1. CASE NO: PP 18-0001
APPLICANT AND ADDRESS: CHRIS MCFADDEN ARCHITECT, 75-

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of final
approval of construction drawings; California Desert Association of
Realtors.
LOCATION: 44475 Monterey Avenue

Mr. Eric Ceja, Principal Planner presented the construction drawings for
the California Desert Association of Realtors and pointed out that there was
nothing specifically requested for these'plans by the Commission. He said
it is customary that staff bring the plans forward for the Commission's
review and approval. He said staff reviewed the plans to make sure that
the applicant provided internal down spouts and roof-mounted equipment
that will be screened by the parapet. I '
Commissioner Vuksic reviewed the plans to verify if the applicant provided
a roof access and was able to locate the roof hatch and closet on the plans.
ACTION:
Chair Van Vliet moved to approve. Motion was seconded by Commissioner
McAuliffe and carried by a 6-0 vote, with Lambell, Levin, McAuliffe, McIntosh,
Vuksic, and Van Vliet voting YES.
2. CASE NO: SA 18-0008
APPLICANT AND ADDRESS: KIMLEY-HORN, 3880 Lemon Street Suite

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve
four exterior wall signs and a building paint color change; Target.

Mr. Eric Ceja, Principal Planner, presented a sign proposal and an exterior
color change for Target and said staff is supportive of the renderings and

the color changes that is in keeping with a desert tone. The other item for
consideration is the building mounted signs. He pointed out that any
building that has over a hundred feet of lineal frontage requires a sign
program and changes to it are reviewed by this Commission. He said staff
is recommending approval as the paint color change and the signs are in
line with City standards. However in reference to enlarging some of the
Target signs, staff is recommending the signs on the south east elevation
be reduced in size.
Commissioner Vuksic asked the representative for more information on
staff's recommendation to reduce the sign on the south east elevation. MR.
MIKE SUTTON, Kimley-Horn, explained that previously to this meeting he
agreed to the reduction.
Commissioner Levin asked if there was an issue with the lighting. Mr. Ceja
said staff is requesting that all signs be halo-lit so that the channel is open
in the back and the light source is inside that will create a reflection back
onto the wall to give it a more elegant look. Commissioner Vuksic asked if
this would work with the Target bullseye symbol. Mr. Ceja said staff is
recommending that the signs and the bullseye be reverse halo-lit. He also
said that the sign code doesn't require that it is halo-lit but it is an option.
MR. SUTTON had previously discussed with staff and said he is agreeable
to all of staff's recommendations.
Commissioner McAuliffe referred to the "target' wording on the front
elevation sign and said now that it is going to lower case lettering the
descender on the "g" looks like it is crowding the top of the tile border. He
suggested they slide it up a bit as there is space shown on the perspective
photograph. Commissioner Lambell asked if this is something staff can
review and approve. Mr. Ceja said if the Commission approves the
recommendations made by staff, the applicant will then revise their packet
and bring it back to staff for review and approval.
ACTION:
Commissioner Lambell moved to approve per staff's recommendation of changes
and subject to repositioning the "target" lettering to reduce crowding and return to
staff for review and approval. Motion was seconded by Commissioner Levin and
carried by a 6-0 vote, with Lambell, Levin, McAuliffe, McIntosh, Vuksic, and Van
Vliet voting YES.

3. CASE NO: MISC 18-0019
APPLICANT AND ADDRESS: EILEEN FISHER, 2 Bridge Street,
Irvington, NY 10533
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve
fagade enhancement: Eileen Fisher.
LOCATION: 73505 El Paseo
ZONE: D.O.
Mr. Eric Ceja, Principal Planner, presented a proposal for a fagade
enhancement for a new tenant on El Paseo; Eileen Fisher to replace J.
Crew. Staff is recommending approval.
Commissioner Vuksic referred to the front elevation and asked how much
the applicant intends ,to return the metal edge as it wraps around the
bottom. MR. SCOTT DAVES, Architect, said it will return all the way flush
against the wall to cover all the wood. To give it some dimension, it will
wrap underneath to finish both sides, as well as the top and the bottom and
come back about 2".
Chair Van Wet referred to the drip edge on top of the metal cap and said
the plans show it as an exposed drip edge coming out only a couple of
inches. MR. DAVES said it doesn't overlap the edge and you'd have to be
on top looking down to see it. Chair Van Vliet said it would be great if they
can accomplish this without it going over. MR. DAVES said it is not visible
on the store front and other stores with this are not visible from
public view.
Chair Van Vliet referred to the raised planter on the front elevation shown
as 8"tall and asked if it was a free-standing planter. MR. DAVES said it will
either be free-standing or fixed and will be a little taller than 8". He asked if
the Commission would like it free-standing or fixed. Mr. Ceja said if there is
any confusion on this he asked that the Commissioner exclude the planter
from this approval and staff will work with the applicant.
Commissioner McIntosh said it was interesting that the store name is so
low above the awning that sticks out almost 4'. He and the applicant
reviewed and discussed the plans and he suggested they consider moving
the lettering farther up on the front elevation for better visibility.

ACTION:
Commissioner Vuksic moved to approve subject to: 1) excluding the raised planter
from approval and applicant working with staff; and, 2) consider moving the Eileen
Fischer lettering farther up on front elevation-for better visibility. Motion was
seconded by Commissioner McIntosh and carried by a 6-0 vote, with Lambell,
Levin, McAuliffe, McIntosh, Vuksic, and Van Wet voting YES.
B. Preliminary Plans:
1. CASE NO: CUP/PP 16-303
APPLICANT AND ADDRESS: LUMAR DEVCO, LLC. 3835 Birch Street,
Newport Beach, CA 92660
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
preliminarily approve architecture for the development of a retail shopping
center.
LOCATION: SWC Washington Street & Avenue of the States
ZONE: P.C:(2)
Mr. Eric Ceja, Principal Planner, stated this project for a new Denny's and
two pad buildings, located at the old Casey's site at Washington Avenue
and Avenue of the States, has returned with changes. He said at the last
meeting,the Commission made comments about changing out some of the
awnings and replace with metal, look at how the Chevron element at the
front entry interacts with the rest of the building, and how the Denny's
building and the other pad buildings relate to one another. He said the
applicant has made changes based on those comments so the pad
buildings not only carry over some of the material but also some of the form
from the Denny's building.
MR. DAVE GARRISON, Property Manager, said the last time his group
was here (9/25/28 - Oral Communications) they presented plans to the
Commission showing the different planes to get a better idea of the depth
they created with the undulation of the building front.
Chair Van Wet referred to the roof plan for the HVAC equipment on the
roof of Pad B and C and said it calls out for top of equipment at 4'-6" and
suggested they state it as below the parapet height because of visibility
from the street.
Commissioner Lambell referred to the plants located on the walls for Pad
A south elevation and on the walls for Pad B north elevation. She said this
Commission doesn't typically approve plants to disguise or soften walls as
the plants may die. MR. GARRISON said they will remove the plants but

pointed out that the two buildings are only 10' apart. Commissioner Vuksic
said .this is true on the south elevation but not on the west elevation and
said the buildings have to stand on their own and not depend on plants to
make them acceptable. Chair Van Vliet suggested they use fry metal or
other detailing to break it up. MR. GARRISON stated they will work with
staff on this issue.
Commissioner Vuksic referred to the Denny's building and pointed out
differences between the 3Ds and the floor plans. He and MR. GARRISON
discussed Pads B and C and the recess needed on the walls and windows.
Commissioner Vuksic suggested they carry over the thickness from Pads
B and C to the Denny's pad. He referred to the east elevation and pointed
out a wall with a lot of glass and was concerned with the lack of recess. He
also pointed out on the north elevation, a room with a lot of glass that
appears flat and not enough space for articulation. He suggested moving
the driveway over a bit to give it a little breathing room. He referred to the
west elevation and said they need to work on the walls where the windows
are because it's pretty massive. He said even the wainscot at the bottom
looks completely flat and suggested a change in color and a pop-out
element.
MR. GARRISON said it is disturbing to them that they are continually
redesigning the plans and .they were expecting'to go to the Planning
Commission based on this meeting today. He thought with the comments
they received at a previous meeting they would move forward. He said they
are buying the property from the City and they're about ready to lose
financing because of the delays. They are concerned that every time they
come back there are major changes to make. Commissioner Vuksic said
this wasn't a fair description of what's happened and said the
Commissioners keep making the same kind of comments. MR. GARRISON
said unfortunately he hasn't been to all the meetings and said this is what
he's been told and is passing along the comments in regards to where they
think they are with this building.
Commissioner Vuksic said Pads B and C have come a long way and MR.
GARRISON said it mirrors the comments made on the Denny's building so
they brought those changes into those two buildings as well so there is
some association with the buildings. However, based on the changes
suggested today they may have to go back and look at those two buildings.
Commissioner Vuksic didn't think they would have to because they are not
changing the style of the building, it's just trying to give it a little more depth
so that it reaches an acceptable level and still basically look the same.
MR. GARRISON asked the Commissioners if they had the plans they left
at the last meeting (9/25/18 — Oral Communication) showing the different
thicknesses of the protrusions from the face of the building. He said there
is some articulation but it doesn't necessarily reflect in the elevations and

possibly not even the floor plan. He feels they have made some drastic
articulation changes on the elevation. Commissioner Lambell said they do
not have those changes in front of them and are pointing out to him the
problems as they see them now. Perhaps they have been changed but
without seeing them it's difficult to approve it.
Commissioner Vuksic referred to the roof plan for Denny's and informed
MR. GARRISON that this was the first time a roof plan has been submitted
for review. He and MR. GARRISON reviewed and discussed the tower, the
roof access, and the HVAC equipment. Commissioner Vuksic wanted to
make sure that the equipment will not be visible from the street. MR.
GARRISON said they will make sure that the equipment will be screened.
Commissioner Vuksic referred to Pad C on the west elevation where the
glass meets a solid wall at the corner facing the alley way. He was
concerned with the corner condition and thinks the glass should turn a little
and thicken the wall after the glass turns. He pointed out a similar condition
on the north side that is out and a solid wall on the east side with a door in
it. MR. GARRISON said they have made changes to the elevations and
haven't gotten all the way into the floor plan yet. Commissioner McAuliffe
asked the applicant which elevation was accurate and MR. GARRISON
said the building elevations because that is what they have been changing
not the floor plans. He referred to the north elevation and the two tower
elements and one having a shed roof. He suggested they change the
proportions of one of the towers because right now they look identical, but
one has a shed roof on it. He suggested they take the one on the right side
and change its proportions so it looks like a different animal than the one
on.the left.
Commissioner Vuksic referred to Pad C and was bothered with the west
elevation and the 6' high wall that faces the Carlos Ortega Villas, which is
21' high. He pointed out color changes to the building to the right of the
tower that were all saying zero and said it looks like there's something going
on, but there's really nothing going on. He said the same thing happens as
you wrap the corner and go to the south elevation with the same form. MR.
GARRISON said this may be an oversight and thinks the intent was to have
some projection to it and he will check that out. Commissioner Vuksic said
at this point, the Commission is looking at details more than anything to
make sure the Denny's building looks substantial and has adequate depth
so that it meets a certain threshold as far as the aesthetics.
Commissioner McIntosh and MR: GARRISON reviewed and discussed the
use of spandrel glass. Commissioner McIntosh was concerned with the
large expanse of glass in the restroom area and said that elevation will take
on a different character and suggested they submit samples of the glass.

Commissioner McIntosh knows the applicant has expressed frustration that
this isn't moving through as quickly as they would like, but he hopes the
applicant can appreciate that the Commission is struggling through an
incomplete submittal. MR. GARRISON said every time they come back
there are more changes and apologized for the group since they haven't
kept up with all the changes on the floor plans. Commissioner Vuksic
pointed out that this makes the fourth time this project has come to the
Commission and this is the first time they have seen a floor plan. He feels
strongly about this and doesn't believe that this Commission has been
inconsistent and hitting the applicant with new stuff. The Commission has
been grinding through the initial set of comments where they asked to see
roof plans and floor plans and it has taken four meetings to get them. MR.
GARRISON apologized for the group.
Commissioner McIntosh said it is hard to approve a project like this when
there are so many inconsistencies. He said there is opportunity to break up
the elevations to give it more depth and character to the buildings.
Commissioner McAuliffe mentioned the importance of the thicknesses at
the Denny's building and compared it to the transformation of Pads B and
C.
-ACTION:
Commissioner Levin moved to continue Case CUP/PP 16-303 subject to: 1) pages
shall be numbered; 2) plans need to match elevations; 3) break up and give more
depth and character to buildings; 4) be cautious with how spandrel glass reads; 5)
carry over the thickness from Pads B & C to the Denny's pad; and 6) submit
updated plans. Motion was seconded by Commissioner Lambe][ and carried by a
6-0 vote, with Lambe[], Levin, McAuliffe, McIntosh, Vuksic, and Van Vliet voting
YES.
2. CASE NO: PP 18-0008
APPLICANT AND ADDRESS: 111 MONTEREY PALM LLC,610 Newport
Center Drive #1520, Newport Beach, CA 92660
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to
preliminarily approve a new bank building; Chase
LOCATION: 72950 Highway 111
ZONE: P.C:(3)
Mr. Eric Ceja, Principal Planner, presented a consideration of a new Chase
bank building on Highway 111 proposed at the site that was formerly
occupied by Denny's restaurant. Chase will demolish the existing building
and construct a new building in its place along with landscaping, a right turn
pocket onto Highway 111, as well as a drive-thru ATM. He presented a

materials board and said the applicant and the architect have worked well
with staff in preparing the drawings submitted to ARC and staff is
recommending approval.
MR. TOM CARPENTER, 111 Monterey Palm, LLC, said he was excited
about this project and thanked the Commission and staff for their time and
said that working with staff has been a really good collaborative process.
Staff outlined what the City's expectations were and pointed out other
projects to look at for some design inspiration and was instructed not to
start with the Chase proto-type. Chase put a lot of thought into the
architecture and received meaningful feedback from staff.
Commissioner Lambell said this is a prime location within Palm Desert and
this will be a handsome building. She stated as a restaurant the parking
was terrible and asked if they looked at the amount of parking needed for
Chase. MR. CARPENTER said based on City code 13 stalls are required
and they are providing 33. They are more than adequately parked not just
per City code but per Chase's internal requirements.
Commissioner Lambell pointed out that this Commission likes to see
delineation, articulation of the building,either with form, glass,shadow lines,
walls, movement and not flat planes.
Commissioner McIntosh asked about the materials board and MR.
CARPENTER said they provided an updated spec after receiving some
direction from staff to provide a warmer looking color as a second option.
Commissioner McIntosh asked about the manufactured groove and reveal.
MS. JESSICA STEINER, Architect, said they will make it look like a plank
with various options. Commissioner McIntosh liked the, rendering with its
cool features and said it's all about the detailing on how some of this
material will come together. He asked if there will be panels with seams
and MS. STEINER said they can make it look like a true plank as depicted
on the rendering. Their intent is to not have a bunch of panelized pre-cast
materials. Commissioner McIntosh agreed and feels they will lose the
character of the architecture if they did that. He said this rendering has a
cool, clean, contemporary minimalized look and asked how they will keep
the clean look when the material runs along the front and then turns the
outside corner without any molding. MS. STEINER said they can do a
mitered edge, a corner piece, or a combination of both. Commissioner
McIntosh said he likes the way the rendering looks but sometimes it's hard
to pull that off when they try to simulate wood. He said there may be
opportunities for contemporary instead of forcing a mitre on material that
isn't really wood and suggested they consider another type of material like
cork. The Commission will be looking at these things to try and preserve
the impression the applicant has submitted. He said he liked the richness
of the veneer stone on the rendering compared to other materials
submitted. He pointed out the monolith grey forms and said it is nicely

contrasted with more richness and felt it would be nice to have something
with a little more contrast. MS. STEINER said they have struggled with the
stone and said they can go with a different product of stone if the
Commission feels they are not showing enough variety.
Commissioner McIntosh asked about the lighting for the building and felt
they will have an opportunity for great lighting at night. MS. STEINER said
they will have cans under the soffits.and lighting under the awnings around
the frame of'the central area that will make glow-down onto the building
from the frame structures. She said they would rather light it from the
building itself to give it more interest'and to follow the shape of the building
as opposed to upAt. Commissioner Vuksic said where there are stone
elements you won't have an opportunity to light it from above and said
lighting it from below will really enhance the texture of the stone.MS.
STEINER agreed. Commissioner McIntosh suggested they submit lighting
concepts.
Commissioner McAuliffe referred to Prospective 2 and said the parapet
return at the stone mass on the front elevation as it returns up and over the
top of the building needs to return'deeper over the top of the roof so it
doesn't feel quite so stage-like. He also referred to the metal panels and
asked if they are gapped and would they be sealing them or just butted
tight. MS. STEINER didn't have an answer for that. Commissioner Vuksic
referred to the perspective view on the north elevation and pointed out
three recesses and said they are shown as stucco. MS. STEINER said it
should have a stucco inset.
Commissioner Vuksic referred to Prospective 1 and referred to the form by
the bike racks and was concerned with the offset or lack of offset from the
glass to the cementitious wood product. He was also concerned with the
amount of offset from the grey metal panel form that wraps up and over,it
that doesn't seem to come out very far from the wood or glass. He thinks
given the mass of this and the fact that it is right on Highway 111 he
suggested more depth there. MS. STEINER agreed and said it would
create better shadows and nicer articulation. Commissioner Vuksic pointed
out that the parking lot spaces are deeper than required and the applicant
will have extra space to add some depth to that elevation. He then referred
to the metal panel leg and cover and said there is a 101/2"reveal and thinks
it needs to have more depth. He suggested that they definitely need to have
the cementitious material below the glass to create a thicker seal that
comes out to the glass. He referred to the south elevation and suggested
they add more depth to the metal canopy that wraps around the west side
of the building.
Chair Van Vliet was concerned with the electrical room door on the south
elevation facing Highway 111 and suggested they put the door on the east
side.MS. STEINER said they will restudy that. Chair Van Wet also noticed

switchgear on the floor plan and asked if that will be on the outside and
exposed. MS. STEINER said it will be in an alcove with an opening and full
access. Chair Van Vliet asked if this will be visible and MS. STEINER said
it would be visible from the east. Chair Van Vliet suggested they add doors
to hide the switchgear.
Commissioner McAuliffe referred to the spandrel glass above the vault
room area. MS.,STEINER said two of the six panels will be for the copy
room portion of the center section. Commissioner McAuliffe suggested that
the applicant be mindful that at night it will read differently depending on
the glass color selection. He suggested they submit a color selection for all
glass.
Commissioner Vuksic referred to the west elevation where there is a form
on the left side of the elevation at the entry with wood and metal at the top
and the metal wraps around and hits another form and is level with it that
you can see up at the north elevation as well. It comes back and hits this
form then takes it out to Highway 111. He asked the applicants what they
thought about this. MS. STEINER referred to the roof plan and said they
purposely connected the tower on the north and south so they didn't
become set-like and in doing that it only made sense to connect them and
do a central roof volume which you can see on the roof plan.
Commissioner Vuksic referred to the roof ladders with big hoops occurring
on both sides of the building and was concerned that they are going to pop-
up above the parapet line. Commissioner Lambell said this Commission
does not approve of exterior roof ladders and asked the applicant if they
can drop down on the inside as a roof hatch. MS. STEINER said Chase
typically likes to do mechanical wells which is a by-product of multi-level
roof structures. The Commission and the applicant discussed how the roof
ladders will go up to the central volume to get out to the outer wings of the
building. Commissioner Vuksic was still concerned that this will be visible
and how they will move around on the roof. He suggested they revisit the
roof access and show this Commission how it will work. MS. STEINER said
they will restudy the roof access.
ACTION:
Commissioner Lambell moved to continue Case PP 18-0008 subject to: 1) stone
color needs to be richer; 2) the stone form on the east elevation needs to return
further onto the roof; 3) submit glass color selection for spandrel glass, as well as
other glass; 4) the roof access needs to be revisited and better articulated as to
how it will work; 5) submit a 3-D rendering; 6) move electrical room door to the east
elevation; 6) add more depth to the metal canopy that wraps around the west side
of the building; 7) the mass at the southeast corner shall have more depth added
to all parts; 8) add doors to hide switchgear; and, 9) submit lighting concepts.
Motion was seconded by Commissioner Levin and carried by a 6-0 vote, with
Lambell, Levin, McAuliffe, McIntosh, Vuksic, and Van Wet voting YES.

C. Miscellaneous Items:
Mr. Eric Ceja, Principal Planner, stated that the City is planning to develop a
comprehensive sign program for City Hall to address signage for identification
around City Hall, Civic Center Park, Aquatic Center, YMCA and the Community
Center. Staff will work with the Parks Commission to develop the program on what
needs to be identified and locations for the signs. Staff will submit proposals for
sign companies and architects to develop the master sign program. He asked the
Commissioners who would .like to help work through the design process.
Commissioner McAuliffe volunteered'for the project.
VI. COMMENTS
Mr. Eric Ceja, Principal Planner, informed the Commission that the Hotel Paseo
sub-committee met with the developer, Bob ,Leach, to discuss the "as built"
conditions that exist at the hotel. Mr. Leach informed the committee that he will
have an opportunity to,revise some things on the building that will enhance the
