PARKS & RECREATION JUNE 18, 2013 Commissioner Dash reported that the water features in the parks will not be replaced when they are no longer working. The reason is that the features are expensive to maintain and to replace broken parts, and second reason is to conserve water. He also mentioned that the "Swim to Win" program held by the Aquatic Center brought an excess of 2,000 people, which made the program very successful. XI. If the temporary facility location is selected�, the neighbors, closest to the previoiusly approved location will be pleased, but the neighbors closest to the temporary facility will be disappoiinted. The purpose of the Planning Commission's public hearing on this proposed change is to allow those residents to voice their concerns, support, and/or objections, and to allow the applicant the opportunity to present a compelling case for approving their request. Staff asks the Planning Commission to receive testimony from the concerned parties, and then forward a recommendation tothe City Council. The Commission may recommend in favor of the relocation by approving the resolution included with the staff report. The Commission may also recommend that the applicant be required to construct the facility in the location previously approved by directing staff to prepare a resolution of denial, which would be brought to the Planning Commission at their next regularly scheduled meeting. The applicant submitted plans on July 6, 2012, to permanently relocate the maintenance facility within an open space area in the Palm Desert Country Club, Golf Course, and has since been going through various preliminary plan check processes, The new owner must comply with the previously mentioned development agreement and build a permanent maintenance facility located northwest of Joe Mann Park off of California Drive or request the appropriate changes to be approved by the City Council. This item will move forward, after receiving ARC approval, to City Council for final consideration of the new location and proposed building. I This project was presented to the ARC on September 11, 20112 for informal review and comment. The ARC could not formally approve the project until a Water Qual'ity Management Plan (WQM'Pi) was preliminarily approved by the Public Works Department. The applicaint should additionally notate various points of height on all revised elevations. It appears as, though the landscape berming has been removed since the last suibmi but no new design features in the landiscaple were incorporated. Staff discussed with t applicant that berming against the wall would not be recommended for approval due safety and security concerns; to keep people outside of this area during nioin-work hour jr where someone could walk up the berm and hop over the wall. Additionally, staff wouls recommend incorporating columns, and changing the, material' on the columns to bre up the long walled fagade. Dimensions need to be illustrated so staff can veri compliance with the undulation of walls every 301' of at least 18" of offset from the m!aii wall.
