voting YES and McIntosh absent.
3. CASE NO: MISC 18-0002

Mr. Nick Melloni, Assistant Planner, presented a tenant improvement to
an 'existing space on 'El Paseo for MAC. The scope of work entails
removing the existing cladding and replacing it with a break metal
cladding that is powder-coated black with a satin finish. He presented
photos of the existing building along with a rendering of the new fagade.
He.stated there are no changes to the existing wall sconces, stucco or
window glazing. Staff is recommending approval of the fagade
renovation as proposed.
The Commission reviewed and discussed the metal cladding panels
and the 1/a" reveal and how they're attached, the color, and the
illumination of the signage.
ACTION:
Commissioner Levin moved to approve as presented. Motion was seconded
by Commissioner McAuliffe and carried by a 6-0-1 vote, with Brewer, Lambell,
Levin, McAuliffe, Vuksic, and Van Vliet voting YES and McIntosh absent.
B. Preliminary Plans:
1. CASE NO: CUP/PP 16-303
APPLICANT AND ADDRESS: LUMAR DECCO, LLC. 3835 Birch
Street, Newport Beach, CA 92660
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of
architecture for the development of a retail shopping center.
LOCATION: SWC Washington Street & Avenue of the States
ZONE: P.C.-2
Mr. Nick Melloni, Assistant Planner, presented a proposal for a 12,375
square-foot commercial center on the southwest corner of Avenue of
the States and Washington Street (Washington). He pointed out that the
project complies with the development standards with the exception of
a few setbacks that may be modified through the precise plan. It is
consistent with some of the goals in the General Plan to increase
pedestrian access and bring buildings closer to the forefront of the street
so that parking is not the main focal point. He presented elevations for
Pads A, B, an&C and described the project details and the landscape
plan. Staff is recommending approval of the plans with a few minor
comments; the windows on the Denny's building shall be recessed,
modifying the plans to ensure that any mechanical equipment is
screened from public view, any ground-mounted equipment, i.e.,the fire
risers and detector checks, shall be located away from public view and

not appear at the intersection, and incorporating plants that have a
strong vertical accent.
The Commission reviewed and discussed parapets and roof-mounted
equipment not being visible, blank walls on the east elevation of Pad C,
green screens, and carrying the cornice all along the length of the
building on the rear elevation of Pad A, and moving the access doors
from Washington to a less visible location.
Commissioner Vuksic said Pad B looks like a stock building and Pad A
has so much going on that it looks disjointed and not very well
articulated as one piece of architecture. He referred to the two towers
on the east elevation and said it would be more interesting if they had
two different elements there instead of two towers basically looking the
same. He had some concerns with the trellises on the east wall and said
if the plants die it will look very disappointing on Washington. The
building on Pad C looks like a tilt-up building which is disappointing and
lacks creativity. On Pad A,they attempted to make the Denny's building
interesting and exciting and he liked the wing element, but felt it could
be done better. He asked the architect to submit roof and floor plans on
their next submittal.
Commissioner McAuliffe said because this whole project is being
developed together the buildings need to have more of a cohesive .
relationship. He suggested that when they bring back the next submittal,
they need to show how the wood material terminates at the corners and
if there'is some sort of metal detail or trim detail then they need to make
sure that is reflected on the plans.
The Commission reviewed and discussed paint color changes, the
wainscot, landscape walls and sidewalks, and the space between Pad
A and Pad B and the pedestrian traffic between those two buildings.
Commissioner Brewer suggested having some architectural merit on
the blank walls and that the applicant should put more thought into the
monument sign and how it relates to the buildings.
ACTION:
Commissioner Vuksic moved to continue Case No. PP/CUP 16-303 subject to:
1) applicant providing floor plans, roof plans, and equipment plans; 2) applicant
to address comments made by Commission regarding tower proportionality,
removing landscape green screens, placement of utility room access, and
overall cohesion of design elements;and, 3) special attention shall be paid to
the articulation elements, such as the Denny's north elevation and canopies,
as it relates to the rest of the building. Motion was seconded by Commissioner
Levin and carried by a 6-0-1 vote, with Brewer, Lambell, Levin, McAuliffe,
Vuksic, and Van Vliet voting YES and McIntosh absent.
